Editorial Rethinking over puni~hments All aCI'088 the United States, jails and prisons are bursting at the seams because of overcrowding. Altogether, roughly 2 million people are housed in our nation's correctional facilities. This is especially evident here in Johnson County, where overcrowding has reached critical levels. While some of the prisoners are certainly dangerous, many of them are incarcerated for public intoxication, a minor, nonviolent crime. Luckily, officials from the 6th Judicial District have realized that overcrowding is a serious problem and are attempting to come up with possible solutions. Housing prisoners in an overcrowded jail is completely unacceptable. The cramped conditions lead to friction between prisoners and guards and among the prisoners themselves. Tempers can flare up, and violence often breaks out. This puts the well-being of the prisoners in jeopardy. According to the Bill of Rights, it is prohibited to inflict cruel or unusual punishment on prisoners. While many people feel that criminals deserve whatever happens to them in jail, is it truly fair for someone who had a few too many drinks to get severely beaten because the police crowd everyone together in cramped conditions? Besides the civil and human rights aspects of overcrowding, there is also the cost to consider. Right now, county officials are debating transporting prisoners to other jails in order to alleviate the critical overcrowding experienced at the county jail. Tbe projected annual cost of this transportation is roughly $300,000. County Budget Coordinator Jeffrey Home justifies this by saying rehabilitation cost:B might exceed this. What he does not seem to realize is that in the long run, all money spent on transportation is lost, like interest on a loan. Money spent on rehabilitation, however, is an investment that will pay for itself in fewer repeat offenders and less overcrowding in the future. With prison populations continuing to rise, the costs will continue to skyrocket unless we can come up with alternatives to throwing everyone in lockup. Jail is not the place for drunks. Jail is for violent criminals who pose a direct threat to themselves and others. Drunks and other drug abusers belong in drug-abuse awareness classes and treatment centers. The end goal should be to give them the tools to escape drug abuse and become productive members of society again. The current overcrowding problem gives Johnson County prison officials a perfect chance to review their current strategies for dealing with intoxicated persons. Rather than throw more money at an obvioosly \lll8llaB!Sful strategy of universal incarooration, perhaps it is time to seriously consider the alternatives: education and rehabilitation. Letter to the Editor The Vagina Letters, Act I I would like to take this opportunity to thank Holly Eggleston for so poignantly illustrating why a show such as The Vagina Monologues is so important and necessary in American society today. Her naive comments only serve to represent the very ignorance that The Vagina Monologues are trying to combat. If Ms. Eggleston were to actually see the show (which I highly recommend) she would discover that it is not about a sex war, or a rampage of feminism, as she suggests. It is about vocabulary. Things that remain unnamed are without power and without validity. Because most parents are uncomfortable even saying the word "vagina," let alone talking to their daughters about it, little girls are left thinking that their vaginas are inherently ."bad places." This is one of the main reasons that survivors of child sexual abuse often believe that the abuse was their fault.
