shoes at the helm of the Triton<br />
Regional School District.<br />

years ago, Forget, now 43, has<br />
been a teacher, assistant principal,<br />
principal, business manager and<br />
assistant superintendent, all at<br />
Triton, before the Triton school<br />
board appointed him last spring<br />
to replace the retiring Farmer.<br />
But as knowledgeable as he is<br />
about Triton, its communities,<br />
the budget, the politics of working<br />
with three town governments and<br />
the state Department of Education,<br />
Forget said he will spend much of<br />
his first year listening.<br />
Quoting an old saying, Forget<br />
said, “I am going to go slow to go<br />
fast.”<br />
He is planning to conduct<br />
parent forums in each of the<br />
schools and interview 40 or 50<br />
people who have a direct impact<br />
on Triton from town managers<br />

In observance of National Ovarian Cancer Month, Greater<br />
Newburyport Ovarian Cancer Awareness (GNOCA) will<br />
present its sixth annual Lantern Festival, at Bartlet Mall, on<br />
September 4, from 6 to 8 p.m.<br />
All are welcome to come and decorate, light and float<br />
lanterns on Frog Pond at dusk. This well attended ceremony<br />
is in the Asian tradition of remembering family and friends<br />
and making wishes for the future. Decorating materials and<br />
calligraphers will be available. There is no charge for the<br />
lanterns, but a donation of $10 is suggested.<br />
GNOCA, a volunteer organization, was founded in<br />
2011. Its mission is to honor and improve women’s lives<br />
by promoting earlier detection, enhanced recovery and<br />

The Town of Rowley Water Department (“Owner”), shall receive<br />
sealed bids at the Town of Rowley Water Department Office, 401<br />
Central Street, PO Box 29, Rowley, Massachusetts for the Construction<br />
of the 401 Central Street Paving and Stormwater Improvements,<br />
Contract No. 2X, until 2:00 pm prevailing time, Thursday, September<br />

The Work of this Contract generally consists of grading and asphalt<br />

and selectmen to the executive of<br />
the teachers union.<br />
Because he has played so many<br />
roles in the district, he said it<br />
would be easy to assume he knows<br />
everything he needs to for being<br />
the superintendent. “I have a<br />
sense of what we do well, what are<br />
our challenges,” he said.<br />
But he said the change in role,<br />
even if it is just down the hall from<br />
one office to the larger corner<br />
office, is giving him a different<br />
perspective.<br />
“I will be asking everyone to<br />
show me the good, the bad and<br />
the ugly,” he said.<br />
He expects to outline his plan for<br />
the year at the Sept. 14th school<br />
board meeting, which will include<br />
a discussion on conducting the<br />
forums and personal interviews.<br />
Next spring, he plans to unveil<br />
what he has learned during the<br />
fall and winter conversations and<br />
outline how he will address each<br />
issue he has heard.<br />
At the same time, Forget is<br />
going through a three-year, staterequired<br />
new superintendent<br />
induction program with Christine<br />
McGrath, a long-time Tewksbury<br />
superintendent, as his mentor.<br />
The program, which involves<br />
numerous meetings with other<br />
superintendents and his mentor,<br />
will be like having a second job, he<br />
told the school board last week.<br />

Despite opposition from<br />
residents along Central Avenue<br />
and Central Way to the solar farm<br />
behind Country Gardens, the<br />
town of Rowley has approved the<br />
solar farm. Under town law, the<br />
owners of the property, which is<br />
in the outlying district, have the<br />
right to lease the property for a<br />
solar farm. It needs only a site plan<br />
review by the Planning Board.<br />
The Planning Board, acting<br />
under a new solar farm bylaw,<br />
also approved a second solar farm<br />
on five acres of a 33-acre tract<br />
at 157 Newburyport Turnpike.<br />
Both farms, approved by the<br />
Planning Board and Conservation<br />
Commission, will generate about<br />
a half megawatt of electricity,<br />
which Brightergy will sell to the<br />
Rowley Electric Co.<br />
Brightergy is a national energy<br />
company, based in Kansas City,<br />
MO. It has installed 1,500 solar<br />
projects in 17 states, mostly in<br />
the Midwest and Southeast.<br />
With a Massachusetts office in<br />
Charlestown, it is erecting the<br />
nation’s largest campus solar<br />
energy system at the University of<br />
Forget Takes The Triton Reins<br />
As superintendent, Forget steps<br />
into what he believes is a wellfunctioning<br />
district. “We deliver a<br />
good product,” he said. But Triton<br />
faces some difficult challenges.<br />
The issue that may have the<br />
broadest impact is the declining<br />
enrollment in Triton schools. In<br />
broad numbers, Triton is projected<br />
to have 600 fewer students in<br />
the next 10 years. That affects<br />
numbers of classes. It impacts<br />
budgets and what the towns of<br />
Newbury, Rowley and Salisbury<br />
pay to support the schools.<br />
When Forget was an elementary<br />
teacher, there were four and five<br />
classes per grade. Now there are<br />
two or three in most grades, he<br />
said.<br />
The middle school once had<br />
500 students and now has 300.<br />
The high school, which had 1,000<br />
students, has 600, he said.<br />
The decline in students means<br />
fewer classroom teachers, he said.<br />
But state mandates that require<br />
hiring staff to be reading and math<br />
specialists for students, to teach<br />
those who have severe medical<br />
issues and learning disabilities<br />
have not reduced significantly the<br />
size of the staff.<br />
“We have to meet the needs of<br />
each learner,” he said.<br />
The district will continue to<br />
focus on math and literary, but<br />
he wants to find ways to bring<br />
“rigorous standards of education”<br />
Rowley Approves First Solar Farms<br />
Massachusetts at Amherst. When<br />
completed, the campus will<br />
have 15,000 solar panels on six<br />
buildings and over two parking<br />
lots.<br />
In Rowley, there was no<br />
opposition to the Newburyport<br />
Turnpike field. The only hiccup<br />
in winning its approval was a<br />
concern by the Conservation<br />
Commission about the number<br />
of trees and vegetation that would<br />
have to be cut down.<br />
Not so with Freitag’s field.<br />
Nearby neighbors were not<br />
happy. “Are they ever happy?”<br />
asked Freitag, who said about<br />
half of the abutters supported the<br />
project. The others did not.<br />
Several of the neighbors showed<br />
up at the planning board meeting<br />
to voice concerns. Most objected<br />
to having to view the panels from<br />
their homes, so the Planning<br />
Board required Brightergy to<br />
move the panels to the back part<br />
of the acreage and plant additional<br />
trees as a buffer.<br />
Others were worried that the<br />
installation of the panels would<br />
create dust. So the Planning Board<br />
instructed Brightergy to keep the<br />
construction dust down.<br />

even wants to discuss how Triton<br />
schools find time in the students’<br />
day for them to run outside and<br />
breathe fresh air.<br />
Each year, Triton has to win<br />
the approval for its budget of two<br />
of its three towns. The declining<br />
student enrollment, which has<br />
hit Newbury and Rowley, has<br />
brought calls from the towns for<br />
a makeover of how they fund the<br />
district.<br />
A board subcommittee will<br />
present some ideas on how to<br />
revise the regional school funding<br />
agreement at its Sept. 14th<br />
meeting.<br />
A white hardhat that sits on<br />
the bookshelf behind Forget’s<br />
desk is a practical symbol of the<br />
construction he is overseeing at<br />
the new stadium and will likely<br />
oversee as Pine Grove Elementary<br />
John and Kathleen Petrowicz<br />
sent a letter voicing concerns<br />
that the solar panels might cause<br />
interference with radio frequencies<br />
in the area.<br />
Gary Fraser, who lives next to<br />
the field, is most concerned about<br />
the panels causing a fire in the<br />
wooded area. “If there was a fire,<br />
who would take care of it?”<br />
Fraser said Brightergy had been<br />
unresponsive to several questions<br />
from the neighbors. In addition<br />
to the fire issue, he and others<br />
have asked what company will<br />
manufacture the solar panels.<br />
“We want to know if they are<br />
going to be made in China,” he<br />
said. He said some Chinese solar<br />
panel manufactures have a high<br />
failure rate.<br />
He also said Brightergy has<br />
not paid the required fee to the<br />
Conservation Commission.<br />
Finally, Fraser said he and other<br />
abutters may challenge the legality<br />
of the Planning Board’s approval<br />
with Secretary of State William<br />
Galvin.<br />
“I don’t know what we are<br />
dealing with,” Fraser said of<br />
Brightergy. “But it does not sound<br />
good.”<br />

Journalist-author Dyke Hendrickson<br />
is scheduled to speak at the Custom<br />
House Maritime Museum on Friday,<br />
Sept. 2, at 6 p.m. about research for<br />
his new book, “Nautical Newburyport:<br />
A History of Captains, Clipper Ships<br />
and the Coast Guard.” Hendrickson,<br />
of Newburyport, recently completed a<br />
study of the maritime legacy of the city<br />
from 1764 to 1915. His presentation<br />
will include two dozen slides focusing<br />
on shipbuilding, trade on the riverfront,<br />
engagement in the Revolutionary War<br />
and the War of 18<strong>12</strong> and the birth of<br />
the Coast Guard. The book is finished,<br />
and is slated for publication in March<br />
by The History Press of Charleston,<br />
S.C. The veteran journalist will discuss<br />
his plan to bring research to the<br />
community. It is called “Taking Port<br />
History to People” and he will use the<br />
kickstarter.com platform to initiate the<br />
program. His presentation is part of the<br />
Maritime Museum’s “first Friday” series<br />
at which historical themes are discussed.<br />
This is Hendrickson’s fourth book.<br />

NEWBURYPORT - A controlled white-tailed deer hunt has been scheduled for Wednesday, December 7, 20<strong>16</strong>, at Parker<br />
River National Wildlife Refuge, Newburyport, Massachusetts. As an integral part of a comprehensive Refuge Wildlife<br />
Management Program, this annual hunt helps maintain the deer population at a level commensurate with the available<br />
habitat while providing recreational opportunities for the hunting public. The hunt is by Refuge permit only with a<br />
maximum of 35 hunters, including up to 4 paraplegic hunters, to be selected by public lottery on Monday, October 3,<br />
20<strong>16</strong> at 2 pm at Refuge Headquarters, 6 Plum Island Turnpike in Newburyport. To apply for a permit, send a single 3” x<br />
5” card containing your complete name, address, daytime phone number and Massachusetts deer hunting license number<br />
to Refuge Headquarters. To allow for two people to hunt together on the same day, up to two hunters may apply on the<br />
same single 3” x 5” card but all the required information must be included on the card for both applicants. Only one<br />
Paraplegic hunter is required for a buddy team to qualify for the paraplegic hunt lottery. A paraplegic hunter may also have<br />
an assistant who is not allowed to hunt and whose name and other information should not be included on the application.<br />
A paraplegic hunter should note “paraplegic” on his/her application card so as to<br />
ensure entry into the paraplegic hunt lottery. Only one application is permitted<br />
per party. A self-addressed stamped envelope should be submitted, one for each<br />
hunter, with the application. All applications must be received by COB, Saturday<br />
October 1, 20<strong>16</strong>. Successful applicants must attend a one hour Refuge Hunter<br />
Safety & Orientation Program scheduled for the morning of Saturday, October<br />
22 at 10:00 am or the make-up orientation on Thursday October 27 at 7:00 pm.<br />
Both sessions will be held at the Refuge Headquarters. The lottery winners will<br />
be charged a $20 permit fee to participate in the Refuge hunt with the fee reduced<br />
to $10 for holders of valid Senior or Access Passports. The hunt zone will consist<br />
of approximately 1400 acres on the Plum Island section of the Refuge. To ensure<br />
public safety, the entire Plum Island section will be closed to all other activities for<br />

Dental decay (caries) is still very<br />
prevalent in today’s society. There<br />
are many factors that contribute<br />
to dental decay. In addition, there<br />
are some people who are more<br />
susceptible to decay than others.<br />
In an article in the Journal of the<br />
American Dental Association<br />
(JADA), sugar-sweetened<br />
beverages, one of the main culprits<br />
for dental decay, was discussed.<br />
Dental decay is a multifactorial<br />
disease characterized as an<br />
infectious process during which<br />
carbohydrates are fermented<br />
by specific oral bacteria at the<br />
tooth surface. This results in acid<br />
production and enamel breakdown.<br />
It should be noted that the<br />
beverages described in this column<br />
are not the only things that lead<br />
to dental decay. Anything rich in<br />
carbohydrates or with high acidity<br />
can lead to decay. In addition, the<br />
right bacteria, genetics, improper<br />
home care, and salivary flow are all<br />
contributing factors.<br />
With regards to beverages<br />
specifically, as described in<br />
the JADA article, the main<br />
carbohydrate additives to note are<br />
sugar, lactose, high-fructose corn<br />

One thing to consider (and it<br />
takes the most time) is whether<br />
you need a Medicare Advantage<br />

Do You Have a Decay Problem?<br />
syrup, sucrose, fructose, glucose,<br />
maltodextrin, and honey. The<br />
beverages to watch for containing<br />
these are milk – yes milk, flavored<br />
milk, 100 percent fruit juice and<br />
vegetable juice, soda, juice drinks,<br />
sports drinks, flavored water,<br />
flavored tea and coffee, energy<br />
drinks, smoothies, and nutritional<br />
supplements.<br />
People usually consume<br />
multiple beverages daily. As I<br />
have mentioned in past columns,<br />
one of the worst things you can<br />
do is to drink these kinds of<br />
beverages slowly throughout the<br />
day. Constant introduction of<br />
carbohydrates over a prolonged<br />
period feed bacteria and never<br />
allow the saliva to neutralize the<br />
oral environment. If you have<br />
decreased salivary production this<br />
makes the situation much worse.<br />

Changing our habits is difficult<br />
but dental decay is preventable.<br />
Following the guidelines above and<br />
practicing good oral hygiene can<br />
prevent the most common reasons<br />
for decay. Most people have plenty<br />
of room for improvement with<br />
their oral hygiene.<br />
Back to school homework: Assess<br />
your daily beverage consumption<br />
and make any changes necessary to<br />
comply with the above information<br />
– especially if you are prone to<br />
dental decay. And, before your<br />
next dental appointment, clean<br />
your teeth the way you normally<br />
do. At the beginning of your<br />
appointment ask your hygienist<br />
or dentist to assess how well you<br />
are doing at plaque removal. You<br />
will be surprised at what you are<br />
missing.<br />

The Rowley Council on Aging Director is seeking a Part-time<br />
Council on Aging Van Driver. This position is responsible for<br />
transporting Rowley seniors and disabled residents to various<br />
locations, including supermarkets, banks, medical appointments<br />
and social events. Position requires assisting clients in boarding<br />
and exiting the van, with carrying packages into their homes, and<br />
assisting them into their homes. Position is responsible for cleaning<br />
and fueling the COA vehicle. Minimum qualifications include:<br />
High School diploma or equivalent; First Aid Training; and CPR<br />
Training. Must possess a Class D Driver’s license, Commercial<br />
Driver’s License is preferred. Position requires a minimum of one<br />
year of experience driving a passenger van or handicap accessible<br />
bus. Experience working in an elder services or social services<br />
environment preferred. Position works 10 hours per week with<br />
Wednesdays being a required work day. Pay Grade 5. Starting<br />
