<strong>Talk</strong>, <strong>Listen</strong> <strong>and</strong> <strong>Cuddle</strong><br />

A Box full of TLC is now available at <strong>Essex</strong> Libraries!<br />

The boxes are packed full of resources for parents,<br />

dealing with difficult issues, such as bereavement,<br />

starting school <strong>and</strong> even bedtime. As well as tackling<br />

these challenging issues, the books <strong>and</strong> resources<br />

focus on encouraging parents to take time out <strong>and</strong><br />

choose a quiet time to share, <strong>and</strong> most important,<br />

talk, listen <strong>and</strong> cuddle with their child(ren).<br />

The TLC boxes have a range of picture books to<br />

share <strong>and</strong> an adult non-fiction title. The boxes also<br />

contain an object to add a physical <strong>and</strong> sensory<br />

dimension to the book-sharing experience, for<br />

example a 'Well done! Squeezy Star' in the toilet<br />

training box <strong>and</strong> a facial expressions glove in the<br />

under-fives bereavement pack. Customers can request TLC boxes by using their<br />

library card at any library or online.<br />

Flu Vaccinations<br />

GP surgeries are now making appointments for seasonal flu vaccinations. Flu can<br />

be a very serious illness, particularly for people in at-risk groups such as older<br />

people, those with chronic health conditions <strong>and</strong> pregnant women. The Department<br />

of Health recommends that, people aged over 65, those who live in residential care<br />

<strong>and</strong> women who are pregnant should have the flu vaccine.<br />

The Department of Health also recommends that people in at-risk groups should<br />

have the vaccine. You are at risk if you have: heart problems; liver disease; kidney<br />

disease; a chest complaint; if you are diabetic; if you’ve had a stroke or have<br />

reduced immunity e.g. people who’ve had cancer treatment. If you are caring for<br />

somebody with reduced immunity you will also be entitled to a vaccine.<br />

Policy Development News<br />

The eight-week period of public consultation on <strong>Essex</strong> <strong>County</strong> <strong>Council</strong>’s Statement of<br />

Community Involvement First Review Draft document is now complete. Many thanks<br />

to those of you who submitted comments on the proposed changes to the way we<br />

consult, you will shortly be able to view all responses made to this consultation at<br />

http://consult.essexcc.gov.uk. The document is scheduled for Cabinet on 27 November<br />

<strong>and</strong> Full <strong>Council</strong> on 11 December.<br />

A new set of Town & Country Planning (Local Planning) (Engl<strong>and</strong>) Regulations came<br />

into force this year, which has resulted in a name change for our minerals <strong>and</strong> waste<br />

development documents. The Minerals Development Document (MDD) will now be<br />

called the Minerals Local Plan (MLP) <strong>and</strong> the Waste Development Document (WDD)<br />

will be known as the Waste Local Plan (WLP). Once the plans are adopted they will<br />

supersede the current Minerals Local Plan of 1996 <strong>and</strong> Waste Local Plan of 2001.<br />

Work on the Minerals Local Plan (MLP) is taking first priority to achieve Cabinet in<br />

November <strong>and</strong> Full <strong>Council</strong> sign-off in December ready for the publication of the<br />

proposed submission document (for subsequent consultation in January). The team is<br />

aiming for Full <strong>Council</strong> sign-off for the Waste Local Plan (WLP) submission document<br />

in summer 2013.<br />

Development Management News<br />

On 23 April 2012 the <strong>County</strong> <strong>Council</strong> refused planning permission for extraction of s<strong>and</strong><br />

as an extension to the existing quarry with restoration to agriculture at lower level<br />

(without l<strong>and</strong>fill), including retention of existing access, office <strong>and</strong> weighbridge at<br />

Elsenham Quarry, Hall Road, Elsenham, Bishops Stortford (Ref ESS/50/11/UTT).<br />

An appeal was submitted on 14 May 2012 <strong>and</strong> a Public Inquiry is due to be held at<br />

<strong>County</strong> Hall for eight days from 23 October until 2 November.<br />

Gypsy <strong>and</strong> Traveller Services News<br />

The <strong>Essex</strong> <strong>County</strong>wide Traveller Unit (ECTU) was formerly launched on 1 October. This<br />

new project will see ECC working with its partners to; deliver education, health <strong>and</strong> fire<br />

safety outcomes, a consistent approach to managing unauthorised encampments <strong>and</strong><br />

managing local authority sites.<br />

During these initial months, the team - although highly skilled <strong>and</strong> experienced in<br />

working with the Gypsy/Traveller community - will be enhancing its skills with bespoke<br />

training from ECTU’s fire service <strong>and</strong> primary care trust partners to ensure that the unit<br />

delivers the required multidisciplinary outcomes <strong>and</strong>, in doing so, that the<br />

Gypsy/Traveller community accesses those key services.<br />

Throughout this process ECTU will continue to gather the necessary data to identify the<br />

full scope of the project <strong>and</strong> will be delivering the key services. An early project currently<br />

in progress is ‘Flu Safe – get the jab’, a project to raise awareness <strong>and</strong> increase the<br />

number of those opting for flu vaccinations in the Gypsy/Traveller communities.<br />

TOURISM & LEISURE SHOW 2013<br />

This annual event is now in its 18 th year, <strong>and</strong> still continues to be the No. 1<br />

event for group travel organisers in the East of Engl<strong>and</strong>.<br />

Whether planning a day excursion or short break, this event will provide<br />

organisers, with all the information needed to organise trips for 2013 <strong>and</strong><br />

beyond.<br />

Capturing over 90 top class exhibitors all under one roof, from all over the<br />

East <strong>and</strong> South of Engl<strong>and</strong>, London <strong>and</strong> beyond, means that it saves<br />

organisers precious time <strong>and</strong> energy when researching places to visit.<br />

Visitors can chat with representatives from historic houses to theme parks,<br />

boat trips to museums.<br />

Now a permanent area at the show, Taste <strong>Essex</strong> provides visitors with an<br />

insight into some of the wonderful produce which comes from the county,<br />

giving visitors the opportunity to “taste before they buy”, <strong>and</strong> coach operators<br />

can also show visitors around the facilities their coaches have to offer in the<br />

Coach Area.<br />

Visitors this year have the opportunity to win an overnight stay at the Pier at<br />

Harwich, <strong>and</strong> also to visit Maldon <strong>and</strong> have a tour of a Topsail Charter<br />

Thames Sailing Barge on a mini familiarisation trip (10.00am or 3.45am).<br />

Register for Superfast Broadb<strong>and</strong><br />

<strong>Essex</strong> <strong>County</strong> <strong>Council</strong> is reminding residents to register their interest in getting<br />

superfast broadb<strong>and</strong> at home. This can be done by filling out a simple survey at<br />

www.essex.gov.uk/ruralbroadb<strong>and</strong>.<br />

<strong>Essex</strong> <strong>County</strong> <strong>Council</strong>lor Kevin Bentley Cabinet Member for Economic Growth said,<br />

“We want to gauge what the dem<strong>and</strong> is for superfast broadb<strong>and</strong> is in the rural parts<br />

of our county. With more services moving online, it’s important that we ensure that<br />

internet facilities are available to all.”<br />

The Superfast <strong>Essex</strong> Board, which consists of representatives from <strong>Essex</strong> <strong>County</strong><br />

<strong>Council</strong> as well as the District, Borough <strong>and</strong> Unitary authorities in <strong>Essex</strong>, has<br />

submitted plans to Government through the BDUK project. As the tender process is<br />

progressing, it is important that to show potential providers that there is a high<br />

dem<strong>and</strong> for services in the county.<br />

Cllr Bentley added, “We need to show providers that there is a reason for them to<br />

come to <strong>Essex</strong> <strong>and</strong> offer their superfast broadb<strong>and</strong> services to our residents. The<br />

more people that register in one area, the more chance there is that the area will<br />

have their broadb<strong>and</strong> upgraded.”<br />

Currently there are approximately 180,000 households (30%) in the county that do<br />

not receive superfast broadb<strong>and</strong> services of at least 24mbs. The aim of this project<br />

is to enable 90% of the <strong>Essex</strong> population to be able to receive superfast broadb<strong>and</strong><br />

by 2015.<br />

To register your interest in getting superfast broadb<strong>and</strong> at home, visit<br />

www.essex.gov.uk/ruralbroadb<strong>and</strong>. If you are unable to access the internet, visit<br />

local libraries to use the computers for free. Library staff will be on h<strong>and</strong> to assist<br />

anyone that isn’t sure.<br />

Community Capital<br />

Big Society Fund<br />

The deadline for applications to the Community Capital fund<br />

has now closed. The judging panels will meet in each<br />

district/borough/city throughout November. Applicants will be<br />

advised within a few days whether or not they’ve been<br />

successful.<br />

Community Response<br />

The Community Response fund is still open for expressions<br />

of interest. Applications to this fund will only be considered<br />

where the need is evidenced clearly by the applicant that<br />

funding is required for time critical initiatives, or initiatives that<br />

require one-off start-up funding.<br />

Expressions of interest are also invited from private<br />

enterprises operating for or providing social benefits, for<br />

example, community shops or pubs (please note that only<br />

businesses which are the only business of that type in the<br />

community will be able to apply for a grant).<br />

We are still accepting expressions of interest for any<br />

feasibility, design <strong>and</strong> planning work.<br />

This fund is subject to a maximum application of £10,000 for<br />

any one project.<br />
