34 <strong>Grasping</strong> <strong>the</strong> <strong>nettle</strong>: Ending Europe’s Trade in Execution and Torture Technology<br />

In its 2011 report, <strong>the</strong> CPT delegation highlighted its concerns regarding <strong>the</strong> alleged infliction of electric<br />

shocks with a direct contact electric shock weapon upon two people who had been held at <strong>the</strong> Police Inspectorate<br />

Ilfov Department in August 2010. On visiting <strong>the</strong> interrogation room indicated by <strong>the</strong> two victims, <strong>the</strong><br />

delegation observed <strong>the</strong> presence of objects <strong>the</strong> victims had described precisely (including an electric shock<br />

baton). The electric shock baton photographed by <strong>the</strong> CPT delegation appears to be visually similar, if not<br />

identical, to electric shock batons manufactured by Chinese companies, most notably <strong>the</strong> CB50306 which<br />

has been widely promoted by China Best Industrial, including at <strong>the</strong> Eurosatory 2014 arms and security<br />

exhibition. 147 Consequently it appears that such electric shock weapons have been previously imported into<br />

Romania, directly or indirectly, from China.<br />

Amnesty International and Omega recognise that <strong>the</strong>re is an existing trade in certain direct contact<br />

electric shock devices (particularly electric shock stun guns marketed to individuals for selfdefence).<br />

However research by <strong>the</strong> two organisations has uncovered EU companies promoting direct<br />

contact electric shock devices to <strong>the</strong> law enforcement or military communities (as summarised in <strong>the</strong><br />

table below).<br />
