<strong>The</strong> chairman <strong>of</strong> <strong>Raiford</strong>’s<br />

town council was killed the<br />

morn<strong>in</strong>g <strong>of</strong> May 5 when his car<br />

struck a semi-tractor trailer on<br />

S.R. 121 about a mile north <strong>of</strong><br />

Lake Butler.<br />

Accord<strong>in</strong>g to a Florida<br />

Highway Patrol report, Michael<br />

A. Dobbs, 77, was driv<strong>in</strong>g a<br />

2001 L<strong>in</strong>coln Town Car north<br />

on S.R. 121 when he crossed the<br />

centerl<strong>in</strong>e and collided with a<br />

Dollar General truck. <strong>The</strong> driver<br />

<strong>of</strong> the semi, Norman H. Schwartz,<br />

42, <strong>of</strong> Reddick was unhurt.<br />

<strong>The</strong> FHP report stated that the<br />

left, front <strong>of</strong> the L<strong>in</strong>coln struck<br />

the left side <strong>of</strong> the tractor and the<br />

left side <strong>of</strong> the trailer. <strong>The</strong> impact<br />

caused the car to sp<strong>in</strong> counterclockwise<br />

before rest<strong>in</strong>g <strong>in</strong> the<br />

middle <strong>of</strong> the road.<br />

as a council member, Dobbs<br />

focused on generat<strong>in</strong>g more<br />

revenue for the town and mak<strong>in</strong>g<br />

<strong>Raiford</strong> a better place to live. She<br />

also said he had a passion for<br />

garden<strong>in</strong>g.<br />

“He loved his children and<br />

grandchildren,” she added.<br />

<strong>Raiford</strong>’s mayor.<br />

16-hour hospital first receiver decontam<strong>in</strong>ation<br />

course—aimed at tra<strong>in</strong><strong>in</strong>g hospital staff how to<br />

handle situations where hazardous chemicals<br />

are <strong>in</strong>volved.<br />

Dave Mecusker said the city<br />

might sell Internet <strong>service</strong>s to its<br />

residents as early as June.<br />

He made the comments dur<strong>in</strong>g<br />

a May 2 city commission meet<strong>in</strong>g<br />

where representatives from<br />

the North Florida Broadband<br />

Authority made a presentation to<br />

the commission.<br />

<strong>The</strong> NFBA was seek<strong>in</strong>g a lease<br />

to affix Internet equipment on<br />

Lake Butler’s water tower.<br />

In addition to the lease, NFBA<br />

representatives <strong>in</strong>vited Lake<br />

Butler to jo<strong>in</strong> its organization<br />

and also pitched the idea <strong>of</strong> the<br />

city retail<strong>in</strong>g Internet <strong>service</strong>s to<br />

its own citizens.<br />

“We could set this up as<br />

a utility,” Mecusker told<br />

commissioners. “We could <strong>of</strong>fer<br />

it as a bundle. We could <strong>of</strong>fer<br />

the telephone, we could <strong>of</strong>fer the<br />

satellite TV and Internet.”<br />

Commissioner Scott Cason<br />

said, while he didn’t m<strong>in</strong>d<br />

look<strong>in</strong>g <strong>in</strong>to provid<strong>in</strong>g Internet<br />

<strong>service</strong>s, he rema<strong>in</strong>ed cautious.<br />

When NFBA <strong>of</strong>ficials discussed<br />

revenue possibilities with the<br />

commission, he rem<strong>in</strong>ded his<br />

colleagues that pr<strong>of</strong>itability was<br />

not guaranteed.<br />

This depends on “the ability<br />

to sell that to the customer,” he<br />

said. “If there is no market from<br />

the customer, then there is no<br />

revenue generat<strong>in</strong>g funds.”<br />

Commissioner Scott Cason<br />

said, “<strong>The</strong>re’s a lot <strong>of</strong> technical<br />

stuff here and there are a lot<br />

<strong>of</strong> questions that need to be<br />

answered before we jump <strong>in</strong>.”<br />

Cason also said he would<br />

require more <strong>in</strong>formation before<br />

vot<strong>in</strong>g to approve the lease.<br />

that <strong>in</strong> addition to Lake Butler’s<br />

current primary Internet<br />

provider, W<strong>in</strong>dstream, additional<br />

competitors may soon also try<br />

to enter the city, once the NFBA<br />

<strong>of</strong>fers wholesale Internet to the<br />

“If we are not the last-mile<br />

provider,” he said, us<strong>in</strong>g a term<br />

synonymous with retail<strong>in</strong>g<br />

<strong>The</strong> f<strong>in</strong>al tra<strong>in</strong><strong>in</strong>g drill scenario<br />

for LBH was a tornado <strong>in</strong> the area,<br />

which impacted the hospital and<br />

caused the derailment <strong>of</strong> a tra<strong>in</strong><br />

carry<strong>in</strong>g hazardous chemicals.<br />

Those <strong>in</strong>dividuals exposed<br />

to the hazardous chemicals<br />

were transported to LBH for<br />

decontam<strong>in</strong>ation.<br />

“<strong>The</strong> response team did a<br />

great job,” said Earl Green,<br />

operations chief. “<strong>The</strong>y had the<br />

hospital locked down and were<br />

dressed out with the decon tent<br />

and stag<strong>in</strong>g area ready to receive<br />

patients <strong>in</strong> less than 10 m<strong>in</strong>utes<br />

<strong>of</strong> notification <strong>of</strong> the <strong>in</strong>cident.”<br />

LBH completes tra<strong>in</strong><strong>in</strong>g on an<br />

annual basis and cont<strong>in</strong>ues to run<br />

drills throughout the year. “As the<br />

only hospital <strong>in</strong> Union County, it<br />

is our responsibility to be ready to<br />

provide the best care possible to<br />

our residents <strong>in</strong> any unfortunate<br />

event,” said Howard.<br />

program is<br />

now accept<strong>in</strong>g<br />

applications<br />

Agriculture and Consumer<br />

Services, Florida Forestry<br />

Service has announced that the<br />

Southern P<strong>in</strong>e Beetle Prevention<br />

Cost Share Program is now<br />

accept<strong>in</strong>g applications from<br />

eligible non<strong>in</strong>dustrial private<br />

forest landowners. <strong>The</strong> sign-up<br />

period will run through June 11.<br />

<strong>The</strong> primary goal <strong>of</strong> the program<br />

is to prevent southern p<strong>in</strong>e beetle<br />

damage and outbreaks <strong>in</strong> Florida<br />

by help<strong>in</strong>g non<strong>in</strong>dustrial private<br />

forest landowners reduce the<br />

susceptibility <strong>of</strong> their p<strong>in</strong>e stands<br />

to this destructive <strong>in</strong>sect pest.<br />

<strong>The</strong> southern p<strong>in</strong>e beetle, or<br />

SPB, is a native, periodically<br />

destructive <strong>in</strong>sect pest <strong>of</strong> p<strong>in</strong>es <strong>in</strong><br />

the southeastern United States.<br />

Like other p<strong>in</strong>e bark beetle<br />

attacks, SPB attacks are typically<br />

limited to p<strong>in</strong>es, dy<strong>in</strong>g or<br />

weakened due to environmental<br />

stress, competition, age, or other<br />

factors. Under susceptible stand<br />

and environmental conditions,<br />

however, SPB populations have<br />

the potential to build rapidly<br />

and kill large numbers <strong>of</strong> p<strong>in</strong>es,<br />

and may overcome the defenses<br />

<strong>of</strong> healthy trees dur<strong>in</strong>g periodic<br />

outbreaks. Between 1993 and<br />

2002, there were nearly 7,000<br />

SPB <strong>in</strong>festations <strong>in</strong> Florida<br />

result<strong>in</strong>g <strong>in</strong> millions <strong>of</strong> cubic feet<br />

<strong>of</strong> p<strong>in</strong>e timber be<strong>in</strong>g killed on<br />

more than 36,000 acres.<br />

It has been determ<strong>in</strong>ed the<br />

best way to m<strong>in</strong>imize losses<br />

from the SPB is to prevent<br />

<strong>in</strong>festations by reduc<strong>in</strong>g stand<br />

susceptibility through active<br />

forest management. Management<br />

practices such as th<strong>in</strong>n<strong>in</strong>g<br />

overstocked stands; reduc<strong>in</strong>g<br />

understory competition; plant<strong>in</strong>g<br />

less-susceptible p<strong>in</strong>e species on<br />

appropriate sites; and harvest<strong>in</strong>g<br />

diseased or stagnant stands, can<br />

improve the health <strong>of</strong> p<strong>in</strong>e stands<br />

and decrease the likelihood <strong>of</strong><br />

develop<strong>in</strong>g southern p<strong>in</strong>e beetle<br />

<strong>in</strong>festations.<br />

<strong>The</strong> program will <strong>of</strong>fer<br />

cost-share reimbursement for<br />

the follow<strong>in</strong>g management<br />

practices:<br />

• First pulpwood th<strong>in</strong>n<strong>in</strong>g<br />

on a maximum <strong>of</strong> 50 acres.<br />

• Prescribed prun<strong>in</strong>g on a<br />

m<strong>in</strong>imum <strong>of</strong> 10 and maximum <strong>of</strong><br />

150 acres.<br />

• Mechanical underbrush<br />

treatments on a m<strong>in</strong>imum <strong>of</strong> 10<br />

and maximum <strong>of</strong> 50 acres.<br />

• Plant<strong>in</strong>g longleaf p<strong>in</strong>e<br />

or slash p<strong>in</strong>e on appropriate<br />

sites. Cost-share assistance<br />

is available for the cost <strong>of</strong><br />

seedl<strong>in</strong>gs, the plant<strong>in</strong>g operation<br />

and post-plant<strong>in</strong>g control <strong>of</strong><br />

herbaceous weed with herbicide.<br />

Other associated costs with site<br />

preparation are not eligible for<br />

cost-share. <strong>The</strong> eligible acreage is<br />

a m<strong>in</strong>imum <strong>of</strong> 10 and maximum<br />

<strong>of</strong> 150 acres.<br />

<strong>The</strong> program is limited to<br />

44 northern Florida counties<br />

located with<strong>in</strong> the range <strong>of</strong> the<br />

southern p<strong>in</strong>e beetle. Qualified<br />

landowners may apply for only<br />

one application and no more than<br />

VPK program for children three<br />

This will be for six hours <strong>of</strong> daily<br />

Headstart <strong>service</strong>s or three hours<br />

daily <strong>of</strong> VPK <strong>service</strong>s (fouryear-olds<br />

can qualify for both<br />

a.m. to 2 p.m., VPK is from 2-<br />

5 p.m. for the 2012-2013 school<br />

Carlton Faulk vowed<br />

Tuesday to stop what he said was<br />

abuse by a Union County teacher<br />

on Facebook.<br />

<strong>The</strong> super<strong>in</strong>tendent made the<br />

promise dur<strong>in</strong>g a workshop convened<br />

to hammer out rules for<br />

district employees participat<strong>in</strong>g<br />

on social media sites.<br />

“If a teacher gets on Facebook<br />

and uses pr<strong>of</strong>anity or writes<br />

about sitt<strong>in</strong>g at a bar dr<strong>in</strong>k<strong>in</strong>g or<br />

talks about his supervisor, we’ve<br />

got to do someth<strong>in</strong>g to stop that,”<br />

he said.<br />

“Right now we’ve got one <strong>in</strong>dividual<br />

that’s do<strong>in</strong>g this and we<br />

are go<strong>in</strong>g to stop it,” Faulk declared.<br />

Faulk said after the workshop<br />

that one Union County teacher is<br />

engag<strong>in</strong>g <strong>in</strong> precisely the conduct<br />

he described dur<strong>in</strong>g the meet<strong>in</strong>g:<br />

us<strong>in</strong>g pr<strong>of</strong>anity and openly<br />

talk<strong>in</strong>g about go<strong>in</strong>g to bars <strong>in</strong><br />

Ga<strong>in</strong>esville.<br />

through the thorny issues<br />

At one po<strong>in</strong>t <strong>in</strong> the workshop,<br />

Faulk solicited <strong>in</strong>put from students<br />

<strong>in</strong> the workshop gallery.<br />

Bunkley added that the rules<br />

he has been us<strong>in</strong>g as examples<br />

seemed to extend far beyond<br />

technology and that the district<br />

should first settle on broad policies<br />

<strong>of</strong> employee communication,<br />

regardless <strong>of</strong> the sett<strong>in</strong>g.<br />

“<strong>The</strong>n we can backbuild to social<br />

media,” he said.<br />

a deer ricocheted <strong>of</strong>f another<br />

car and <strong>crash</strong>ed <strong>in</strong>to his Toyota<br />

Tacoma.<br />

Accord<strong>in</strong>g to a Florida<br />

Highway Patrol report, Eric<br />

W. Parrish, 29, was driv<strong>in</strong>g<br />

southbound on S.R. 121 <strong>in</strong><br />

Alachua County at 7:20 a.m.<br />

when a deer darted out <strong>in</strong> front<br />

<strong>of</strong> a northbound 2010 Chevrolet<br />

Malibu, driven by Richard<br />

D. Swygart, 29, <strong>of</strong> LaCrosse.<br />

Swygart’s Chevy struck the deer,<br />

launch<strong>in</strong>g the animal through<br />

Parrish’s w<strong>in</strong>dshield and hitt<strong>in</strong>g<br />

the 29-year-old, before exit<strong>in</strong>g<br />

the truck out the rear w<strong>in</strong>dow.<br />

Parrish’s Tacoma then left the<br />

roadway and struck a fence and<br />

Basketball team celebrates<br />

past and present successes<br />

<strong>The</strong> Union County High School<br />

boys basketball team celebrated<br />

its f<strong>in</strong>al four appearance with<br />

a banquet at Lake Butler<br />

Elementary School May 5.<br />

Former Union County player<br />

and coach Jimmy Thomas gave<br />

the keynote address. Thomas<br />

just completed his 29th year as a<br />

head basketball coach and is now<br />

<strong>in</strong> his second st<strong>in</strong>t at Keystone<br />

Heights after lead<strong>in</strong>g the Indians<br />

to the play<strong>of</strong>fs <strong>in</strong> 2009. He<br />

coached Union County <strong>in</strong>to the<br />

play<strong>of</strong>fs four times and <strong>in</strong>to the<br />

state semif<strong>in</strong>als <strong>in</strong> 1975 and<br />

1994. Last December, Thomas<br />

recorded his 400th career w<strong>in</strong>.<br />

Coach Rufus Jefferson called<br />

Thomas the pioneer <strong>of</strong> Union<br />

County basketball, and said he<br />

<strong>of</strong>ten relies on the veteran coach<br />

for advice.<br />

Class <strong>of</strong> 1962 celebrates 50 th …<br />

<strong>The</strong> Union County High School graduat<strong>in</strong>g class <strong>of</strong> 1962, celebrated its 50th year with a reunion held on April<br />

19-20. Friday afternoon, the class members and guests were welcomed <strong>in</strong>to the home <strong>of</strong> Doyle and Mary Nell<br />

Archer. Members were greeted by the pool with music from the 50s and 60s along with a barbecue meal. On<br />

Saturday even<strong>in</strong>g, the class met at the Worth<strong>in</strong>gton Spr<strong>in</strong>gs Community Center for a buffet meal. Classmates<br />

brought memorabilia to share from school days. It was announced that 14 members <strong>of</strong> the class <strong>of</strong> ‘62 were<br />

deceased and there was a program done <strong>in</strong> their remembrance. Many tall tales were swapped around the<br />

Encephalopathy (BSE) or “Mad<br />

Cow Disease” is a progressive<br />

and degenerative fatal disease<br />

<strong>of</strong> the central nervous system <strong>of</strong><br />

cattle.<br />

This condition <strong>in</strong> cattle results<br />

<strong>in</strong> changes <strong>in</strong> temperament, such<br />

as nervousness or aggression,<br />

abnormal posture, lack <strong>of</strong><br />

coord<strong>in</strong>ation and difficulty <strong>in</strong><br />

ris<strong>in</strong>g, decreased milk production,<br />

or loss <strong>of</strong> body weight despite<br />

cont<strong>in</strong>ued appetite. Early <strong>in</strong> the<br />

cl<strong>in</strong>ical course <strong>of</strong> the disease,<br />

symptoms may be slight,<br />

undetectable or unrecognizable.<br />

Not all affected cattle display all<br />

signs <strong>of</strong> the disease.<br />

(TSE), which means the bra<strong>in</strong><br />

<strong>of</strong> an <strong>in</strong>fected animal looks<br />

like sponge under microscopic<br />

exam<strong>in</strong>ation. Other TSEs<br />

<strong>in</strong>clude scrapie <strong>in</strong> sheep, chronic<br />

wast<strong>in</strong>g disease <strong>in</strong> deer and<br />

elk, and Creutzfeldt-Jakob<br />

disease <strong>in</strong> humans. Presently,<br />

there is no test yet available to<br />

accurately diagnose BSE <strong>in</strong> live<br />

animals. A tentative diagnosis<br />

for BSE is based on cl<strong>in</strong>ical<br />

signs. A def<strong>in</strong>itive diagnosis for<br />

BSE can only be confirmed by<br />

microscopic exam<strong>in</strong>ation <strong>of</strong> an<br />

animal’s bra<strong>in</strong>.<br />

In <strong>in</strong>fected cattle, the prions<br />

or abnormal prote<strong>in</strong>s <strong>of</strong>ten<br />

associated with BSE, concentrate<br />

<strong>in</strong> tissues known as specified risk<br />

material (SRM), which <strong>in</strong>clude;<br />

the skull, bra<strong>in</strong>, trigem<strong>in</strong>al<br />

ganglia (nerves attached to<br />

the bra<strong>in</strong>), eyes, tonsils, sp<strong>in</strong>al<br />

cord, dorsal root ganglia (nerves<br />

attached to the sp<strong>in</strong>al cord) <strong>of</strong><br />

cattle 30 months or older, and the<br />

distal ileum (portion <strong>of</strong> the small<br />

<strong>in</strong>test<strong>in</strong>e) <strong>of</strong> cattle <strong>of</strong> all ages.<br />

<strong>The</strong> most likely route <strong>of</strong> BSE<br />

transmission is through feed<br />

contam<strong>in</strong>ated with the prion<br />

prote<strong>in</strong>s associated with BSE.<br />

Cattle can develop BSE by<br />

eat<strong>in</strong>g as little as one milligram<br />

<strong>of</strong> <strong>in</strong>fected tissue.<br />

In 1997, based on World Health<br />

Organization recommendations,<br />

countries with a BSE outbreak<br />

should have implemented a feed<br />

ban prohibit<strong>in</strong>g the feed<strong>in</strong>g <strong>of</strong><br />

rendered rum<strong>in</strong>ant (cattle, sheep,<br />

goats, bison, deer, elk) prote<strong>in</strong><br />

products, <strong>in</strong>clud<strong>in</strong>g SRM, to<br />

other rum<strong>in</strong>ants. In 1997, the<br />

United States Department <strong>of</strong><br />

Agriculture (USDA) published a<br />

f<strong>in</strong>al rule prohibit<strong>in</strong>g the feed<strong>in</strong>g<br />

<strong>of</strong> rendered rum<strong>in</strong>ant prote<strong>in</strong><br />

products. Specified risk materials<br />

are removed from all cattle at<br />

slaughter <strong>in</strong> order to ensure no<br />

potential harmful products enter<br />

the human food cha<strong>in</strong>. Removal<br />

<strong>of</strong> specified risk materials at<br />

slaughter is <strong>in</strong>ternationally<br />

recognized as the most effective<br />

means <strong>of</strong> ensur<strong>in</strong>g food safety<br />

and protect<strong>in</strong>g public health.<br />

with lettuce, pickles, American<br />

cheese, ketchup and mayo and is<br />

available until May 18.<br />

MVP Burgers will be announced<br />

throughout the rema<strong>in</strong>der <strong>of</strong><br />

season. <strong>The</strong> MVP picks his/her<br />

favorite burger topp<strong>in</strong>gs. Burgers<br />

will be available on the menu for<br />

two weeks. <strong>The</strong> player with the<br />

top-sell<strong>in</strong>g burger at end <strong>of</strong> the<br />

season will w<strong>in</strong> a free breakfast<br />

or lunch each week for the<br />

rema<strong>in</strong>der <strong>of</strong> the school year.<br />
