Recommendations:<br />

6. Criminal prosecutions for<br />

transmission of or exposure to <strong>HIV</strong><br />

should be ended across the UK so<br />

that it is only prosecutable in cases<br />

of intentional transmission.<br />

7. The Government and the Equality<br />

and Human Rights Commission should<br />

increase awareness of the Equality Act<br />

2010 and what this means for<br />

employers, service providers, public<br />

bodies and people living with <strong>HIV</strong> in<br />

Britain. The Equality Commission for<br />

Northern Ireland should work with the<br />

Government to increase awareness of<br />

corresponding laws in Northern<br />

Ireland.<br />

8. Governments should review the<br />

impact of their laws and policies on<br />

people at increased risk of <strong>HIV</strong>,<br />

including gay and bisexual men, black<br />

and minority ethnic (BME) groups,<br />

migrants, trans* people, sex workers<br />

and people who inject drugs, and take<br />

steps to reduce structural inequalities<br />

for these groups.<br />

9. Local authorities in the UK must<br />

recognise the value of <strong>HIV</strong>-specific<br />

services in providing advice and<br />

support to people living with <strong>HIV</strong> and<br />

should ensure that the needs of people<br />

living with <strong>HIV</strong> are considered in the<br />

shaping of the local advice sector.<br />

10. All young people living in the UK<br />

should have access to accurate<br />

information on <strong>HIV</strong> as part of a<br />

comprehensive curriculum for PSHE<br />

and SRE in schools. This should provide<br />

the opportunity to discuss same-sex<br />

relationships, prevention of <strong>HIV</strong> and<br />

the issue of stigma.<br />

4.6 Working in organisations to reduce stigma<br />

Strategies to reduce stigma within organisations are<br />

important. Institutionalised stigma can serve to<br />

legitimise discriminatory views and feed into wider<br />

social stigma and discrimination. People living with<br />

<strong>HIV</strong> continue to experience stigma in schools,<br />

hospitals and from private service providers and<br />

businesses but this is one area where there is more<br />

evidence about effective interventions.<br />

4.6.1 Healthcare settings<br />

The importance of addressing stigma in healthcare<br />

settings has been recognised across the world and<br />

there are several initiatives which have been tested<br />

within hospitals. This is perhaps unsurprising – in the<br />

UK as elsewhere, stigma in healthcare exists and<br />

directly impacts on people’s ability to access<br />

necessary care. In a 2007-08 survey of people living<br />

with <strong>HIV</strong> in the UK, nearly one in five (19%) reported<br />

discrimination from healthcare staff in the previous<br />

12 months, 79 and in 2009 17% reported having been<br />

denied healthcare due to their <strong>HIV</strong> status in the<br />

previous 12 months. 80 More recently in 2015, 14% of<br />

people living with <strong>HIV</strong> reported being treated<br />

differently by their GP due to their <strong>HIV</strong> status, 6% felt<br />

that they had been refused treatment or that<br />

treatment had been delayed. 81<br />
