1. All meters <strong>and</strong> metering equipment used to measure the energy<br />
delivered from the facilities of the <strong>Cooperative</strong> to the Customer’s<br />
premise will be installed <strong>and</strong> owned by the <strong>Cooperative</strong>.<br />
2. The <strong>Cooperative</strong> shall have clear <strong>and</strong> unrestricted access to its<br />
metering equipment. Meters shall be located no lower than 48<br />
inches <strong>and</strong> no higher than 72 inches above finished grade or floor<br />
<strong>and</strong> on the outside of the building. The location of the meter <strong>and</strong><br />
the delivery point shall be designated by the <strong>Cooperative</strong>. The<br />
<strong>Cooperative</strong> will provide specifications for the meter base, which<br />
shall be installed by the Customer as a part of the service entrance.<br />
No part of the service entrance shall be concealed before entering<br />
the meter base.<br />
3. Upon a Customer’s request, the <strong>Cooperative</strong> shall provide<br />
advanced metering <strong>and</strong> associated equipment at the net<br />
incremental cost above the basic metering service provided by the<br />
<strong>Cooperative</strong>. Such cost may be paid by the Customer in<br />
accordance with the terms of the <strong>Cooperative</strong>’s Excess Facilities<br />
Schedule EF. The <strong>Cooperative</strong> shall reply to the Customer in<br />
writing within 15 business days of the request for advanced<br />
metering service, acknowledging the request <strong>and</strong> identifying the<br />
prerequisites <strong>and</strong> proposed process for completing the work. The<br />
<strong>Cooperative</strong> shall determine the type of advanced metering <strong>and</strong><br />
associated equipment, as well as the configuration, based on the<br />
Customer’s location <strong>and</strong> request. After the Customer has<br />
completed any required work <strong>and</strong> obtained all applicable<br />
inspections, the <strong>Cooperative</strong> shall complete its work within 45 days,<br />
or as promptly as working conditions permit. The <strong>Cooperative</strong> is<br />
responsible for the installation <strong>and</strong> removal of all advanced<br />
metering <strong>and</strong> associated equipment. A Customer choosing<br />
advanced metering will be required, where applicable in the sole<br />
opinion of the <strong>Cooperative</strong>, to provide telecommunication service<br />
for the <strong>Cooperative</strong> to retrieve data.<br />
B. Periodic Testing<br />
The <strong>Cooperative</strong> has an established meter testing program in accordance<br />
with st<strong>and</strong>ards set by the American National St<strong>and</strong>ard Code for <strong>Electric</strong>ity<br />
Metering (most current ANSI Meter Test St<strong>and</strong>ard C12-1). This st<strong>and</strong>ard,<br />
or other requirements of the Commission, will be followed to ensure<br />
acceptable accuracy of the <strong>Cooperative</strong>’s electric meters.<br />
C. Tests Requested by Customer<br />
The <strong>Cooperative</strong> will test a meter at the request of any Customer free of<br />
charge provided that such a test not be required more often than once in<br />
twenty-four (24) months. If a test is required more often than once in<br />
twenty-four (24) months, a charge will be made as specified in Schedule<br />
