Commonwealth Countries<br />
These are former British colonies who upon receiving their<br />
independence joined the Commonwealth of Nations. Canada<br />
is a member.<br />
Dependant<br />
A person who must rely on the support of a relative for food,<br />
clothing and shelter. “Families” refers to current spouses and<br />
dependant children. See Subsection 101.e of the General By-<br />
Laws for definition of Spouses including widows/widowers.<br />
Dominion Command<br />
This is the supreme authority of the Legion, that is the<br />
Dominion Convention and, when it is not in session, the<br />
Dominion Executive Council.<br />
Ex-Service Personnel<br />
These are persons who have served in the Armed Forces<br />
of Commonwealth countries or Allies.<br />
Financial Reports<br />
These are reports that branches must submit to their<br />
Provincial Command in accordance with Sections 1205<br />
and 1206 of the General By-Laws.<br />
General By-Laws<br />
The General By-Laws are the rules and regulations that<br />
govern The Royal Canadian Legion. Article XI provides<br />
<strong>Poppy</strong> and Remembrance policy that is to be followed by<br />
all levels of the Legion.<br />
Grants<br />
<strong>Poppy</strong> Trust Fund grants may only be used for emergency<br />
assistance, which is defined as shelter, food, fuel, clothing,<br />
prescription medicine and necessary transportation.<br />
Assistance cannot be continued over an extended period.<br />
These grants are only to be provided to persons who are<br />
listed as a Veteran in Subsection 101.d of the General By-Laws<br />
and Section 401 of this manual.<br />
<strong>Poppy</strong> Campaign<br />
The <strong>Poppy</strong> Campaign commences on the last Friday of<br />
October and ends Remembrance Day each year.<br />
<strong>Poppy</strong> <strong>Manual</strong><br />
The manual augments Article XI of the General By-Laws<br />
by providing information and guidance on the organization,<br />
responsibilities, implementation, accounting and reporting<br />
procedures for all <strong>Poppy</strong> matters within the Legion.<br />
