Fairlington Villages to Lease Parking Spaces for Abingdon<br />

School Staff<br />

Handbook Coming Soon<br />

The Fairlington Villages resident handbook<br />

has been updated, with the content<br />

topics will be posted on the website (FairlingtonVillages.com).<br />

Printed copies of the handbook will be<br />

distributed starting on October 1 to owners/residents<br />

owners, also starting October 1. The staff<br />

will deliver copies to any owner/resident<br />

Raccoon Warning<br />

We share the neighborhood<br />

with a variety of wildlife, all protected<br />

under Arlington County<br />

ordinance. This summer there<br />

have been reports about raccoons,<br />

and one resident was bitten by an<br />

apparently rabid raccoon as she<br />

stepped out her back door.<br />

The Animal Welfare League of<br />

Arlington (AWLA) notes that raccoons<br />

are opportunists and very<br />

adaptable. They raid trash and<br />

may nest in attics and under decks.<br />

Although primarily nocturnal,<br />

Focus on Fire Safety<br />

National Fire Prevention Week<br />

is October 4–10, making October a<br />

great time to focus on fire safety.<br />

Open House October 10 at<br />

Arlington Fire Stations<br />

The Arlington County Fire Department<br />

is having an open house<br />

on Saturday, October 10 from 10<br />

a.m. to 4 p.m. at all county fire stations<br />

– including our own Fairlington<br />

Fire Station #7 (3116 S. Abingdon<br />

St.). Residents are invited to<br />

stop by to visit, see the apparatus,<br />

and talk with the firefighters.<br />

The theme for Fire Prevention<br />

Week this year is “Hear the Beep<br />

Where You Sleep.” The National<br />

Fire Protection Association (NFPA)<br />

advises everyone to install smoke<br />

alarms in every bedroom, outside<br />

each separate sleeping area, and on<br />

every level of your home, including<br />

the basement.<br />

You should also test your smoke<br />

alarms regularly, and follow these<br />

other tips:<br />

The end of daylight saving time<br />

on November 1 is the ideal time<br />

to check your smoke alarm batteries.<br />

Fire safety professionals say<br />

a multi-level home should have<br />

a smoke alarm on each level, and<br />

they often look for food during the<br />

day.<br />

If you see a raccoon, avoid it and<br />

make sure your pets and children<br />

do the same.<br />

If you see a raccoon staggering,<br />

walking in circles, falling, biting<br />

itself, or salivating heavily – or you<br />

find a dead raccoon – call AWLA<br />

immediately at 703-931-9241.<br />

There are several preventive<br />

steps that will encourage wildlife<br />

not to make your home theirs:<br />

• DO NOT feed wild animals,<br />

including birds, or feed your<br />

you should have one in each sleeping<br />

area. Smoke alarms should<br />

be replaced every 10 years. New<br />

technology offers various options,<br />

including a 10-year smoke alarm<br />

and models with pull-out battery<br />

trays that make it easier to change<br />

batteries.<br />

General Household Safety<br />

Many Fairlington Villages residents<br />

remember the sad death several<br />

years ago of a resident in a fire<br />

that started because a failed power<br />

strip resulted in overheated extension<br />

cords and nearby combustible<br />

materials were ignited. Be sure<br />

your power strips and extension<br />

cords are in good condition – not<br />

frayed or damaged, and not<br />

pets outdoors.<br />

• DO NOT place your trash<br />

outside except on Monday-<br />

Saturday 6-9 a.m.<br />

• DO place rags soaked in ammonia<br />

anywhere you think<br />

wildlife may be tempted to<br />

nest.<br />

• DO replace broken windows<br />

and screen any exterior access<br />

points.<br />

heaters need three feet of clearance,<br />

sure to have an electrician check it<br />

Condo Fees Reminder<br />

Updated condo fees for fiscal year 2016 are<br />

effective October 1. If you do not use the directdebit<br />

service, and have not yet updated your<br />

payment account, please remember to do so<br />

immediately.<br />

• If you use a bank bill-payer service, notify<br />

your bank of the new payment amount.<br />

• If you pay by credit card or e-check, you<br />

must log in to your Associa Access account<br />

(through the legumnorman.com website) to<br />

enter the new payment amount.

I-395 Retaining Wall Work Impacts Fairlington Villages Property<br />

The Virginia Department of<br />

Transportation (VDOT) is in the<br />

process of a major repair to the<br />

I-395 retaining wall on the steep<br />

ground adjacent to Fairlington<br />

Villages near the southbound exit<br />

to Route 7. The work impacts our<br />

property.<br />

In March 2014, VDOT performed<br />

emergency repairs to the wall<br />

because it was failing. For the following<br />

six months, VDOT<br />

undertook an assessment engineering<br />

analysis, a failure investigation,<br />

and a wall repair design. The<br />

causes of the failure were identified<br />

as the presence of substantial<br />

amounts of clay in the soil, the wall<br />

not being sufficiently reinforced to<br />

today’s standards, and the failure<br />

of the drainage system at the<br />

base of the wall.<br />

In February 2015, funding<br />

was allocated for a permanent<br />

repair. Several repair<br />

alternatives were considered.<br />

Ultimately, VDOT’s engineers<br />

determined that the<br />

preferred repair involved<br />

what is known as a soldier<br />

pile and lagging wall with<br />

tiebacks and a specialized<br />

facing in front of the existing<br />

wall. This approach incorporates<br />

the temporary wall<br />

bracing in the permanent wall,<br />

which reduces costs, minimizes<br />

construction duration, and eliminates<br />

the need for excavation and/<br />

or construction vehicles to operate<br />

on the slope above the existing<br />

wall. Removal of the damaged portion<br />

of the wall stem is not necessary<br />

with this repair.<br />

One complication of this system<br />

is that the tiebacks extend more<br />

than 100 feet into the hillside to<br />

reach suitable material for anchorage.<br />

In certain areas, those tiebacks<br />

actually extend some 50 feet below<br />

the foundations of buildings that<br />

are part of Fairlington Villages.<br />

With the advice of their own<br />

structural and geotechnical engineer,<br />

the Board of Directors of<br />

Fairlington Villages was able to<br />

negotiate terms for this work that<br />

committed VDOT to undertake<br />

significant monitoring and survey<br />

procedures as a condition for the<br />

Association to allow them access<br />

to perform the construction. This<br />

work has been ongoing for the past<br />

three months and will likely continue<br />

through much of the fall.

Activities Around the Village<br />

Fall Yard Sale October 3<br />

Don’t miss the fall yard sale on<br />

Saturday, October 3, from 8 a.m.<br />

to 12 p.m. You can sell, buy, or<br />

volunteer.<br />

Sale areas (one car slot) are<br />

available on a first-come, firstserved<br />

basis for $10 per space.<br />

Residents should set up between 7<br />

and 8 a.m., and everything must be<br />

cleared out by 1 p.m. A member of<br />

the Activities Committee will collect<br />

your fee once you are set up.<br />

Coffee, other beverages, and<br />

food will be available, with the<br />

proceeds going to support community<br />

activities. Volunteers are<br />

always needed to help with this<br />

event, especially at the grill and the<br />

food table. If you can help, please<br />

email the Activities Committee at<br />

activities@fairlingtonvillages.com.<br />

FCA-FHS Fairlington History<br />

Tour October 24<br />

The Fairlington Citizens Assocation<br />

(FCA) and Fairlington Historical<br />

Society (FHS) invite interested<br />

area residents to join the inaugural<br />

FCA-FHS “Fairlington History<br />

Tour” on Saturday, October 24<br />

from 10:00 – 11:30 a.m.<br />

FCA President, Guy Land, and<br />

FHS Trustees, Patty Clark and<br />

Cindy Kunz, will lead the tour to<br />

10 significant sites in North and<br />

South Fairlington.<br />

The tour will begin and end at<br />

the North Fairlington Community<br />

Center (3005 S. Abingdon St.) with<br />

light refreshments.<br />

fun and photographs before heading<br />

out for an evening of trick-ortreating.<br />

Treats are on us (you just<br />

bring the tricks) – pizza, treats, and<br />

drinks will be available. If you can<br />

volunteer to help with this event,<br />

Fall Grounds Walk-Through<br />

November 7<br />

The Board of Directors, management<br />

staff, and Grounds Committee<br />

will conduct their annual fall<br />

grounds walk-through on Saturday,<br />

November 7. The purpose of<br />

the walk-through is to examine<br />

grounds and landscape problem<br />

areas, discuss possible solutions,<br />

and review the status of previously<br />

addressed problems. If there is an<br />

area that you would like to be included<br />

as part of the walk-through,<br />

please call the management office<br />

or contact the Grounds Committee.<br />

All residents are welcome to<br />

participate in the walk-through.<br />

If you would like to join, please<br />

rendezvous at the community<br />

center at 9 a.m. The walk-through<br />

normally lasts about two hours.<br />

A Barking Good Time at the<br />

Annual Doggie Dip<br />

Despite cool temperatures,<br />

many furry Fairlingtonians enjoyed<br />

helping close pool 5 at last<br />

month’s Doggie Dip. Retrievers<br />

loved running after the ball and<br />

jumping in the pool, while other<br />

dogs enjoyed swimming and playing<br />

New Fees and Coupons<br />

The fiscal year 2016 budget<br />

provides for an increase of condo<br />

fees effective with the October<br />

assessment. A copy of the budget<br />

and payment coupons were mailed<br />

to you last month.<br />

• Please notify your bank of the<br />

new payment amount if you are using a bill<br />

payer service to make your payment.<br />

If you use the direct-debit service provided by the<br />

management company, your payment amount has<br />

been adjusted automatically.<br />

Leaves, Leaves, Leaves<br />

Our landscape contract provides for the removal<br />

of leaves from the common property. The removal<br />

of leaves from your back yard is your responsibility.<br />

You may move loose leaves to the common area for<br />

collection by the contractor, provided the contractor<br />

has not cleaned the common area. Once the contractor<br />

has cleaned the common area, you will need to bag<br />

your leaves and take them to the street. Each year<br />

residents wait until leaves have been removed from<br />

the common area and then throw their leaves over<br />

their fence. Throwing leaves into the common area<br />

after the contractor has cleaned the area is not only<br />

unsightly, but is also damaging to the turf. You may<br />

call the management office if you have any questions<br />

regarding leaf removal.<br />

Bulk Trash Pick-Up<br />

Bulk trash should be placed at the street curb, not<br />

a curb in a parking lot. As a reminder, bulk trash<br />

pick-up should not include removal of construction<br />

debris from contractor renovations. Your contractor<br />

should provide for removal of these items from your<br />

property and not place these items curbside. Please<br />

leave all bulk trash at the city street curb for pick up<br />

on Thursdays, as outlined in the Association’s trash<br />

policy.<br />

Pets, Pets, Pets<br />

County Ordinance requires Arlington (and Alexandria)<br />

dog owners to remove and dispose of feces<br />

that their dogs have deposited on public areas (Condominium<br />

Common Areas) or another person’s property.<br />

In addition, the ordinance requires that when off<br />

their owner’s property, all dogs must be leashed and<br />

under control of the owner or another responsible<br />

person. Please, pet owners, keep these requirements<br />

Balcony Replacement Update<br />

Phase 4 of the Balcony Replacement program has<br />

now reached substantial completion. A contract for<br />

phase 5 has been approved and entered into by the<br />

Board.<br />

We have been notified that there will be a short<br />

delay in the beginning of work due to delays in the<br />

fabrication and delivery of materials. It is expected<br />

that, once materials deliveries get back on schedule,<br />

construction in phase 5 will proceed throughout the<br />

fall to a point just before the end-of-year holidays.<br />

Phase 5 should then be completed in the spring of<br />

2016.<br />

Phase 6 (the final phase of the contract) is scheduled<br />

for fiscal year 2017, beginning in October 2016.
