Sri Lanka is globally acclaimed for its rich natural resource base and very high biodiversity. Sri Lanka is in fact listed<br />

as one of twenty five biodiversity hot spots in the world. The Central Environment Authority as the <strong>National</strong> Agency<br />

for Environment Management and Protection is vested with the responsibility of protecting the natural riches we have<br />

been bestowed by nature.<br />

Although primarily regulatory agency, the Central Environmental Authority initiated the <strong>National</strong> <strong>Green</strong> <strong>Awards</strong><br />

Scheme with a view to recognizing and rewarding industries and service sector organizing and rewarding industries and<br />

service sector organizations which have demonstrated good environmental performance.<br />

After a thirty year conflict, the present government has commenced a massive development drive in the country with the<br />

goal of providing a better living standard for all Sri Lankans. The Mahinda Chinthanaya Policy document, while<br />

emphasizing the importance of rapid development, has given a high priority to environmental Protection. The policy of<br />

the present government therefore, is not development for the sake of development, but sustainable development. Sustainable<br />

development, is development which meets the needs of the present generation while ensuring that the needs of future<br />

generations are conserved.<br />

The <strong>National</strong> <strong>Green</strong> <strong>Awards</strong> are given in several categories. A distinguished Panel of Judges was involved in the<br />

selection process. It is hoped that the NATIONAL GREEN AWARDS will encourage all sectors of society to be<br />

environmentally conscious and thereby pave the way to a greener Sri Lanka.

and Renewable Energy for organizing <strong>National</strong> <strong>Green</strong> <strong>Awards</strong> <strong>2014</strong>. Which recognize the Business Community<br />

who contributes towards Eco Friendly initiatives.<br />

A <strong>Green</strong> Nation - A Friendly Environment is the theme of the project initiated in 2011. It encourages and supports<br />

industries that help to develop our economy and at the same time Central Environmental Authority (CEA)<br />

recognizes and rewards those who are Environmentally Friendly.<br />

The main course of action taken to stop Environmental Pollution in Sri Lanka is the requirement imposed on all industries<br />

that they should obtain a certificate from the Central Environment Authority (CEA).<br />

The Central Environment Authority (CEA) is an organization established under the Ministry of Environment<br />

and Renewable Energy which is the duly constituted Authority to issue this permit/license.<br />

<strong>Green</strong> Reporting is a good mode to share information on social, economic and Environment of an Organization to<br />

others.<br />

In the journey towards the development of a country, various actions are taken in the direction of nurturing the<br />

national economy through different industrial activities. It is a transitional change that takes place in the<br />

development which takes place in any country. If industries do not maintain their endeavors in the proper manner, the<br />

environment pollution takes place as a result. If any industry implements its practices while polluting the environment, no<br />

benefits take place as a result. I appreciate the <strong>National</strong> <strong>Green</strong> Award Program, which makes such industrialists the environment<br />

friendly entrepreneurs under proper environmental standards, and which also has introduced on behalf of environment<br />

friendly citizens, who represent different fields including schools.

Sustainable development is the principle objective of all countries, and that industrial development and innovation are critical prerequites<br />

to reducing poverty, creating decent jobs, ensuring food, energy and water security, delivering sustainable goods and services countrywide<br />

and raising living standards for all. The only way to ensure sustainable development is go decouple economic growth from resource use and<br />

pollution, including through the progressively more efficient use of raw materials, energy, water and land, through such measures as improved<br />

design and technological and social innovations.<br />

We understand the green industry is an approach of industrial production and development that does not come at the expenses of social,<br />

economic and ecosystem health and does not require the ever-growing use of natural resources and pollution for growing and expansion.<br />

The present government policy “Mahinda Chinthanaya” is very closely in line with the greening the industry and it implements through the<br />

Haritha Lanka Programme with the leadersip of Ministry of Environment & Renewable Energy.<br />

To encourage and promote green industry in Sri Lanka the <strong>National</strong> <strong>Green</strong> <strong>Awards</strong> Programme implemented by the Central Environmental<br />

Authority annually to recognize and rewards those who have contribute for greening the industry.<br />

I congratulate all the award winners and appreciate their contributions to green industry toward sustainable development.<br />

While some contributions may be provided through the legislations in the process of the conservation of the environment of a country,<br />

everything cannot be accomplished solely through the law. Making awareness on taking action in environmental friendly manner and also<br />

on methodologies related to that aspect has to be implemented parallel. Further, in the process of environmental conservation, it is also<br />

significant to admire environment friendly citizens at the national level. The <strong>National</strong> <strong>Green</strong> Award Program, which is being implemented by<br />

the Central Environment Authority since 2011, would provide a significant contribution towards this.<br />

His Excellency the President, Mahinda Rajapaksha has provided a precedent for the rapid development process, which is being implemented<br />

in Sri Lanka today to be an environment friendly development program. The Central Environment Authority offers the maximum contribution<br />

towards making that agenda a reality within the Sri Lankan soil, under the guidance of Hon. Susil Premajayantha, Minister of Environment<br />

and Renewable Energy. It may be pointed-out that the <strong>National</strong> <strong>Green</strong> Award Program is an exclusive program of it.


Background of the CEA<br />

The government has a commitment to promote and manage the principles of<br />

ecologically sustainable development for sustainable development for succeeding<br />

generations into the future. Sustainable development rests upon a simultaneous<br />

pursuit of economic prosperity, environment has focused its development efforts<br />

via its policy document “Mahinda Chinthana”.<br />

Instituted in 1981 under the <strong>National</strong> Environmental Act No. 47 of 1980,<br />

the Central Environmental Authority (CEA) made provision for the protection,<br />

management and enhancement of the environment; for the regulation maintenance<br />

and control of the quality of the environment, and for the prevention, abatement<br />

and control of pollution. This Act was subsequently amended in 1988 and 2000<br />

to make the CEA a regulatory agency “to address and clean up” environmental<br />

problems. The Central Environment Authority functions under the purview of the<br />

Ministry of Environment and Renewable Energy.

Important Functions and Activities of the Central Environmental<br />

Authority<br />

¾ Implement Environmental Protection License (EPL)<br />

Procedure.<br />

¾ Implement the Environment Impact Assessment (EIA)<br />

procedures in accordance with the <strong>National</strong> Environmental<br />

Act.<br />

¾ Introduce Strategic Environmental Assessment (SEA) on<br />

spatial plans.<br />

¾ Regulate, maintain and control the types, constituents and<br />

effects of waste discharge, emissions, deposits or other sources of<br />

pollution including noise.<br />

¾ Monitor and maintain the quality of the environment by<br />

¾ Monitor ambient air and water quality to determine and control<br />

The CEA has established nine Provincial Offices (POs) with<br />

a view to streamlining its activities on a provincial basis<br />

covering the entire island. They are as follows:<br />
