Thus, there are a number of potential sources, some traditional and some more creative and specific<br />

to the <strong>Cuba</strong>n opportunity, for generat<strong>in</strong>g compensation funds. Over the medium term, if the number<br />

of U.S. visitors and <strong>in</strong>vestors grow, and if <strong>Cuba</strong> jo<strong>in</strong>s the IFIs, these various sources could generate<br />

some $673 million <strong>in</strong> annual flows—sufficient to permit full compensation with significant <strong>in</strong>terest on<br />

the 5,913 U.S. claims if stretched over a decade (Box 4). 72 In the more likely case that negotiations<br />

reduce <strong>Cuba</strong>’s compensation burden, the two governments could select among these various potential<br />

sources of compensation funds.<br />
