4.2.8 Population at risk from drought<br />
According to the survey results, the projected rise <strong>of</strong> population at risk to drought, directly or<br />
indirectly, is around 60-70 % in <strong>Balochistan</strong> (Figure 4.11). Some 50-60% <strong>of</strong> the population is affected<br />
by a moderate drought and are at risk in Pishin, Killa Abdullah, Mastung, Kalat and Loralai districts.<br />
Among other districts, Loralai district is the worst affected and the socio-economic impact <strong>of</strong> drought<br />
can be observed in the form <strong>of</strong> loss <strong>of</strong> sources <strong>of</strong> livelihood, unemployment, migration, etc. The<br />
degree <strong>of</strong> drought effect in Killa Saifullah, Zhob, Sherani, Kohlu, Lasbela, Gawader and Kech districts is<br />
30-55% as shown in Figure 4.11. The districts <strong>of</strong> Noshki, Chagai, Kharan, Quetta, Ziarat, Sibi, Nasirabad,<br />
Jaffarabad, Bolan, Dera Bugti, Musa Khal, Barkhan and Jhal Magsi are at drought risk by 40-65% due to<br />
different types <strong>of</strong> drought that exist in varying degrees.<br />
4.3 Vulnerability context: drought impact and respondents’ perceptions<br />
Drought vulnerability is a complex concept that includes both biophysical and socio-economic drivers<br />
<strong>of</strong> drought impact that influence coping capacity. The term vulnerability is used here to convey the<br />
characteristics <strong>of</strong> a system or social group that make it susceptible to suffering the consequences <strong>of</strong><br />
drought. Vulnerability in the context <strong>of</strong> disasters can be defined as the prevailing or consequential<br />
