SPECIFIC PROCUREMENT NOTICE<br />

This request for proposal follows the General <strong>Procurement</strong> notice for this project that appeared<br />
in UN Development Business Reference No: IDB104-04/12<br />
The Government of Jamaica through its agency the <strong>National</strong> <strong>Water</strong> <strong>Commission</strong> has received a<br />
non-reimbursable technical cooperation grant, GRT/FM-12726-RG from the Inter-American<br />
Development Bank (acting in its capacity as a Global Environmental Facility Fund agency), to<br />
implement the Caribbean Regional Fund for Wastewater Management Project (CReW), and<br />
hereby intends to contract works and services related to this project.<br />
In this instance, the <strong>National</strong> <strong>Water</strong> <strong>Commission</strong> (NWC), as executing agency for the CReW in<br />
Jamaica now invites sealed proposals from eligible bidders for the supply of “Design, Build and<br />
Operate” services to design, construct and operate sewage treatment facilities to replace the<br />
existing Boscobel (in the parish of St. Mary) and Elletson Flats (in the parish of St. Andrew)<br />
wastewater treatment plants. The Works to be performed include (but are not limited to) the<br />
complete design, construction, supply, delivery, offloading, erection, site installation, testing and<br />
commissioning, and putting into reliable service of Civil Works, Mechanical and Electrical Plant,<br />
Automatic Control Systems and Instrumentation (SCADA), and operate to meet the design and<br />
performance requirements, along with the training and documentation to be provided.<br />
Bidding will be conducted through the International Competitive Bidding (ICB) procedures<br />
specified in the Inter-American Development Bank’s Policies for the <strong>Procurement</strong> of Works and<br />
Goods financed by the Inter-American Development Bank (GN-2349-9), and is open to all<br />
bidders from Eligible Source Countries as defined in the Policies.<br />
Interested eligible applicants may obtain the documents as of Thursday, August 9, 2012<br />
between 9:00 a.m. and 3:00 p.m. each weekday at the <strong>National</strong> <strong>Water</strong> <strong>Commission</strong>, 18 Oxford<br />
Road, Kingston 5, Jamaica W.I. [E-mail: purchasing.manager@nwc.com.jm, Tel: (876) 926-<br />
5825-7, Fax: 929-1480). Documents will be available at a non-refundable cost of J$ 5,000.00<br />
(or US$ 60.00) each. Payments will be accepted in cash or manager’s cheque, and should be<br />
paid at the address stated.<br />
In addition to this, prospective bidders may obtain the documentation by downloading the files<br />
free of charge from the NWC web site www.nwcjamaica.com/tender.asp<br />
A Pre-Bid meeting is scheduled to take place on Thursday, September 6, 2012 at 1:30pm at<br />
the NWC’s Engineering Department Meeting Room at 4 Marescaux Road, Kingston 5. A site<br />
visit conducted by the Procuring Entity will not be organized; prospective bidders may make<br />
their independent arrangement with NWC.
Bidders are also asked to complete the Bid Confirmation Form located in the Instructions to<br />
Bidders and return same by email by Thursday, August 23, 2012 as indicated<br />
The deadline for the submission of responses is 3:00 pm on Thursday, November 15, 2012<br />

Proposals must be returned in a plain package/envelope (as outlined in the Request for<br />
Proposal), which is sealed and appropriately marked on the outside of the envelope/package:<br />
“Caribbean Regional Fund for Wastewater Management (CReW) – Boscobel/Elletson Flats<br />
Wastewater Treatment Plants Replacement Project”.<br />
All technical proposals submitted will then be publicly opened on Thursday November 15,<br />
2012 at NWC 1st Floor Conference Room, 18 Oxford Road, Kingston 5 commencing at 3:15 pm<br />
in the presence of bidders/representatives who may choose to attend.
