Kibiriti R<strong>in</strong>tari h<strong>as</strong> been widely accredited with reclaim<strong>in</strong>g the legitimacy <strong>of</strong> state mach<strong>in</strong>ery<br />

with<strong>in</strong> Wajir. His management style used government <strong>in</strong>telligence for the benefit <strong>of</strong> the community.<br />

When a crime w<strong>as</strong> reported to him, he dist<strong>in</strong>guished between crim<strong>in</strong>al activities and community<br />

conflicts. Through extensive consultation with the community and the peace workers, he h<strong>as</strong> been<br />

able to <strong>in</strong>stil confidence <strong>in</strong> the government. He h<strong>as</strong> also been a source <strong>of</strong> learn<strong>in</strong>g for peace<br />

workers. A good listener and mediator, he let the people guide his actions. For <strong>in</strong>stance, dur<strong>in</strong>g<br />

one meet<strong>in</strong>g, a woman participant accused him <strong>of</strong> tolerat<strong>in</strong>g and enterta<strong>in</strong><strong>in</strong>g warlords. Asked to<br />

elaborate, she argued that some leaders claim<strong>in</strong>g to be peace workers, and attend<strong>in</strong>g peace<br />

workshops, were engaged <strong>in</strong> war activities. When pressed for a solution, the woman urged the DC<br />

to jail such people. After these deliberations an <strong>in</strong>vestigation w<strong>as</strong> launched follow<strong>in</strong>g which a<br />

councillor, known to perpetrate violence, w<strong>as</strong> arrested. This act re<strong>in</strong>forced confidence <strong>in</strong> the<br />

government’s commitment to peace. The message filter<strong>in</strong>g out w<strong>as</strong> clear. No one engag<strong>in</strong>g <strong>in</strong><br />

warlike activities would be tolerated. In the words <strong>of</strong> Dekha, “Mr R<strong>in</strong>tari never missed an<br />

opportunity. He seized every opportunity that came his way... for the benefit <strong>of</strong> peace.” In the<br />

approximately three years <strong>of</strong> his term <strong>in</strong> Wajir (1994-1997), he helped peace to become<br />

<strong>in</strong>stitutionalised.<br />

DC R<strong>in</strong>tari w<strong>as</strong> replaced by Mr. Mutemi another good mediator who w<strong>as</strong> ready to advance<br />

the peace process. While R<strong>in</strong>tari focussed on peace activities at the district level, Mr. Mutemi<br />

extended to the local levels. Dur<strong>in</strong>g his tenure, workshops were organised with District Officers,<br />

Chiefs, and Sub-Chiefs. His emph<strong>as</strong>is on responsible governance and citizenship w<strong>as</strong> <strong>in</strong>strumental<br />

<strong>in</strong> anchor<strong>in</strong>g the relationship between the adm<strong>in</strong>istration and local populations. While he l<strong>as</strong>ted<br />

only one year, his replacement, Mr. Mmtsami had walked <strong>in</strong> the shoes <strong>of</strong> both e<strong>as</strong>ily. When he<br />

arrived, he put himself <strong>in</strong> service to local structures. After be<strong>in</strong>g briefed on the <strong>Peace</strong> and<br />

Development Committee his answer w<strong>as</strong> a question, “What do you want me to do?” Consultation<br />

h<strong>as</strong> rema<strong>in</strong>ed his management style. Whenever a problem occurs, he calls the elders and together<br />

they f<strong>in</strong>d a solution.<br />

In all c<strong>as</strong>es, these adm<strong>in</strong>istrators managed through people. R<strong>in</strong>tari w<strong>as</strong> particularly hailed<br />

for be<strong>in</strong>g a good listener and able to let people generate options <strong>in</strong> deal<strong>in</strong>g with their problems. In<br />

one c<strong>as</strong>e, members <strong>of</strong> Maendeleo ya Wanawake, a national umbrella organisation for women,<br />

disagreed with Miraa (khat) women over the bus<strong>in</strong>ess <strong>of</strong> Khat. 4 In deal<strong>in</strong>g with this problem,<br />

which had the potential <strong>of</strong> explod<strong>in</strong>g <strong>in</strong>to a larger problem, R<strong>in</strong>tari <strong>in</strong>vited the women to negotiate<br />

a solution that w<strong>as</strong> amenable to both sides. After months <strong>of</strong> the women talk<strong>in</strong>g, the problem w<strong>as</strong><br />

resolved. Agreement w<strong>as</strong> brokered on how to share and control the bus<strong>in</strong>ess. Previous<br />

adm<strong>in</strong>istrations would have responded to such a problem by arrest<strong>in</strong>g and lock<strong>in</strong>g up the<br />

concerned parties, an act that could e<strong>as</strong>ily lead to upheavals. Once they were provided with a<br />

space, the women were able to transform the confidence bestowed upon them <strong>in</strong>to solutions for<br />

their disagreements over the s<strong>in</strong>gle most productive bus<strong>in</strong>ess <strong>in</strong> the district.<br />

Political will from these three District Commissioners w<strong>as</strong> complemented by other civil<br />

servants with<strong>in</strong> the district. One police <strong>of</strong>ficer <strong>in</strong> charge <strong>of</strong> Wajir police division, who w<strong>as</strong> a<br />

crim<strong>in</strong>ologist by tra<strong>in</strong><strong>in</strong>g, became a significant resource person dur<strong>in</strong>g peace workshops. Dekha<br />

<strong>of</strong>fers a tribute to the work <strong>of</strong> this <strong>of</strong>ficer, “Mr Peter Kimanzi face-lifted Wajir and helped rid it <strong>of</strong><br />

lawlessness.” Military commanders were also supportive <strong>of</strong> the adm<strong>in</strong>istration. An air force major<br />

who headed the education subsection <strong>of</strong> the Youth for <strong>Peace</strong> Groups visited schools and talked to<br />

students about improv<strong>in</strong>g education for susta<strong>in</strong>able peace and security.<br />

A strategic stand<strong>in</strong>g committee <strong>of</strong> 6-8 members w<strong>as</strong> appo<strong>in</strong>ted to respond to the high<br />

turnover <strong>of</strong> civil servants and to ensure commitment <strong>of</strong> <strong>in</strong>com<strong>in</strong>g <strong>of</strong>ficers. These people were<br />
