HEARING
Continued from 1A
A cross section of the proposed bypass.
the city limits. The highway bypasses
the city on the west, with
grade-separated interchanges at
S.R. 100 and S.R. 16, and passing
over the railroad, creeks,
C.R. 100A and C.R. 229.
The projected cost, including
land acquisition and construction
is $202 million.
A couple of questions were
submitted in writing during the
hearing. Someone asked whether
a study of the potential impact on
businesses of bypassing the city
had been performed. FDOT’s
Bill Henderson said many businesses
would be displaced if the
urban alternative was selected
and U.S. 301 was expanded to
six lanes through town. Looking
at similar rural bypasses around
the country, a study found an initial
adverse impact to businesses
that dissipates over time, he said.
The second question was about
the possibility of a mandatory
two-lane truck route around the
city to relieve congestion without
impacting businesses. Henderson
said it’s difficult to prohibit
motorists from using roads constructed
with public funds, so it
hasn’t been seriously considered.
The projected property impact
of the rural bypass is two businesses
and 26 residences. FDOT
has a right of way office responsible
for working with affected
members of the public. There
is a legal process for taking the
property required for the project
if property owners and the state
cannot negotiate a price that both
parties agree to. The state will
even pay for legal representation,
property appraisals and
other experts necessary to help
determine a property’s worth.
The comment period for the
project development and environmental
study is open through
Jan. 22. Comments can be mailed
AUDIT
cost $11 million.
• A change in easement was
approved. Clay Electric lines
will be moved so the association
will have unobstructed access to
its Phase II site.
• A 5 percent increase was approved
for Southern Lawn Care,
which has the contract for lawn
maintenance at the landfill. A
stipulation was included in the
original bid for a 5 percent increase
in the second and third
year, but was overlooked at the
time the bid was approved. The
difference adds about $800 to
the cost of the annual contract.
• The board will piggyback on
a Union County bid from APAC
for roadwork related to installation
of a new scale. The cost will
total just under $13,000. Bids
for lime rock and sod were also
approved.
• The association’s website,
www.nrswa.org, has been updated.
In addition to general
information, budget and audit
information has been included.
The club
was treated to an interesting and
informative program at its Jan.
9 meeting. Dr. Bill Little, chair
of the Foreign Languages Department
at Santa Fe College,
spoke to the group about new
programs, including Opening
Doors to Asia, before introducing
guest speaker and Fulbright
Scholar Dr. Regiani Zacarias.
The Fulbright Program is the
flagship international educational
exchange program sponsored
by the United States government
and is designed to increase mutual
understanding between the
people of the United States and
the people of other countries. Dr.
Zacarias is on the faculty at the
National State University of Sao
Paulo, Brazil, with expertise in
English language and literature,
as well as lexicography, which
she explained is the study of dictionaries.
According to Zacarias, the
extended family defines society
in South America, with individuals
subject to the family
unit. Social groups observed in
public are likely to be families,
and a woman’s closest friends
are likely to be her relatives.
She said that roles in marriage
are changing, with more and
more women leaving the home
to work, sometimes becoming
the primary breadwinner. Although
the Catholic Church is
very prominent in Brazil, Zacarias
said that religious diversity
is embraced by Brazilians, and
there are never conflicts over
religious differences. She concluded
by voicing her belief that
her country has a very bright future,
and inviting all those present
to visit her in Brazil.
