A response from the county, read at a<br />

workshop before the Board of Aldermen’s<br />

regular session, outlined County Animal<br />

Control’s position that a properly managed<br />

feral cat colony will provide relief from<br />

major complaints residents have regarding<br />

cats at large, including reducing urine<br />

spraying by unneutered male cats, reducing<br />

the number of kittens born into each<br />

colony and reducing complaints about cats<br />

wandering on private property.<br />

The statement defined “properly maintained”<br />

as having a caretaker or caretakers<br />

providing food and medical care as needed,<br />

in addition to active trapping efforts being<br />

made to capture the cats and have them<br />

spayed/neutered and vaccinated.<br />

“Because a healthy population of neutered<br />

cats will prevent new, sexually intact<br />

cats from moving into the territory and<br />

starting a new breeding cycle, Saint Louis<br />

County Animal Care and Control does<br />

not recommend the removal of a properly<br />

maintained feral cat colony,” the statement<br />

read.<br />

“I hope that alleviates some of your concerns,”<br />

Mayor Adam Paul said during the<br />

work session. “I believe our best position<br />

from a city standpoint, for the protection of<br />

the city, for the protection of the cat colony,<br />

is to hurry up and do nothing.”<br />

MANCHESTER<br />

Focus 20<strong>16</strong> calls for entries<br />

FOCUS 20<strong>16</strong>, an open-themed photography<br />

competition and exhibition, hosted<br />

by Manchester Arts and<br />

sponsored in part by <strong>West</strong> <strong>Newsmagazine</strong><br />

is seeking entries from greater St. Louis<br />

metro area residents, ages 5 and older.<br />

All skill levels are welcome and entry<br />

is free. Photographs can be of anything<br />

the photographer chooses, but must be<br />

family-friendly. Two images maximum are<br />

allowed per photographer.<br />

Photos will be judged within four age<br />

categories: ages 5-13; 14-20; 21-49;<br />

50-plus. Cash prizes will be awarded in<br />

all age categories. At least one image<br />

from each photographer will be on display<br />

at the exhibition. All winners receive<br />

a prize ribbon, award certificate, prize<br />

check [if applicable], public recognition<br />

at the opening reception awards program<br />

and will be featured on the Manchester<br />

Arts Facebook page and website. Prizes<br />

totaling nearly $1,700 will be awarded to<br />

winning photographers, with four ‘place’<br />

prizes and at least three honorable mention<br />

prizes per age category, plus one<br />

Best of Show award.<br />

to Manchester Arts representatives, in the<br />

second floor public meeting room at the<br />

Manchester Police Facility, 200 Highlands<br />

Blvd. on Monday, March 21 from 1-5 p.m.<br />

On the ballot<br />

The candidates for re-election in the city<br />

of Manchester were inadvertently left off<br />

the “On the ballot” article in <strong>West</strong> <strong>Newsmagazine</strong><br />

[Jan. 27]. All candidates in Manchester<br />

are incumbents running unopposed.<br />

WILDWOOD<br />

City approves<br />

legislative lobbying contract<br />

Wildwood’s City Council, on Jan. 25,<br />

approved a resolution authorizing a legislative<br />

lobbying services agreement to<br />

engage, jointly with other local communities,<br />

R. J. Scherr & Associates for legislative<br />

lobbying services.<br />

City Administrator Ryan Thomas told<br />

councilmembers that lobbying services are<br />

related to legislation which may impact the<br />

St. Louis County sales tax distribution that<br />

is under consideration during the current<br />

Missouri legislative session.<br />

He said various municipalities have<br />

expressed interest in being a party to this<br />

agreement, which totals $40,000 for the<br />

current legislative session, so that the cost<br />

will be distributed between cities on a per<br />

capita basis.<br />

Depending on the ultimate number of<br />

municipal partners, the total cost to Wildwood<br />

is estimated to be in the range of<br />

$7,000 to $<strong>10</strong>,000, Thomas said, adding<br />

that R. J. Scherr & Associates has been<br />

engaged by the cities to do this work over<br />

the past several years.<br />

Board of Education elections<br />

Five candidates have filed for the two<br />

open positions on the Parkway Board of<br />

Education. The candidates in ballot order<br />

are: Sam Sciortino, incumbent; B. Sophia<br />

Ford-Glanton, A. James (AJ) Wang, Sudhir<br />
