Talk, Listen and Cuddle
A Box full of TLC is now available at Essex Libraries!
The boxes are packed full of resources for parents,
dealing with difficult issues, such as bereavement,
starting school and even bedtime. As well as tackling
these challenging issues, the books and resources
focus on encouraging parents to take time out and
choose a quiet time to share, and most important,
talk, listen and cuddle with their child(ren).
The TLC boxes have a range of picture books to
share and an adult non-fiction title. The boxes also
contain an object to add a physical and sensory
dimension to the book-sharing experience, for
example a 'Well done! Squeezy Star' in the toilet
training box and a facial expressions glove in the
under-fives bereavement pack. Customers can request TLC boxes by using their
library card at any library or online.

Flu Vaccinations
GP surgeries are now making appointments for seasonal flu vaccinations. Flu can
be a very serious illness, particularly for people in at-risk groups such as older
people, those with chronic health conditions and pregnant women. The Department
of Health recommends that, people aged over 65, those who live in residential care
and women who are pregnant should have the flu vaccine.
The Department of Health also recommends that people in at-risk groups should
have the vaccine. You are at risk if you have: heart problems; liver disease; kidney
disease; a chest complaint; if you are diabetic; if you’ve had a stroke or have
reduced immunity e.g. people who’ve had cancer treatment. If you are caring for
somebody with reduced immunity you will also be entitled to a vaccine.

Policy Development News
The eight-week period of public consultation on Essex County Council’s Statement of
Community Involvement First Review Draft document is now complete. Many thanks
to those of you who submitted comments on the proposed changes to the way we
consult, you will shortly be able to view all responses made to this consultation at
http://consult.essexcc.gov.uk. The document is scheduled for Cabinet on 27 November
and Full Council on 11 December.
A new set of Town & Country Planning (Local Planning) (England) Regulations came
into force this year, which has resulted in a name change for our minerals and waste
development documents. The Minerals Development Document (MDD) will now be
called the Minerals Local Plan (MLP) and the Waste Development Document (WDD)
will be known as the Waste Local Plan (WLP). Once the plans are adopted they will
supersede the current Minerals Local Plan of 1996 and Waste Local Plan of 2001.
Work on the Minerals Local Plan (MLP) is taking first priority to achieve Cabinet in
November and Full Council sign-off in December ready for the publication of the
proposed submission document (for subsequent consultation in January). The team is
aiming for Full Council sign-off for the Waste Local Plan (WLP) submission document
in summer 2013.

Development Management News
On 23 April 2012 the County Council refused planning permission for extraction of sand
as an extension to the existing quarry with restoration to agriculture at lower level
(without landfill), including retention of existing access, office and weighbridge at
Elsenham Quarry, Hall Road, Elsenham, Bishops Stortford (Ref ESS/50/11/UTT).

An appeal was submitted on 14 May 2012 and a Public Inquiry is due to be held at
County Hall for eight days from 23 October until 2 November.
Gypsy and Traveller Services News
The Essex Countywide Traveller Unit (ECTU) was formerly launched on 1 October. This
new project will see ECC working with its partners to; deliver education, health and fire
safety outcomes, a consistent approach to managing unauthorised encampments and
managing local authority sites.
During these initial months, the team - although highly skilled and experienced in
working with the Gypsy/Traveller community - will be enhancing its skills with bespoke
training from ECTU’s fire service and primary care trust partners to ensure that the unit
delivers the required multidisciplinary outcomes and, in doing so, that the
Gypsy/Traveller community accesses those key services.
Throughout this process ECTU will continue to gather the necessary data to identify the
full scope of the project and will be delivering the key services. An early project currently
in progress is ‘Flu Safe – get the jab’, a project to raise awareness and increase the
number of those opting for flu vaccinations in the Gypsy/Traveller communities.

TOURISM & LEISURE SHOW 2013

This annual event is now in its 18 th year, and still continues to be the No. 1
event for group travel organisers in the East of England.

Register for Superfast Broadband
Essex County Council is reminding residents to register their interest in getting
superfast broadband at home. This can be done by filling out a simple survey at
www.essex.gov.uk/ruralbroadband.
Essex County Councillor Kevin Bentley Cabinet Member for Economic Growth said,
“We want to gauge what the demand is for superfast broadband is in the rural parts
of our county. With more services moving online, it’s important that we ensure that
internet facilities are available to all.”
The Superfast Essex Board, which consists of representatives from Essex County
Council as well as the District, Borough and Unitary authorities in Essex, has
submitted plans to Government through the BDUK project. As the tender process is
progressing, it is important that to show potential providers that there is a high
demand for services in the county.
Cllr Bentley added, “We need to show providers that there is a reason for them to
come to Essex and offer their superfast broadband services to our residents. The
more people that register in one area, the more chance there is that the area will
have their broadband upgraded.”
Currently there are approximately 180,000 households (30%) in the county that do
not receive superfast broadband services of at least 24mbs. The aim of this project
is to enable 90% of the Essex population to be able to receive superfast broadband
by 2015.
To register your interest in getting superfast broadband at home, visit
www.essex.gov.uk/ruralbroadband. If you are unable to access the internet, visit
local libraries to use the computers for free. Library staff will be on hand to assist
anyone that isn’t sure.

Community Capital
Big Society Fund
The deadline for applications to the Community Capital fund
has now closed. The judging panels will meet in each
district/borough/city throughout November. Applicants will be
advised within a few days whether or not they’ve been
successful.
Community Response
The Community Response fund is still open for expressions
of interest. Applications to this fund will only be considered
where the need is evidenced clearly by the applicant that
funding is required for time critical initiatives, or initiatives that
require one-off start-up funding.
Expressions of interest are also invited from private
enterprises operating for or providing social benefits, for
example, community shops or pubs (please note that only
businesses which are the only business of that type in the
community will be able to apply for a grant).
We are still accepting expressions of interest for any
feasibility, design and planning work.
This fund is subject to a maximum application of £10,000 for
any one project.
