U.S. and <strong>Cuba</strong>n Positions<br />
Why Compensation?<br />
Dur<strong>in</strong>g the adm<strong>in</strong>istrations of Dwight Eisenhower and John F. Kennedy, the <strong>Cuba</strong>n revolutionary<br />
government engaged <strong>in</strong> sweep<strong>in</strong>g confiscation of private properties, <strong>in</strong>clud<strong>in</strong>g bus<strong>in</strong>ess entities<br />
(large and small, foreign and domestic) bank accounts, and personal residences—many owned by<br />
U.S. nationals. Today, many of these firms no longer exist and many of the orig<strong>in</strong>al property owners<br />
are deceased. Build<strong>in</strong>gs still stand<strong>in</strong>g are often badly deteriorated and any rema<strong>in</strong><strong>in</strong>g capital<br />
stocks are woefully outdated, often rust<strong>in</strong>g and cannibalized for spare parts. Some properties have<br />
changed hands multiple times, and have undergone improvements and transformations render<strong>in</strong>g<br />
them no longer recognizable to their pre-revolutionary owners.<br />
Many properties have been sliced <strong>in</strong>to subdivisions while others have been consolidated with other<br />
units. What were once luxury s<strong>in</strong>gle-family villas are now densely populated multi-unit dwell<strong>in</strong>gs,<br />
as crowded new tenants altered spatial relations and added partitions and lofts. In the countryside,<br />
large estates were carved <strong>in</strong>to more manageable pieces while many private plots were collectivized,<br />
chang<strong>in</strong>g the face of <strong>Cuba</strong>n agriculture. In contrast, the <strong>Cuba</strong>n government has ma<strong>in</strong>ta<strong>in</strong>ed select<br />
villas <strong>in</strong> Havana and rented them to diplomatic missions and <strong>in</strong>ternational bus<strong>in</strong>esses.<br />
On the island, two and even three generations of <strong>Cuba</strong>n citizens have labored on these new agricultural<br />
entities, managed the bus<strong>in</strong>ess enterprises, and <strong>in</strong>habited the reconfigured hous<strong>in</strong>g stock.<br />
Few stop to th<strong>in</strong>k about the transformation of property relations that occurred over five decades earlier,<br />
<strong>in</strong> the time of their parents and grandparents. The current property relations appear the normal<br />
state of affairs. Most occupants of homes and apartments have been issued deeds of ownership by<br />
government registries; 6 <strong>in</strong> socialist <strong>Cuba</strong>, where most citizens have meager personal sav<strong>in</strong>gs and<br />
