Internet blackouts to prevent cheating on national middle and high<br />
school exams. 54 While traffic levels dropped to a small fraction<br />
of typical levels during this time, they did not drop to zero; Dyn<br />
Research’s charts also corroborate that roughly one-third of the<br />
networks in Iraq remained online during the blackouts. Dyn<br />
Research noted these networks serve Kurdistan in northern Iraq,<br />
a region with an independent government that did not appear to<br />
be affected by the blackout. The Iraqi government has taken these<br />
extreme anti-cheating measures in the past, as noted in several<br />
previous issues of the State of the Internet Report.<br />
