Adm<strong>in</strong>istration as part of its new gender equality curricula and/or as part of mandatory<br />
<strong>in</strong>duction tra<strong>in</strong><strong>in</strong>g by <strong>in</strong>stitutions on their Code of Conducts and other policies.<br />
o An awareness-rais<strong>in</strong>g campaign coord<strong>in</strong>ated by the Agency for Gender Equality <strong>in</strong> close<br />
collaboration with relevant <strong>in</strong>stitutions and knowledgeable CSOs to make citizens more aware<br />
of the def<strong>in</strong>ition of sexual harassment, their legal rights, how, and where to report it.<br />
For <strong>Kosovo</strong> Police<br />

Ensure that all police are well-tra<strong>in</strong>ed on the def<strong>in</strong>ition of sexual harassment under <strong>Kosovo</strong> law,<br />
what it entails, and how to handle such cases when they are reported. This <strong>in</strong>cludes techniques <strong>in</strong><br />
<strong>in</strong>terview<strong>in</strong>g.<br />
Ensure policy regard<strong>in</strong>g how sexual harassment with<strong>in</strong> the police is reported is clear and well<br />
publicized.<br />
For the M<strong>in</strong>istry of Justice<br />
<br />
Amend the Law on Compensation so that victims of sexual harassment are <strong>in</strong>cluded explicitly and<br />
their compensation is proportionate to the damage caused and suffered by sexual harassment.<br />
For the Prosecution<br />
<br />
<br />
A cadre of prosecutors should be specially tra<strong>in</strong>ed <strong>in</strong> address<strong>in</strong>g sexual harassment and other forms<br />
of sexual violence.<br />
The Victims Advocacy and Assistance Unit with<strong>in</strong> the Office of the Prosecutor can explicitly <strong>in</strong>clude<br />
sexual harassment with<strong>in</strong> its Terms of Reference, <strong>in</strong>clud<strong>in</strong>g for persons answer<strong>in</strong>g the helpl<strong>in</strong>e. This<br />
should be followed by mandatory tra<strong>in</strong><strong>in</strong>g on the legal def<strong>in</strong>itions of sexual harassment and the<br />
process for referr<strong>in</strong>g cases.<br />
For the M<strong>in</strong>istry of Labour and Social Welfare, Labour Inspectorate<br />
<br />
Ensure that all labour <strong>in</strong>spectors are tra<strong>in</strong>ed on sexual harassment, its legal def<strong>in</strong>ition, and how to<br />
refer cases.<br />
For the Assembly of <strong>Kosovo</strong><br />
<br />
The relevant mandatory committees of the Assembly of <strong>Kosovo</strong>, namely the Assembly Committee<br />
for European Integration and Commission on Human Rights, Gender Equality, Miss<strong>in</strong>g Persons, and<br />
Petitions, should regularly monitor the implementation of the new anti-discrim<strong>in</strong>ation and gender<br />
equality laws. The Assembly should play a role <strong>in</strong> monitor<strong>in</strong>g whether the laws are more accessible<br />
and if the adopted, revised procedures have made the legislation easier to use for victims of<br />
discrim<strong>in</strong>ation, gender-based discrim<strong>in</strong>ation, and sexual harassment.<br />

Raise awareness on the available legal provisions and compensation offered for victims of sexual<br />
harassment and other forms of discrim<strong>in</strong>ation and gender based discrim<strong>in</strong>ation.<br />
Advocate for implementation.<br />
Support class actions and strategic litigation <strong>in</strong> order to ensure effective implementation of relevant<br />
legislation.<br />
