CHAIR’S FOREWORD<br />
This year, Janet Smith resigned as Chief Executive of BVSC after 28 years with us, firstly, for 11 years as<br />
Volunteer Bureau Manager and then as Chief Executive for 17 years. During this time, Janet helped<br />
to develop new organisations, expanded BVSC and played a key role in partnership working. There<br />
were many highlights, particularly Janet’s involvement in setting up a number of organisations<br />
including: Homestart, Carers Support Bexley and Bexley Accessible Transport Scheme; the partnership<br />
with the William Kendall’s Charity and, in 2006, securing pension payments for employees in the<br />
voluntary sector. On behalf of all the trustees and staff at BVSC, I would like to thank Janet for all<br />
her hard work, not only over the last year, but over all her time with BVSC and wish her well for the<br />
future.<br />
So one chapter ends but we were very pleased to welcome our new Chief Executive, Sakthi<br />
Suriyaprakasam, who joined us this summer and who will now lead us as we begin the next chapter<br />
at BVSC.<br />
Sadly one of BVSC’s trustees, Nell Berwick died on 15<br />
March, having served on our Executive Committee since<br />
2001. Nell was a very well-known figure in her community<br />
and became the champion of North Cray estate<br />
having lived there since the early 1960s. Nell was involved<br />
with the Residents Association for North Cray and<br />
was Chair of the Cray Meadows Community Forum for a<br />
number of years. She will be very much missed.<br />
My thanks go to the Mayor of Bexley, Cllr Alan Downing,<br />
who was our President this year and has been very<br />
supportive of the voluntary sector and of BVSC and to<br />
all our funders, including the London Borough of Bexley<br />
and Bexley Clinical Commissioning Group.<br />
I would like to thank our Board of Trustees whose support<br />
I value greatly and, in particular, congratulate our<br />
Treasurer, Brian Jones, for receiving the Borough’s Civic<br />
Recognition Award. Lastly I would like to thank all of<br />
BVSC’s staff for their hard work and ongoing commitment.<br />

ACTING CHIEF EXECUTIVE’S INTRODUCTION<br />
With continuing pressure on budgets throughout the voluntary sector, the commissioning process<br />
for the Performance Reward Grant was particularly welcomed as was the fact that the voluntary sector<br />
was rewarded for its innovative approach with the majority of the funding going to eight of its<br />
projects. Presentations on these projects throughout the year at the Voluntary Forum have clearly<br />
demonstrated the valuable contribution they are making to the Borough.<br />
BVSC’s bid to the Performance Reward Grant to establish a Voluntary Sector Resource Centre within<br />
the new Tesco Community Unit on the Civic site was one of the successful bids and Janet Smith<br />
worked with the Council for over 18 months to progress the idea. Planning permission for the store<br />
has been agreed and a 106 agreement signed between the Council and Tesco. A design for the layout<br />
of the Centre was developed, initially through volunteer, John Roberts using a Computer Aided<br />
Design package and then subsequently with a second volunteer design professional, Caroline Kirsop,<br />
who was referred to us by BVSC Trustee, Ray Hudson. We thank John very much for all his hard work<br />
and Caroline for her on-going support.
ACTING CHIEF EXECUTIVE’S INTRODUCTION<br />
<strong>2012</strong> was of course the year of the Olympics and Lynne Regan created the Torch Relay Steward volunteering<br />
role which enabled successful applicants to both contribute and enjoy the torch procession<br />
and celebrations held in Danson Park.<br />
The Partnership Team assisted children and young people’s groups to obtain the Safer Bexley Mark,<br />
awarded to them by Bexley Safeguarding Children’s Board for demonstrating good safeguarding<br />
practice and also assisted groups to engage with the commissioning process for the new Prevention<br />
and Early Intervention Fund now in progress through the new Integrated Commissioning Unit. The<br />
Development Team arranged training to help groups through this process and was pleased that work<br />
with small groups was continued, even though on a reduced basis because of the change of funder.<br />
The Information Team held sessions in GP practices at ‘flu clinics, in partnership with other voluntary<br />
groups, that were very successful in raising the profile of the sector within health about the services<br />
we provide.<br />
BVSC has benefitted from the excellent work by the staff team and the valuable contributions from<br />
both volunteers and its Board of Trustees. Particular thanks are due to the Chair of BVSC, Linda<br />
Whitby, and the Chair of the Voluntary Forum, Ian Lindon, for their support and guidance during the<br />
last year.<br />

Our photocopying service for member groups is very competitively priced, and we have printed a<br />

GP Surgeries<br />
In October Pam organised Information stands at Barnard Medical Centre, Plas Meddyg, and Albion<br />
Road surgeries to coincide with the flu vaccination programme. This gave BVSC and other voluntary<br />
organisations an opportunity to highlight their services. Three sessions were held at different times<br />
during the week at Barnard Medical Centre which was an excellent way to meet and engage with<br />
patients of all age ranges. Pam was able to show them how to access the Community Directory, which<br />
lists many voluntary organisations, and also how to find out<br />
about volunteering opportunities.<br />

Other groups taking part were Greenwich & Bexley Cottage Hospice,<br />
Carers Support (Bexley), and Age UK Bexley.
BRINGING THE VOLUNTARY AND COMMUNITY SECTOR TOGETHER<br />
BVSC organised a range of networks and forums to enable groups to come together, receive information<br />
and take collective decisions on issues that affected them.<br />
Voluntary Forum<br />
In May <strong>2012</strong>, Ian Lindon was elected as Chair of the Voluntary Forum after previously serving as Vice<br />
Chair. Steve Davies from Bexley Mencap was elected as Vice Chair. In <strong>2012</strong>, using Bexley’s Performance<br />
Reward Grant, which the Council and its partners received for successfully meeting targets set<br />
down in their 2008 Local Area Agreement, a bidding process was initiated and grants awarded to<br />
a number of voluntary organisations to address key community priorities. During the course of the<br />
year, the Voluntary Forum has had a rolling programme of presentations from those organisations<br />
that were successful in bidding for the Performance Reward Grant which were of great interest to<br />
members and enabled them to gain valuable information about new projects in the Borough. The<br />
Forum also held elections to the Health and Wellbeing Executive Group to which Dave Baker of Carers<br />
Support (Bexley) and David Palmer of Mind in Bexley were elected and for the Children & Young<br />
People’s Partnership Executive Board, Carol McCall of Bexley SNAP and Anne Bennett of Bexley Moorings<br />
were both re-elected.<br />
The full range of BVSC’s Networks are as follows:<br />
Voluntary Forum: for any group in the borough to join and send 2 voting representatives<br />
Health and Adult Social Care Network: for groups who work within the field of Health and Social<br />
Care.<br />
Children and Young People’s VCS Network: for groups working with children, young people and<br />
families.<br />
Chief Officers’ Group: for chief officers of staffed organisations.<br />
Small Groups Network: for representatives of small groups in the Borough.<br />
WORKING IN PARTNERSHIP<br />
Voluntary Sector Funding Group<br />
The Voluntary Sector Funding Group has continued to meet to discuss local commissioning processes,<br />
including the Preventative and Partnership Fund. These two funds have now been aligned and will<br />
be commissioned during the summer of <strong>2013</strong> so that projects will be ready to start on 1 October <strong>2013</strong>.<br />
New leases for the voluntary sector were discussed but these have not yet been provided by the<br />
Council and the likelihood is that they will not be issued until after the commissioning process has<br />
been completed.<br />
Partnership Team<br />
As the changes to health and social care continued apace this year, Julie Bristow, Partnership Manager<br />
(Health & Social Care), Becca Jones, the Children, Youth and Families Partnership Officer, together<br />
with administrative support from Mel Shepherd and Liz Cutajar (to July <strong>2012</strong>), have focused on supporting<br />
the voluntary sector to understand and meet the new challenges ahead.<br />
As the Care Trust moved towards becoming a Clinicial Commissioning Group, increasing engagement<br />
with General Practitioners (GPs) was important. In addition to the locality presentations, Julie organised<br />
a Health & Adult Social Care meeting to which Dr Howard Stoate was invited along with Elizabeth<br />
Deeves from Bexley Council who was responsible for the brokerage service within social care.<br />
To make the meeting more interactive and promote the voluntary sector, groups were invited to<br />
bring along displays and information and, after the main business, they were able to talk with both<br />
speakers about their organisations and the services they provided.
WORKING IN THE FIELD OF HEALTH AND SOCIAL CARE<br />
Julie has also appreciated the invaluable help she has received from the communications department<br />
within the Clinical Commissioning Group. They provided a link to BVSC’s Community Directory within<br />
the GP zone and promoted it within their newsletters and staff bulletins as well as ensuring information<br />
sheets Julie produced during the year listing services provided by the voluntary sector for cancer<br />
care and helping to reduce isolation were widely circulated.<br />
Another important piece of work for Julie was the Welfare Reform Group which began meeting at<br />
the end of <strong>2012</strong> to try and anticipate some of the effects the changes to the benefits system would<br />
bring. She produced a further information sheet on voluntary sector provision relating to welfare<br />
benefits and debt advice and organised a briefing for the voluntary sector about these changes which<br />
was delivered by Roland Haigh of Erith Citizens’ Advice Bureau.<br />
Preventative and Partnership Fund<br />
These two funds were brought together as the new Prevention and Early Intervention Fund and<br />
commissioning undertaken by the newly-formed Integrated Commissioning Unit involving both LB of<br />
Bexley and Bexley Clinical Commissioning Group. Although the Fund was not due to open for bids<br />
until April, a series of workshops was organised to support groups with the process and gain feedback<br />
from them as it progressed. Julie, together with Olwyn Sinclair, participated in these workshops<br />
to outline the support available from BVSC.<br />
Shadow Health & Well-being Board<br />
As the shadow Board moved towards becoming ‘live’ in April <strong>2013</strong>, the voluntary sector was pleased<br />
that its place was confirmed and would be taken by the Chief Executive of BVSC.<br />
Children & Young People’s Network<br />
The Children & Young People’s Network met four times and agenda items included: Troubled Families;<br />
Bexley’s Children and Young People’s Plan; changes to the Disclosure and Barring system; LB<br />
Bexley’s Ofsted Inspection of Safeguarding; Meet the Funder - o2 Think Big; Managing Allegations;<br />
and commissioning updates.<br />
Becca compiled weekly e-bulletins with information on national and local developments and events,<br />
funding, training, and resources.<br />
Following elections at the Voluntary Forum in September, Becca continued to work with the elected<br />
representatives who attended the Children & Young People’s Partnership Executive Board to ensure<br />
information flows between the network as a whole and the Board. Becca also attended a number of<br />
other multi-agency strategic meetings, including the Youth Strategy Partnership and sub-groups of<br />
the Local Safeguarding Children’s Board (LSCB).<br />
Some highlights this year have included:<br />
• The Safer Bexley Mark, a certificate awarded to groups by the LSCB for good safeguarding practice<br />
following an assessment of evidence by Becca, has been used as a case study in a national<br />
evaluation of the Safe Network conducted by the Charities Evaluation Service.<br />
• Becca worked with Bexley’s Youth Strategy Partnership to develop a new action plan, taking into<br />
account the contribution of the voluntary sector.<br />
• She has also liaised with LB of Bexley’s Disabled Children’s Service to ensure groups are able to<br />
participate in relevant meetings, and to help groups adapt to the personalisation agenda<br />
• Together with LB of Bexley’s 14-19 team, Becca helped voluntary organisations to develop a partnership<br />
bid for a project working with NEETs (Not in Education, Employment or Training) young<br />
people. Also with LB of Bexley, the pan-London Project Oracle and voluntary organisations, Becca<br />
helped to develop training and support around evidencing and measuring impact, which will be<br />
delivered next year.

centres in Bexley. Courses for small groups focussed on<br />
running more successful meetings, in preparation for<br />
groups to take over the running of the Small Groups Network following the reduction in hours of the<br />
Small Groups Development Officer when Lottery funding ceased in November.<br />
Small Grants Programmes: The William Kendall’s Charity (Wax Chandlers’ Company)<br />
Olwyn continued to operate a small grants programme on behalf of the William Kendall’s Charity.<br />
Groups in Bexley can apply for small grants of up to £2,000 to assist with their development, help<br />
deliver services better or run new activities. Two funding rounds were advertised in BVSC’s Spotlight<br />
and 16 groups assisted to make applications. Thirteen of these groups were successful and received<br />
grants totalling £20,393.<br />
Bexley’s Corporate Small Grants Scheme<br />
From April 2011, the administration of the Corporate Small Grants Scheme transferred to BVSC to<br />
carry out on behalf of Bexley Council. Olwyn organised a funding round for <strong>2013</strong>/14 and was a member<br />
of the panel to assess the applications, together with officers drawn from council directorates.<br />
Recommendations were then made to Members. 24 applications were received and 12 were awarded<br />
grants totalling £20,589.<br />
Big Local Programme<br />
The Lottery’s Big Local had £1 million to spend over 10 years to 150 areas across England considered<br />
to be in need of improvement, that were not previously recipients of their fair share of Lottery funding<br />
and the Slade Green area was one selected to benefit. Local people played a key role in deciding<br />
how to spend or invest this money to improve the area and create lasting change. The Development<br />
Team supported this initiative, together with the Big Local representative, who was leading the<br />
programme. A series of ‘open days’ to inform and involve local residents were held and many were<br />
trained as ambassadors able to pass on information to other residents. An audit of the area and a<br />
local area action plan were completed and a committee of local people is now ready to take on<br />
management of the programme.<br />
Community Accountancy Project<br />
During the year the Community Accountant, Louise Jossa, has provided a service, two days per week,<br />
to 39 eligible groups. She provided advice and support on a range of financial issues including:<br />
robust financial stewardship and financial controls, setting up book-keeping systems, preparation<br />
and layout of year-end accounts, constructing accounts from incomplete records following an incident,<br />
preparing budgets and claiming gift aid. Louise also reviewed financial information provided<br />
by groups applying for funding under the William Kendall’s Charity and other schemes, and assisted<br />
groups with budgeting for their applications. She also held 4 training courses covering basic bookkeeping<br />
and year-end accounts and one-to-one training on a range of topics, along with follow-up<br />
support where required.
DEVELOPMENT TEAM<br />
Small Groups Project<br />
In November, the funding for BASIS Small Groups Development Project led by Carol Britnell came<br />
to an end but she then moved on to start the ‘L&Q Residents’ Moving on’ project in December. This<br />
project, funded for a year by the housing association, was aimed at engagement with L&Q residents<br />
and provided them with training and CV workshops which also included two free places for volunteers<br />
from the small groups. The aim of the project fitted with L&Q’s target of reducing worklessness<br />
amongst their residents. The training focussed on qualifications employers are legally required to<br />
have for their workforce and will therefore would help to make participants more attractive to employers.<br />
The project is advertised to all residents in Bexley four times over the year. The CV workshops<br />
will also assist residents move into employment and participants will be encouraged to volunteer so<br />
Carol will liaise with the Volunteer Drop-In to identify possible opportunities.<br />
Carol has been working with small groups one day each week since December, combining this with<br />
any free time from the ‘Residents Moving On’ project. She has worked with 17 groups since December,<br />
of which 5 were new and 12 returning groups, giving a total of 32 for the year. The work has<br />
involved a number of areas from initial set-up to charity status to funding and other development.<br />
Carol has also continued to support the Big Local and Community First Programmes in Slade Green.<br />
Bexley Small Groups Network<br />
Network membership continued to grow and Carol hosted a total of four meetings with subjects covered<br />
ranging from: the Localism Bill; safeguarding; applying for funding.<br />
Training<br />
In addition to the ‘Residents Moving On’ training: First Aid, Health and Safety, Food Safety and Fire<br />
Marshall, Carol also ran minute-taking, monitoring and evaluation and project budgeting for volunteers<br />
from the small groups.<br />
RUNNING A VOLUNTEER CENTRE<br />
For the London <strong>2012</strong> Olympics, Bexley was selected to be part of the Torch Relay and to host the<br />
flame overnight following an evening celebration in Danson Park. Lynne Regan, Volunteer Centre<br />
Manager, was a member of the Olympic Torch Relay Steering Group set up to plan this event and she<br />
created the bespoke volunteering role ‘Torch Relay Steward’ to enable residents to get involved. This<br />
role involved helping to ensure that the Olympic Flame had a safe passage through the borough and<br />
being a point of contact for the public in respect of general and tourist information to give them a<br />
positive experience. She took the lead in promotion and recruitment for the role, individually interviewing<br />
135 people who lived or worked in Bexley and then helping to deliver training to 120 volunteers<br />
who were then deployed on the route.<br />
One Torch Relay Steward, Colleen Stedman, stationed in Bexley Road, Erith said:<br />
“....I had a fantastic day at Erith, and the crowd in Bexley Road were great. I can’t thank them<br />
enough for all of their support in making my volunteering experience a day to remember!!!”<br />
Another, June Williamson, stationed near Hall Place said:<br />
“Thanks for giving me the opportunity to be part of such a historic event..... I was very proud to be a<br />
Bexley Torch Relay Volunteer”.<br />
Volunteering Drop-In<br />
The Volunteering Drop-In, funded until March <strong>2013</strong> by City Bridge Trust, offered potential volunteers<br />
the option of ‘dropping in’ or pre-booking a half hour session to find out information about current<br />
volunteering opportunities. They acccessed the ‘Do-it’ website or browsed information with the<br />
assistance of the Drop-In Co-ordinator Melanie Shepherd and volunteer advisors.
VOLUNTEER CENTRE<br />
During the year, 138 Drop-In sessions<br />
were held, which met the annual<br />
target while the target for the two<br />
years of continuation funding for the<br />
project was exceeded by 3 sessions.<br />
Repeating the pattern seen last year,<br />
monitoring showed that more potential<br />
volunteers became active volunteers<br />
after using the Drop-In, so in<br />
June <strong>2012</strong>, 39.1% of the prospective<br />
volunteers who attended the Drop-In<br />
went on to volunteer.<br />
Drop-In sessions were held on Tuesday<br />
and Thursday mornings at BVSC’s<br />
offices in Brampton Road and on<br />
Wednesday mornings at the Central<br />
Library in Bexleyheath.<br />
Throughout the year, Melanie was<br />
fortunate to be supported by a<br />
fantastic team of volunteer advisors in<br />
the Drop-In: Alison, Beverly, Elaine and<br />
Vicky, the Drop-In administrator.<br />
A total of 2428 enquiries for this year:<br />
• 1769 general ‘do-it’ website enquiries<br />
• 270 ‘new’ people who opted to come in and use the<br />
Drop-In facility<br />

Volunteer Centre<br />
This is an increase on last year’s total and is the 6th<br />
consecutive year there has been a rise in demand for<br />
information about volunteering.<br />
Volunteer Support Project<br />
Led by Sharon Williams, the Volunteer Support Project has helped Bexley residents who have a l<br />
earning disability or mental health issue to access supportive volunteering roles within local organisations.<br />
Last year, there were 125 referrals to the project which resulted in support being provided<br />
to 83 residents. The project worked with a wide range of organizations,which offered a variety of<br />
volunteering opportunities, including: Second Chance charity shop, Irish Community Services, Animal<br />
Protection charity shop, Greenwich and Bexley Distribution<br />
Centre, Sense, Bexley Moorings, First Step Trust, Foal<br />
Farm, BCU Lifeskills Centre, Shopmobility, Hall Place, The<br />
Red House, British Heart Foundation, The Red Cross, KAB<br />
(Kent Association for The Blind), Reinstate, Bexley Accessible<br />
Transport Scheme, Thames 21, Queen Mary’s and<br />
Queen Elizabeth Hospitals.<br />
Debbie Kelly volunteered at the BCU Life Skills Centre<br />
in Bexleyheath, which offers counselling, guidance and<br />
courses for unemployed people or those low incomes.<br />
Supported by Sharon into this placement, Debbie has<br />
settled in well and 19 months later is still really enjoying<br />
her volunteer role and commented: “it has been a great<br />
stepping stone that will lead to getting back to work”,<br />
and “volunteering has helped her confidence grow”.<br />
