SPECIFIC PROCUREMENT NOTICE<br />

Technical Cooperation; GRT/FM -<strong>12726</strong>-<strong>RG</strong><br />

“<strong>Design</strong> <strong>and</strong> <strong>Build</strong> <strong>of</strong> 5 <strong>Wastewater</strong> <strong>Treatment</strong><br />

<strong>Plants</strong> (Mechanical Systems)”<br />

This request for proposal follows the General Procurement notice for this project that appeared<br />

in UN Development Business Reference No: IDB104-04/12<br />

The Government <strong>of</strong> Jamaica through its agency the National Water Commission has received a<br />

non-reimbursable technical cooperation grant, GRT/FM-<strong>12726</strong>-<strong>RG</strong> from the Inter-American<br />

Development Bank (acting in its capacity as a Global Environmental Facility Fund agency), to<br />

implement the Caribbean Regional Fund for <strong>Wastewater</strong> Management Project (CReW), <strong>and</strong><br />

hereby intends to contract works <strong>and</strong> services related to this project.<br />

In this instance, the National Water Commission (NWC), as executing agency for the CReW in<br />

Jamaica now invites sealed proposals from eligible bidders for the supply <strong>of</strong> “<strong>Design</strong>, <strong>Build</strong> <strong>and</strong><br />

Operate” services to design, construct, rehabilitate <strong>and</strong> operate five (5) existing NWC sewage<br />

treatment facilities namely; Ensom City (in the parish <strong>of</strong> St. Catherine), Paisley Pen (in the<br />

parish <strong>of</strong> Clarendon), Longville Park (in the parish <strong>of</strong> Clarendon), Red Hills Pen (in the parish<br />

<strong>of</strong> St. Thomas),<strong>and</strong> Shrewsbury (in the parish <strong>of</strong> Westmorel<strong>and</strong>) wastewater treatment plants.<br />

The Works to be performed include (but are not limited to) the complete design, construction,<br />

supply, delivery, <strong>of</strong>floading, erection, site installation, testing <strong>and</strong> commissioning, <strong>and</strong> putting<br />

into reliable service <strong>of</strong> Civil Works, Mechanical <strong>and</strong> Electrical Plant, Automatic Control Systems<br />

<strong>and</strong> Instrumentation (SCADA) where appropriate, <strong>and</strong> operate to meet the design <strong>and</strong><br />

performance requirements, along with the training <strong>and</strong> documentation to be provided. On<br />

completion the facilities must meet relevant performance requirements, including<br />

applicable effluent st<strong>and</strong>ards <strong>of</strong> the National Environment <strong>and</strong> Planning Agency<br />

(NEPA).<br />

Bidding will be conducted through the International Competitive Bidding (ICB) procedures<br />

specified in the Inter-American Development Bank’s Policies for the Procurement <strong>of</strong> Works <strong>and</strong><br />

Goods financed by the Inter-American Development Bank (GN-2349-9) <strong>and</strong> in accordance with<br />

the Government <strong>of</strong> Jamaica Procurement Guidelines <strong>and</strong> is open to all bidders from Eligible<br />

Source Countries as defined in the Policies.<br />

Interested eligible applicants may obtain the documents as <strong>of</strong> Wednesday June 26, 2013<br />

between 9:00 a.m. <strong>and</strong> 3:00 p.m. each weekday at the National Water Commission, 18 Oxford<br />

Road, Kingston 5, Jamaica W.I. (E-mail: purchasing.manager@nwc.com.jm, Tel: (876) 926-<br />

5825-7, Fax: 929-1480). Documents will be available at a non-refundable cost <strong>of</strong> J$ 5,000.00<br />

(or US$ 50.00) each. Payments will be accepted in cash or manager’s cheque, <strong>and</strong> should be<br />

paid at the address stated. Interested applicants who wish to have documents forwarded to<br />

them via courier services (FEDEX, DHL, etc.) will be required to make the necessary<br />

arrangements to pay for all other charges.


A Pre-Bid meeting is scheduled to take place on Thursday, July 18, 2013 at 1:30pm at the<br />

NWC’s Engineering Department Meeting Room at 4 Marescaux Road, Kingston 5. A site visit<br />

conducted by the Procuring Entity will not be organized; prospective bidders may make their<br />

independent arrangement with NWC.<br />

Bidders are also asked to complete the Bid Confirmation Form located in the Instructions to<br />

Bidders <strong>and</strong> return same by email by Friday, July 12, 2013 as indicated<br />

Proposals must be returned in a plain package/envelope (as outlined in the Request for<br />

Proposal), which is sealed <strong>and</strong> appropriately marked on the outside <strong>of</strong> the envelope/package:<br />

“Caribbean Regional Fund for <strong>Wastewater</strong> Management (CReW) – <strong>Design</strong> <strong>and</strong> <strong>Build</strong> <strong>of</strong> 5<br />

<strong>Wastewater</strong> <strong>Treatment</strong> <strong>Plants</strong> (Mechanical Systems): Ensom City, Longville Park, Paisley<br />

Pen, Red Hills Pen <strong>and</strong> Shrewsbury.”<br />

The overall evaluation process will be conducted using the two (2) envelope bidding system by<br />

reviewing the technical <strong>and</strong> financial aspects <strong>of</strong> the bids received in separate, sealed <strong>and</strong><br />

clearly marked bid envelopes with the bid name <strong>and</strong> Bidder’s name<br />

All Technical Proposals submitted will then be publicly opened on Friday, September 13, 2013<br />

at NWC 1st Floor Conference Room, 18 Oxford Road, Kingston 5 commencing at 11:15 am in<br />

the presence <strong>of</strong> bidders/representatives who may choose to attend. The separately sealed<br />

Financial Proposals will remain sealed <strong>and</strong> opened at a later date subsequent to the evaluation<br />

<strong>of</strong> the Technical Proposals.<br />

Please note that locally registered firms are expected to have a valid National Contracts<br />

Commission (NCC) Certification at Grade 1 minimum, in the categories <strong>of</strong> Civil Engineering <strong>and</strong><br />

Grade 2 minimum, in the categories <strong>of</strong> Electrical Works <strong>and</strong>/or Mechanical Works <strong>and</strong> shall<br />

have a valid Tax Compliance Certificate (TCC) at the time <strong>of</strong> bid submission whilst overseas<br />

based firms if successful are required to have both certification before the Contract can be<br />

awarded.<br />

The National Water Commission is not obliged to accept the lowest or any bid <strong>and</strong> reserves the<br />

right to terminate the bid process at any point to the award <strong>of</strong> Contract without incurring liability<br />

to any <strong>of</strong> the participants
