Bids submitted after this time will not be accepted. The Work of this Contract generally consists of grading and asphalt paving of the parking lot and construction of stormwater best management practices (BMPs), including sedimentation basins, a grasslined channel, and an infiltration trench at the Rowley Water Department (RWD) Office located at 401 Central Street in Rowley. Because he has played so many roles in the district, he said it would be easy to assume he knows everything he needs to for being the superintendent. “I have a sense of what we do well, what are our challenges,” he said. But he said the change in role, even if it is just down the hall from one office to the larger corner office, is giving him a different perspective. “I will be asking everyone to show me the good, the bad and the ugly,” he said. He expects to outline his plan for the year at the Sept. 14th school board meeting, which will include a discussion on conducting the forums and personal interviews. Next spring, he plans to unveil what he has learned during the fall and winter conversations and outline how he will address each issue he has heard. At the same time, Forget is going through a three-year, staterequired new superintendent induction program with Christine McGrath, a long-time Tewksbury superintendent, as his mentor. The program, which involves numerous meetings with other superintendents and his mentor, will be like having a second job, he told the school board last week. Despite opposition from residents along Central Avenue and Central Way to the solar farm behind Country Gardens, the town of Rowley has approved the solar farm. Under town law, the owners of the property, which is in the outlying district, have the right to lease the property for a solar farm. It needs only a site plan review by the Planning Board. The Planning Board, acting under a new solar farm bylaw, also approved a second solar farm on five acres of a 33-acre tract at 157 Newburyport Turnpike. Both farms, approved by the Planning Board and Conservation Commission, will generate about a half megawatt of electricity, which Brightergy will sell to the Rowley Electric Co. Brightergy is a national energy company, based in Kansas City, MO. It has installed 1,500 solar projects in 17 states, mostly in the Midwest and Southeast. With a Massachusetts office in Charlestown, it is erecting the nation’s largest campus solar energy system at the University of Forget Takes The Triton Reins As superintendent, Forget steps into what he believes is a wellfunctioning district. “We deliver a good product,” he said. But Triton faces some difficult challenges. The issue that may have the broadest impact is the declining enrollment in Triton schools. In broad numbers, Triton is projected to have 600 fewer students in the next 10 years. That affects numbers of classes. It impacts budgets and what the towns of Newbury, Rowley and Salisbury pay to support the schools. When Forget was an elementary teacher, there were four and five classes per grade. Now there are two or three in most grades, he said. The middle school once had 500 students and now has 300. The high school, which had 1,000 students, has 600, he said. The decline in students means fewer classroom teachers, he said. But state mandates that require hiring staff to be reading and math specialists for students, to teach those who have severe medical issues and learning disabilities have not reduced significantly the size of the staff. “We have to meet the needs of each learner,” he said. The district will continue to focus on math and literary, but he wants to find ways to bring “rigorous standards of education” Rowley Approves First Solar Farms Massachusetts at Amherst. When completed, the campus will have 15,000 solar panels on six buildings and over two parking lots. In Rowley, there was no opposition to the Newburyport Turnpike field. The only hiccup in winning its approval was a concern by the Conservation Commission about the number of trees and vegetation that would have to be cut down. Not so with Freitag’s field. Nearby neighbors were not happy. “Are they ever happy?” asked Freitag, who said about half of the abutters supported the project. The others did not. Several of the neighbors showed up at the planning board meeting to voice concerns. Most objected to having to view the panels from their homes, so the Planning Board required Brightergy to move the panels to the back part of the acreage and plant additional trees as a buffer. Others were worried that the installation of the panels would create dust. So the Planning Board instructed Brightergy to keep the construction dust down. in all areas, such as science. He even wants to discuss how Triton schools find time in the students’ day for them to run outside and breathe fresh air. Each year, Triton has to win the approval for its budget of two of its three towns. The declining student enrollment, which has hit Newbury and Rowley, has brought calls from the towns for a makeover of how they fund the district. A board subcommittee will present some ideas on how to revise the regional school funding agreement at its Sept. 14th meeting. A white hardhat that sits on the bookshelf behind Forget’s desk is a practical symbol of the construction he is overseeing at the new stadium and will likely oversee as Pine Grove Elementary John and Kathleen Petrowicz sent a letter voicing concerns that the solar panels might cause interference with radio frequencies in the area. Gary Fraser, who lives next to the field, is most concerned about the panels causing a fire in the wooded area. “If there was a fire, who would take care of it?” Fraser said Brightergy had been unresponsive to several questions from the neighbors. In addition to the fire issue, he and others have asked what company will manufacture the solar panels. “We want to know if they are going to be made in China,” he said. He said some Chinese solar panel manufactures have a high failure rate. He also said Brightergy has not paid the required fee to the Conservation Commission. Finally, Fraser said he and other abutters may challenge the legality of the Planning Board’s approval with Secretary of State William Galvin. “I don’t know what we are dealing with,” Fraser said of Brightergy. “But it does not sound good.” Your Clean Come in for SPaCe a visit and compare!
