INTRODUCTION<br />

The Canadian <strong>Forces</strong> Support Unit (Europe) <strong>Info</strong>rmation <strong>Book</strong>let has be<strong>en</strong> created for members<br />

rec<strong>en</strong>tly posted and those curr<strong>en</strong>tly serving in Europe in order to provide a brief overview of the<br />

Unit, our Detachm<strong>en</strong>ts and the services we provide. Although it is not meant to be an exhaustive<br />

docum<strong>en</strong>t, it will provide you with an introduction to the various Branches and Sections within<br />

<strong>CFSU</strong>(E) and our Dets; as well as the applicable contact numbers should you have further<br />

questions.<br />

Assistance in Germany<br />

During your stay in Germany, for all issues relating to your Economy Housing (Military R<strong>en</strong>tal)<br />

you will deal directly with your landlord or the <strong>CFSU</strong> (E) Housing Office. If required, the<br />

Housing Office will contact CE.<br />

CE will assist with the maint<strong>en</strong>ance and repair of any of the equipm<strong>en</strong>t that has be<strong>en</strong> loaned to<br />

you such as appliances and shranks. Contact CE Work Reception if you’re having any problems.<br />

Prior to doing any work within your r<strong>en</strong>tal unit, <strong>en</strong>sure you have received permission from your<br />

landlord. In most cases, electrical and water lines are just below the surface therefore you should<br />

contact CE Reception to avoid causing personal injury or property damage.<br />

Utilities<br />

CE handles all bills for hydro, gas or oil. If you receive any of these bills at your house please<br />

bring/s<strong>en</strong>d them to the CE Work Reception.<br />

Heating Oil<br />

In most cases your resid<strong>en</strong>ce oil tank has be<strong>en</strong> filled prior to your move-in. However, if it’s not<br />

full there is a scheduled bulk oil fill-up once a year in the fall timeframe.<br />

Notifications of delivery are s<strong>en</strong>t to your mail box, upon receipt you are requested to complete<br />

the response sheet and return to CE Reception ASAP. Wh<strong>en</strong> your appointm<strong>en</strong>t has be<strong>en</strong><br />

confirmed, you will be notified in advance and there must be someone pres<strong>en</strong>t at your resid<strong>en</strong>ce<br />

for delivery.<br />

If the appointm<strong>en</strong>t is missed, you will be financially responsible for the rebooking fee of €76.<br />

Members are responsible to check oil level and advise CE of requirem<strong>en</strong>ts outside of the bulk<br />

delivery timing.<br />

Electricity/Gas<br />

Annually you will receive a meter reading card from CE for electricity and/or gas. Please<br />

complete and return these cards to CE as requested, this helps us determine the proper<br />

consumption level for your resid<strong>en</strong>ce.<br />

Environm<strong>en</strong>tal Issues<br />

It is your responsibility to remove oil stains or spills on your property. Commercial products<br />

containing trisodium phosphate are available for this purpose: “Ölfleck<strong>en</strong><strong>en</strong>tferner” by the<br />

company “Caramba” can be purchased at the OBI and Mobau – CE does not provide these<br />

products.<br />

We provide the yellow bags for recycling and they can be found in boxes by the main <strong>en</strong>trance at<br />

Bldg B-9.<br />

Emerg<strong>en</strong>cy Services<br />

If you have a major problem (e.g. water break), contact your landlord first. If you’re having<br />

problems reaching the landlord or Housing Office, th<strong>en</strong> contact us.<br />

Gas/Diesel<br />

CF personnel and their dep<strong>en</strong>d<strong>en</strong>ts who have registered vehicles with <strong>CFSU</strong>(E) may purchase<br />

BFG coupons based on a monthly allowance of:<br />

- 400 Litres of fuel per month for all vehicles over 44KW (60 HP).<br />

- 200 Litres of fuel per month for all vehicles under 44KW (60 HP).<br />

- Motorcycles will be <strong>en</strong>titled to receive 80 Litres of Fuel per month.<br />

You can also get fuel coupons if you r<strong>en</strong>t a car and you already have one vehicle registered with<br />

<strong>CFSU</strong>(E). However, you must bring the contract agreem<strong>en</strong>t to the Lic<strong>en</strong>sing Clerk.<br />

- Is not required as you will have a NATO/JFC HQ Brunssum Driver’s Lic<strong>en</strong>se which is<br />

valid in all locations<br />

NATO Driver’s Lic<strong>en</strong>se<br />

- To drive a NATO staff car you will have to register and take a short duration course, all<br />

NCM’s (Sgt-Pte) must have this lic<strong>en</strong>se as their duties could <strong>en</strong>tail staff support<br />

consisting of driver duties.<br />

Services Provided:<br />

- Cdn and US money orders;<br />

- all transactions at the post office are conducted in euro;<br />

- letters and parcels mailed to Canada and the USA are charged at the same rate as those<br />

mailed from Belleville, ON to another address; and<br />

- customs declaration forms are required on all parcels and available at the post office.<br />

Host Nation Mail:<br />

The Status of <strong>Forces</strong> Agreem<strong>en</strong>t (SOFA) betwe<strong>en</strong> Canada and Germany allows us to use<br />

Canadian postage on a letter addressed to someone in Germany if it shows a CFPO return<br />

address and is deposited at a CFPO. Do not deposit a letter with Canadian postage in a German<br />

mailbox. Any letter that you mail to a differ<strong>en</strong>t European country requires German postage,<br />

which is available at the CFPO.<br />

Other Postal Services:<br />

Special services like Xpresspost take effect only upon arrival in Toronto, and for parcels, wh<strong>en</strong><br />

they are released from Canada Customs to Canada Post system. It is important to note that<br />

Priority Courier service is not available from any CFPO. The equival<strong>en</strong>t service is available at<br />

the Bundespost and is known as EMS.<br />

Mandate<br />

Our role is to provide logistical support to personnel serving in Europe who fall under the<br />

administrative jurisdiction of <strong>CFSU</strong> (E). Our responsibilities include:<br />

- oversight and managem<strong>en</strong>t of local procurem<strong>en</strong>t and the id<strong>en</strong>tification and maint<strong>en</strong>ance<br />

of all National Standing Offers,<br />

- supply customer accounts and distribution accounts to include annual verification,<br />

- housing support services,<br />

- clothing stores operations and customer service for on-line sales,<br />

- repair and disposal,<br />

- custodial responsibilities for weapons and ammunition,<br />

- shipping and receiving.<br />

Clothing Stores, Tailoring and Court Mounting<br />

<strong>CFSU</strong>(E) operates a limited stock Clothing Store to provide support to personnel deployed to<br />

Operational Theatres from posts in Europe. Stock is kept to effect exchange or augm<strong>en</strong>tation of<br />

kit. Personnel who are posted to positions that expect to deploy are <strong>en</strong>couraged to arrive at post<br />

in Europe with all required kit from Canada.<br />

The Clothing Stores also stocks work dress for the three elem<strong>en</strong>ts in limited quantities for<br />

exchange purposes. Customers outside the local area who are unable to come to Clothing Stores<br />

personally can have their request done by mail order. Members may s<strong>en</strong>d a fax or letter to<br />

Supply stating items required, size, elem<strong>en</strong>t (Navy, Air, Land) name, rank, service number and<br />

address for delivery.<br />

The Clothing Stores does not operate a cash sales point. Personnel who require replacem<strong>en</strong>t<br />

articles of DEU may order on-line at the following site: http://www.logistikunicorp.com/<br />

Tailoring services are provided through a local contractor for personnel serving in Geil<strong>en</strong>kirch<strong>en</strong><br />

and the vicinity. Pick up and delivery occurs every Friday. Personnel outside of the local area<br />

may have their tailoring done on the economy and be reimbursed by submitting the invoice to<br />

NCO I/C Supply.<br />

Court mounting of medals is provided for at governm<strong>en</strong>t exp<strong>en</strong>se. An application form is<br />

available at local Det admin offices and must accompany the medals to Supply. Personnel<br />

residing outside the area may choose to use a local contractor; however, the reimbursable cost<br />

shall not exceed $8.00 CDN per medal.<br />

Local Procurem<strong>en</strong>t (LPO)<br />

The LPO Section provides guidance and assistance in contractual matters related to the local<br />

procurem<strong>en</strong>t of goods and services within Europe and acts, wh<strong>en</strong> required, as the ag<strong>en</strong>t for those<br />

purchases.<br />

RC managers have authority to locally procure items required for normal operations to a<br />

maximum value of $5000 CDN. RC Managers however are to utilize or consider the standing<br />

offers available for particular items wh<strong>en</strong> initiating any local purchase. Local purchase authority<br />

is most oft<strong>en</strong> exercised for items considered to be low risk purchases. Major acquisitions must<br />

have be<strong>en</strong> id<strong>en</strong>tified within site Business Plans and have the prior approval of functional OPIs.<br />

All purchases above $5000 CDN must to be staffed through the LPO Section.<br />

Publications<br />

Prior to placing a request for Publications to <strong>CFSU</strong>(E) Supply, customers are <strong>en</strong>couraged to view<br />

If the required Publication is not available on the DIN, customers shall request them through<br />

Supply Pubs Cell. Request for commercial publications, including periodicals and magazines<br />

shall also be submitted to the Pubs Cell. Your financial coding will be required for acquisition of<br />

commercial publications. Entitlem<strong>en</strong>ts for commercial publications at public exp<strong>en</strong>se vary<br />

greatly and customers should refer to CFAO 210-26 and 210-38 for further details.<br />

Repair and Disposal<br />

Should an item on a SCA become unserviceable or surplus to requirem<strong>en</strong>t, th<strong>en</strong> the <strong>CFSU</strong>(E)<br />

SCA Clerk shall be contacted to initiate repairs or prepare for redistribution/disposal action. The<br />

decision as to whether or not an item is declared Beyond Economical Repair (BER) rests with<br />

the S<strong>en</strong>ior Technical Inspector (STI) who is the NCO I/C Supply at <strong>CFSU</strong>(E).<br />

If a decision has be<strong>en</strong> made that an item is now BER but the need for it still exists, the Supply<br />

section will th<strong>en</strong> advise the customer of the appropriate action to take to replace the BER item.<br />

At no time is the SCA holder to initiate repairs on equipm<strong>en</strong>t without first contacting the SCA<br />

Clerk. Personnel neglecting to inform Supply of repair action will be responsible for all financial<br />

commitm<strong>en</strong>ts incurred by the repairs.<br />

Supply Customer Accounts<br />

Supply Customer Accounts (SCA) are established to provide a mechanism for the control of<br />

accountable items held by units/sections. Although office furniture is no longer controlled, other<br />

attractive items such as hospitality kits, digital equipm<strong>en</strong>t, audiovisual training aids, office<br />

equipm<strong>en</strong>t and portable air conditioning units are to be managed through these accounts.<br />

Accounts are verified once a year. Results of these reviews are tabulated and reported to the CO<br />

<strong>CFSU</strong>(E).<br />

Items found to be surplus during a review are to be brought on charge at time of review.<br />

Defici<strong>en</strong>cies are recorded and the circumstances investigated. A Report of Loss (ROL) must be<br />

submitted by the account holder to Supply IAW directions provided by the SCA Clerk in order to<br />

initiate either Write-Off or Financial Recovery. The final report is addressed to the CO <strong>CFSU</strong>(E).<br />

Mandate<br />

To provide training support to personnel serving in Europe who fall under the administrative<br />

jurisdiction of <strong>CFSU</strong> (E). Our responsibilities include:<br />

- Provide and track Individual Predeploym<strong>en</strong>t Training for personnel in NATO positions;<br />

- Conduct and supervise unit level training for <strong>CFSU</strong>(E);<br />

- Provide oversight on all personnel deployed on Operations from Europe;<br />

- Provide access to CFTPO and MITE;<br />

- Coordinate and conduct Second Language Testing for Europe;<br />

- Coordinate Second Language Training for military personnel who fall under<br />

administrative jurisdiction of <strong>CFSU</strong>(E);<br />

- Provide education coordination for ILPs and education claims for military personnel;<br />

- Invigilate exams for military personnel and their dep<strong>en</strong>d<strong>en</strong>ts;<br />

- Provide Translations Services for NMR organizations; and<br />

- Deutsche Telekom home phone and internet coordination for members posted to<br />

Germany.<br />

Predeploym<strong>en</strong>t Training<br />

All personnel not in exchange positions who are scheduled for deploym<strong>en</strong>t must complete<br />

Individual Predeploym<strong>en</strong>t Training (IPT) at <strong>CFSU</strong>(E). This training curr<strong>en</strong>tly consists of 10<br />

training days and is run 4-5 times a year. Course dates are published in Routine Orders and are<br />

available on the <strong>CFSU</strong>(E) webpage. The Training Coordinator may be contacted for course<br />

loading.<br />

Second Language Testing<br />

Second language testing is organized through the Education Coordinator and may only be<br />

completed in certain locations. Testing is organized on a first come first serve basis, keeping in<br />

mind the months of August and September are extremely congested due to merit boards.<br />

While it is to be expected that CF members will <strong>en</strong>sure their second language profile will remain<br />

valid for the duration of the OUTCAN tour of duty, the following outlines access to second<br />

wh<strong>en</strong> contracts are in place. This at times can be very difficult to achieve for remote postings.<br />

Pay is processed twice a month, with the exception of some remote locations, as it was in<br />

days in advance (i.e. the 10th and 25th of the month) to <strong>en</strong>sure the funds reach your account by<br />

Who are we?<br />

The Office of the Assistant Judge Advocate G<strong>en</strong>eral (Europe) (AJAG(Eur)) is the Legal Office<br />

for the CF in Europe, and our primary role is to provide legal support and services to the CF and<br />

DND in Europe. Our office comprises five staff members: two CF Legal Officers; the Liaison/<br />

Claims Officer; the Assistant Liaison Officer and the Executive Administrative Assistant.<br />

What legal service do we provide?<br />

Each of our Legal Officers is a practicing lawyer and a member of one of the provincial law<br />

societies in Canada. While we are principally responsible to provide legal advisory and support<br />

services to the Chain of Command in Europe, we can also provide limited legal assistance to<br />

individual CF members, departm<strong>en</strong>tal employees and their dep<strong>en</strong>dants in Europe in relation to<br />

matters under Canadian law. For example, dep<strong>en</strong>ding on the subject matter, we can provide<br />

g<strong>en</strong>eral legal information and guidance, we can prepare Power of Attorney and Temporary<br />

Guardianship docum<strong>en</strong>ts for deploying members, and we can take signatures under oath or<br />

solemn declaration on legal docum<strong>en</strong>ts prepared by a lawyer in Canada and forwarded for<br />

signature.<br />

Additionally, regarding legal issues that may arise in relation to local laws, such as traffic<br />

violations and contract disputes, our office may be able to assist individuals by facilitating their<br />

efforts to find relevant information and make contact with the appropriate authorities who can<br />

address the specific matter. It is must be remembered that the AJAG(Eur) Office is not permitted<br />

to repres<strong>en</strong>t individuals in relation to personal legal issues or to assist individuals in relation to<br />

any disputes or other issues with the CF or DND.<br />

Do CF members, Departm<strong>en</strong>tal Employees and their Dep<strong>en</strong>dants posted to Europe have<br />

any special status?<br />

G<strong>en</strong>erally speaking, yes. The majority of CF members posted to Europe are stationed in NATO<br />

countries (Host Nation) and posted into positions at a NATO Headquarters or with a Canadian<br />

<strong>Forces</strong> unit or organization. The NATO Status of <strong>Forces</strong> Agreem<strong>en</strong>t (SOFA) applies in such<br />

cases and establishes certain b<strong>en</strong>efits and obligations applicable to the CF, its members,<br />

departm<strong>en</strong>tal employees and dep<strong>en</strong>dants vis-à-vis the relevant Host Nation. Additionally, certain<br />

countries have made supplem<strong>en</strong>tary agreem<strong>en</strong>ts that build on what is contained in the SOFA.<br />

CF members, departm<strong>en</strong>tal employees and dep<strong>en</strong>dants, will normally be considered to have<br />

“SOFA status” in relation to their Host Nation, and therefore, will be subject to all the relevant<br />

b<strong>en</strong>efits and obligations provided in the NATO SOFA and any applicable supplem<strong>en</strong>tary<br />

agreem<strong>en</strong>ts. It is important to note that one’s SOFA status normally only exists within the Host<br />

Nation unless the person is on temporary duty in another NATO country. Additionally, some<br />

countries have agreed to provide certain b<strong>en</strong>efits that other countries have not, so the exact<br />

b<strong>en</strong>efits available to an individual will dep<strong>en</strong>d on the Host Nation in which he has be<strong>en</strong><br />

stationed.<br />

What types of matters are provided for under the NATO SOFA?<br />

While the specifics will differ dep<strong>en</strong>ding on the country involved, the NATO SOFA provides<br />

special provisions for s<strong>en</strong>ding state forces and their <strong>en</strong>titled personnel and dep<strong>en</strong>d<strong>en</strong>ts in the<br />

following areas:<br />

Entry into and Residing in the Host Nation<br />

Driving and Lic<strong>en</strong>sing Privileges<br />

Criminal Jurisdiction<br />

Claims against the Crown and Individuals<br />

Importation and Exportation of Goods<br />

Taxation and Customs<br />

To whom should questions relating to SOFA status and <strong>en</strong>titlem<strong>en</strong>ts be asked?<br />

All questions relating to an individual’s status and the applicable <strong>en</strong>titlem<strong>en</strong>ts in the Host Nation<br />

should be staffed to that individual’s Canadian chain of command. As required, the AJAG Office<br />

will provide legal support to the chain of command in relation to such queries.<br />

Can I be charged with a criminal off<strong>en</strong>ce in the Host Nation?<br />

Yes. Having NATO SOFA status is not the same as having diplomatic status, so there is no<br />

immunity for criminal conduct. The SOFA does allow, however, for the applicable Force to exercise<br />

jurisdiction over those individuals who are subject to its military law. In applicable circumstances,<br />

the Host Nation will waive its jurisdiction to the Canadian <strong>Forces</strong> to deal with alleged<br />

criminal/disciplinary conduct.<br />

Can Civilian Employees or Dep<strong>en</strong>dants be charged under the Military Justice System?<br />

Yes. The National Def<strong>en</strong>ce Act provides that civilians who accompany the Canadian <strong>Forces</strong> or<br />

otherwise meet the specified criteria are subject the Code of Service Discipline, and therefore can be<br />

prosecuted for off<strong>en</strong>ces in the military justice system. For example, dep<strong>en</strong>dants of Canadian <strong>Forces</strong><br />

members who are accompanying that member outside of Canada are specifically m<strong>en</strong>tioned as being<br />

subject to the Code of Service Discipline.<br />

What law applies to CF members, Departm<strong>en</strong>tal Employees and their Dep<strong>en</strong>dants posted<br />

to Europe?<br />

While the SOFA provides a special status in regards to some Host Nation laws, CF members,<br />

departm<strong>en</strong>tal employees and their dep<strong>en</strong>dants are required to respect the laws of the country where<br />

they are located at any giv<strong>en</strong> time. This would include the Host Nation as well as any other country<br />

that may be visited. Additionally, CF members and those civilians who are subject to the Code of<br />

Service Discipline are also subject to the criminal laws of Canada while abroad and can be<br />

prosecuted for any breaches thereof through the Military Justice System.<br />

Dep<strong>en</strong>dants<br />

CF Personnel are the treatm<strong>en</strong>t priority; however, family members may schedule annual<br />

examinations with the Canadian military d<strong>en</strong>tist. Family members may use the sick parade<br />

(walk-in) Monday through Friday at 0800 hrs. Military members will be se<strong>en</strong> before dep<strong>en</strong>dants,<br />

regardless of the arrival time, except in emerg<strong>en</strong>cies.<br />

Apply for Compreh<strong>en</strong>sive (Level III) coverage under the PSHCP, through the <strong>CFSU</strong>(E) Orderly<br />

Room. While posted outside Canada, the cost of medical care for your dep<strong>en</strong>d<strong>en</strong>ts is funded<br />

through PSHCP. Members are responsible for the paym<strong>en</strong>t of all medical exp<strong>en</strong>ses and will be<br />

reimbursed through the plan. The outside Canada provision (Level III) reimburses exp<strong>en</strong>ses such<br />

as hospital and physician bills at 100%, which under a provincial plan would be at no cost to the<br />

pati<strong>en</strong>t. However, exp<strong>en</strong>ses such as glasses, prescription drugs, hearing aids, etc. still come<br />

under the Supplem<strong>en</strong>tary Coverage, so the deductible and co-insurance amount still apply. Once<br />

care has be<strong>en</strong> provided, you will receive a bill, which you can pay directly at the bank. See the<br />

clinic for other paym<strong>en</strong>t options.<br />

For bills over $200 (CAD), a recoverable advance of funds can be requested from the Health<br />

Care Administrator Support Services Manager at <strong>CFSU</strong>(E). Note that in some instances,<br />

excessively high costs for medical service may not be fully reimbursed under the PSHCP and the<br />

differ<strong>en</strong>ce may be recovered through DND (ask the RMAO for information). To receive any<br />

reimbursem<strong>en</strong>t you may be <strong>en</strong>titled to, submit a claim through PSHCP. Forms can be obtained<br />

Located in the Belgian Capital of Brussels, <strong>CFSU</strong> (E) Detachm<strong>en</strong>t Brussels is situated in the<br />

Head Quarters of the North Atlantic Treaty Organization.<br />

Providing administrative and financial support services to both the Canadian Joint Delegation to<br />

NATO and Canadian <strong>Forces</strong> staff posted to positions within the International Military Staff<br />

working directly for NATO. 29 families make up the detachm<strong>en</strong>t, with a mixture of both<br />

Military and Civilian DND employees.<br />

The Canadian Military Repres<strong>en</strong>tative to NATO repres<strong>en</strong>ts the Chief of Def<strong>en</strong>se Staff on all<br />

The S<strong>en</strong>ior Canadian Officer (SCO) is a Brigadier-G<strong>en</strong>eral on staff as the Branch Head of the<br />

Joint Plans Branch at Joint <strong>Forces</strong> Command Brunssum. To aid him in National business, a<br />

Colonel, employed as the Branch Head, Business and <strong>Info</strong>rmation Managem<strong>en</strong>t is appointed the<br />

S<strong>en</strong>ior National Repres<strong>en</strong>tative/Commanding Officer for Canadians stationed at this HQ.<br />

Support to Brunssum personnel and their Dep<strong>en</strong>dants is provided by a small support staff located<br />

in Bldg H-603, officially known as the Canadian <strong>Forces</strong> Support Unit (Europe) – Detachm<strong>en</strong>t<br />

Radio station<br />

Located in Brunssum, NL you will find the only Canadian Radio Station in Europe. They<br />

broadcast to areas in Germany, Belgium and the Netherlands on FM frequ<strong>en</strong>cies, across Europe<br />

on the ASTRA satellite and via a live Webstream.<br />

Their mission is to help keep the Canadian community in Europe in touch. They provide<br />

DET CASTEAU<br />

<strong>CFSU</strong>(E) Detachm<strong>en</strong>t Casteau is located near the city of Mons in the Belgian region of<br />

Wallonie. Casteau is the location of the Supreme Headquarters Allied Powers Europe (SHAPE)<br />

where most of the CF personnel posted in this area are employed. It is also home to the<br />

Canadian National Military Repres<strong>en</strong>tative (NMR), the Formation Commander for Europe. CF<br />

personnel posted to SHAPE are oft<strong>en</strong> deployed to support various missions including ISAF<br />

missions in Afghanistan, Counter piracy off the Horn of Africa and the NATO mission in<br />

Kosovo (KFOR).<br />

The Detachm<strong>en</strong>t’s mission is to provide first line personnel support services to all DND/CF<br />

personnel and their dep<strong>en</strong>d<strong>en</strong>ts located at SHAPE in Belgium while maintaining par<strong>en</strong>t unit<br />

DET GEILENKIRCHEN<br />

The Canadian Conting<strong>en</strong>t NATO Airborne Early Warning Force, (CC NAEWF) is located on the<br />

NATO Air Base in Tevern, Germany. The role of CC NAEWF is to provide a unit structure<br />

whereby CF administration and discipline are maintained for personnel assigned to international<br />

duties with the NATO Airborne Early Warning <strong>Forces</strong>. The CC NAEWF Orderly Room<br />

DET HEIDELBERG<br />

With one exception, Canadian military personnel posted to Heidelberg are assigned to North<br />

Atlantic Treaty Organization (NATO) positions with Headquarter Force Command Heidelberg<br />

(FCHQ HD). FCHQ is one of NATO’s 10 operational level HQs whose primary role is<br />

assuming command and control of joint, multi-corps, land-c<strong>en</strong>tric operations. FCHQ HD has a<br />

peacetime establishm<strong>en</strong>t of approximately 350 personnel of which about 85% positions are<br />

manned. The Canadian military compon<strong>en</strong>t of FCHQ HD is 13 members.<br />

The national support elem<strong>en</strong>t (NSE), referred to as <strong>CFSU</strong>(E) Det Heidelberg, provides the<br />

routine daily national administrative support. The NSE includes the Det Orderly Room (OR),<br />

Canadian Retail store, and Personnel Support Program (PSP) Coordinator. The NSE is also a<br />

focal point for the Heidelberg Canadian Community (HCC).<br />

The S<strong>en</strong>ior Canadian Officer (SCO) within the <strong>CFSU</strong> (E) Det HD is the Commanding Officer of<br />

the detachm<strong>en</strong>t for national administration purposes. Secondary duties are assigned to all<br />

DET NAPLES<br />

The base at JFC Naples is located in the community of Bagnoli. The Canadian community in<br />

Naples consists of 35 military members and their families, with one living outside of the Naples<br />

area, in the city of Latina. The mission of the S<strong>en</strong>ior Canadian Officer in Naples/Latina is to<br />

<strong>en</strong>sure the provision of maximum support to NATO from the Canadian members attached to the<br />

various organizations in the Naples/Latina area.<br />

Postal support services to Det Naples Personnel and acts as a link with the <strong>CFSU</strong>(E), Selfkant-<br />

Kaserne.<br />

<strong>CFSU</strong>(E) Det Naples has its own community c<strong>en</strong>tre (CCCN) located in Lago Patria, close to<br />

where the new facilities for JFC Naples are being constructed and where the headquarters is<br />

expected to move in 2012. The Canadian Community C<strong>en</strong>tre accommodates the offices of the<br />

Canadian Military Family Resource C<strong>en</strong>tre (CMFRC) and the Personnel Support Programmes<br />

(PSP). Access to telephone, Internet, fax, various Canadian magazines and DVDs are available<br />

to all Canadians. Childr<strong>en</strong> can <strong>en</strong>joy a playroom and for the te<strong>en</strong>s there is a youth room. The<br />

CCCN also has a music room, art studio, and a fitness area. It has become a welcome hub for<br />

social activities. Two small suites are also available for visitors.<br />

DET RAMSTEIN<br />

Ramstein is located in the German state of Rheinland-Pfalz, Ramstein is also the home of the<br />

Northern Region NATO Allied Air Command Headquarters where practically all of the<br />

Canadian CF personnel posted in the area are employed (except for the Det Ramstein Chief<br />

Clerk). The HQ AC Ramstein is involved in ISAF missions, in NATO Response Force or in Air<br />

Policing activities within the region. We also have the CST (Casualty Support Team) working<br />

out of Landstuhl and, of course, the <strong>CFSU</strong> (E) Det Ramstein. Although the Chain of Command<br />

for the CST team is CANOSCOM, we provide limited support to them (mostly VAT, Driver<br />

Lic<strong>en</strong>sing, car r<strong>en</strong>tal,).<br />

The mission of the Det Ramstein is to provide first line administrative and financial support<br />

services, on behalf of <strong>CFSU</strong>(E) Selfkant, to all CF personnel and their dep<strong>en</strong>d<strong>en</strong>ts under the<br />

command of the S<strong>en</strong>ior Canadian Officer (SCO). Administrative requirem<strong>en</strong>ts beyond the<br />

authority or capability of the detachm<strong>en</strong>t are staffed to <strong>CFSU</strong> (E). The Det OR consists of one<br />

Chief Clk and one civilian full time position. However, over the years, the F/T position has be<strong>en</strong><br />

filled and shared by two civilian spouses on P/T basis.<br />

The Canadian Detachm<strong>en</strong>t curr<strong>en</strong>tly consists of 13 military members of all ranks (9 Officers, 4<br />

NCMs) assigned to various posts within the CC Air HQ Ramstein and one Sgt/PO2 assigned to<br />

the Det Ramstein. The Casualty Support Team (CST) consists of 8 military personnel (5<br />

Officers and 3 NCMs). Members assigned to the CST are deemed to be on an operational duty<br />

tour and the l<strong>en</strong>gth of their deploym<strong>en</strong>t is of 6 months duration (every 3 months or so, half of the<br />

CST rotate).<br />

<strong>CFSU</strong>(E) Det UK is a sub unit of <strong>CFSU</strong>(E) in Selfkant Kaserne Germany and our mission is to<br />

provide a wide range of core administrative and support services to approximately 130 Canadian<br />

<strong>Forces</strong> members and their families in the United Kingdom. This includes CDLS(L), Northwood,<br />

ARRC HQ, and Def<strong>en</strong>se Academy Shriv<strong>en</strong>han.<br />
