Annex III - Responsibilities in UNMISS POC <strong>Sites</strong> for Planning and Budgetary Purposes<br />

This Annex with roles and responsibilities with regard to operations in <strong>Protection</strong> <strong>of</strong> <strong>Civilian</strong> <strong>Sites</strong> (PoC sites) was developed<br />

after consultation between the relevant UNMISS sections, OCHA, and the Humanitarian Country Team (HCT) for planning and<br />

budgetary purposes. This delineation should be read in conjunction with the UNMISS operational guidance on SCR 2155 4(C),<br />

“creating the conditions for the delivery <strong>of</strong> humanitarian assistance”, and “CCCM and UNMISS, Roles and Responsibilities”<br />

and the “Division <strong>of</strong> Roles and Responsibilities between UNMISS and the HCT in UNMISS POC <strong>Sites</strong>” matrix, which provide<br />

additional detail to activities associated with PoC sites.<br />

A) UNMISS Responsibilities<br />

# Activity Mission Section(s)<br />

1. Maintenance <strong>of</strong> physical security infrastructure <strong>of</strong> PoC sites (including perimeter berms,<br />

fencing, perimeter lighting, external patrol roads, gates, watch towers).<br />

2. Construction <strong>of</strong> appropriate physical security infrastructure <strong>of</strong> new PoC sites (including<br />

perimeter berms, fencing, perimeter lighting, external patrol roads, gates, watch towers)<br />

– on a case by case basis, subject to availability <strong>of</strong> heavy engineering equipment and<br />

resources.<br />

3. Secure the defined outer perimeter <strong>of</strong> the POC site against external threats, enabled by<br />

the full extent <strong>of</strong> the ROE.<br />

4. Maintenance <strong>of</strong> public order inside PoC sites, incl. search operations, and destruction <strong>of</strong><br />

seized items UNPOL.<br />

5. Security screening <strong>of</strong> people entering and exiting PoC sites.<br />

6. Provision <strong>of</strong> fencing materials for “reception areas” for IDP security screening.<br />

7. Construction, maintenance and policing <strong>of</strong> holding facilities (excluding provision <strong>of</strong><br />

services (health, sanitation, food) to detainees).<br />

8. Operational coordination <strong>of</strong> security aspects <strong>of</strong> PoC operations (e.g. distributions,<br />

registrations, relocations, etc.) involving both UNMISS and humanitarian actors.<br />

9. Provision <strong>of</strong> security for humanitarian operations as requested.<br />

10. In line with the Mandate’s priority, conduct <strong>of</strong> protection operations outside the perimeter<br />

<strong>of</strong> the POC site to deter threat, reassure and protect IDPs. Operations are to be tailored<br />

to meet essential needs and scaled by all available capacity. This will include (but is not<br />

limited to) security for vulnerable groups to enable firewood and water collection, market<br />

visits, burials and relocations, etc.<br />

11. Negotiating with the Government regarding land for PoC sites, where possible meeting<br />

Sphere Standards.<br />

12. Access to existing facilities in support <strong>of</strong> PoC site management, specifically medical<br />

waste incinerators, or temporary morgue facilities (dependent on capacity).<br />

13. Joint contingency planning for PoC site support in emergencies, in particular fire-fighting<br />

and support to emergency water provision.<br />

14. Support to air transportation <strong>of</strong> PoC site-related humanitarian goods and equipment as a<br />

last resort and subject to cost-recovery.<br />

15. Provision <strong>of</strong> heavy machinery for humanitarian construction work in PoC sites, subject to<br />

availability and capacity.<br />

16. Provision <strong>of</strong> land for humanitarian workspace and accommodation.<br />

17. Community coordination and liaison with PoC site representatives on issues such as site<br />

security management and public order.<br />

18. Joint planning for PoC site closure and decommissioning/dismantling <strong>of</strong> site infrastructure<br />

and shelters.<br />
