More than any recession in 70 years, the recent conomic downtown witnessed a collapse of household ealth. The value of our wealth -- the difference etween what we own and what we owe, dropped an mazing $13 trillion, a 20 percent plunge, from 2007 o 2008. The loss came in both major categories of ousehold wealth, in financial assets (stocks, bonds, utual funds, etc.) as well as real estate assets (for ost, the value of their home). The lost wealth was a crushing blow to our personal inances. It meant the massive borrowing and resulting ebts that many accumulated during the 1990s and 000s couldn’t be sustained. For some, the only lternative was bankruptcy or perhaps foreclosure on heir home. For others, it meant forced frugality and educed sales -- and jobs -- for retailers and other ellers. A deadly downward spiral was thus established. ower household wealth meant less household pending, which in turn, led to fewer business sales nd jobs, which then resulted in even lower household ncome and wealth and tighter spending and still lower ales, etc. Therefore, household wealth is one of the keys to ur economy. For the economy to fully recover, our ealth will have to improve first. So where are we now with this key economic ndicator? Fortunately, every three months the Federal eserve gives us an update. The most recent nformation through the first three months of 2012 as just recently released. The statistics show that collectively the personal inances of households are in much better shape today han they were at the depth of the recession in 2008. hree-quarters of the household wealth lost during he recession has now been recovered. However, all of his rebound was due to the recovery of financial ssets. The total value of real estate assets has mproved only very modestly. At the same time that the value of financial assets as been increasing, households have become tighter ith their borrowing. The total value of household debt oday is down 6 percent from its high in 2007. The argest decline has been in mortgage debt; some of it ue to foreclosures and bankruptcies. But consumer redit balances (mainly credit cards) are also lower oday than five years ago, suggesting households have oluntarily been restraining their spending. There’s other good news on the debt front. Severely ate loan delinquencies are off their recession peaks. or example, the percentage of credit card payments hree or more months late is now 11 percent, down rom 14 percent two years ago. Bankruptcies and oreclosures have also been trending lower. Yet, all hese measures are still considerably above their levels rior to the recession. It’s interesting to contrast the financial trends of ouseholds with those of businesses. Businesses ctually fell into a slightly larger wealth hole than ouseholds, with aggregate business wealth dropping 5 percent during the recession. And similar to ouseholds, businesses have dug out of this hole hrough a combination of a rise in their assets values nd a reduction in debt. The big difference is that businesses have begun orrowing again. In fact, business debt dropped only ne year, from 2008 to 2009, and since then has risen ach year. Many economists see this as a good sign, as usiness borrowing is one indicator of optimism about he economic future. The conclusion from all this number crunching is hat personal finances are in much better shape today han they have been in years. Wealth has returned, ousehold debt payments as a percent of disposable ncome are back to 1990 levels, delinquencies and late ayments are down, and homeowners’ equity is eginning to rise. Certainly, many households are still ot financially secure, but on average they are moving n a positive direction. Over 70 cents of every dollar spent in our economy s by households. Therefore, as the household goes, so oes our economy. Household personal finances are tarting to make a comeback. But one big question is, an "it" happen again? By it, I mean the free-wheeling orrowing that led to record high personal debt levels nd which set up many households for a crash when he values of stocks and homes fell off the cliff. Of course, it can happen again; history is full of xamples of repeats. But at least in this economist’s pinion, the financial trials and tribulations of the past ive years will leave a significant impression -- at least or a while -- on households, similar to what the Great epression of the 1930s did to my parents’ view of inances. The American Opportunity Credit provides up to $2,500 a year to an eligible student for the first four years of higher education. To qualify, the student must be pursuing a degree or other recognized credential and must be enrolled at least half time for one academic period during the year. The credit can cover tuition, enrollment fees, textbooks, supplies, and equipment, whether or not the materials are bought from the educational institution. Forty percent of the American Opportunity Credit is refundable, which means a student owing no taxes could still receive up to $1,000. The Lifetime Learning Credit can provide up to $2,000 for each year of post-secondary education or each year in which you take courses to acquire or improve job skills, regardless of whether you’re pursuing a degree or credential. The number of years is not limited, and the credit is available for as little as one course. Tuition and fees are covered, but books, supplies, and equipment are only eligible if provided by the educational institution. Since the Lifetime Learning Credit is not refundable, it is limited to offsetting taxes that you owe for the applicable year. The following limitations apply to both credits: 1. You can only claim one of the credits per student in a given tax year (although you can claim a different credit for a different dependent in the same year). 2. If a student qualifies as a dependent, only the parent may claim the credit. 3. Both credits phase out if your modified adjusted gross income exceeds a specified level. Can’t Afford To Hear Dear Can’t, It’s unfortunate, but millions of Americans with hearing loss don’t get hearing aids because they simply can’t afford them. Hearing aids are expensive, typically costing between $1,000 and $3,500 per ear, and most insurance companies including traditional Medicare don’t cover them. While there’s no one simple solution to finding affordable hearing aids, there are a variety of options you can look into that can help. Check Insurance Your first step is to check with your health insurance provider to see if it provides any hearing aid coverage. If you’re a Medicare beneficiary, you need to know that while original Medicare (Part A and B) and Medicare supplemental policies do not cover hearing aids, some Medicare Advantage (Part C) plans do. If you have an Advantage plan, you’ll need to check with your plan administrator. Medicaid also covers hearing aids in some states to people with very limited means. Your county social service office can give you more information. Or, if you’re a federal employee or retiree, hearing aid coverage may be available through some insurance plans in the Federal Employees Health Benefits Program. Or if you’re a veteran, the VA provides free hearing aids if you meet certain conditions such as being compensated for any serviced-connected disability or if your hearing loss is connected to military service. See va.gov or call 877-222-8387 to check your eligibility. Financial Assistance Depending on your income level, there are various programs and foundations that provide financial assistance for hearing aids to people in need. Start by calling your state rehabilitation department (see www.parac.org/svrp.html for contact information), or the nearest chapter of the Hearing Loss Association of America (hearingloss.org) to find out if there are any city, county or state programs, or local civic organizations that could help. There are also a number of nonprofits that offer hearing aids at deeply discounted prices, or for free. Some good ones to check out include: HEAR Now: Sponsored by the Starkey Hearing Foundation (starkeyhearingfoundation.org, 800-328- 8602), this program provides hearing aids for people with net incomes below $19,058 for a single or $25,743 for couples. Your only costs are a hearing test and an application fee of $125 per hearing aid request. Lions Affordable Hearing Aid Project: Offered through some Lions clubs throughout the U.S., this program provides the opportunity to purchase new, digital hearing aids manufactured by Rexton for $200 per aid, plus shipping. To be eligible, most clubs will require your income to be somewhere below 200 percent of the federal poverty level which is $22,340 for singles, or $30,260 for couples. Contact your local Lions club (see lionsclubs.org for contact information) to see if they participate in this project. Sertoma: A civic service organization that runs a hearing aid recycling program through its 500 clubs nationwide, refurbishes them, and distributes them to local people in need. Call 800-593-5646 or visit sertoma.org to locate a club in your area. Audient: This program (audientalliance.org, 866- 956-5400) helps people purchase new, digital hearing aids at reduced prices ranging from $495 to $975 for one hearing aid, or $990 to $1,575 for a pair. To be eligible, your income must be below $27,075 for a single or $36,425 for couples. For a list of more programs, visit the Better Hearing Institute website at betterhearing.org, and click on "Hearing Loss Resources," then on "Financial Assistance." Or, call the National Institute on Deafness and Other Communication Disorders at 800-241-1044 and ask them to mail you their list of financial resources for hearing aids.
