JEA AMR/MDMS Project Overview

JEA owns, operates and manages the electric, water and
wastewater systems in Jacksonville, Florida. JEA is Florida's
largest municipally owned electric utility and the eighth
largest in the United States. JEA is also the 113th largest of
all 3,000 plus electric utilities in the country. JEA electric
system currently serves more than 360,000 customers in
Jacksonville and parts of three adjacent counties. JEA's
water system serves more than 240,000 water customers
and 186,000 sewer customers, or more than 80 percent of all
water and sewer utility customers in our service area.

JEA’s NMR Project is a show-case for its leadership in
innovation and technology; its main focus is to provide
customer service improvement and satisfaction;
better system reliability and accuracy; and
additional operational cost savings.
JEA started its NMR initiative in 2001 and plans to complete
it by mid 2007
JEA AMR/MDMS Project Overview

It is a multi-departmental and multi-year
implementation project that includes
installation of a Cellnet radio frequency fixed network
and fiber backhaul infrastructure;
Replacement or retro-fit of approx. 650,000 electric and
water meters to communicate with network;
development of interfaces to JEA information systems.;
and
development of advanced Meter Data Management
System (MDMS) to take advantage of volumes of meter
data.

JEA will own all NMR hardware within its service
territory. An O&M contract is in place with Cellnet to
operate the data management system, maintain the RF
network, and provide system performance in
compliance with contract metrics. This contract will
run thru the year 2016.
www.meteringamerica.com

Why not CIS?

Handling daily/interval data is not a core
competency of CIS

AMR consumption data only tip of the iceberg
Need to identify new types of field exceptions
Meter reset, modules not configured correctly,
etc.
Process other data types not relevant to CIS
functions and develop interfaces that are modular
and easy to change
Outage and restoration events
Load Profile data, System Load Snapshot data
Turn-around time to add/change
functionality/interfaces to CIS
Lack of AMR/MDMS SMEs in typical CIS vendors
www.meteringamerica.com

Why not CIS?

Typical CIS relationship cannot handle metermodule,
meter-MCC-Cell master relationships
Most CIS model deal with Customer-Account-
Service Agreement/Premise-Service Point/Meter
levels only.
In AMR arena, Meter/Module relationship is critical

JEA specific constraints
CIS was not stable enough for a major functional
changes
The change order process to add MDMS functions to
a vendor package is very time consuming
www.meteringamerica.com

Peaceful Coexistence!

CIS and MDMS satisfy different needs for utilities
Focus should be on core competencies of each area

CIS should be flexible to provide/develop new
interfaces
On-demand billing charges for improved customer service
Ability to go beyond ‘geographic’ cycles for billing
Weekly/bi-weekly billing
Billing on customer selected dates
Final billing/settlement on the day of the move out
Ability to transfer traditional CIS functions to MDMS
Estimation routines
Theft detection/revenue protection
Customer notification on outage, excess consumption.
potential leak, etc.
Improved customer web experience
