4.5 Challenges in addressing drought impacts<br />
It is important to understand the obstacles to addressing drought impacts. Figure 4.31 shows the<br />
farmers’ responses on the various barriers to addressing the impacts <strong>of</strong> drought. In all the districts,<br />
lack <strong>of</strong> political will (V2) and lack <strong>of</strong> funding (V3) were considered as significant factors that hinder<br />
addressing drought impacts. This implies that there is no proper mechanism in place to monitor<br />
drought regularly, possibly due to lack <strong>of</strong> political will and/or lack <strong>of</strong> funding. The vulnerable<br />
communities are not given a helping hand to cope with the drought miseries. Lack <strong>of</strong> technical<br />
capacity at the local level is also a major barrier in all the districts as reported by interview<br />
respondents. Experts that could undertake research and understand the phenomenon are either<br />
lacking or not working in these areas. There is also a lack <strong>of</strong> sensitization <strong>of</strong> local communities towards<br />
reducing drought impact, as reported by the respondents.<br />
