malibusurfsidenews.com School Malibu surfside news | July 27, 2016 | 17 Malibu Unification Negotiations Committee State funding a major concern if, when district separates Alex Vejar, Assistant Editor The Malibu Unification Negotiations Committee on July 19 batted around some options for creating an equitable financial situation if and when the separation of the Santa Monica-Malibu Unified School District occurs. In its prior meeting, the committee of six faced some sobering realities that could make a split more difficult because it would cost the State of California millions of dollars to subsidize a Santa Monica-only school district, according to a report by the committee’s educational consultant School Services of California. Robert Miyashiro and Mike Ricketts of SSC attended the meeting in person and detailed their ideas for how the separation of the SMMUSD could benefit Malibu, Santa Monica and the State. The first option the consultants suggested involved doing nothing different. In other words, the committee would continue on its current path to a split and assume that the State backfill the financial shortfall left after Santa Monica is independent. Santa Monica team member Paul Silvern said the committee would also have to convince the State Board of Education that the extra money the State will have to pay is not “an adverse impact that should kill the separation.” “I think ... that is a better option because, obviously, it’s easier as a sell to Malibu because they end up with more money than if they had to just share what’s already there,” said Debbie Mulvaney, a Santa Monica team member. That option, however, would be risky because it’s possible the State BOE or the Department of Finance could say no because it costs the State money, Silvern said. The committee also briefly discussed the possibility going with the first option, but using special legislation to circumvent the approval process of the Los Angeles County Office of Education and the State Board. Mulvaney said using legislation could be beneficial because it is always possible that either LACOE or the State denies the separation based on something other than financial criteria. The second option caused some stir. Miyashiro said he and Ricketts were “noodling” around with the idea that after a separation occurs, two independent districts would perform financially as if they were still one district, with each city getting exactly the same amount of money as they get currently with SMMUSD. In that model, Malibu would not become a basic aid district immediately after a split, and it would agree to pay any financial shortfall incurred by Santa Monica. That way, “from the State’s point of view, there is no state costs,” Miyashiro said. Essentially, Malibu would have to prop up Santa Monica until it becomes a basic aid district and no longer needs extra funds from Malibu to make it financially viable. That option did not seem popular among the committee. “I don’t think it’s viable in any scenario,” Malibu team member Manel Sweetmore said. Most of the committee members agreed, with the exception of Silvern, Sweetmore and Santa Monica team member Tom Larmore. Silvern said SSC should explore the option further, while Larmore said he is “certainly” not ready to give up on the scenario because he thinks it’s the better political option. Sweetmore said Option 2 could be a good backup plan if a political challenge to the separation were to arise. The committee also tackled various ways on how two separate districts can divvy up what it called “other sources of revenue,” which includes the SM- MUSD joint use agreement, rental income and other sources not controlled by the district. School News TUFTS UNIVERSITY Malibuites make dean’s list, graduate Three students from Malibu earned dean’s list honors at Tufts University. The students were Linus Gordon, Lauren Louks and Christopher Mohr. All three students are from the class of 2018. Dean’s list honors at Tufts University require a semester GPA of 3.4 or greater. In addition, Malibu native Evan Anthony graduated from Tufts University with a bachelor’s degree in economics. Anthony was one of more than 3,000 students that graduated from the university on May 22. Washington UNIVERSITY Felman lands on dean’s list Madison Felman was named to the dean’s list at Washington University, and also graduated from the College of Arts & Sciences. Feldman earned at least a 3.6 GPA and was enrolled in at least 14 graded units to qualify.
