The Fairlington Villages resident handbook
Raccoon Warning
We share the neighborhood
with a variety of wildlife, all protected
under Arlington County
ordinance. This summer there
have been reports about raccoons,
and one resident was bitten by an
apparently rabid raccoon as she
stepped out her back door.
The Animal Welfare League of
Arlington (AWLA) notes that raccoons
are opportunists and very
adaptable. They raid trash and
may nest in attics and under decks.
Although primarily nocturnal,
Focus on Fire Safety
National Fire Prevention Week
is October 4–10, making October a
great time to focus on fire safety.
Open House October 10 at
Arlington Fire Stations
The Arlington County Fire Department
is having an open house
on Saturday, October 10 from 10
a.m. to 4 p.m. at all county fire stations
– including our own Fairlington
Fire Station #7 (3116 S. Abingdon
St.). Residents are invited to
stop by to visit, see the apparatus,
and talk with the firefighters.
The theme for Fire Prevention
Week this year is “Hear the Beep
Where You Sleep.” The National
Fire Protection Association (NFPA)
advises everyone to install smoke
alarms in every bedroom, outside
each separate sleeping area, and on
every level of your home, including
the basement.
You should also test your smoke
alarms regularly, and follow these
other tips:
Smoke Alarms
The end of daylight saving time
on November 1 is the ideal time
to check your smoke alarm batteries.
Fire safety professionals say
a multi-level home should have
a smoke alarm on each level, and
they often look for food during the
day.
If you see a raccoon, avoid it and
make sure your pets and children
do the same.
If you see a raccoon staggering,
walking in circles, falling, biting
itself, or salivating heavily – or you
find a dead raccoon – call AWLA
immediately at 703-931-9241.
There are several preventive
steps that will encourage wildlife
not to make your home theirs:
• DO NOT feed wild animals,
including birds, or feed your
you should have one in each sleeping
area. Smoke alarms should
be replaced every 10 years. New
technology offers various options,
including a 10-year smoke alarm
and models with pull-out battery
trays that make it easier to change
batteries.
General Household Safety
Many Fairlington Villages residents
remember the sad death several
years ago of a resident in a fire
that started because a failed power
strip resulted in overheated extension
cords and nearby combustible
materials were ignited. Be sure
your power strips and extension
cords are in good condition – not
frayed or damaged, and not
pets outdoors.
• DO NOT place your trash
outside except on Monday-
Saturday 6-9 a.m.
• DO place rags soaked in ammonia
anywhere you think
wildlife may be tempted to
nest.
• DO replace broken windows
and screen any exterior access
points.
For more information about Arlington
wildlife, go to www.awla.
org.
overloaded. Extension cords
should not be under rugs or furniture
because friction can damage
them, causing a fire hazard. Space
heaters need three feet of clearance,
including being at least three
feet away from couches and other
furniture. If you have any electrical
sparking or flickering lights, be
sure to have an electrician check it
out.
For More Information
For more details about fire
safety, check the National Fire
Protection Association’s website
at NFPA.org. The site also offers
games and other activities for
children to help them learn about
fire safety.
I-395 Retaining Wall Work Impacts Fairlington Villages Property
The Virginia Department of
Transportation (VDOT) is in the
process of a major repair to the
I-395 retaining wall on the steep
ground adjacent to Fairlington
Villages near the southbound exit
to Route 7. The work impacts our
property.
Ph o t o b y Ma n a g e m e n t Sta f f
In March 2014, VDOT performed
emergency repairs to the wall
because it was failing. For the following
six months, VDOT
undertook an assessment engineering
analysis, a failure investigation,
and a wall repair design. The
causes of the failure were identified
as the presence of substantial
amounts of clay in the soil, the wall
not being sufficiently reinforced to
today’s standards, and the failure
of the drainage system at the
base of the wall.
In February 2015, funding
was allocated for a permanent
repair. Several repair
alternatives were considered.
Ultimately, VDOT’s engineers
determined that the
preferred repair involved
what is known as a soldier
pile and lagging wall with
tiebacks and a specialized
facing in front of the existing
wall. This approach incorporates
the temporary wall
bracing in the permanent wall,
which reduces costs, minimizes
construction duration, and eliminates
the need for excavation and/
or construction vehicles to operate
on the slope above the existing
wall. Removal of the damaged portion
of the wall stem is not necessary
with this repair.
One complication of this system
is that the tiebacks extend more
than 100 feet into the hillside to
reach suitable material for anchorage.
In certain areas, those tiebacks
actually extend some 50 feet below
the foundations of buildings that
are part of Fairlington Villages.
With the advice of their own
structural and geotechnical engineer,
the Board of Directors of
Fairlington Villages was able to
negotiate terms for this work that
committed VDOT to undertake
significant monitoring and survey
procedures as a condition for the
Association to allow them access
to perform the construction. This
work has been ongoing for the past
three months and will likely continue
through much of the fall.

New Fees and Coupons
The fiscal year 2016 budget
provides for an increase of condo
fees effective with the October
assessment. A copy of the budget
and payment coupons were mailed
to you last month.
• Please notify your bank of the
new payment amount if you are using a bill
payer service to make your payment.
If you use the direct-debit service provided by the
management company, your payment amount has
been adjusted automatically.
Leaves, Leaves, Leaves
Our landscape contract provides for the removal
of leaves from the common property. The removal
of leaves from your back yard is your responsibility.
You may move loose leaves to the common area for
collection by the contractor, provided the contractor
has not cleaned the common area. Once the contractor
has cleaned the common area, you will need to bag
your leaves and take them to the street. Each year
residents wait until leaves have been removed from
the common area and then throw their leaves over
their fence. Throwing leaves into the common area
after the contractor has cleaned the area is not only
unsightly, but is also damaging to the turf. You may
call the management office if you have any questions
regarding leaf removal.
Bulk Trash Pick-Up
Bulk trash should be placed at the street curb, not
a curb in a parking lot. As a reminder, bulk trash
pick-up should not include removal of construction
debris from contractor renovations. Your contractor
should provide for removal of these items from your
property and not place these items curbside. Please
leave all bulk trash at the city street curb for pick up
on Thursdays, as outlined in the Association’s trash
policy.
Pets, Pets, Pets
County Ordinance requires Arlington (and Alexandria)
dog owners to remove and dispose of feces
that their dogs have deposited on public areas (Condominium
Common Areas) or another person’s property.
In addition, the ordinance requires that when off
their owner’s property, all dogs must be leashed and
under control of the owner or another responsible
person. Please, pet owners, keep these requirements
Balcony Replacement Update
Phase 4 of the Balcony Replacement program has
now reached substantial completion. A contract for
phase 5 has been approved and entered into by the
Board.
We have been notified that there will be a short
delay in the beginning of work due to delays in the
fabrication and delivery of materials. It is expected
that, once materials deliveries get back on schedule,
construction in phase 5 will proceed throughout the
fall to a point just before the end-of-year holidays.
Phase 5 should then be completed in the spring of
2016.
Phase 6 (the final phase of the contract) is scheduled
for fiscal year 2017, beginning in October 2016.
