The <strong>ROS</strong> is a formidable intervention method created by Captain Jacques Levinet,<br />

10th Dan Black Belt Police Training <strong>ROS</strong> for general and special police units and<br />

some security professionals. Special intervention units, such as ERIS in France,<br />

some army units and other defense groups, like the Spetsnaz in Russia or the GAD<br />

in Argentina, have already undergone special instruction in Police Training <strong>ROS</strong> with<br />

the French expert. Currently, <strong>ROS</strong> training projects in Qatar Police and security<br />

forces in Vietnam are ongoing<br />

<strong>POLICE</strong> <strong>TRAINING</strong> <strong>ROS</strong>. REAL OPERATIONAL SYSTEM<br />

Captain Jacques Levinet<br />

The <strong>ROS</strong> is based on four elements set by Captain Jacques Levinet:<br />

• The Police intervention Tonfa.<br />

• The Police expandable baton.<br />

• The Police Self Pro Krav (SPK).<br />

• Police Gestures and Intervention Techniques (PGIT).<br />

The originality of the method is due to the complementary use of the SPK empty hand self-defense<br />

techniques adapted to the PGIT, using pistol, handcuffs, safety palpation, teamwork and other coercive<br />

means.<br />

To this aim, agents are taught techniques of driving, coercion, takedown, bringing to the ground,<br />

neutralization, lifting, exit from vehicle, safety check, handcuffing in different positions, all associated<br />

with getting out of hostile environments, day and night, in open and closed surroundings, as a<br />

team, with evacuation or protection.<br />

The REAL OPERATIONAL SYSTEM is committed to efficiency and avoids frills respecting<br />

self-defense and firearms legislation of the countries where <strong>ROS</strong> training is applied.<br />

<strong>POLICE</strong> <strong>ROS</strong> titles are professional qualifications controlled and issued exclusively by<br />

Captain Jacques Levinet, founder of the discipline.<br />

<strong>ROS</strong> is a registered trademark of the Jacques Levinet Academy in the INPI<br />

(National Institute of Industrial Property). It is taught only to the police and some<br />

security professionals.

simultaneous. To stick to reality,<br />

workouts are often performed on<br />

hard ground without foam material.<br />

• The <strong>ROS</strong> Baton develops new<br />

grips with the stick folded and<br />

unfolded and the use of the short<br />

stick as a Yawara thanks to a<br />

conical tip at the heel. These<br />

operational techniques provide<br />

answers or keys for a job in a<br />

smaller space, like in a personal<br />

The SELF <strong>POLICE</strong><br />

PRO KRAV<br />

The objective sought is that a<br />

police officer knows how to defend<br />

himself with his personal<br />

endowment and every weapon in<br />

his belt. The goal is that of finishing<br />

the intervention, with or without a<br />

weapon, thanks to some<br />

operational keys to dominate and<br />

arrest a person. All Police gestures<br />

are learned through <strong>ROS</strong><br />

(handcuffing, evacuation,<br />

<strong>TRAINING</strong> AND MEM-<br />

BERSHIP OF <strong>POLICE</strong><br />

<strong>TRAINING</strong> <strong>ROS</strong><br />

• Technical Course - With degrees<br />

from yellow belt to black belt and<br />

then the <strong>ROS</strong> Dan ranking (from 1st<br />

to 10th Dan). Belts are not worn<br />

during training sessions because<br />

students work out in their uniforms<br />

with the full service harness.<br />

• Promotion tests consist of a<br />

technical exam and an intervention<br />

test on a real situation.<br />

• <strong>ROS</strong> Dan ranks (10 in total) are<br />

granted with the utmost<br />

seriousness, respecting time<br />

between degrees, by an<br />

international Grade and “Dan” Rank<br />

Commission. All tests are done<br />

before a jury of professionals.<br />

Degrees are represented by bars on<br />

the shoulder.<br />

• Instructor Course - Through<br />

initial and continuing training for<br />

instructor, chief instructor and <strong>ROS</strong><br />

expert. The Academy issues these<br />

training certificates for its<br />

registration as a training<br />

organization in the Ministry of Labor<br />

in France.<br />

The instructor exam consists of<br />

technical, written and educational<br />

tests. The Jacques Levinet<br />

Academy takes into account the<br />

ability of candidates and refuses to<br />

issue convenience certificates not<br />

to tarnish its credibility. Morality is<br />

required so that <strong>ROS</strong> instructors<br />

meet an honor commitment and a


code of ethics. For all these reasons,<br />

<strong>ROS</strong> grades are highly sought after.<br />

• Initial and continuous training of<br />

police units.<br />

• Municipal police, correctional<br />

police and security forces can receive<br />

initial <strong>ROS</strong> training to acquire a<br />

Certificate of Technical Aptitude or<br />

CAT, which allows them to carry and<br />

use the tonfa or the expandable baton<br />

with the permission of their superiors.<br />

• A continuous training can be<br />

programmed in order to maintain the<br />

initial training and improve the capacity<br />

of the security forces in intervention<br />

situations.<br />

• Membership Course - Trainers and<br />

coaches of different styles and units<br />

can become members of the AJL<br />

International Federation through it and<br />

the <strong>ROS</strong> of the International Police<br />

Confederation (IPC) achieve the<br />

recognition of their system and<br />

possibly their degree. A homologation<br />

gateway was created to recognize the<br />

degrees and instructor qualifications in<br />

the light of the provided justifying<br />

documentation. Some representations<br />

are established as DTN (National<br />

Technical Director), DTR (Regional<br />

Technical Director) and DTD<br />

(Departmental Technical Director)<br />

throughout France and abroad.<br />

CONFEDERATION (IPC)<br />

This organization, which is a branch<br />

of the Jacques Levinet Academy (AJL),<br />

is a link among different law<br />

enforcement units in order to exchange<br />

technical and operative policing<br />

practices, cooperation, and experience<br />

among members of the security forces,<br />

experts and organizations worldwide.<br />

A membership gateway took place<br />

between the AJL and IPC.<br />

The Police Training <strong>ROS</strong> tends to a<br />

strong professionalization of the law<br />

enforcement forces and a selection of<br />

International Police Confederation, the<br />
