The militia had to be <strong>in</strong>cluded with the elders, who may have been warlords, and the young<br />

men, who were among the combatants. The objective w<strong>as</strong> to transform their way <strong>of</strong> life and br<strong>in</strong>g<br />

them <strong>in</strong>to the peace-build<strong>in</strong>g fold. This militia’s role <strong>in</strong> the conflicts had been enhanced by the<br />

<strong>in</strong>flux <strong>of</strong> guns follow<strong>in</strong>g the breakdown <strong>of</strong> public order <strong>in</strong> Somalia. One strategy <strong>in</strong>volved women<br />

contact<strong>in</strong>g the spouses <strong>of</strong> militia members and urg<strong>in</strong>g them to help convert their husbands to peace<br />

build<strong>in</strong>g. One notorious gangster w<strong>as</strong> among the first converts. Approached by some elders to<br />

help fight their enemies, this young mercenary led groups <strong>of</strong> gangs that unle<strong>as</strong>hed mayhem <strong>in</strong> most<br />

<strong>of</strong> Wajir. When his wife w<strong>as</strong> <strong>in</strong>vited to jo<strong>in</strong> the women peace group, without condemnation, she<br />

jo<strong>in</strong>ed and advised him to leave his gangster activities. He agreed and then surrendered to the<br />

military at a time when they were seek<strong>in</strong>g to arrest him. With<strong>in</strong> a framework <strong>of</strong> amnesty, he w<strong>as</strong><br />

pardoned and removed 46 guns from the fight<strong>in</strong>g group he led.<br />

The ma<strong>in</strong> explanation given for <strong>in</strong>volvement <strong>in</strong> mercenary activity is simply to earn a<br />

livelihood. Therefore, the strategy used by peace workers w<strong>as</strong> to engage such persons <strong>in</strong> earn<strong>in</strong>g<br />

activities to susta<strong>in</strong> decent lives. The programme started advanc<strong>in</strong>g credit <strong>in</strong> small amounts to exmiliti<strong>as</strong>.<br />

Start<strong>in</strong>g with the amount <strong>of</strong> Kshs 2,000 (USD 45) from the District Commissioner, the<br />

money w<strong>as</strong> paid on a daily or weekly b<strong>as</strong>is. After repay<strong>in</strong>g the first micro-credit loan, the second<br />

loan could be doubled to Kshs 4,000 and then Kshs 6,000. While these amounts seem small, the<br />

loans do help people with earn<strong>in</strong>g a decent liv<strong>in</strong>g. For <strong>in</strong>stance, one gangster confessed that he<br />

had made Kshs 270,000 (approximately USD 3,700) between 1992-1996 from the cl<strong>as</strong>hes. When<br />

<strong>as</strong>ked what he had done with the money, he replied, “Pesa haramu, imeenda (The blood money<br />

blew away).” He went on to expla<strong>in</strong> that he currently had Kshs. 12,000 <strong>in</strong> pr<strong>of</strong>it generated from<br />

activities started from the micro credit facilities. These lend<strong>in</strong>g schemes were f<strong>in</strong>anced largely by<br />

women. <strong>Women</strong>, led by the core <strong>of</strong> five pillars, collected monies and helped create a credit<br />

scheme. The government and humanitarian NGOs such <strong>as</strong> Oxfam and the Mennonite Central<br />

Committee contributed additional funds <strong>as</strong> part <strong>of</strong> their peace programmes. Even the mercenaries<br />

were engaged when they responded to the adm<strong>in</strong>istration’s declaration <strong>of</strong> a general amnesty by<br />

surrender<strong>in</strong>g their guns and other weapons.<br />

Us<strong>in</strong>g Religion <strong>as</strong> a Tool for <strong>Peace</strong> <strong>Build<strong>in</strong>g</strong><br />

To prepare the ground for reconciliation, meet<strong>in</strong>gs and workshops were organised for<br />

religious leaders, both Christian and Muslim. Start<strong>in</strong>g with a vanguard group <strong>of</strong> women, the peace<br />

wagon accommodated people from varied fields. By 1994, Wajir w<strong>as</strong> experienc<strong>in</strong>g a w<strong>in</strong>dow <strong>of</strong><br />

peace. By us<strong>in</strong>g traditional and adm<strong>in</strong>istrative channels, the peace movement broke the cycle <strong>of</strong><br />

violence and began nurtur<strong>in</strong>g peace. The message <strong>of</strong> peace w<strong>as</strong> carried from village to village,<br />

urg<strong>in</strong>g the different groups -- <strong>in</strong>clud<strong>in</strong>g chiefs, elders, police and women -- to work together.<br />

<strong>Women</strong> had cultivated peace across the various sectors <strong>of</strong> the community and sparked <strong>of</strong>f<br />

peace activities at different levels. The challenge now lay <strong>in</strong> susta<strong>in</strong><strong>in</strong>g peace. This depended on<br />

the extent to which it w<strong>as</strong> <strong>in</strong>ternalised.<br />

A Harvest <strong>of</strong> <strong>Peace</strong> <strong>in</strong> Wajir<br />

The year 1994 will be remembered <strong>as</strong> the year <strong>of</strong> <strong>Peace</strong> <strong>in</strong> Wajir. It w<strong>as</strong> a year <strong>of</strong><br />

workshops and engag<strong>in</strong>g various sectors <strong>of</strong> the community <strong>in</strong> peace activities. However, the<br />

question <strong>of</strong> where to hold the emerg<strong>in</strong>g <strong>in</strong>itiatives that had so far operated <strong>in</strong> an ad-hoc b<strong>as</strong>is<br />

arose. This concern w<strong>as</strong> b<strong>as</strong>ed on the realisation that the relative peace achieved needed<br />
