When people think about family<br />

law, they often think about divorce<br />

first. Divorce is obviously a common<br />

family law case. It is probably the most<br />

common type of family law case out<br />

Next to divorce, the second most<br />

common type of family law case in the<br />

opinion of some are paternity matters.<br />

With forty-percent of all children in the<br />

United States being born out-of-wedlock,<br />

paternity cases are on the rise.<br />

Paternity cases generally compromise<br />

child custody and support cases<br />

amongst unmarried parents. When<br />

unmarried parents have children, or<br />

split after residing together and are<br />

unmarried, custody and support issues<br />

become important.<br />

In these cases, the parties need a<br />

custody and child support order regarding<br />

their children. The parties need<br />

to know when the children will be with<br />

one parent versus the other. This is<br />

known as physical custody. The parties<br />

also need to know how decisions are<br />

made for the children. This is known as<br />

legal custody.<br />

Additionally, in many cases, the father<br />

may not even be on the birth certificate.<br />

Even if the father is on the birth<br />

certificate, that doesn’t give the father<br />

enforceable rights to their child without<br />

a custody order. On the other hand, in<br />

The ‘voice of the<br />

people’ fallacy<br />

We hear many fallacies in election<br />

years. The fallacy that seems to be most<br />

popular this year is that, if Donald Trump<br />

comes close to getting the 1,237 delegates<br />

required to become the Republican nominee,<br />

and that nomination goes instead to<br />

someone else, then the convention will<br />

have ignored “the voice of the people.”<br />

Supposedly Republican voters would be<br />

outraged, many would stay home on election<br />

day, and some might even vote for<br />

the Democrats’ nominee, whether Hillary<br />

Clinton or Bernie Sanders.<br />

Mr. Trump has more than once made the<br />

veiled threat that he would run as a thirdparty<br />

candidate if the Republicans failed to<br />

“respect” him. And, of course, Trump himself<br />

would decide what “respect” means.<br />

Insofar as the voting public believes the<br />

fallacy that choosing someone other than<br />

Trump is ignoring “the voice of the people,”<br />

when Trump has the most delegates, his<br />

threat carries weight.<br />

In reality, Trump has never gotten a<br />

majority of the votes in any state. In other<br />

words, “the voice of the people” has been<br />

consistently against nominating Trump.<br />

In a poll of Republican voters in Wisconsin,<br />

<strong>20</strong> percent of them said that they would<br />

be “concerned” if Trump became President<br />

of the United States, and 35 percent said<br />

that they would be “scared.”<br />

If “the voice of the people” has spoken,<br />

whether in Wisconsin or nationally, what<br />

it has said repeatedly is “no to Donald<br />

Trump.” The illusion of Trump’s overwhelming<br />

appeal to Republican voters has<br />

been maintained by the fragmenting of<br />

Republican votes because so many candidates<br />

were running as conservatives that<br />

Trump won primaries without ever getting<br />

a majority of the votes.<br />

This would not be the first time that the<br />

conservative majority votes in a Republican<br />

primary season have been split so<br />

many ways that someone who is not a conservative<br />

ends up with the nomination.<br />

That is how the Republicans ended up<br />

with Mitt Romney in <strong>20</strong>12 and lost the election.<br />

That is also how the Republicans can<br />

end up with Donald Trump and lose this<br />

year’s election. Worse yet, from the standpoint<br />

of the country, that is how Donald<br />

Trump might end up in the White House.<br />

The Republicans in Wisconsin who were<br />

scared of the possibility of Trump as President<br />

were on to something. We should all<br />

be scared.<br />

Why? There is not room enough to list<br />

all the reasons. But Trump himself has<br />

demonstrated, over and over, how he lacks<br />

the depth of knowledge – and sometimes<br />

any knowledge at all – of complex life and<br />

death issues that are inescapable for any<br />

President of the United States.<br />

Ignorance is dangerous enough in itself.<br />

But ignorance on the part of an egomaniac,<br />

who announces that he is his own best<br />

advisor, is incorrigible ignorance. He can<br />

surround himself with the best minds in the<br />

country and it will not do any good if they<br />

are just there for window dressing.<br />

Barack Obama has already demonstrated<br />

what disasters a president can create when<br />

he ignores the warnings of the country’s<br />

top military leaders, as he did when he<br />

pulled American troops out of Iraq, setting<br />

the stage for the emergence of ISIS.<br />

Obama dealt with that problem, as he<br />

has dealt with other problems, by coming<br />

up with glib rhetoric – in this case, dismissing<br />

ISIS as the junior varsity. The horrors<br />

that have followed -- especially for women<br />

and girls – wherever ISIS has taken over<br />

in the <strong>Mid</strong>dle East make Obama’s slick<br />

words grotesque.<br />

So too do the terrorist slaughters in<br />

Europe that are virtually guaranteed to be<br />

repeated in America.<br />

The unprecedented public criticisms of<br />

President Obama by four of his former secretaries<br />

of defense, not to mention retired<br />

four-star generals, demonstrate that having<br />

knowledgeable and experienced advisors<br />

cannot make up for headstrong ignorance<br />

on the part of a president.<br />

A headline on Bret Stephens’ column in<br />

The Wall Street Journal, “Trump Is Obama<br />

Squared,” hit the nail on the head. After<br />

seven long years of disaster after disaster, at<br />

home and abroad, under the Obama administration,<br />

have we learned nothing about the<br />

dangers of choosing an untested candidate<br />

for President of the United States on the<br />

basis of his saying things we want to hear?<br />

Elections are not held to make us feel<br />

good at the time, but to select someone<br />

with the depth of knowledge and character<br />

to be entrusted with our lives and the future<br />

of the nation.<br />

On ‘Diagnosing Obamacare’<br />

As I read this article [<strong>Mid</strong> <strong>Rivers</strong> <strong>Newsmagazine</strong>,<br />

April 6], I kept hoping for an<br />

honest, unbiased review of the Affordable<br />

Care Act. Unfortunately, I found a onesided,<br />

anecdotal, biased report.<br />

I saw that the author of this report was<br />

a Susan E. Sagarra, I tried in vain to read<br />

somewhere in the piece about her. A quick<br />

check on the Internet told me she is an<br />

author, researcher, etc., who most recently<br />

was the editor for a Missouri-based thinktank,<br />

the Show-Me Institute. Ms. Sagarra<br />

refers to this group for much of her information.<br />

On further research, I found that this<br />

self-proclaimed “nonpartisan” think-tank<br />

is in fact led by wealthy conservatives<br />

and Republican campaign staffers. It was<br />

founded in <strong>20</strong>05 by billionaire right-wing<br />

political donor, Rex Sinquefield.<br />

As a new resident of the area, I have read<br />

many of your articles and been happy to<br />

learn about my new area’s attractions and<br />

people. However, I was dismayed that<br />

the main editorial is always the one by<br />

Thomas Sowell, a well known ultraconservative<br />

writer. I was saddened to see that a<br />

purported news analysis article was of the<br />

same ilk.<br />

Please realize that your readers are looking<br />

for sensible discussions about important<br />

issues and not for the standard either<br />

“conservative” or “liberal” viewpoints.<br />

Americans or anyone else concerning<br />

their thoughts, or any other process in<br />

their lives. Somehow though, he feels he<br />

is entitled to do so, based on what, I have<br />

I thank you, Mr. Gamache, for giving<br />

the rest of us regular folks a peek into<br />

what you and others of your affiliation<br />

really think about African-American citizens.<br />

Walt’s final statement speaking for how<br />

and what all African-American citizens<br />

are supposed to think and believe sounds<br />

like something straight from the office<br />

of lifelong Democrat Sen. Robert [KKK<br />

Kleagle] Byrd. Byrd vigorously opposed<br />

the integration of the military, and wrote<br />

in 1946 that the KKK was “needed today<br />

as never before.”<br />

Let us not forget Secretary Hillary and<br />

President Bill Clinton’s praise for Sen.<br />

Byrd. Talk about blatant hypocrisy. They<br />

are the Clintons, though.<br />

I digress.<br />

Quoting Walt Gamache: “Your picture<br />

[Dr. Sowell] shows me that you are<br />

African-American, [you wouldn’t think<br />

it could get worse but it does] but your<br />

comments demonstrate to me that most of<br />

the public and African-Americans [apparently<br />

African- Americans aren’t included<br />

in “the public”] would think your beliefs<br />

are not those of an African-American<br />

person.” That statement is racist beyond<br />

belief, but, you have to consider the<br />

source.<br />

Perhaps Dr. Sowell should apologize to<br />

Walt for being so uppity and not thinking<br />

and speaking in a way that Walt would<br />

approve. Shame on Dr. Sowell. Maybe in<br />

time and with counseling from Walt, Dr.<br />

Sowell will get his mind right, Boss.<br />

This may be the party Mr. Gamache<br />

clings to: the party of Andrew Jackson<br />

and his solution to the Cherokee Nation,<br />

Woodrow Wilson making interracial<br />

marriage illegal and segregating the U.S.<br />

military in WWI, Franklin D. Roosevelt<br />

confiscating the private property of and<br />

imprisoning Japanese American citizens<br />

based strictly on their appearance, Lyndon<br />

B. Johnson … well, I cannot quote his<br />

comments concerning African American<br />

citizens, <strong>Mid</strong> <strong>Rivers</strong> <strong>Newsmagazine</strong><br />

would not print them.<br />

The GOP has Abraham Lincoln with<br />

the Union army eliminating the horrors of<br />

slavery and President Eisenhower sending<br />

1,<strong>20</strong>0 soldiers of the 101st First Airborne<br />

Division from Fort Campbell Kentucky to<br />

Little Rock Arkansas to protect black students<br />

and desegregate the public schools<br />

in the Democrat- controlled south.<br />

One more thing, this is from CNN:<br />

“Most people don’t realize today, that in<br />

proportional terms, a far higher percentage<br />

of Republicans voted in favor of the<br />

Civil Rights Act of 1964 than did Democrats.<br />

More than 80 percent of Republicans<br />

in both houses voted in favor of the<br />

bill, compared with more than 60 percent<br />

of Democrats.”<br />

Rep. William McCulloch: “The<br />

Constitution doesn’t say that whites alone<br />

DARDENNE PRAIRIE<br />

City to contract with<br />

county animal control<br />

Dardenne Prairie’s Board of Aldermen<br />

was forced to “bite the bullet” and approve<br />

a contract with St. Charles County to provide<br />

animal control services and adopt the<br />

county’s animal control ordinance.<br />

The board voted 5-1 at its April 6 meeting<br />

to approve the contract, which will cost<br />

the city $15,500 annually. Only Alderman<br />

John Gotway [Ward 3] was opposed.<br />

Until this year, the county provided<br />

animal control services to county municipalities,<br />

which often had their own individual<br />

animal control ordinances. However,<br />

earlier this year, the County Council<br />

approved a plan to charge municipalities<br />

for annual animal control services. After<br />

Mayor David Zucker described his “sticker<br />

shock” at the bill, the city asked county<br />

officials in February for a more detailed<br />

explanation of why they would charge the<br />

city $15,500.<br />

Zucker suggested at that time that the<br />

city might want to enter the agreement<br />

for one year, and work with other cities to<br />

see if a private contractor could provide<br />

animal control services before renewing<br />

the agreement. Since then, Zucker said<br />

one private contractor, who provides services<br />

to other cities in Lincoln County,<br />

had suggested in a telephone call that his<br />

service had “response times of at least an<br />

hour.”<br />

“If you’ve got a stray dog menacing<br />

somebody, you can’t wait around for an<br />

hour,” Zucker said.<br />

The county stopped responding to<br />

animal control calls in Dardenne Prairie in<br />

March, Zucker said.<br />

“I’m concerned that if we don’t get this<br />

approved somebody is going to get hurt<br />

and the responsibility will be on us for not<br />

taking action,” he said. “Basically we have<br />

to bite the bullet on this and spend the rest<br />

of the year finding out whether it’s feasible<br />

to develop alternatives. If we can’t, we’ll<br />

continue to deal with the county.”<br />

The city also is required to adopt the<br />

county’s animal control ordinance, which<br />

Zucker said is largely the same as the city’s<br />

present ordinance.<br />

The city isn’t expected to receive anything<br />

from the county in terms of fines paid<br />

by residents.<br />

“Cash flow is through a series of deep<br />

valves that only go in one direction,”<br />

Zucker said. “There is no back flow.”<br />

Lake Saint Louis also has entered into<br />

an agreement to allow the county to take<br />

over its animal control services. Lake Saint<br />

Louis is being charged $19,629 annually.<br />

O’FALLON<br />

Founders’ Day opens<br />

door to the past<br />

To honor its humble beginnings, the city<br />

of O’Fallon will hold its annual Founders’<br />

Day and Garden Expo from 10 a.m.-2<br />

p.m. on May 7 in Fort Zumwalt Park, 1000<br />

Jessup Lane.<br />

Visitors to O’Fallon can step back in<br />

time as the city celebrates life like it was<br />

in the late 1800s.<br />

Founders’ Day features a mix of<br />

hands-on activities and demonstrations<br />

showcasing 19th-century skills, such as<br />

blacksmithing, cow-milking, finger-weaving,<br />

beekeeping and more.<br />

“It’s really celebrating the history of how<br />

O’Fallon started,” festival coordinator Jennifer<br />

Hoisington said.<br />

Kids are invited to try their hands at<br />

soap carving and cattle-roping, as well as<br />

making souvenir crafts to take home. In<br />

addition to the hands-on fun, storyteller<br />

Steve McPhail will portray pioneer hero<br />

Johnny Appleseed during several performances<br />

throughout the day. “Appleseed”<br />

also will be walking around throughout the<br />

day, interacting with guests in character.<br />

The Louis and Clark Fife and Drum<br />

Corps also will perform throughout the day.<br />

New this year is a petting zoo, featuring<br />

bunnies, chickens and other animals.<br />

Admission, parking and all activities are<br />

free, and handmade goods and concessions<br />

will be available for sale.<br />

The Garden Expo portion of the event<br />

kicks off at 10 a.m. with an Arbor Day<br />

Ceremony featuring O’Fallon Mayor Bill<br />

Hennessy. Guests can plant seedlings, and<br />

the first 100 guests will get a free seedling<br />

of their own to take home.<br />

Vendors will have folk arts and crafts,<br />

garden décor and live plants for sale, and<br />

concessionaires will have food for sale.<br />

The combined event also marks the<br />

opening of tours for Fort Zumwalt and<br />

the Heald Home. With the exception of<br />

May 8, the historic structures are open for<br />

touring on the second and fourth Sunday<br />

of every month from May through September.<br />

Tours take place from noon-3<br />

p.m. on those days.<br />

The Heald Home recently was renovated,<br />

according to Hoisington, and the revamped<br />

interior features storyboards to walk guests<br />

through the history of the location.<br />

Tours will be available at the Founders’<br />

Day and Garden Expo at a cost of $5<br />

for adults. Tours are free for kids 11 and<br />

younger, when accompanied by an adult.<br />

Community forum sparks<br />

suicide discussion<br />

A community forum on suicide prevention<br />

featured as much audience participation<br />

as panel discussion as attendees and<br />

experts shared views and advice on recognizing<br />

and helping vulnerable youth,<br />

adults and veterans.<br />

The forum, “Let’s Talk … A Community<br />

Forum on Suicide and its Prevention,” on<br />

March 30 was sponsored by the St. Peters<br />

Health & Wellness Advisory Committee,<br />

a group of community volunteers that<br />

advises the city’s Board of Aldermen and<br />

city officials.<br />

Members of a three-member panel that<br />

led the discussion said suicide attempts,<br />

particularly by young people, continue to<br />

rise. And suicide is a major issue for young<br />

veterans who are trying to re-enter civilian<br />

life.<br />

Heather Davidson, director of youth services<br />

for SSM Behavioral Health Services,<br />

said about 30 young people between the<br />

ages of 15 to 24 die of suicide each year in<br />

the St. Louis area.<br />

According to the Centers for Disease<br />

Control and Prevention [CDC], there<br />

were 41,149 suicides in <strong>20</strong>13 in the<br />

United States. About 1.3 million adults<br />

age 18 and older attempted suicide in<br />

<strong>20</strong>15, with suicide the second leading<br />

cause of death among persons aged 13<br />

to 34.

The CDC statistics are about two years<br />

behind, according to Davidson.<br />

“They’re going up – we’re seeing much<br />

of that on the youth side, and also on the<br />

adult side,” Davidson said.<br />

Molly Dwyer-Simonsen, team leader of<br />

outpatient behavioral health programs at<br />

SSM Behavioral Health Services, said that<br />

five years ago, suicide was the 10th leading<br />

cause of death.<br />

“Now, it’s eighth,” Dwyer-Simonsen said.<br />

“That kind of puts things into perspective<br />

that it’s jumped up that much in less than<br />

five years. It was more prevalent than<br />

we’re aware of.”<br />

Dwyer-Simonsen said genetics can play<br />

a role in some forms of depression as can<br />

drug and alcohol abuse. Having an experience<br />

with someone who committed suicide,<br />

the news media, and use of the Internet can<br />

increase risk factors.<br />

“It makes it [suicide] more plausible and<br />

somehow more acceptable to actually think<br />

about that and go through with it,” she said.<br />

Davidson said economic issues and<br />

cyber-bullying through the Internet also<br />

can create depression and anxiety. She<br />

said medical professionals also are seeing<br />

higher numbers of gay and lesbian young<br />

people.<br />

Webb, who works with Marines and<br />

other veterans, said veterans organizations<br />

have actually seen a drop in suicides<br />

locally, largely because agencies and organizations<br />

are providing direct treatment<br />

and engaging veterans.<br />

Often the issues behind suicide may not<br />

stem from combat in, say, Afghanistan, but<br />

arise when veterans come home.<br />

“When he or she comes home, they’ve<br />

lost purpose,” Webb said. Because of<br />

changes at home while they are in the military<br />

they feel they often don’t fit in anymore,<br />

he said.<br />

Among the prevention tips offered, the<br />

experts suggested being alert to changes in<br />

behavior and appearance. For example, if<br />

someone starts to sees a veteran with all<br />

their “stuff folded and neat you need to<br />

start worrying,” Webb said.<br />

“We need to start to observe,” Dwyer-<br />

Simonsen said. “When we notice something,<br />

we need to get connected and care<br />

about one another and be okay with being<br />

a little obtrusive,” she said.<br />

While panelists emphasized the need for<br />

open and direct communication, they also<br />

said parents and families also have to set<br />

limits and expectations for their children<br />

to abide by.<br />

Attendees and panelists agreed that the<br />

“stigma” of suicide needs to be overcome<br />

with people being more willing to talk<br />

about it openly. Dwyer-Simonsen said<br />

attendees can become advocates for suicide<br />

prevention, particularly by asking<br />

lawmakers who control budgets to provide<br />

funding for programs to help.<br />

Missouri’s unique status of being the<br />

only state in the union without a prescription<br />

drug monitoring program [PDMP] to<br />

track addictive opiate medication is again<br />

being challenged this year.<br />

But establishing a statewide PDMP<br />

could remain an elusive goal for health<br />

advocacy groups and law enforcement and<br />

government officials. State legislation creating<br />

a PDMP and a bill that allows more<br />

use of an emergency medication for heroin<br />

overdoses are poised in the Missouri General<br />

Assembly this legislative session.<br />

Whether any of that legislation becomes<br />

a reality remains unclear at presstime.<br />

Authorities say the use of opiate-based<br />

painkillers such as OxyContin and Vicodin<br />

can become addictive and lead to users<br />

turning to heroin, which is stronger and<br />

cheaper. A PDMP is viewed as a means to<br />

track “doctor shoppers” who obtain prescriptions<br />

to abuse and sell the drugs.<br />

“I’m 100 percent in favor of a prescription<br />

monitoring program, it’s an absolute<br />

necessity,” said St. Charles County Prosecuting<br />

Attorney Tim Lohmar.<br />

There have been moves in that direction<br />

recently – notably St. Louis County agreeing<br />

to develop its own PDMP because of<br />

the lack of legislative progress in the last<br />

few years. St. Charles County officials say<br />

they are examining what St. Louis County<br />

has done.<br />

The bills in the General Assembly are<br />

mired in a standoff and some legislators<br />

say that will mean that a PDMP may be<br />

again squashed. “I think that’s a huge mistake,”<br />

Lohmar said.<br />

This year, State Sen. Robert Schaaf<br />

[R-District 34] is sponsoring bill creating<br />

a drug monitoring program – a change<br />

from his position in the past of opposing<br />

any PDMP program. Schaaf’s bill would<br />

warn physicians and pharmacists that a<br />

patient had received a medication – a red<br />

flag would come up, he said.<br />

Schaaf’s PDMP would not allow access<br />

to more specific records. It would use an<br />

existing database developed by the State<br />

Data Center through the Missouri Office<br />

of Administration. The act would require<br />

voter approval and expire on Aug. 28, <strong>20</strong>21.<br />

A physician, Schaaf has opposed a state<br />

PDMP for years, including leading an<br />

eight-hour filibuster that killed legislation<br />

last year.<br />

The bill he and a small group of senators<br />

killed last year and in <strong>20</strong>14 was sponsored<br />

by state Rep. Holly Rehder [R-District<br />

148]. Rehder’s bill would require the Missouri<br />

Department of Health and Senior<br />

Services to start a database to track opiate<br />

prescriptions. Her bill was approved by a<br />

91-68 vote in February, but requires a vote<br />

in the Senate, where it has stalled in the<br />

past and may stall again this year.<br />

Schaaf said in an interview that he’s<br />

willing to compromise with his bill or have<br />

Rehder’s bill put to a vote. But he said he’s<br />

unwilling to “compromise the liberty of<br />

his constituents.”<br />

“The Senate has already shown that they<br />

will not tolerate Holly’s bill, they might<br />

tolerate my bill,” Schaaf said in an interview<br />

earlier this month. “But the House<br />

has already shown they won’t tolerate my<br />

bill. I think we’re at a stalemate.<br />

“And I can tell you that myself and several<br />

other senators are not going to tolerate Holly’s<br />

version, it just puts the people at risk.”<br />

The risk is privacy of medical records.<br />

Rehder’s bill would allow a wider number<br />

of people and agencies access to medical<br />

records, Schaaf said. He said databases in<br />

five states have been hacked.<br />

“If grandma has her OxyContin on the<br />

database, it’s not a stretch to imagine that<br />

grandma’s house will be broken into if<br />

somebody can see that,” he said.<br />

PDMPs are ineffective, he said, because<br />

people illegally using drugs don’t get them<br />

from doctor shoppers, they get it from<br />

those who go to the doctor once a month<br />

sell the pills.<br />

“I think there is a small subset of people<br />

who abuse the system,” Schaaf said. “I just<br />

have to be frank with you, it’s just wrong<br />

for my mother who is 100 years old to<br />

have her drugs on a government database<br />

because of some criminals.”<br />

Schaaf also questions whether PDMPs<br />

reduce opiate abuse and are constitutional.<br />

“I don’t know if they have ever been<br />

tested in the courts,” he said. He said it<br />

would be great to have a vote on a PDMP<br />

because it may be turned down by state<br />

voters.<br />

Meanwhile, Rehder said earlier this<br />

month that she was optimistic about a<br />

bill being enacted because of a change in<br />

House leadership. When looking at other<br />

states – California formalized its PDMP in<br />

1939 – there have not been privacy issues,<br />

she said.<br />

Rehder’s district is in the southeast<br />

corner of the state near Kentucky, Tennessee,<br />

Arkansas and Illinois.<br />

“What my pharmacists are seeing is that<br />

a good number of folks from other states<br />

are coming into our area to go to the doctor<br />

and get their prescriptions filled in Missouri<br />

because we don’t have a program,”<br />

Zoo officials make case for St. Charles County to place sales tax on ballot<br />

Saint Louis Zoo officials met with the<br />

St. Charles County Council to set the stage<br />

for potentially placing a sales tax increase<br />

on the ballot to help pay for increasing<br />

expenses and upkeep of the zoo.<br />

The council took no action after meeting<br />

with zoo officials and supporters during an<br />

April 11 work session. Enabling legislation<br />

pending in the Missouri General Assembly<br />

has to be enacted before the county could<br />

decide whether to put a sales tax on the ballot.<br />

A bill under consideration in the legislature<br />

would allow St. Charles, Jefferson, St.<br />

Louis and Franklin counties and the city of<br />

St. Louis to place on the ballot an increase<br />

in sales tax of as much as one-eighth percent<br />

to support the zoo.<br />

Currently the zoo receives support from<br />

the Metropolitan Zoological Park and<br />

Museum District, formed in 1972, which<br />

provides property tax revenue from the<br />

city of St. Louis and St. Louis County.<br />

The district provides financial support<br />

for the zoo, the Missouri Botanical Garden,<br />

The Missouri History Museum, the St.<br />

Louis Science Center, and the St. Louis<br />

Art Museum. The zoo received about $<strong>20</strong><br />

million in revenue from the district in <strong>20</strong>15,<br />

according to the district’s website.<br />

Jeffrey Bonner, president of the zoo, told<br />

the council that the zoo has spent $62 million<br />

over the last eight years to improve the<br />

nationally renowned zoo, which is more<br />

than a century old.<br />

But the zoo still has $52 million in<br />

deferred maintenance, Bonner said, along<br />

with other needs for animal conservation<br />

and breeding.<br />

Revenue from tax support hasn’t gone<br />

up, and costs continue to rise, he said.<br />

The zoo can raise prices, Bonner said, but<br />

“there is only so much you can charge for a<br />

hamburger.” Philanthropy also is a major<br />

support but it also can be unpredictable, he<br />

added.<br />

Councilman Joe Cronin [District 1],<br />

chair of the council, suggested charging<br />

admission as one way of raising money.<br />

The zoo historically has not charged<br />

admission. He noted that other institutions<br />

and museums here and around the country<br />

charge admission.<br />

“The thing that comes to mind, and I’ve<br />

heard it from a number of my constituents,<br />

is why not a small admission fee,” Cronin<br />

said. “You’re already charging an admission<br />

fee at the Botanical Gardens.”<br />

Sale taxes are regressive, “meaning<br />

that folks in my district, a working family<br />

in Wentzville, it takes more out of their<br />

budget than someone that’s eating lobsters<br />

in Ladue,” he said.<br />

A sales tax is also a disadvantage to small<br />

business owners like himself because every<br />

time it goes up its more of a disadvantage<br />

for them compared to online retailers like<br />

Amazon, Cronin added.<br />

“I don’t understand the insistence on<br />

free admission,” Cronin said, adding that<br />

a charge of $5 or $10 a person might raise<br />

more revenue.<br />

Zoo officials said legislation now may<br />

prohibit them from changing the free<br />

admission policy. Cronin asked why zoo<br />

officials can’t get that policy changed if the<br />

county is willing to put something on the<br />

ballot allowing a sales tax for the zoo.<br />

Mathew Geekie, president of the St.<br />

Louis Zoo Association, said an admissions<br />

charge may lower attendance, which could<br />

also mean lower concession and food sales<br />

and a loss of revenue.<br />

Some zoos, such as the San Diego Zoo,<br />

charge as much as $50 for individual<br />

admissions, which Geekie said might have<br />

more of a financial impact on a family<br />

from Wentzville than a sales tax would.<br />

“One of the things that is a highlight of<br />

St. Louis is a free zoo,” said Jeff Rainford,<br />

another association representative and a<br />

former longtime aide to St. Louis Mayor<br />

Francis Slay. “I think it’s a big part of St.<br />

Louis identity; people are emotionally<br />

attached to it.”<br />

Results of an opinion poll of 400 St.<br />

Charles County residents in February<br />

showed that 59 percent wanted to maintain<br />

a free zoo even if a sales tax were imposed,<br />

Rainford said. In all, 68 percent of those<br />

polled would support up to a one-eighth<br />

cent sales tax, he said.<br />

The poll also showed that 61 percent<br />

agreed that the county should step up and<br />

support institutions like the zoo. Rainford<br />

said the poll indicated 92 percent of county<br />

residents polled viewed the zoo favorably<br />

– 82 percent “very favorably.” Only 11 percent<br />

of polled residents felt the zoo wastes<br />

too much tax money.<br />

Association and zoo officials said they<br />

would provide more financial information<br />

and detailed plans on how any additional<br />

funding would be spent before asking<br />

directly to place a sales tax increase on the<br />

ballot. Zoo officials also are meeting with<br />

officials in other counties.<br />

“This obviously isn’t close to the last<br />

time you will see us,” Rainford said.<br />

Senior advocacy group makes pitch<br />

for property tax increase<br />

The St. Charles County Council heard a<br />

pitch from a group seeking a property tax<br />

increase to provide more money for programs<br />

that provide assistance to seniors.<br />

Jamie Opsal, project manager for<br />

Seniors Count of St. Louis, told council<br />

members at their April 11 meeting that the<br />

tax increase would help provide funds for<br />

a county whose population is aging.<br />

Seniors 60 years and older are estimated<br />

to rise to more than 27 percent of its population<br />

in 14 years, she said. That compares<br />

to 12 percent in <strong>20</strong>00.<br />

Opsal said the Daughters of Charity<br />

Foundation of St. Louis, which provides<br />

funding to nonprofit organizations providing<br />

senior services, discovered a Missouri<br />

statute on the books since 1990 that<br />

allows counties to place a “senior tax” on<br />

the ballot. The tax could be similar in<br />

some ways to the county’s Community<br />

Children’s Fund. But the senior fund<br />

would require voter approval of a property<br />

tax increase of 5 cents for each $100<br />

in assessed valuation.<br />

Opsal said that would equate to about<br />

$9.50 a year for the owner of a $100,000<br />

home. The tax would generate about $4<br />

million annually in the county.<br />

More funding for housing, transportation,<br />

medical and food needs would help<br />

allow seniors to “age in place,” she said.<br />

Opsal said Seniors Count is a coalition<br />

of more than <strong>20</strong>0 nonprofit, health<br />

care, religious and business organizations<br />

working to place similar measures<br />

on the ballot in the city of St. Louis, and<br />

St. Louis and St. Charles County. Any<br />

tax increase has to be approved in each<br />

county and the city.<br />

The St. Louis County Council agreed on<br />

April 12 to place a similar measure on that<br />

county’s November ballot. Similar senior<br />

funds are already in place in 51 Missouri<br />

counties but have never been introduced in<br />

the St. Louis area, Opsal said.<br />

Representatives from various organizations<br />

also spoke in favor of the effort.<br />

Miriam Mahan, executive director for Sts.<br />

Joachim and Ann Care Service, one of the<br />

largest nonprofit social service providers<br />

in the county, said more funding is needed<br />

to provide services, particularly among<br />

low-income seniors. “There are no options<br />

for seniors,” Mahan said.<br />

The council took no action on the request.<br />

County Councilman Joe Cronin [District<br />

1] questioned how seniors are being helped<br />

by raising their property taxes.<br />

“We’ve got older people trying to stay in<br />

their homes anyway,” he said. “It’s like a<br />

catch-22; you’re going to give them extra<br />

services but you are going to charge them<br />

more taxes,” Cronin said.<br />

Many seniors are moving out of the<br />

county because of higher taxes, he added.<br />

Councilman Joe Brazil [District 2] said<br />

the request for tax increases from a variety<br />

of institutions, ranging from the St. Louis<br />

Zoo to local school districts, is rising.<br />

“I’m not saying I’m opposed, I’m just<br />

saying when it’s not just you it’s everybody<br />

else standing in line for more money,”<br />

Brazil said.<br />

Councilman Terry Hollander [District 5]<br />

said all the money raised stays local and<br />

would be administered by a local board<br />

with its members appointed by the county<br />

executive.<br />

The county has two similar boards now.<br />

The Community and Children’s Resource<br />

Board administers funding for the children’s<br />

fund. The Developmental Disabilities<br />

Resource Board provides funding for<br />

agencies serving persons with developmental<br />

disabilities. Each board administers<br />

funding in a similar way very successfully,<br />

Hollander said. The boards review agency<br />

funding requests from agencies providing<br />

services.<br />

Dardenne Prairie aldermen delay<br />

next steps on Bopp Property<br />

The Dardenne Prairie Board of Aldermen<br />

has again continued a public hearing<br />

for a development plan for 15.79 acres of a<br />

tract known as the Bopp Property, located<br />

north of Feise Road near Bryan Road, to<br />

allow the owners of the tract to submit a<br />

new traffic study.<br />

The board voted April 6 to continue the<br />

public hearing on a planned unit development<br />

[PUD] request submitted in February<br />

by the tract’s owners, the Cora Bopp<br />

Limited Partnership. The public hearing<br />

also had been continued from the board’s<br />

March <strong>16</strong> meeting.<br />

City officials are also not expected to make<br />

a decision on a site plan for the first specific<br />

tenant discussed for the tract, a Walmart<br />

Neighborhood Market, until at least May.<br />

The partnership owns 86.5 acres in the<br />

area, with the 15.79-acre area slated as the<br />

first portion to be developed.<br />

The PUD request covers five parcels<br />

on the 15.79 acres - a 50,000 square-foot<br />

grocery store, 24,000 square feet of retail<br />

space, 26,000 square feet for a bank or<br />

retail space, 3,000 square feet for a fast<br />

food restaurant and a 740-square-foot gas<br />

station. Two of the five parcels would be<br />

purchased by Walmart for the Neighborhood<br />

Market store and gas station.<br />

On March 9, Walmart announced plans to<br />

build the approximately 46,000-squarefoot<br />

grocery store and gas station. The<br />

store is about a fourth of the size of a regular<br />

Walmart Supercenter store and smaller<br />

than competing supermarkets, and would<br />

be the third Neighborhood Market recently<br />

opened in St. Charles County.<br />

Development of the store and of the<br />

overall 86.5-acre Bopp Property has drawn<br />

a sharp response from Dardenne Prairie<br />

and nearby O’Fallon officials worried<br />

about the impact the development could<br />

have on Bryan Road’s traffic.<br />

City officials had a number of questions<br />

for the partnership, particularly about<br />

the traffic issue. Access points for traffic<br />

have to be approved off Feise Road by<br />

Dardenne Prairie. Rights of way off Bryan<br />

Road are controlled by O’Fallon.<br />

Dardenne Prairie Mayor David Zucker<br />

told the board at its April 6 meeting that<br />

partnership officials were expected to provide<br />

new traffic and other additional information.<br />

The public hearing would remain<br />

open until the board’s April <strong>20</strong> meeting,<br />

when the board could also consider the<br />

PUD request.<br />

The board also is expected to consider<br />

the site plan for the Walmart Neighborhood<br />

Market store sometime in May. The site plan<br />

will first be submitted to the city’s Planning<br />

and Zoning Commission, then to the board.<br />

Zucker said he met with Walmart officials<br />

to discuss city requirements for the<br />

building, and presented them with a picture<br />

of a similar Walmart store in Pleasanton,<br />

California. “We can make a lot of people<br />

happy with a building that looks like this,<br />

as opposed to the industrial warehouse<br />

look they submitted with their original proposal,”<br />

Zucker told aldermen.<br />

Zucker said he assured Walmart officials<br />

that the city also is amenable to revising<br />

a city ordinance adopted in <strong>20</strong>04 that sets<br />

architectural standards along Bryan Road<br />

and other parts of the city.<br />

Meanwhile, Zucker said partnership officials<br />

have not gotten any feedback regarding<br />

traffic from O’Fallon officials.<br />

O’Fallon officials wanted access points<br />

on Bryan Road to line up with that city’s<br />

road cuts on the east side of the road. They<br />

also have asked for an overall traffic study<br />

for the entire Bopp Property.<br />

“What I propose for our government is<br />

that we take care of our business; we make<br />

sure our requirements are satisfied,” Zucker<br />

said. He said the city wants a “sound traffic<br />

study” that will allow the board to make<br />

an informed judgement based on good<br />

data. O’Fallon will just have to play catch<br />

up- that’s all I need to say about O’Fallon,”<br />

he said.<br />

“It’s hard to believe that Missouri is the<br />

only state that has it right,” Weissman said.<br />

“That just strains credulity.”

Saeger student wins Winston<br />

Churchill speech competition<br />

Sanders won the National Churchill<br />

Museum’s middle school speech contest,<br />

proving that a little positive, hardworking<br />

attitude can lead to big things.<br />

The annual contest was hosted by the<br />

National Churchill Museum in Fulton, Missouri.<br />

In order to qualify for the contest,<br />

students first had to win a local tournament,<br />

so Sanders competed against other students<br />

from the St. Louis Metro along with students<br />

from the Kansas City and Springfield areas.<br />

“Winning was a rush of excitement,” Sanders,<br />

a seventh-grader at Saeger, said. “This<br />

has been a great learning experience for me.”<br />

Spectra teacher Teresa Maher knows how<br />

valuable these types of opportunities are for<br />

students. Spectra is a program specifically<br />

tailored for students who are identified as<br />

gifted.<br />

“Giving students the chance to speak<br />

publicly and in front of an audience of<br />

strangers, is a life skill that they can take<br />

with them long after the public school days<br />

are done,” Maher said. “It gives them a<br />

chance to take pride in their written work<br />

and to inspire people with their own words.<br />

There’s an irreplaceable value in that.”<br />

Sanders delivered her speech again at the Missouri<br />

State Capitol in honor of Fine Arts Education<br />

Day. She performed an encore of her<br />

speech at the prestigious Churchill Kemper<br />

Brunch and Lecture earlier this month.<br />

Churchill, regarded as one of the greatest<br />

public speakers of all time, was giving a<br />

speech to the British House of Commons in<br />

1904 when he was 23 years old. According to<br />

history, he forgot his speech, left the podium<br />

and buried his head in his hands in shame.<br />

But he didn’t give up. Churchill kept working<br />

at his speech skills and the rest is history.<br />

“I love that the Winston Churchill<br />

Museum hosts this contest every year,”<br />

Maher said. “He was such a dynamic<br />

leader and speaker and I like that these<br />

students learn about him and see the<br />

relevance and power of his words.”<br />

Sanders, like Churchill, kept working hard<br />

until her speech was good enough to be the<br />

best in the state. “The topic is something<br />

I am passionate about,” Sanders said. “I<br />

want others to know the value of having a<br />

hard working attitude.”<br />

Duchesne student selected<br />

to scholars academy<br />

Duchesne High school sophomore<br />

Connor Freeman has been selected for <strong>20</strong><strong>16</strong><br />

Missouri Scholars Academy.<br />

The Missouri Scholars Academy is a<br />

three-week academic program for gifted<br />

students in the state of Missouri. It is held<br />

on the campus of the University of Missouri.<br />

The program is designed to give gifted<br />

students special opportunities for learning<br />

and personal development in order to realize<br />

their full potential. With a select faculty,<br />

a specially designed curriculum and interesting<br />

extracurricular activities, students<br />

become part of a unique learning community.<br />

Students from all school districts and<br />

private schools statewide participate,<br />

exchanging ideas and learning approaches<br />

to develop individual talents.<br />

Francis Howell Joerling Scholarship<br />

recipient named<br />

The Francis Howell High Limelight Theatre<br />

has awarded this year’s Trevor Joerling<br />

Memorial Scholarship to Allison Stevens.<br />

Stevens is a senior at Francis Howell<br />

High. She has been involved with the Limelight<br />

Theatre Drama department throughout<br />

her four years of high school and has been<br />

involved with several play productions.<br />

In addition, Stevens is a member of the<br />

National Honor Society, the Technical Student<br />

Association, is a Viking Edge leader,<br />

and has carried a 4.0 GPA throughout her<br />

school career. She plans on majoring in<br />

engineering at Missouri University of Science<br />

& Technology next year.<br />

The scholarship is especially meaningful<br />

to Stevens and her family as they were<br />

friends with Trevor Joerling and his family,<br />

in whose honor the scholarship was created.<br />

Stevens and her parents have fond memories<br />

of time spent with Trevor, including<br />

setting up a kickball tournament in honor of<br />

Allison Stevens with Francis Howell Drama<br />

Director Charles Mueller.<br />

Trevor and for the benefit of Friends of Kids<br />

with Cancer.<br />

Trevor, who lost a brave fight with cancer<br />

in <strong>20</strong>14, would have been a senior as well<br />

this year, graduating with Stevens.<br />

Tenth annual academic bowl<br />

held at St. Dominic high<br />

St. Dominic High School recently hosted<br />

the 10th Annual Academic Bowl for area<br />

parochial schools. Twenty teams from 14<br />

different schools competed in the event held<br />

on the St. Dominic High campus.<br />

The big winners in the small school category<br />

went to Sts. Joachim and Ann School.<br />

The large school winner was St. Joseph’s<br />

Cottleville Catholic Church [white team].<br />

Second place in the small school category<br />

went to St. Cletus Church, while second<br />

place in the large school category was<br />

earned by Assumption Parish.<br />

a keynote address that was meant to inspire<br />

the students in the audience. Her goal: to<br />

encourage the 18 students being honored to<br />

continue making a difference in their community<br />

and in the world as they continue<br />

their journey with STEM in the future.<br />

Laubenthal has been the GM-Wentzville<br />

plant manager for the past three years. She<br />

spoke about her rise to leadership in the<br />

company and the growth of General Motors.<br />

The company is the largest employer in St.<br />

Charles county.<br />

Soon, it will require millions of lines of<br />

code to make car parts move, Laubenthal<br />

predicted. Missouri will need to fill 143,000<br />

STEM jobs by <strong>20</strong>18, she said, and it is predicted<br />

that 60 percent of all jobs will require<br />

post-secondary education by <strong>20</strong>18.<br />

“It is a systemic issue,” Laubenthal said.<br />

Interest in STEM-related subjects drops<br />

dramatically as children age. By high<br />

school, 40 percent of the students who once<br />

showed an interest in STEM have lost the<br />

spark that drew them to it when they were<br />

young, Laubenthal said.<br />

“Keeping middle school students interested<br />

in STEM before they reach ninth<br />

grade dramatically influences future choices,<br />

especially in girls,” she noted.<br />

At the breakfast, Partners for Progress<br />

announced its first tech challenge middle<br />

school grant. The organization is offering<br />

$1,000 grants for St. Charles County<br />

schools [grades 6-8] in the <strong>20</strong><strong>16</strong>-<strong>20</strong>17 academic<br />

year. Applications will be accepted<br />

through Sept. 2, <strong>20</strong><strong>16</strong>. A Lego Robotics Kit<br />

was donated on behalf of each of the STEM<br />

award winners, to their respective elementary<br />

schools.<br />

Eighteen St. Charles County students were honored for their achievements at the recent<br />

Partners for Progress STEM Breakfast.<br />

Francis Howell Central spikers<br />

poised for another big season<br />

Double-digit scores and high-fives are<br />

regular sights when one watches the Francis<br />

Howell Central boys volleyball club put<br />

in work on the floor.<br />

The Spartans won a state title in <strong>20</strong>12,<br />

won the GAC South Conference championship<br />

in <strong>20</strong>15 and already are well on their<br />

way to another banner season this spring.<br />

Howell Central began the middle of<br />

April firmly perched in second place with<br />

a 10-4 mark and just two games behind<br />

rival Francis Howell North in the conference<br />

race.<br />

“We have got off to a pretty good start<br />

and in all six rotations we’ve got somebody<br />

that can do the job,” Francis Howell Central<br />

coach Mark McAfee said. “The kids<br />

play together well, they like each other and<br />

they support each other for the most part.”<br />

The Spartans came out of the box rolling<br />

in their first four matches as they defeated<br />

conference foes Fort Zumwalt South,<br />

Francis Howell, Fort Zumwalt East and<br />

Fort Zumwalt North in matches played<br />

from March 24 to March 31.<br />

Next was a two-day appearance in the<br />

St. Louis Classic Tournament on April 1-2.<br />

In the Classic, the Spartans faced top area<br />

teams from Class 3 and Class 4.<br />

Howell Central knocked off Ritenour<br />

[25-6, 25-18] and Bayless [25-9, 25-10]<br />

on April 1 to win its first two matches<br />

in four straight sets before losing a hard<br />

fought three-set match to Class 3 power<br />

St. Mary’s to wrap up the opening day of<br />

tournament play.<br />

On the final day of play, Central defeated<br />

Eureka and Mehlville in four sets before<br />

falling to archrival Howell North in its last<br />

match of the tournament in three sets.<br />

This season, senior Hunter Buckman and<br />

junior Nathan Goestenkors are providing<br />

the Spartans with strong serving to start<br />

rallies.<br />

Buckman has an 85-percent serve average<br />

and had 10 aces heading into mid-<br />

April. Goestenkors is serving at a blazing<br />

96-percent clip. Connor McAfee also has<br />

been strong with10 serving aces.<br />

Goestenkors, a 6-4 outside hitter, has<br />

been strong along the front line with a<br />

team-leading 71 kills and an average of<br />

almost three kills per game.<br />

Buckman, the Spartans’ other big outside<br />

hitter at 6-foot-2, has 43 kills and is<br />

knocking down nearly two kills per game.<br />

The front line defense for the Spartans<br />

is led by Buckman, Goestenkors, 6-foot-6<br />

junior middle blocker Parker Zelei, and<br />

junior middle blocker Collin King.<br />

Junior libero/defensive specialist Japu<br />

Mawi anchors the back line for Howell<br />

Central. Mawi has been the Spartans’<br />

saving grace in the back court, averaging<br />

just fewer than 5.5 digs per game and<br />

recording almost 190 headings into late<br />

April.<br />

Other key contributors for the Spartans’<br />

early success are junior right side/outside<br />

“One of the hardest things is getting the<br />

kids enough work in practice so they can<br />

actually get in a game and contribute,”<br />

McAfee said. “I think our strength is that at<br />

all six rotations we’ve got somebody that<br />

can do the job.”<br />

Last season, after winning the GAC<br />

South title, the Spartans advanced to the<br />

Class 4 quarterfinals, finishing at 25-10-2.<br />

Once again this spring the expectations<br />

are just as lofty for this senior-laden club.<br />

“You win 25 games, it’s a pretty good<br />

season,” McAfee said. “We hope we’re<br />

going to match that or do better than that<br />

this season. Our goal every year is to win<br />

conference and we’re a little behind the<br />

eight ball with Howell North taking the first<br />

of the two-game series there. So, hopefully<br />

we can continue to beat the teams we need<br />

to beat in conference and hopefully we’ll<br />

play them at home this year and it will be<br />

for the conference championship.”<br />

Tuesday, April 12, that<br />

he has accepted the<br />

head coaching position<br />

at Francis Howell High.<br />

Snyder, who has led<br />

Coach Snyder<br />

the Class 4 Wildcats as head coach for the<br />

last five years, will be leaving Westminster<br />

on July 1.<br />

Snyder, 36, acknowledged he had mixed<br />

emotions about the decision.<br />

“It’s a little bittersweet,” Snyder said.<br />

“I’m excited to get going but there’s a little<br />

bit of sadness, too. This is the only place<br />

I’ve ever worked. I’ve been here 15 years.<br />

I came here right out of college. This is my<br />

first move. I just felt like I needed to make<br />

a change and grow and get a bit uncomfortable<br />

and continue to grow.”<br />

Snyder takes over a Vikings program<br />

that was impressively built by coach Bryan<br />

Koch, who resigned Feb. 26. Koch, 34, led<br />

Francis Howell for nine years. Koch, a<br />

1999 Francis Howell graduate, went 72-33<br />

in his time leading the program. Snyder<br />

met his new players the same day he met<br />

with those at Westminster. The Wildcats<br />

were not surprised by the news.<br />

“It kind of leaked out last week. The guys<br />

all knew about it but it was good to finalize<br />

it and make it formal,” Snyder said.<br />

Snyder began teaching and coaching<br />

football at Westminster in <strong>20</strong>01. He came<br />

to Westminster after completing his undergraduate<br />

degree at Washington University,<br />

where he played football for the Bears.<br />

In <strong>20</strong>02, he was named defensive coordinator<br />

for the Wildcats. Those were the<br />

formative years for Westminster’s football<br />

program, said Head of School Tom Stoner.<br />

Snyder said he has enjoyed seeing the<br />

program prosper.<br />

“I remember when it was all just starting,”<br />

Snyder said. “I have been involved in<br />

most of the major moments of the program.<br />

That’s been pretty special. That made it a<br />

hard decision to leave.”<br />

But Snyder said he thought that move<br />

would be a good opportunity for him and<br />

his family.<br />

“When I saw Bryan stepped down, and<br />

I don’t know him personally but I have a<br />

lot of respect for him, it was intriguing to<br />

me,” Snyder said. “We live in that district.<br />

My kids are in the third grade and second<br />

grade. So that was important.<br />

“I thought it was worth a phone call<br />

and email. The more I learned about it, it<br />

became more appealing. Doors were opening<br />

and I went in that direction.”

when choosing a preschool or<br />

childcare provider. Location,<br />

affordability and reputation are<br />

among the first things that come<br />

to mind, but other factors are<br />

important, too.<br />

Following are some excellent<br />

online resources designed to<br />

help parents choose a program<br />

that will provide their children<br />

with a strong foundation for their<br />

development and education.<br />

• Childcareaware.org, the website of Child<br />

Care Aware®, is a hub of information for<br />

parents and childcare providers. Its “Parents<br />

and Families” section helps parents learn<br />

about the elements of quality programs and<br />

assists them with locating those programs<br />

within their own community.<br />

The site includes numerous tips for evaluating<br />

childcare providers, covering points<br />

to consider when measuring the quality<br />

of caregivers/teachers, a facility’s overall<br />

setting, activities offered and general considerations,<br />

such as whether parents agree<br />

with the provider’s discipline practices and<br />

if the sounds of happy children are heard<br />

on site.<br />

• Families.naeyc.org is part of is the<br />

website of the National Association for the<br />

Education of Young Children (NAEYC), a<br />

professional membership organization that<br />

works to provide high quality early learning<br />

for children from birth through age 8.<br />

The site offers several tools to assist parents<br />

in the selection of a quality childcare<br />

or preschool program:<br />

- The “What to Look for in a Program”<br />

section contains tips to help parents<br />

select safe, nurturing and stimulating<br />

learning environments for infants, toddlers<br />

and preschoolers.<br />

- The “Signs of Quality” section covers<br />

the 10 research-based standards the<br />

NAEYC has in place for early childhood<br />

programs, including childcare centers, preschools<br />

and kindergartens. In order for a<br />

program to earn NAEYC accreditation, it<br />

must meet all 10 standards.<br />

NAEYC standards cover relationships,<br />

curriculum, teaching, assessment of child<br />

progress, health, teachers, families, community<br />

relationships, physical environment,<br />

and leadership and management.<br />

They were developed using input from<br />

early childhood experts and educators<br />

from across the country.<br />

- The “Search for an Accredited Program”<br />

section enables parents to search by program<br />

name or ZIP code for NAEYC programs<br />

in their area and is updated every<br />

Friday with new accreditation decisions.<br />

• Getreadytoread.org, one of the<br />

National Center for Learning Disabilities’<br />

websites, has a helpful section called<br />

“Choosing a Preschool: Simple Tips for<br />

Parents.” It emphasizes the importance<br />

of preparation in making a preschool<br />

choice and offers information to help<br />

parents make those preparations.<br />

To clear up some common confusion,<br />

the site explains the various terms<br />

used to describe preschools’ educational<br />

philosophies, including the Montessori<br />

Method, Reggio Emilia Approach, Waldorf<br />

Approach, Bank Street Approach and High/<br />

Scope Approach.<br />

Common terms associated with preschool<br />

settings, such as “teacher-led,”<br />

“child-led,” “co-operative” and others also<br />

are explained.<br />

Finally, the site includes recommended<br />

questions to ask when visiting preschools<br />

and checklists parents can use when visiting<br />

and comparing various preschools.<br />

• Healthychildren.org, a website from<br />

the American Academy of Pediatrics<br />

(AAP), has a section devoted to helping<br />

parents choose quality childcare. The site<br />

contains a list of pertinent questions parents<br />

can ask of potential care providers,<br />

addressing topics ranging from hours of<br />

operation, daily scheduling and staffing<br />

to specific policies on matters such as<br />

health standards, medication management,<br />

nutrition, discipline, media, outdoor<br />

play and more.<br />

The site also features a chart outlining<br />

the AAP’s recommendations on the appropriate<br />

child-staff ratio and maximum group<br />

size for children of various age groups.<br />

Extend the garden season with<br />

spring planted bulbs<br />

Keeping your garden looking its best<br />

throughout the growing season and into fall<br />

is possible with the help of low maintenance<br />

spring planted bulbs. Plant them in spring<br />

among other annuals or perennials and<br />

watch as these bulbs brighten the garden,<br />

adding new life to your late season gardens.<br />

Whether your gardens and containers are<br />

in full sun or shade you’ll enjoy the attractive<br />

foliage and pop of color that dahlias,<br />

cannas, calla lilies, caladiums and elephant<br />

ears will add to the landscape.<br />

These easy care plants reward you with<br />

loads of beauty. Just plant, water and enjoy.<br />

Grow dahlias in sunny areas with at least<br />

six hours of sunlight for the best floral display.<br />

Simply plant the tuberous roots four<br />

to six inches deep with the stem facing up<br />

after the danger of frost has passed.<br />

Use dahlias in a cutting garden or as an<br />

attractive screen along fences and property<br />

lines. Use the shorter, more compact border<br />

dahlias like “Gallery Pablo” in containers<br />

on your patio, balcony or deck for you and<br />

the hummingbirds to enjoy.<br />

Wait until the danger of frost has passed<br />

to plant cannas in full sun to partially<br />

shaded locations. Plant the canna rhizomes<br />

horizontally two to three inches deep with<br />

the growing point facing up. Take advantage<br />

of their bold foliage and use cannas as<br />

a backdrop in the flower border or screen<br />

in the landscape. Use as a vertical accent in<br />

a large container or select dwarf varieties<br />

for smaller pots.<br />

Calla lilies are another spring planted<br />

bulb that thrives in full sun or part shade.<br />

The speckled foliage adds color to the<br />

garden all season long. Include these 1-<br />

to 2-foot plants in the front or middle of<br />

the flower garden or as a vertical accent<br />

or filler in a pot. And don’t forget to cut<br />

a few flowers to enjoy indoors. The black<br />

flowers of “Night Cap” teamed with the<br />

white blooms of “Crystal Clear” create an<br />

elegant display.<br />

Like the other bulbs, wait for the danger<br />

of frost to pass before planting them outdoors.<br />

Plant the knobby rhizomes two to<br />

four inches deep with the growing point<br />

facing up.<br />

Add some color and plenty of wow<br />

factor to shaded areas with the foliage of<br />

caladiums and elephant ears. These tropical<br />

beauties thrive when soil and air temperatures<br />

are warm. Wait for the danger<br />

of frost to pass and the soil to warm, 65<br />

to 70 degrees, before planting them in the<br />

garden.<br />

Use caladiums to brighten containers,<br />

dress up window boxes or edge a<br />

shady pathway. The colorful leaves stand<br />

out amongst the greens of shade gardens.<br />

Team variegated varieties with complimentary<br />

colored begonias, coleus or impatiens.<br />

Include elephant ears in the garden or<br />

containers. Their large heart shaped leaves<br />

give a tropical feel to the patio, deck or<br />

pool area. Consider planting one, two or<br />

more to create an impressive welcome for<br />

guests or a bold statement in the landscape.<br />

Make this the best season yet with the<br />

help of spring flowering bulbs. You’ll enjoy<br />

the variety and late season color these easy<br />

care plants provide.<br />

A concrete dilemma:<br />

To repair or to replace?<br />

Concrete surfaces are known for their<br />

durability and uniform finish, but concrete<br />

in any form will eventually wear out, leaving<br />

homeowners with a dilemma: repair or<br />

replace?<br />

Knowing which option is best means<br />

acquiring some basic information about<br />

concrete and exploring possible solutions<br />

with professionals.<br />

According to concrete manufacturer The<br />

Quikrete Companies, concrete damage can<br />

be traced to many sources, including time,<br />

traffic and exposure to the elements. The<br />

most obvious warning signs are cracks,<br />

either large or small, running across the<br />

surface. Concrete may appear to have a<br />

bubbled texture, blisters caused by sealing<br />

the concrete surface before all the air has<br />

had time to escape. Sunken areas or divots<br />

are common imperfections which occur<br />

when there is not proper support and the<br />

concrete sinks. Rust stains may be a signal<br />

that reinforcing steel below the surface is<br />

deteriorating.<br />

Take stock of the number, size and location<br />

of the defects in the concrete surface.<br />

It is important to remember that each case<br />

is unique and solutions may vary, but the<br />

general rule is cracks or divots larger than<br />

a quarter-inch wide or more than a few<br />

inches deep usually indicate that the homeowner<br />

is better off replacing the concrete<br />

in question, while lesser defects may be<br />

remedied by filling or resurfacing. Bubbles<br />

and rust may signal more serious problems<br />

that cannot be seen and further evaluation<br />

by a concrete expert is a good idea.<br />

The age of the concrete is another key<br />

component to consider when assessing<br />

damage. Age can be the largest determining<br />

factor of how susceptible a concrete<br />

driveway, walkway or patio is to damage,<br />

and should always be taken into account<br />

when considering whether to repair or<br />

replace. Relatively new concrete slabs that<br />

are already cracking or sinking will most<br />

likely continue to split and shift, as they<br />

probably were not installed properly, and a<br />

professional inspection is recommended at<br />

the earliest signs of a problem.<br />

Older concrete surfaces may simply be<br />

victims of age and due for replacement.<br />

Often the condition of concrete surfaces<br />

isn’t the only motivation behind the<br />

decision of whether to repair or replace.<br />

Completing the look of the house and<br />

its aesthetic value also is an important<br />

consideration when choosing to update a<br />

driveway, walkway or patio. A homeowner<br />

trying to sell a house may need to consider<br />

whether potential buyers will be deterred<br />

by concrete surfaces that are cracked or<br />

pitted. Repairs are not always invisible<br />

solutions and in some situations replacing<br />

concrete is best alternative.<br />

Deciding whether it is best to repair concrete<br />

or go all-in and replace it can be a difficult<br />

decision. Even though there are basic<br />

signs and guidelines, it is always best to<br />

get an expert opinion on the matter. While<br />

certain imperfections and damages can<br />

be seen plain as day, there might be some<br />

greater source of the problem that cannot<br />

be seen on the surface.<br />

Concrete professionals are knowledgeable<br />

about the many products available to<br />

repair concrete and can offer solutions that<br />

might otherwise be overlooked. Qualified<br />

providers also are much better equipped<br />

to determine whether concrete can be<br />

restored to its original integrity and, if not,<br />

advise on replacement options.

Color sets the mood of the home<br />

Studies have shown that the color<br />

of a room affects people’s moods,<br />

energy levels and even appetites.<br />

According to Debbie Zimmer,<br />

color and decorating expert with<br />

the Paint Quality Institute, by<br />

thinking about the impact of color,<br />

consumers can better incorporate<br />

into their homes the hues that suit<br />

their lifestyles. Zimmer offered the<br />

following guidelines for choosing<br />

paint colors for the home.<br />

• A soft green or pale blue has a<br />

calming effect for most people. It<br />

instills feelings of tranquility, so<br />

it is ideal for use in bedrooms or family<br />

rooms, places of rest and relaxation. As<br />

a bonus, light blue and green tints are in<br />

vogue this year.<br />

• Other “go-to” colors for rooms designed<br />

for rest – again, the bedroom or perhaps a<br />

sitting room – include certain shades of<br />

beige, brown and taupe. More enveloping<br />

than blues and greens, these quiet tints and<br />

shades impart more warmth and coziness<br />

to a space.<br />

• Yellow can be warm and welcoming,<br />

but it is also attention-getting and can lift<br />

the spirit and brighten the outlook. Like a<br />

splash of brilliant sunshine, yellow walls<br />

work well in a kitchen or breakfast area<br />

where most homeowners start the day.<br />

Show-Me Green<br />

• Shades of orange – tangerine and apricot,<br />

for example – also are energizing, so<br />

they too are good choices for rooms where<br />

mornings are enjoyed.<br />

• Reds are energizing, but need to be used<br />

sparingly, since their bold appearance can<br />

literally increase heartbeat. Red is a good<br />

choice for a formal dining room; studies<br />

show that red can increase appetite, which<br />

explains why it is the wall color of choice<br />

in so many restaurants.<br />

Zimmer cautioned that tone, or brightness,<br />

also plays an important role in creating<br />

mood when selecting a paint color.<br />

Keep in mind that brighter tones invigorate,<br />

while muted colors tend to be more calming<br />

and relaxing.<br />

Green Sales Tax Holiday.<br />

The seven-day event<br />

began at 12:01 a.m. on<br />

Tuesday, April 19 and ends<br />

Coffee’s latest perk?<br />

University of Southern California [USC]<br />

researchers said they have demonstrated<br />

that drinking coffee in any form very likely<br />

lowers the risk of colorectal cancer.<br />

Investigators queried more than 5,100<br />

recently diagnosed colorectal cancer<br />

patients and 4,000 people with no history<br />

of colorectal cancer about their daily intake<br />

of coffee and other beverages and about<br />

various factors known to affect colorectal<br />

cancer risk. They found that drinking<br />

between one and two cups of coffee a day<br />

was associated with a 26-percent reduction<br />

in the odds of getting colorectal cancer,<br />

and the risk decreased by as much as 50<br />

percent among those drinking more than<br />

2.5 servings per day.<br />

Participants drank a variety of coffees,<br />

including espresso, instant, decaffeinated<br />

and filtered coffee, and study results were<br />

the same regardless of the type of coffee<br />

consumed.<br />

Researchers said they were surprised<br />

to learn that caffeine alone did not provide<br />

the protective effect. They noted that<br />

coffee contains elements that could limit<br />

the growth of potential colon cancer cells,<br />

encourage colon mobility and even prevent<br />

cancer by protecting the body from oxidative<br />

Study author Stephen Gruber, M.D.,<br />

director of the USC Norris Comprehensive<br />

Cancer Center, said while the study<br />

demonstrated that coffee is associated<br />

with reduced colorectal cancer risk, more<br />

research is needed before advocating for<br />

coffee as a preventive measure.<br />

“That being said, there are few health<br />

risks to coffee consumption,” he said. “I<br />

would encourage coffee lovers to revel in<br />

the strong possibility that their daily mug<br />

may lower their risk of colorectal cancer.”<br />

Broken hearts<br />

Results of a large, observational study<br />

found the death of a partner to be associated<br />

with increased risk of atrial fibrillation<br />

[irregular heartbeat] for up to one year.<br />

Researchers compared data on more<br />

than 88,000 people newly diagnosed<br />

with atrial fibrillation to information on<br />

more than 886,000 healthy individuals.<br />

Among bereaved individuals, the risk of<br />

developing an irregular heartbeat for the<br />

first time was found to be about 40 percent<br />

higher than for those who had not<br />

lost a partner.<br />

The most significant risk was observed<br />

among people younger than age 60, who<br />

were more than twice as likely to develop<br />

atrial fibrillation if they had lost a partner.<br />

The risk was greatest one to two weeks<br />

after a partner’s death, then gradually subsided<br />

for a year, at which point it became<br />

similar to that of those who had not lost a<br />

partner. Having a partner die unexpectedly<br />

also seemed to heighten the risk.<br />

Atrial fibrillation occurs when rapid, disorganized<br />

electrical signals cause the upper<br />

chambers of the heart to contract very<br />

quickly and irregularly. As a result, the<br />

heart’s upper and lower chambers do not<br />

work together as they should. People do<br />

not necessarily notice symptoms of atrial<br />

fibrillation, although it can cause chest<br />

pain and is a risk factor for heart failure<br />

and stroke.<br />

Social media and depression<br />

There is a connection among young<br />

adults’ social media use and depression, a<br />

National Institutes of Health-funded study<br />

suggests.<br />

Researchers at the University of Pittsburgh<br />

School of Medicine questioned<br />

nearly 1,800 adults aged 19-32 about their<br />

use of the most popular social media platforms<br />

and gauged their level of depression<br />

using an established assessment tool.<br />

On average, participants spent about an<br />

hour per day on social media and checked<br />

social media sites 30 times a week. More<br />

than 25 percent of participants showed<br />

“high” on indicators of depression.<br />

Young adults who checked their social<br />

media accounts most often had 2.7 times<br />

the likelihood of being depressed, compared<br />

to those who checked their accounts<br />

the least. Those who spent the most time<br />

on social media each day had 1.7 times the<br />

risk of depression, compared to those using<br />

social media the least.<br />

Researchers were unable to establish<br />

a direct “cause and effect” relationship,<br />

noting that some young adults who already<br />

are depressed may rely on social media<br />

to fill a void, while others may become<br />

depressed as a result of their experiences<br />

on social media, for example.<br />

“Future studies should examine whether<br />

there may be different risks for depression<br />

depending on whether the social media<br />

interactions people have tend to be more<br />

active vs. passive or whether they tend to be<br />

more confrontational vs. supportive,” senior<br />

study author Brian Primack, M.D., said.<br />

Beware of bristles<br />

Beware of loose brush bristles when<br />

eating grilled foods.<br />

That is the advice of researchers who<br />

estimated roughly 1,700 people visited<br />

emergency rooms between <strong>20</strong>02 and <strong>20</strong>14<br />

because of injuries caused by ingesting<br />

wire bristles that had come loose from<br />

grill brushes. The number of injuries<br />

does not include those suffered by people<br />

treated at urgent care centers and other<br />

outpatient centers.<br />

“The issue is likely under-reported and<br />

thus underappreciated,” study author C.W.<br />

David Chang, M.D., said. “Because of the<br />

uncommon nature of wire bristle injuries,<br />

people may not be as mindful about the<br />

dangers and implications.”<br />

Most of the injuries were in the head and<br />

neck area and occurred during the summertime.<br />

According to the U.S. Centers for Disease<br />

Control and Prevention (CDC), before<br />

placing food on a grill, the surface should<br />

be examined carefully for the presence of<br />

bristles that may have dislodged from a<br />

grill brush and could wind up in cooked<br />

food. The CDC suggests considering the<br />

use of products other than grill brushes to<br />

clean residential grills.<br />
