“What Does Your Condominium Fee Pay For?”
Have you stopped to think
about all that is covered by your
condominium fee? Depending
upon unit type, Fiscal Year 2017
(FY17) condo fees for each of Fairlington
Villages’ 1,703 units range
from $263 – $558 per month or
$3,156 – $6,696 per year.
Each unit owner’s annual fee is
in proportion to his/her undivided
interest in Fairlington Villages’ (the
Association’s) common elements.
Four Directors to be Elected
At Annual Meeting March 29
The election of four members of the Board of
Directors will highlight the Annual Meeting of the
Fairlington Villages Unit Owners Association on
Wed., March 29, at the North Fairlington Community
Center.
The Board Candidates are:
√ Harold Reem: running for re-election in Ward 3
√ Philip Brown: running for re-election in Ward 5
√ Melanie Alvord: running for election in Ward 6
√ Anne Wasowski: running for re-election as an
At-Large Director
Statements from the candidates are included in the
annual meeting materials and with the online ballots.
Sign-in and voting begin at 6:30 p.m., and the
meeting will convene at 7:30 p.m. In addition to the
election of Board members, the agenda includes a presentation
of the fiscal 2016 audit report by the Treasurer
and a “state of the condominium” report, led by
President Terry Placek. There will be an opportunity
for discussion with Board members regarding condo
policies and activities.
continued on page 3
legal documents establishing the
Association, identifies each unit’s
percentage of common element
ownership, with the percentages
generally determined by unit size.
A unit’s annual condominium fee
is the total annual condominium
fee assessment multiplied by the
unit’s proportional interest. For
example, the FY17 fee for a Clarendon
II unit, the Association’s most
common unit model, is 0.0620376
percent (it’s percentage of ownership)
of $7,493,226 (the total FY17
1
condominium fee assessment) or
$4,648 ($387 per month).
As discussed in the table on
page 2, condominium fees cover
key services and maintenance of
Fairlington Villages’ 291 buildings,
59 parking lots, and 93.3 acres of
grounds. This large size allows
the Association to achieve some
economies of scale in its operations,
particularly in contracting of
services.
Comments
Water and sewer rates are established by Arlington County and
the City of Alexandria. FY16 expenditures on water and sewer
service totaled $833,644 — an average of $490 for each of the
Association’s units.
FY16 costs for the trash and recycling services described
totaled $306,354 — an average of $180 per unit.
In comparison, Arlington County charges $307 per year for
once-weekly trash and recycling pickup at single-family and
duplex homes. (Source: Arlington County website)
The Association maintains a master insurance policy covering
Fairlington Villages’ buildings. The annual cost of this policy is
currently $374,624 — an average of $220 per unit. Instead of
a full homeowner’s insurance policy, condo owners and renters
need a less-expensive personal condo policy that covers building
additions or alterations, personal property, personal liability,
loss assessment, and loss of use. See the Manager’s Corner
on page 5 of the February 2017 North Fairlington News for
reminders about why you need a condo policy and details on
what it should cover.
Many residents choose condo living, at least in part, to have all
these chores taken care of.
Owners do not need to hire and manage contractors for outside
maintenance tasks such as those listed above. Management
researches service contractors and recommends them to the
Board of Directors based upon cost and anticipated levels of
service.
The patrol service monitors our property overnight. The officer
can respond to residents’ calls about non-emergency community
disturbances and parking violations.
Repair and Replacement Reserves are used to finance longterm
major capital asset needs such as repairing or replacing
roofs, balconies, apartment building hallways, sewer lines,
swimming pools, tennis courts, and parking lots. FY16 reserve
contributions totaled $3,133,412 — an average of $1,840 per
unit.
Roof replacement is a major expense for all homeowners and
an excellent example of what Replacement Reserves cover.
The Association is replacing all of our buildings’ flat and slate/
composite tile roofs on a phased schedule. In FYs 16-17
reserves funded replacement of five multi-unit composite tile
roofs, including the roofs of several large buildings, with slate
roofs (50-year life expectancy) at an average cost of $64,597
per roof; and in FY16 nine multi-unit flat roofs (20-year life
expectancy) were replaced at an average cost of $14,256 per
roof.
Condo fees fund the operation and maintenance of a range of
amenities, including the Association’s six pools, twelve tennis
courts, community center, tot lot, park benches, curbside trash
cans, and large areas of open space.
Seeking Various
Volunteers for the
Variance Committee
The Variance Committee is
looking for new members. Our job
is to ease the path of unit owners
to getting full Board approval
(when needed) for their renovation
projects. Often, projects involve
structural changes that may
affect the safety of the building as a
whole. We also review applications
to ensure they meet community
guidelines and help owners “polish
them up” before the Board
receives them.
If you enjoy TV shows like
“Holmes Inspection” and find
yourself asking, “What was that
contractor thinking? Someone’s
going to get zapped by that live
socket in the shower, and that ceiling’s
likely to fall down any day
now”, then join us.
Come to a meeting, we try to
keep them short. We meet every
third Thursday at 7 p.m. You don’t
need to make a big commitment,
you can vote right away, and
attend (or not) as your other duties
demand. For more information,
Online and Paper Voting Procedures
In March Homeowner Mailing
All homeowners should receive
their Annual Meeting materials
and proxy ballots by mail. If you
do not receive this material by
March 3, please contact the management
office at 703-379-1440 or
office@fairlingtonvillages.com.
Online proxy voting is a quick
and easy way to cast your ballot.
You can even stop by the office to
vote online there. Take advantage
of this convenient way to participate
in the condo’s most important
meeting of the year. The mailing
contains instructions for voting
electronically, including a unique
user ID and password for each unit
you own.
If you use a paper proxy, please
read the directions for voting and
signing your proxy. If your paper
Board Meets New Cleaning
Contractor
The Board of Directors met the new cleaning contractor
at its February Board Meeting. Javier Torres,
President of The Corporate Group, and Ilsia Tercero,
Operations Manager of Corporate Cleaning Solutions,
were there to introduce themselves and to explain
how they plan to approach this new contract. You will
recognize them by their distinctive blue shirts as they
move about Fairlington Villages and through the 173
common hallways.
proxy ballot is not filed correctly,
it cannot be counted for quorum
purposes, the election of directors,
or voting on any other matter that
may arise.
Please return your proxies
promptly! The Association cannot
conduct any business at the annual
meeting without a quorum,
and rescheduling is an expensive
proposition.
The deadline for online proxy
voting is 11:59 p.m. on March 28.
Paper proxies must be received by
the management office by 5:30 p.m.
on March 29. You can drop them
off in person at the office or mail
them in the envelopes provided.
The proxies of homeowners who
are delinquent in paying condominium
assessments are not valid.
oversees Management, and
maintains fiduciary responsibility
for a multi-million dollar annual
All residents are invited to attend
the Annual Meeting, but only
unit owners are eligible to vote.
A reception at the community
Common Complaints
We often receive complaints in
the management office from residents
about the behavior of other
residents who are not complying
with the Rules or other norms of
community living. Very often these
are violations that are unseen and
difficult (impossible) to trace. So what are some of the
most common complaints?
• Failure to comply with Trash Rules. The rules
for trash and recycling are quite easy to comply
with in Fairlington Villages. Regular household
trash is picked up six (6) days per week. It need
only be in secured trash bags and put out between
6 a.m. and 9 a.m. Residents are requested
to place their trash on the street curb. Recycling
pickup is Wednesdays and Bulk Trash is picked
up on Thursdays. Trash left out overnight or
after 9 a.m., gets spread out and is a blight.
• Failure to clean up after your pets. County
Ordinance requires Arlington dog owners to
remove and dispose of feces that their dogs
have deposited on public areas (Condominium
Common Areas) or another person’s property;
and please, when you have “scooped” into the
baggy, don’t leave it on the curb. Take it to one
of the black trash receptacles and drop it in. In
addition, the ordinance requires that when off
their owner’s property, all dogs in Arlington
must be leashed and under control of the owner
or another responsible person. Please, pet owners,
keep these requirements in mind, not just
when walking the common sidewalks adjacent
to the streets, but also in the common areas at
the rear of buildings that all residents share.
• Items stored outside of units. Personal
household items like strollers, children’s toys,
bicycles, and lawn furniture should be stored
within your unit or inside the limited common
patio area of your unit. Please avoid storing
them on the lawn areas, on the front porches of
units, or in the common hallways.
• These items are covered in the Sections on
Amenities, Services... and the Section on Good
Neighbor Policies and Rules of the Handbook
for Residents, recently revised in September
2015. There are many other subjects in that
Manual, all designed to help improve the life of
our vibrant community.
Annual Spring Inspection
An ounce of prevention will help everyone. Management’s
annual spring inspection is now underway
and we will be noting covenant violations.
If you have attached items to the exterior of your
unit, fence or balcony railing, they will be noted. If
you have hung items on the common walls of an
apartment building, or stored items in any common
areas, you will receive a violation notice. A violation
notice may also be issued for unkempt backyards.
These items should be addressed now. Please refer to
the Residents Manual or call the office with any questions.
Thank you for your cooperation.
Happy Spring!!
Construction has begun on the Gateway at Beauregard and
King Street project. This is on the site of the old Five Guys,
the check cashing store, and the old Jefferson Hospital (noone
remembers that anymore). Utilities are being moved
underground at the intersection and it is expected that the
excavation of the site will last for the remainder of this year.
The excavation and site preparation will include up to 300
truck trips per day on King Street.
