<strong>WHAT</strong> <strong>IS</strong> <strong>THE</strong><br />

<strong>ARRIVE</strong> <strong>ALIVE</strong> <strong>PROGRAM</strong>?<br />

NRSW Arrive Alive Program<br />

� A program to reduce DUI arrests. <strong>The</strong> Arrive Alive Program provides<br />

transportation for sailors who have driven their vehicles and are<br />

faced with the decision to call a taxi or drive while impaired.<br />

� It is to be used as a last resort when all other previously planned<br />

methods of transportation have failed and alternative methods have<br />

been exhausted.


BACKGROUND/SUMMARY<br />

� <strong>The</strong> NRSW Arrive Alive Program was implemented during FY08 in an<br />

attempt to reduce numbers of DUI arrests and alcohol-related motor<br />

vehicle mishaps.<br />

� Since its inception, this program has experienced tremendous growth in<br />

usage and costs. <strong>The</strong> program is working and DUI arrests have decreased<br />

significantly.<br />

� <strong>The</strong> Arrive Alive Program is NOT a “free ride program.” It is a program of<br />

“last resort” or provides a “safety net” to save a life by preventing an<br />

intoxicated service member from getting behind the wheel and having<br />

something bad occur (DUI/accident/fatality).<br />

� <strong>The</strong> measure of effectiveness of the program is in the reduction of DUI<br />

arrests and alcohol-related traffic mishaps.


ADMIN<strong>IS</strong>TRATIVE PROCESSES<br />

� Arrive Alive card distribution will be strictly controlled with cards<br />

distributed to a command designated single point of contact (POC)<br />

regardless of size or number of personnel.<br />

� Each command designated POC will ultimately be responsible and<br />

accountable for program compliance.<br />

� Command designated POC’s must be an E-7/Chief Petty Officer or above.<br />

� Command designated POC’s will be required to maintain a cumulative<br />

Arrive Alive Issuance Log indicating distribution of the cards to each of its<br />

service members by name and serialized card.


ADMIN<strong>IS</strong>TRATIVE PROCESSES<br />

� Command designated POCs are required to submit a cumulative Arrive Alive<br />

Issuance Log File (EXCEL) to: trafficsafety@navy.mil between the 1st and<br />

8th of each month.<br />

� <strong>The</strong> Arrive Alive Issuance Log file is not intended to track service members<br />

personal off duty movements, rather to be used for Yellow Cab Company<br />

cost analysis and contractual verifications of fares incurred .<br />

� Further guidance on conducting monthly issue log file submissions can be<br />

found online at: http://www.cnic.navy.mil/cnrsw/index.htm.<br />

� Commands are responsible for all cards issued/distributed. Command<br />

designated POCs are required to collect cards from members<br />

leaving/transferring from the command.


ADMIN<strong>IS</strong>TRATIVE FINDINGS<br />

� Not all commands are submitting a cumulative Arrive Alive Issuance Log<br />

file on a monthly basis.<br />

� Command designated POC’s are not conducting a thorough and complete<br />

turn-over prior to transferring, thus, causing a lack of accountability on the<br />

cards distributed to the command.<br />

� Commands are not notifying NRSW Safety Office when the command<br />

designated POC has changed or a turn-over has been conducted.<br />

� Command designated POC’s are not ensuring that Arrive Alive cards are<br />

turned in prior to service members transfer/separation from the <strong>Navy</strong>.


OPERATIONAL PROCESSES<br />

� A single card will be issued only to members with a driver's license, valid in<br />

the 50 states, U.S. territories and possessions.<br />

� Arrive Alive cards are not to be traded, bartered, sold or given to anyone<br />

else.<br />

� Arrive Alive cards are only to be used by active duty U.S. <strong>Navy</strong> personnel<br />

assigned to San Diego metro area of responsibility (AOR).<br />

� Arrive Alive cards are not to be issued to or used by personnel onboard<br />

TAD less than 90 days, midshipmen , students, visitors, reservists or<br />

members of other services.


OPERATIONAL PROCESSES<br />

� NRSW commands may elect to provide Arrive Alive cards to reservists<br />

serving under extended orders, but must use discretion to prevent<br />

unauthorized or excessive use.<br />

� Members of the U.S. Marine Corps, U.S. Army, U.S. Air Force and U.S.<br />

Coast Guard are NOT authorized to use the Arrive Alive cards.<br />

� If non-navy/unauthorized personnel redeem cards for any reason, the<br />

serialized card will be verified and tracked back to the command<br />

designated POC for immediate action.


OPERATIONAL FINDINGS<br />

� Service members are routinely using the Arrive Alive program as their<br />

primary means of transportation rather than using it as a last resort.<br />

� Service members are utilizing the Arrive Alive program even though they<br />

have NOT driven their vehicle or have NOT exhausted alternative means<br />

of transportation.<br />

� Command designated POCs are not being notified when a card is lost,<br />

stolen, or used by its service members.<br />

� NRSW is incurring DUIs even though service members have an Arrive<br />

Alive card (have chosen not to use it when other means of transportation<br />

has failed).<br />

� <strong>The</strong>re have been occurrences of Arrive Alive card abuse (i.e. multiple<br />

destination stops by cab drivers, trips outside of San Diego Metro area of<br />

responsibility.)


CARD <strong>US</strong>E AND REDEMPTION<br />

� Yellow Cab Company of San Diego is the only authorized transportation<br />

service provider and will no longer provide trips from San Diego metro area<br />

south to Camp Pendleton.<br />

� Under no circumstances will trips to or from the airport be permitted.<br />

� When using Arrive Alive cards, service members must show their Common<br />

Access Card (CAC) to the Yellow Cab Company driver upon entering the<br />

vehicle.<br />

� Service members must surrender their Arrive Alive card to the Yellow Cab<br />

Company driver when arriving at the requested destination point (their<br />

personal residence or command).


CARD <strong>US</strong>E AND REDEMPTION<br />

� Service members must direct the Yellow Cab Company driver to their place<br />

of residence or command. Multiple stops to other locations other than the<br />

service members residence/command are not authorized.<br />

� If more than one service member is utilizing the Arrive Alive program, only<br />

one Arrive Alive card will be needed. <strong>The</strong> service member who is to be<br />

driven to the furthest destination will need to provide an Arrive Alive card<br />

for the total fare charged.<br />

� Service members must obtain a printed receipt from the Yellow Cab<br />

Company driver to include the total fare charged and provide this receipt to<br />

their respective command designated POC in order to obtain a replacement<br />

Arrive Alive card.<br />

� All command designated POC are responsible for verifying the proper use<br />

of issued cards by each of its service members.

Q. Where do commands receive Arrive Alive cards?<br />

A. Previously, all Arrive Alive cards were distributed at respective metro San Diego installation Safety<br />

Offices. However, to more effectively account for serialized cards the distribution is only conducted<br />

at CNRSW Headquarters Safety Office, 937 North Harbor Dr., Broadway Complex, Bldg 1, 5th Floor,<br />

Room S-517/Phone: (619)532-1373 or (619)532-1293.<br />

Q. Why are the names of service members associated with each serialized Arrive Alive card for command<br />

issuance log files?<br />

A. <strong>The</strong> Arrive Alive issuance log is the means in which each respective command has<br />

accountability of its issued cards and includes the serial numbers of the cards assigned to each<br />

of its service members. Command POCs need to know to whom cards were issued. If a service<br />

member uses several cards, it may be indicative of a problem that needs to be addressed. <strong>The</strong><br />

information that is provided to NRSW by monthly issuance log files is not intended for the<br />

tracking of service members, rather, for the verification of fares/charges incurred from<br />

transportation services and in conducting cost analysis trends.

QUESTIONS & ANSWERS<br />

Q. Can service members utilize Arrive Alive cards for transportation to the San Diego<br />

airport?<br />

A. No. <strong>The</strong> Arrive Alive program is intended as a service member’s “last resort” or “safety net” for<br />

transportation, rather than driving their vehicle while impaired. <strong>The</strong> option should be used only after<br />

all means of transport are exhausted (i.e. no money, calls to the command, friends unavailable, etc).<br />

Q. Can service members utilize Arrive Alive card to go to local bars or night clubs?<br />

A. No. It is used as a last resort for transportation, rather than driving their vehicle while<br />

impaired to their place of residence or command.<br />

Q. What cab companies are authorized to accept the Arrive Alive card?<br />

A. Yellow Cab of San Diego/Coronado is the only cab company that is allowed to accept the<br />

Arrive Alive cards.<br />

Q. Where can the command POC receive support for the Arrive Alive program?<br />

A. Command POC may contact the program managers/safety support specialists at:<br />

Q. Do service members need to show their CAC card to the cab driver?<br />

A. Yes. Yellow Cab of San Diego/Coronado is required to verify your status as part of the<br />

contract requirement for service. CAC cards are only used to identify personnel as being<br />

eligible to receive services.<br />

Q. Do service members need to obtain a receipt after being transported to their personal<br />

residence or command?<br />

A. Yes. For audit purposes, we are now requiring that service members obtain a receipt for<br />

transportation and provide this receipt to their command POC for notification of card use.<br />

Q. What do service members do if the cab driver will not provide a receipt after utilizing<br />

transportation services from Yellow Cab Company of San Diego/Coronado?<br />

A. Observe the total fare charged on the electronic meter and upon returning to the respective<br />

command, contact their POC to ensure he/she annotates the fare cost. Provide as much<br />

detail as possible about the service provided (where you were picked up and dropped off, driver’s<br />

name, etc.). Contact the NRSW program managers/safety support specialists at (619) 532-1373<br />

or (619) 532-1293 to report the incident.

Q. What do service members do if they have lost their issued Arrive Alive card?<br />

A. <strong>The</strong>y need to contact their command POC for notification and to receive a new Arrive<br />

Alive card. Command POC needs to annotate incident on the monthly issue log.<br />

Q. Do service members need to turn-in their Arrive Alive card when transferring or<br />

separating from the <strong>Navy</strong>?<br />

A. Yes. Each serialized card is issued to the command POC, who then provides status of each<br />

card on a monthly basis. Each POC is accountable for all command Arrive Alive cards.<br />

Q. Can service members utilize Arrive Alive cards outside of San Diego metro area?<br />

A. No. Use of Arrive Alive cards is only permitted in the San Diego metro area. Cards will<br />

not be accepted by any company other than Yellow Cab Company of San Diego/Coronado.

QUESTIONS & ANSWERS<br />

Q. Can any other armed forces service members (Air force/Army/Marines/Reserves) utilize<br />

the Arrive Alive cards?<br />

A. No. <strong>The</strong> Arrive Alive program is for naval service members attached to commands in the San Diego<br />

metro area. Arrive Alive cards are not to be issued to students assigned to commands in San Diego<br />

metro area for less than ninety days. Cards are not to be issued to midshipmen , students, visitors,<br />

reservists or members of other services.<br />

Q. If there is more than one service member needing transportation, do all service members need to provide<br />

their Arrive Alive card to the driver?<br />

A. No. Only one Arrive Alive card needs to be provided to the Yellow Cab of San Diego/Coronado<br />

driver. Members should report incidents to their command POCs when this is not followed by the<br />

drivers. Contact the NRSW program managers/safety support specialists at (619) 532-1373<br />

or (619) 532-1293 to report the incident.

Q. What do service members do if they find a Arrive Alive card?<br />

A. If an Arrive Alive card is found contact the NRSW program managers/support specialist<br />

Q. What do service members need to do if they have been drinking, driven their vehicle and have<br />

exhausted all other means of transportation in which to get back to their command or private<br />

residence?<br />

A. Utilize their Arrive Alive card! Service members will need to call the number on the<br />

card (front) to contact the Yellow Cab Company dispatcher and to receive transportation<br />

service. Service members will need to provide the location to be picked up and dropped off.<br />

Q. What happens to service members who have used multiple Arrive Alive cards on<br />

numerous occasions?<br />

A. Command POCs are required to conduct Arrive Alive Program training to all users.<br />

This is to ensure members have a thorough understanding of the program.

� <strong>The</strong> Arrive Alive program is a very useful program that benefits our U.S.<br />

<strong>Navy</strong> service members, but leadership must take positive steps to ensure it<br />

is not abused and that program policies are adhered to.<br />

� <strong>The</strong> program is at a critical juncture point. Any continued abuse may<br />

result in program termination for the entire Naval Region Southwest.<br />

� We are requesting collective assistance in providing proactive leadership<br />

to keep the program afloat.

7. If all other means of safe transportation have been exhausted<br />

(no money, no other means of transportation), utilize your Arrive<br />

Alive card for Yellow Cab Company taxi service.
