The election of four members of the Board of<br />

Directors will highlight the Annual Meeting of the<br />

Fairlington Villages Unit Owners Association on<br />

Wed., March 29, at the North Fairlington Community<br />

Center.<br />

The Board Candidates are:<br />

√ Harold Reem: running for re-election in Ward 3<br />

√ Philip Brown: running for re-election in Ward 5<br />

√ Melanie Alvord: running for election in Ward 6<br />

√ Anne Wasowski: running for re-election as an<br />

annual meeting materials and with the online ballots.<br />

Sign-in and voting begin at 6:30 p.m., and the<br />

meeting will convene at 7:30 p.m. In addition to the<br />

election of Board members, the agenda includes a presentation<br />

of the fiscal 2016 audit report by the Treasurer<br />

and a “state of the condominium” report, led by<br />

President Terry Placek. There will be an opportunity<br />

for discussion with Board members regarding condo<br />

policies and activities.<br />

A unit’s annual condominium fee<br />

is the total annual condominium<br />

fee assessment multiplied by the<br />

unit’s proportional interest. For<br />

example, the FY17 fee for a Clarendon<br />

II unit, the Association’s most<br />

common unit model, is 0.0620376<br />

percent (it’s percentage of ownership)<br />

of $7,493,226 (the total FY17<br />

condominium fee assessment) or<br />

$4,648 ($387 per month).<br />

As discussed in the table on<br />

page 2, condominium fees cover<br />

key services and maintenance of<br />

Fairlington Villages’ 291 buildings,<br />

59 parking lots, and 93.3 acres of<br />

grounds. This large size allows<br />

the Association to achieve some<br />

economies of scale in its operations,<br />

particularly in contracting of<br />

services.<br />

Water and sewer rates are established by Arlington County and<br />

the City of Alexandria. FY16 expenditures on water and sewer<br />

service totaled $833,644 — an average of $490 for each of the<br />

Association’s units.<br />

FY16 costs for the trash and recycling services described<br />

totaled $306,354 — an average of $180 per unit.<br />

In comparison, Arlington County charges $307 per year for<br />

once-weekly trash and recycling pickup at single-family and<br />

The Association maintains a master insurance policy covering<br />

Fairlington Villages’ buildings. The annual cost of this policy is<br />

currently $374,624 — an average of $220 per unit. Instead of<br />

a full homeowner’s insurance policy, condo owners and renters<br />

need a less-expensive personal condo policy that covers building<br />

additions or alterations, personal property, personal liability,<br />

loss assessment, and loss of use. See the Manager’s Corner<br />

on page 5 of the February 2017 North Fairlington <strong>News</strong> for<br />

reminders about why you need a condo policy and details on<br />

what it should cover.<br />

Many residents choose condo living, at least in part, to have all<br />

these chores taken care of.<br />

Owners do not need to hire and manage contractors for outside<br />

maintenance tasks such as those listed above. Management<br />

researches service contractors and recommends them to the<br />

Board of Directors based upon cost and anticipated levels of<br />

service.<br />

The patrol service monitors our property overnight. The officer<br />

can respond to residents’ calls about non-emergency community<br />

disturbances and parking violations.<br />

Repair and Replacement Reserves are used to finance longterm<br />

major capital asset needs such as repairing or replacing<br />

roofs, balconies, apartment building hallways, sewer lines,<br />

swimming pools, tennis courts, and parking lots. FY16 reserve<br />

contributions totaled $3,133,412 — an average of $1,840 per<br />

unit.<br />

Roof replacement is a major expense for all homeowners and<br />

an excellent example of what Replacement Reserves cover.<br />

The Association is replacing all of our buildings’ flat and slate/<br />

composite tile roofs on a phased schedule. In FYs 16-17<br />

reserves funded replacement of five multi-unit composite tile<br />

roofs, including the roofs of several large buildings, with slate<br />

roofs (50-year life expectancy) at an average cost of $64,597<br />

per roof; and in FY16 nine multi-unit flat roofs (20-year life<br />

expectancy) were replaced at an average cost of $14,256 per<br />

roof.<br />

Condo fees fund the operation and maintenance of a range of<br />

amenities, including the Association’s six pools, twelve tennis<br />

courts, community center, tot lot, park benches, curbside trash<br />

cans, and large areas of open space.<br />

Variance Committee<br />

The Variance Committee is<br />

looking for new members. Our job<br />

is to ease the path of unit owners<br />

to getting full Board approval<br />

(when needed) for their renovation<br />

projects. Often, projects involve<br />

structural changes that may<br />

affect the safety of the building as a<br />

whole. We also review applications<br />

to ensure they meet community<br />

guidelines and help owners “polish<br />

them up” before the Board<br />

receives them.<br />

yourself asking, “What was that<br />

contractor thinking? Someone’s<br />

going to get zapped by that live<br />

socket in the shower, and that ceiling’s<br />

likely to fall down any day<br />

keep them short. We meet every<br />

third Thursday at 7 p.m. You don’t<br />

need to make a big commitment,<br />

Online proxy voting is a quick<br />

and easy way to cast your ballot.<br />

You can even stop by the office to<br />

vote online there. Take advantage<br />

of this convenient way to participate<br />

in the condo’s most important<br />

meeting of the year. The mailing<br />

contains instructions for voting<br />

electronically, including a unique<br />

user ID and password for each unit<br />

you own.<br />

read the directions for voting and<br />

Contractor<br />

The Board of Directors met the new cleaning contractor<br />

at its February Board Meeting. Javier Torres,<br />

President of The Corporate Group, and Ilsia Tercero,<br />

Operations Manager of Corporate Cleaning Solutions,<br />

were there to introduce themselves and to explain<br />

how they plan to approach this new contract. You will<br />

recognize them by their distinctive blue shirts as they<br />

move about Fairlington Villages and through the 173<br />

common hallways.<br />

Common Complaints<br />

We often receive complaints in<br />

the management office from residents<br />

about the behavior of other<br />

residents who are not complying<br />

with the Rules or other norms of<br />

community living. Very often these<br />

are violations that are unseen and<br />

difficult (impossible) to trace. So what are some of the<br />

most common complaints?<br />

• Failure to comply with Trash Rules. The rules<br />

for trash and recycling are quite easy to comply<br />

with in Fairlington Villages. Regular household<br />

trash is picked up six (6) days per week. It need<br />

only be in secured trash bags and put out between<br />

6 a.m. and 9 a.m. Residents are requested<br />

to place their trash on the street curb. Recycling<br />

pickup is Wednesdays and Bulk Trash is picked<br />

up on Thursdays. Trash left out overnight or<br />

after 9 a.m., gets spread out and is a blight.<br />

• Failure to clean up after your pets. County<br />

Ordinance requires Arlington dog owners to<br />

remove and dispose of feces that their dogs<br />

have deposited on public areas (Condominium<br />

Common Areas) or another person’s property;<br />

and please, when you have “scooped” into the<br />

baggy, don’t leave it on the curb. Take it to one<br />

of the black trash receptacles and drop it in. In<br />

addition, the ordinance requires that when off<br />

their owner’s property, all dogs in Arlington<br />

must be leashed and under control of the owner<br />

or another responsible person. Please, pet owners,<br />

keep these requirements in mind, not just<br />

when walking the common sidewalks adjacent<br />

to the streets, but also in the common areas at<br />

the rear of buildings that all residents share.<br />

• Items stored outside of units. Personal<br />

household items like strollers, children’s toys,<br />

bicycles, and lawn furniture should be stored<br />

within your unit or inside the limited common<br />

patio area of your unit. Please avoid storing<br />

them on the lawn areas, on the front porches of<br />

units, or in the common hallways.<br />

• These items are covered in the Sections on<br />

Amenities, Services... and the Section on Good<br />

Neighbor Policies and Rules of the Handbook<br />

for Residents, recently revised in September<br />

2015. There are many other subjects in that<br />

Manual, all designed to help improve the life of<br />

our vibrant community.<br />

Annual Spring Inspection<br />

An ounce of prevention will help everyone. Management’s<br />

annual spring inspection is now underway<br />

and we will be noting covenant violations.<br />

If you have attached items to the exterior of your<br />

unit, fence or balcony railing, they will be noted. If<br />

you have hung items on the common walls of an<br />

apartment building, or stored items in any common<br />

areas, you will receive a violation notice. A violation<br />

notice may also be issued for unkempt backyards.<br />

These items should be addressed now. Please refer to<br />

the Residents Manual or call the office with any questions.<br />

Bill: Mr. Brown moved the Board<br />

approve the reimbursement request in<br />

the amount of $257.95 for the Dominion<br />

B. Disabled Parking Request –<br />

4600 S. 30th Rd.: Ms. Kunz moved the<br />

Board approve Management’s action<br />

of installing one disabled parking<br />

moved the Board appoint the following<br />

Maryanne Restuccia, Unit Owner<br />

Member Sharon Bisdee, and Alternate<br />

Unit Owner member Cheryl Chevalier.<br />

G. Auditor Engagement: Mr. Reem<br />

moved the Board authorize Management<br />

to contract with Johnson, Bremer,<br />

and Ignacio, CPA’s, P.C. to prepare<br />

annual audits of the Association’s<br />

financial statements and federal and<br />

state income tax returns, as set forth in<br />

an engagement letter, for the following<br />

years at the aggregate amounts specified.<br />

For Fiscal Year 2017: $10,000 (Tax<br />

Returns: $600; Annual Audit $9,400).<br />

For Fiscal Year 2018: $10,500 (Tax<br />

Returns $600; Annual Audit $9,900).<br />

Construction has begun on the Gateway at Beauregard and<br />

King Street project. This is on the site of the old Five Guys,<br />

the check cashing store, and the old Jefferson Hospital (noone<br />

remembers that anymore). Utilities are being moved<br />

underground at the intersection and it is expected that the<br />

excavation of the site will last for the remainder of this year.<br />

The excavation and site preparation will include up to 300<br />

truck trips per day on King Street.<br />
