Message from the CEO
The year 2016 has been a momentous
year for KenTrade, one that evokes pride
and a sense of excitement about what the
future holds. I give special credit to our
staff for their tremendous efforts towards
fulfilling the Agency’s core mandate of
trade facilitation. The Kenya TradeNet
System which import and export traders
and over 30 Government agencies now
rely on for cargo clearance documentation
is now in the completion phase, thanks to
all stakeholders for the support.
In the coming year, we will spotlight on
the impact stories from Kenya; on how
Single Window in Kenya is transforming
trade businesses. We hope to showcase
Kenya’s experiences and how we have
outperformed many of other African
economies by successfully implementing one of the most complex and cross cutting trade
logistics solutions in Africa within a time frame of 3 years.
With the able and strategic guidance of the Board under the Chairmanship of Gen. Joseph
Kibwana (Ret), KenTrade achieved several milestones; we launched our 2015/16 – 2019/20
Strategic Plan, we became ISO 9001: 2008 certified and also we reviewed our Customer
Service Charter. We took services closers to Kenya TradeNet System users and now we have
facilitation offices in Mombasa, Busia, Malaba and Isebania border posts. All these initiatives
are geared towards enhancing service delivery.
We have new projects that we have initiated. A significant project which will be a game
changer is the Kenya Trade Information Portal. We also intend to implement several Value
Added Services in the Trade Facilitation space geared towards improving overall user
experience when carrying out cargo clearance.
On the global scene we shaped the regional and global trade facilitation agenda through
able representation and active participation in trade facilitation conferences and events
organized by global bodies like UNCTAD, regional platforms like COMESA and also the
continental umbrella body for single window systems African Alliance for Electronic
Commerce (AACE)--- framework for exchange and sharing on the facilitation of trade--, of
which we are a founding member and regional focal point and Vice- President.
Finally to our customers and stakeholders: our primary goal is to ensure we provide you
with and continue to invest in our people and technology, We will continue to listen to you
to understand what you need to ensure we are a partner of choice as we strive towards our
vision to be among the global leaders in trade facilitation through e-commerce.
Once again, thank you for your support and we know that you will be walking with us on
the long journey ahead, as we finalize the implementation of the Kenya TradeNet System.
From the KenTrade fraternity, we wish you safe, happy holidays and best wishes for the 2017.
Kenya has made remarkable strides
since the official launch of the National
Electronic Single Window System
(Kenya TradeNet System) in May 2,
2014, with cargo clearance across its
borders now much easier, faster and
convenient. The adoption of the System
has enabled centralized lodgment of
international trade documentations
for both imports and exports including
trans-shipments “It routes those
documents to the various Government
Agencies for necessary approvals,” says
KenTrade’s Chief Executive Officer, Mr.
Amos Wangora.
The Agency also stepped up efforts
to ensure the System Users and other
stakeholders properly understand the
Single Window System by organizing
awareness and sensitization workshops
countrywide. Among the gains to write
home about are the uptake in system
usage and notable innovations geared
at improving international and cross
trade facilitation in Kenya.
The number of Partner Government
Agencies (PGAs) processing permits
through Kenya TradeNet System
increased from 22 in 2015 to 30 in 2016
while 5 are going through development
and piloting phases. The average
number of documents required for
processing applications has reduced
by about 50 per cent while time taken
Our Score Card on Trade Facilitation
“
Agency is in the final
stages of rolling out the
remaining modules i.e.
the Declaration and Duty
Remission modules
“
to process clients’ requests has reduced
by over 50 per cent. A point worth
noting is that the Kenya Dairy Board
and Port Health Services were among
PGAs that were first to fully adopt the
Kenya TradeNet System in processing of
Permits Applications.
New innovation that KenTrade hopes to
leverage on to boost trade facilitation
through the Kenya TradeNet System is
the Integrated Customs Management
System (iCMS) being implemented by
a key partner agency, Kenya Revenue
Authority. The new System is expected
to replace the Simba System which
has been in use in the country over
the last 10 years. The Agency is also
working with KRA to integrate the Real
Time Monitoring System (RTMS) for the
automation of the One Stop Border Post
(OSBP) processes for efficient and faster
clearance of cargo at Kenyan Borders.
The project scheduled for completion
by end of May 2016 will enable data
sharing between RTMS and the Kenya
TradeNet System, which will eventually
eliminate the manual processes at
Kenyan Borders and drastically reduce
the time taken and cost to move goods
across borders.
Also in progress is the enhanced
communication with stakeholders
through Short Message Service and
Unstructured Supplementary Service
Data (USSD) Gateway integrated
with the Kenya TradeNet System to
proactively deliver required real-time
updates on status to clients and will
allow closer monitoring of documents
lodged through the TradeNet System.
The Agency is improving the traders
experience in payment processes by
working with the Digital Payment
Taskforce to integrate the TradeNet
System with the Digital Payment
platform (e-citizen) as an alternative
channel for collecting license and permit
fee payments and remitting the same
to the PGA accounts. With the support
of Trade Mark East Africa and UNCTAD,
KenTrade has also commenced the
implementation of the E-Trade Portal
project whose greatest beneficiary will
be traders who intend to import or
export cargo to and from Kenya.
Most of the modules and their
functionalities in the Kenya TradeNet
System have been successfully
implemented and the Agency is in the
final stages of rolling out the remaining
modules i.e. the Declaration and Duty
Remission modules.
The Kenya e-Trade Portal implement team from TEMEA & KenTrade
The Government of Kenya through
KenTrade is implementing a Trade
Information Portal (TIP) that will serve
as a one-stop website for trade-related
regulatory information for import, export
and transit trade. The Portal also known
as the Kenya e – Trade portal will provide
easy access to trade-related regulatory
information in order to enhance
transparency and accountability and
reduce the time traders take to get
proper documentation.
The portal will improve ease of doing
business resulting in reduced trading
time and cost. Information that will
regulations on governing import,
export and transit of commercial goods,
procedures and requirements for
processing licenses and various permits,
and the samples of these application
forms that can be downloaded.
KenTrade will also make it possible
for institutions involved in regulating
international trade in Kenya to analyse
and simplify trade processes with
updated information on administrative
formalities. The e - trade portal project is
supervised by the National Committee
on Trade Facilitation (NTFC). The project
is being implemented by KenTrade with
financial support of Trade Mark East
Africa (TMEA) and technical support
from United Nations Conference on
Gen. J R Kibwana ( Ret) .
In May 2016 Kenya (KenTrade) launched an ambitious five year strategic plan to
guide the second phase of implementation of Kenya TradeNet System. Under the
new Strategic Plan the Agency intends to maintain at least 99.982% availability
of the Kenya TradeNet System and increase quality and timeliness of service delivery
to stakeholders by increasing customer satisfaction level by 3% annually from the
current baseline of 74%.
Since its roll out in 2013, usage of the Kenya TradeNet System has grown
tremendously with 30 Government Agencies on board the System. The latest
entrants on board the Kenya TradeNet include AFFA Fibre Crops Directorate, AFFA
Food Crops Directorate, AFFA Pyrethrum Board, AFFA Nuts and Oils Directorate and
the Department of Fisheries.
Importantly, the number of steps in processing client applications has reduced by
almost 50 percent with the average number of documents required for processing
applications going down by about 30-50 percent. The time taken to process clients’
requests has reduced by over 50 per cent in some instances with the number of
clients’ visits to government agencies involved in clearing goods reducing to zero in
a number of instances.
