Welcome to the Canadian Forces Community in Europe! The PSP 

department, in collaboration with its partners, is offering you its sixth 

edition of PSP Europe: Your Guide to DGPFSS’s Personnel Support 

Programs in Europe; a booklet designed to enhance your experience in 

Europe by providing you with a broad overview of our current programs 

and services offered to you and your family. 

It is PSP Europe’s mandate to provide services to approximately 2,000 

Canadians living across over 16 countries. As you can well imagine, 

meeting and supporting members’ expectations with limited staff and 

resources remains a daily challenge. While each Canadian Community 

in Europe has its own unique and valued needs, it remains a fact that 

not all can be provided with the same level of services due to 

geographical location, distance and local culture. We are also faced 

with a wide range of population levels where some Communities have 

up to 180 families, while others include only 3-4 families and in some 

cases, only a single family. Canadians posted as the only Canadian 

family to Allied elements often feel completely segregated from the PSP 

Europe experience. 

We hope that this booklet will answer some of your questions and 

concerns by providing you with program information, eligibility, 

entitlements and points of contact. While we may not be able to 

address all of your concerns in the present booklet, we certainly 

welcome your questions, suggestions and will make every effort to get 

back to you with the proper information. Enjoy Europe!

Personnel and Family Support Services (PFSS) is responsible for administering 

Non-Public Property (NPP) on behalf of the Chief of Defence Staff (CDS) and 

for delivering selected public morale and welfare programs, services, and activities 

to eligible members on behalf of Chief of Military(CMP).

PFSS, with over 6,000 Non-Public Funds (NPF) staff on bases, wings, units, and at headquarters in Ottawa, operates with 

a fundamental principle in mind: the customer comes first. In partnership with bases, wings, and units, we ensure that our 

customers, the CF Regular and Reserve Force members, retired and former CF members, military families, Department of 

National Defence employees, NPF employees, and RCMP personnel, receive the morale and welfare programs, services, 

and activities they deserve.

The PSP Europe Fitness Center supports a wide variety of 

activities offering a range of facilities and equipment such as a 

weight room, sauna, cardio-rooms, fitness studio and gymnasium. 

PSP Europe fitness staff include a Fitness, Sports & Recreation 

Director and a Physical Exercise specialist. 

Services include CF EXPRES testing, personal fitness programs 

and fitness counseling, facility booking, and sports and 

miscellaneous equipment rental.

PSP FITNESS EUROPE CONT…. 

CF EXPRES TEST 

Canadian Forces personnel must be physically fit to meet operational requirements, to perform under a wide 

range of geographical and environmental conditions, to cope with the stresses of sustained operations and to 

be ready to respond on short notice. 

With a mandate to raise morale and promote physical fitness within the Canadian Forces community, the 

DGPFSS’s Personnel Support Programs (PSP) Division is responsible for managing high quality fitness, 

physical education, recreation, mess operations, sports, deployment support and family services programs. 

The CF EXPRES evaluation is a fitness test, which predicts the member’s ability to meet the five (5) 

common military tasks. The evaluation is administered to all CF members except those subject to special 

Command (LFCPFS) or task specific unit evaluations (i.e., JTF2, SAR Tech, and Fire Fighter). The purpose 

of the evaluation is to assess the relative overall fitness level of the member in order to provide exercise 

programs.

GK GK Flyers Flyers Hockey Hockey Club 

Club 

The Geilenkirchen Flyers (GK Flyers) participate in annual gentlemen’s league tournaments in Darmstadt and Bitburg, 

Germany and in the ’team’s favourite’ tournament in Zlin, Czech Republic. The GK Flyers host and participate in the 

annual autumn GK Flyers tournament. 

Players interested in competitive hockey are encouraged to try out for the military sanctioned ‘rep’ team which competes 

in the annual USAFE hockey tournament at Garmisch, Germany. The season runs from early October to late March.

International Golf Association (IGA) is available to all military and civilian personnel and their

PSP Chalets/Apartments Program 

The PSP Europe Chalets/Apartments Program hosts Winter and Summer Chalets which are self-sufficient, 

trailers, apartments or cottages. 

Instructions and guidelines for the selection process are outlined in the application package. Please note that 

transportation is not included. It is the member’s responsibility to travel to their destination. 

Chalets/Apartments location, cost and availability is advertised approximately three months before the season 

starts by e-mail and on the web site. Members must submit an application which lists in order of priority, their 

preferred choice of chalet and weekly rental period. Prices advertised on the posters take into consideration the 

40% subsidy by the European Fund. 

Due to the popularity of this program, a lottery is conducted where names are drawn, applications reviewed, and 

weeks assigned based on chalet availability for the weekly rental period listed. Applicants have up to ten choices 

which are reviewed in order of priority from their first listed choice to their last listed choice. Draw results and 

associated payment procedures are sent to successful candidates by e-mail.

Welcome to Europe! What an incredible opportunity you are about to experience! 

Supported by the Director of Military Family Services (DMFS), the Military Family 

Services Program (MFSP) operates from each Canadian/Military Family Resource 

Centre (CMFRC) across Canada, Europe and the United States. Currently, there 

are 42 CMFRCs, four of which service 7 communities throughout Europe and the 

United Kingdom. 

CMFRC programs provide information, support and referral; promote health and social well-being; buffer lifestyle stresses; 

enhance coping skills; assist in preventing individual, family and community breakdown; and help individuals and families 

as needed. 

Each Centre is designed to meet the specific needs of its community. This means that programs and services vary from 

Centre to Centre.

Since mobility is an inherent part of the military lifestyle, the MFSP assists families so that they are better able to 

integrate into their new community. The MFSP works to enhance each member’s quality of life, and promotes and 

supports personal, family and community development. 

These goals are accomplished with the support of the following initiatives:

Each CMFRC has an Advisory Committee. The role of the Advisory Committee is to provide support, assistance 

and guidance to the Director of the CMFRC, so that the programs and services offered by their local CMFRC, 

meet the needs of their community. 

While the Canadian Forces has the ultimate responsibility to oversee the CMFRC’s located outside of Canada, 

the CMFRC Advisory Committees maintain a crucial role in the successful operation of these organizations. 

Advisory Committees are made up of volunteers which include civilian spouses of full-time serving CF members, 

eligible Canadian community members and the Commanding Officer’s representatives. At least 51% of the 

Advisory Committee membership must be comprised of civilian spouses of full-time serving members. Advisory 

Committees ensure that the community’s needs are adequately represented throughout the decision making 

process. 

CMFRC Advisory Committees also play an active role in the effective planning, delivery and evaluation of MFSP 

services offered at their Centre (in accordance with national level policies and standards of practice).

The Family Information Line is a bilingual telephone service for immediate and extended families as well as 

friends of Canadian military personnel serving in operations outside Canada. It provides families with a single

The staff and management of the Canadian Kinder Korner 

Childcare Centre (CKKCC) welcomes you and your child to our 

services. 

Kinder Korner offers child care services to members of the 

Canadian Forces Tri-border Community (i.e., E3A NATO 

Airbase, the CFSU(E), JFC AFNORTH) and all other NATO 

I.D. Card holders. Priority is reserved for Canadian children who 

are registered on the ‘Childcare Intake Waiting List’ for Full Time Care, Part-time Care 

or Before & After School Care program. A variety of childcare options are available for children between the ages 

of 12 months and 12 years of age. 

The CKKCC Centre reflects our sense of our unique European community, its support and reinforcement of the 

family and its concern for the individual. Our focus is to develop an environment where children are respected, 

accepted and allowed to develop their potential for growth. We provide your child with a safe, warm and loving 

environment in which to play and learn. Our Centre has been designed to encourage active participation where 

all children are encouraged to explore, create, question and share their experiences to further enhance their 

physical, social, emotional, language and intellectual growth.

Alcohol, Other Drugs & Gambling Awareness Program 

This program is designed to provide education and increase awareness, meeting the CF drug and 

alcohol education requirements. Units may select one or more stand-alone modules. Some 

modules are more specific to members who are in supervisory roles.

The aim of the training is to prepare personnel in leadership positions to identify signs of prohibited drug use, alcohol 

misuse and gambling problems, to take an active role in detection and to provide guidance and information to CF 

Members. 

Tobacco Cessation Program 

The ‘Butt Out’ program can be completed as a self-help program over 9 weeks. The program 

focuses on recognizing and understanding why and when participants use tobacco products, and 

finding alternatives that work for them, so that they can be tobacco-free. CF Regular Force 

participants are eligible for smoking cessation medications (nicotine replacement therapy such as 

nicotine gum or patch, Zyban and Champix) at no personal cost while on the program. 

Recognizing that nicotine addiction is very difficult to overcome, there are no limits on the 

number of times a member can participate in the program. Each and every attempt to quit using 

tobacco products is a step in the right direction. Personnel and families in remote locations can 

access this program by calling the Health Promotion office. 

INJURY REDUCTION STRATEGIES FOR SPORTS & PHYSICAL ACTIVITY 

Physical activity and fitness are important elements in the CF. However, injury rates are high in the 

CF and they have been identified as the main reason for Regular Forces personnel being unable to 

deploy. Most injuries are preventable. This one hour PowerPoint presentation identifies the 

strategies that could reduce the rate of injuries in your unit. 





NUTRITIONAL WELLNESS 



Top Fuel for Top Performance: Sports Nutrition 

Top Fuel for Top Performance is a sports nutrition program developed specifically with the 

physically active persons’ needs in mind. Participants will assess their current eating habits and 

learn practical ways to improve their diet to maximize performance.

latest fad diet: no gimmicks, potions or powders.

angry and learning positive ways to deal with the anger. We all have angry moments. It is how we handle them that impacts 

our relationships with those around us. This program focuses on prevention and is not appropriate for personnel with legal 

or career difficulties resulting from anger issues.

Stress: Take Charge! consists of six (6) two-hour modules and involves a detailed 

self-assessment of the participant’s current situation and stress management techniques. 

The program provides a skills-based approach to managing stress. The focus is on 

managing personal stressors in a positive manner. Through facilitated discussion, group and 

individual activities, the program emphasizes self-awareness, behaviour change, and skill 

building, and supports participants in identification of strategies that can be improved or 

implemented to help them. 

Mental Fitness And Suicide Awareness Workshop 

This one day workshop will provide an overview of suicide awareness in the CF, explore 

myths and facts, explain the suicidal process, focus on precipitating and risk factors, identify 

warning signs, introduce a model on how to intervene and discuss resources to assist the CF. 

HEALTH PROMOTION LIBRARY 

All Canadian Forces Members and their family members can access the Health Promotion library. Books can be 

taken out as a 3-week loan. Living in a remote location? No problem, they can be sent to you. Books are 

available in both English and French and cover topics such as stress management, suicide prevention, grieving,

The HR Team is staffed with a Human Resources Manager and two Human Resources Assistants. 

Together the HR Team facilitates the implementation of HR services throughout Europe, which is 

important for the operational effectiveness of DGPFSS and the Canadian Forces and their 

dependents who are living and working in Europe. 

The HR Team facilitates the recruitment and selection process from beginning to end by assisting 

managers to develop and design job descriptions most suited to the job-at-hand; to initiate staffing 

requests; and to effectively participate throughout the selection and interview process. The HRM acts as an honest broker 

in the selection process, advising the managers of standard hiring policies and procedures, while at the same time 

empowering them to actively participate in the selection process of their employees. The HRM ensures that the recruitment 

process is transparent and equitable for all prospective candidates. 

The HRM assists CFSU(E) and Detachment management with the interpretation and implementation of relevant policies, 

procedures, collective agreements and legislation. The HRM provides advice, suggestions and vision to management as it 

relates to HR policies, procedures, programs and staffing, which all contribute to the operational effectiveness of the

The Education Coordinator CFSU(E) is located in Niederheid, on the Selfkant-Kaserne 

Base, in Building B14 room 201. The primary responsibility of the Education Coordinator 

CFSU(E) is to provide information enabling, and pertaining to, continuing education for 

military personnel based in Europe 

The Education Coordinator CFSU(E) is mandated to assist Canadian Forces (CF) military 

members with their education goals and needs. In addition, the Education Coordinator 

assists dependents where and when possible.

PSP COORDINATOR 

BRUSSELS, BELGIUM 

The CANMILREP STAFF BRUSSELS UNIT FUND (‘PSP Brussels’) is managed by a committee 

and administered locally by the PSP Coordinator. The Unit Fund Committee is comprised of a 

chairperson, four members (one of them representing the dependants) and assisted by the PSP Coordinator. 

The Committee is responsible to the Commanding Officer and provides direction to the 

PSP Coordinator for programming, fiscal policies, and management of the budget. 

All Canadian military, and DND civilian personnel serving in Brussels and their 

dependants may participate in subsidized PSP programs and activities. Guests can be invited to participate 

when space is available, however, they are not entitled to subsidy. 

MISSION STATEMENT 

The CANMILREP STAFF BRUSSELS UNIT FUND will provide responsive and focused financial and 

organizational support to enhance the well being of Unit Fund members and their families through 

activities and events which promote the cohesion of our community and enhance their European 

experience.

HEIDELBERG, GERMANY 

The city of Heidelberg is a fantastic example of a well-kept historic city and boast 

numerous attractions, including the Hauptstrasse in the old town, the historic bridge 

across the Neckar and of course, the world famous castle, to name a few. The old town 

always has something going on, including open air concerts and shows in the castle keep, 

the summer fireworks, and the Christmas market. 

NATO Affiliation 

The Canadian Service Members and their families in the Heidelberg area are part of Allied Land 

Component Command Headquarters Heidelberg, a NATO organization which is co-located with 

elements of USAREUR and its’ HQ. 


Under the direction of the Heidelberg SCO through the HCCC Chairperson and guidance from the PSP 

Manager (Europe), our PSP Coordinator is responsible for the administration of the Unit Fund Account. 

Additionally, the PSP coordinator researches and arrange trips, visits, activities and events. 

As the Canadian Contingent in Heidelberg as a fraction of those in the Geilenkirchen tri-community area, 

PSP programs are minimal and we therefore rely on USAREUR, NATO and our host nation for programs 

and facilities which are similar in nature to those available in the Tri Community area.

PSP COORDINATOR— NAPLES, ITALY 


Founded around the 9th century BC as a Greek colony, Naples is one of the 

oldest continuously inhabited cities in the world. Naples, meaning New City, 

played a key role in the merging of Greek culture into Roman society. With a 

population of over 2 million people, this lively and culturally diverse city is 

synonymous with pizza, outdoor markets, gelato, cappuccino and fireworks! 

Group Travel: A variety of trips are organized and conducted annually. 

These day trips are focused on enriching our knowledge of the Italian 

culture. 

Sport and Recreation Program: PSP-entitled personnel living in Naples 

are provided reimbursement for activities within the spirit of the Sport 

and Recreation Program;e.g. cultural events, sporting fees, museum and theater tickets. 

EXPRES Test: PSP Coordinator Naples will arrange through Germany, two EXPRES testing

Financial Support to the CMFRC-Naples: The Unit Fund provides annual 

funding to support many of the community events organized by our

Sport Equipment Purchase: The Physical Fitness Maintenance Grant 

offers financial support to permit the purchase of sports equipment for the 

military community. Located at Villa Maple Leaf, PSP-Naples offers a 

small fully equipped gym. 

Available for Loan: PSP Naples offers a variety of items for loan to our community; sports equipment, 

GPS, Thule roof carriers and snow chains. 

Travel Library: PSP Naples maintains a travel library located at Villa Maple Leaf in Lago Patria. 

Carney Park Access: The PSP Coordinator is responsible for the acquisition and administration of the 

American’ Carney Park’ Passes which are made available to the Canadian community on an annual 

basis. Carney Park is located 5 miles north of Naples, Italy in a 93 acre volcanic crater. Also located in 

the park is a 9 hole golf course, Olympic size outdoor swimming pool, 5 adult size softball fields, 1 adult 

size baseball field, 2 little league baseball fields, 1 little league softball field, 1 football field and 1 soccer 

field, 4 lighted tennis courts, 2 batting cages, 1 outdoor basketball court, 4 sandlot volleyball courts, 

horseshoe pits, 20 small picnic sites, 11 large picnic areas, a boy and girl scout camp area, 30 tent sites,

RAMSTEIN, GERMANY 

The PSP Coordinator at Ramstein is responsible for the efficient day-to-day management of the Ramstein PSP Operations. 

In a nutshell, this entails everything from assisting with planning of community excursions and activities to organizing 

EXPRES tests for military members. The Ramstein PSP Coordinator is also responsible for managing the Ramstein 

Community Unit Fund budget in accordance with the Unit constitution and SCO guidance. 

The PSP Coordinator maintains the Ramstein Combined Mess budgets monthly and reconciles family travel, recreation 

and officer & spousal event expenses upon its completion. Each mess offered activity is assisted by the PSP Coordinator. 

Depending on the type of activity, planning may include a community excursion such as a day trip to the Christmas market 

or assist with selection of a suitable restaurant for a community dinner, and amassing information on local sights and 

activities for members.

The Ramstein detachment does not have a Military Family Resource Centre; however, it 

does have a community lounge in which members are invited to relax and take advantage of 

the travel book collection, free internet access or DVD library. Canadian periodicals and a 

number of travel books are also available for community members to borrow. Members can also borrow on a temporary 

basis a carpet cleaning machine, power washer and snow tire chains. Just drop by and visit the PSP Coordinator!

THE MAPLE LEAF ROOM 

The Maple Leaf Room (MLR) is where we hold our weekly TGIFs – at least once a month we have a TGIF with 

food. The MLR is a great meeting place that is ‘family friendly’. The MLR is also used by Canadians to host 

luncheons, meetings, crafts days, etc. - we have even held sleepovers with the 'youth council' group. Training 

sessions, Halloween and Christmas parties are held at the MLR as well as, local Tapestry and Norwegian Sales that 

are held a couple times throughout the year. 

THE PSP OFFICE 

The PSP Office is the hub of information for many events throughout the year for Canadians 

posted to SHAPE. Members can sign up for events such as golf tournaments, (held twice a 

year), wine tasting evenings, historical guided trips such as Battlefield Tours, short duration 

trips such as Wine tastings, restaurant outings, Canada Day and Canadian dinner parties.
