Corporation established in 2011 under the National<br />

Treasury to set-up, implement and manage the<br />

National Electronic Single Window System (Kenya<br />

<strong>Trad</strong>e<strong>Net</strong> System) and to facilitate trade.<br />

About Ken<strong>Trad</strong>e<br />

international trade and transport logistics to lodge<br />

documents electronically, for processing, approvals<br />

and to make payments electronically for fees, levies,<br />

duties and taxes due to the Government, on goods<br />

imported or exported into and from the country. The<br />

Kenya <strong>Trad</strong>e<strong>Net</strong> System is integrated and interfaced<br />

with Systems of stakeholders involved in international<br />

trade to provide an end to end electronic solution to<br />

trade logistics challenges.<br />

The Kenya <strong>Trad</strong>e<strong>Net</strong> System is one of Kenya’s Vision<br />

2030 Flagship Projects under the Economic Pillar,<br />

which seeks to help the country achieve a sustainable<br />

economic growth of 10% per annum.<br />

Single Window System is recognized by United Nations<br />

(UN CEFACT recommendation Number 33) and the<br />

World <strong>Trad</strong>e organization (WTO) <strong>Trad</strong>e Facilitation<br />

Agreement (TFA) as one of the key concepts in trade<br />

facilitation.<br />

Ken<strong>Trad</strong>e’s functions;<br />

• Implement, in consultation with the Minister<br />

for Finance, policies relating to the National<br />

Electronic Single Window System;<br />

• Integrate electronic systems of public and private<br />

entities involved in receipting, processing and<br />

approving documents relating to international<br />

trade transactions;<br />

• Develop, manage, and promote interchange of<br />

electronic data for facilitation of trade;<br />

• Undertake and coordinate research and surveys in<br />

electronic commerce aimed at simplifying and<br />

harmonizing trade documentations;<br />

• Maintain an electronic database of all imported<br />

and exported goods and services and the levies,<br />

fees, duties and taxes charged on imported or<br />

exported goods and services;<br />

• Collect trade statistics;<br />

• Plan, develop, monitor and evaluate training<br />

programs for all stakeholders to ensure<br />

conformity with international best practices;<br />

• Perform such other functions related to trade<br />

facilitation and other such duties as the Minister<br />

may, from time to time, assign to the Agency.<br />

Message from the CEO<br />

The year 2016 has been a momentous<br />

year for Ken<strong>Trad</strong>e, one that evokes pride<br />

and a sense of excitement about what the<br />

future holds. I give special credit to our<br />

staff for their tremendous efforts towards<br />

fulfilling the Agency’s core mandate of<br />

trade facilitation. The Kenya <strong>Trad</strong>e<strong>Net</strong><br />

System which import and export traders<br />

and over 30 Government agencies now<br />

rely on for cargo clearance documentation<br />

is now in the completion phase, thanks to<br />

all stakeholders for the support.<br />

In the coming year, we will spotlight on<br />

the impact stories from Kenya; on how<br />

Single Window in Kenya is transforming<br />

trade businesses. We hope to showcase<br />

Kenya’s experiences and how we have<br />

outperformed many of other African<br />

economies by successfully implementing one of the most complex and cross cutting trade<br />

logistics solutions in Africa within a time frame of 3 years.<br />

With the able and strategic guidance of the Board under the Chairmanship of Gen. Joseph<br />

Kibwana (Ret), Ken<strong>Trad</strong>e achieved several milestones; we launched our 2015/16 – 2019/20<br />

Strategic Plan, we became ISO 9001: 2008 certified and also we reviewed our Customer<br />

Service Charter. We took services closers to Kenya <strong>Trad</strong>e<strong>Net</strong> System users and now we have<br />

facilitation offices in Mombasa, Busia, Malaba and Isebania border posts. All these initiatives<br />

are geared towards enhancing service delivery.<br />

We have new projects that we have initiated. A significant project which will be a game<br />

changer is the Kenya <strong>Trad</strong>e Information Portal. We also intend to implement several Value<br />

Added Services in the <strong>Trad</strong>e Facilitation space geared towards improving overall user<br />

experience when carrying out cargo clearance.<br />

On the global scene we shaped the regional and global trade facilitation agenda through<br />

able representation and active participation in trade facilitation conferences and events<br />

organized by global bodies like UNCTAD, regional platforms like COMESA and also the<br />

continental umbrella body for single window systems African Alliance for Electronic<br />

Commerce (AACE)--- framework for exchange and sharing on the facilitation of trade--, of<br />

which we are a founding member and regional focal point and Vice- President.<br />

Finally to our customers and stakeholders: our primary goal is to ensure we provide you<br />

with and continue to invest in our people and technology, We will continue to listen to you<br />

to understand what you need to ensure we are a partner of choice as we strive towards our<br />

vision to be among the global leaders in trade facilitation through e-commerce.<br />

Once again, thank you for your support and we know that you will be walking with us on<br />

the long journey ahead, as we finalize the implementation of the Kenya <strong>Trad</strong>e<strong>Net</strong> System.<br />

Kenya has made remarkable strides<br />

since the official launch of the National<br />

Electronic Single Window System<br />

(Kenya <strong>Trad</strong>e<strong>Net</strong> System) in May 2,<br />

2014, with cargo clearance across its<br />

borders now much easier, faster and<br />

convenient. The adoption of the System<br />

has enabled centralized lodgment of<br />

international trade documentations<br />

for both imports and exports including<br />

trans-shipments “It routes those<br />

documents to the various Government<br />

Agencies for necessary approvals,” says<br />

Ken<strong>Trad</strong>e’s Chief Executive Officer, Mr.<br />

Amos Wangora.<br />

The Agency also stepped up efforts<br />

to ensure the System Users and other<br />

stakeholders properly understand the<br />

Single Window System by organizing<br />

awareness and sensitization workshops<br />

countrywide. Among the gains to write<br />

home about are the uptake in system<br />

usage and notable innovations geared<br />

at improving international and cross<br />

trade facilitation in Kenya.<br />

The number of Partner Government<br />

Agencies (PGAs) processing permits<br />

through Kenya <strong>Trad</strong>e<strong>Net</strong> System<br />

increased from 22 in 2015 to 30 in 2016<br />

while 5 are going through development<br />

and piloting phases. The average<br />

number of documents required for<br />

processing applications has reduced<br />

by about 50 per cent while time taken<br />

noting is that the Kenya Dairy Board<br />

and Port Health Services were among<br />

PGAs that were first to fully adopt the<br />

Kenya <strong>Trad</strong>e<strong>Net</strong> System in processing of<br />

Permits Applications.<br />

New innovation that Ken<strong>Trad</strong>e hopes to<br />

leverage on to boost trade facilitation<br />

through the Kenya <strong>Trad</strong>e<strong>Net</strong> System is<br />

the Integrated Customs Management<br />

System (iCMS) being implemented by<br />

a key partner agency, Kenya Revenue<br />

Authority. The new System is expected<br />

to replace the Simba System which<br />

has been in use in the country over<br />

the last 10 years. The Agency is also<br />

working with KRA to integrate the Real<br />

Time Monitoring System (RTMS) for the<br />

automation of the One Stop Border Post<br />

(OSBP) processes for efficient and faster<br />

clearance of cargo at Kenyan Borders.<br />

The project scheduled for completion<br />

by end of May 2016 will enable data<br />

sharing between RTMS and the Kenya<br />

<strong>Trad</strong>e<strong>Net</strong> System, which will eventually<br />

eliminate the manual processes at<br />

Kenyan Borders and drastically reduce<br />

the time taken and cost to move goods<br />

across borders.<br />

Also in progress is the enhanced<br />

communication with stakeholders<br />

through Short Message Service and<br />

Unstructured Supplementary Service<br />

Data (USSD) Gateway integrated<br />

with the Kenya <strong>Trad</strong>e<strong>Net</strong> System to<br />

proactively deliver required real-time<br />

updates on status to clients and will<br />

allow closer monitoring of documents<br />

lodged through the <strong>Trad</strong>e<strong>Net</strong> System.<br />

The Agency is improving the traders<br />

experience in payment processes by<br />

working with the Digital Payment<br />

Taskforce to integrate the <strong>Trad</strong>e<strong>Net</strong><br />

System with the Digital Payment<br />

platform (e-citizen) as an alternative<br />

channel for collecting license and permit<br />

fee payments and remitting the same<br />

to the PGA accounts. With the support<br />

of <strong>Trad</strong>e Mark East Africa and UNCTAD,<br />

Ken<strong>Trad</strong>e has also commenced the<br />

implementation of the E-<strong>Trad</strong>e Portal<br />

project whose greatest beneficiary will<br />

be traders who intend to import or<br />

export cargo to and from Kenya.<br />

Most of the modules and their<br />

functionalities in the Kenya <strong>Trad</strong>e<strong>Net</strong><br />

System have been successfully<br />

implemented and the Agency is in the<br />

final stages of rolling out the remaining<br />

modules i.e. the Declaration and Duty<br />

Remission modules.<br />

Kenya Implements e-<strong>Trad</strong>e Portal to Boost <strong>Trad</strong>e Facilitation<br />

The Kenya e-<strong>Trad</strong>e Portal implement team from TEMEA & Ken<strong>Trad</strong>e<br />

The Government of Kenya through<br />

Ken<strong>Trad</strong>e is implementing a <strong>Trad</strong>e<br />

Information Portal (TIP) that will serve<br />

as a one-stop website for trade-related<br />

regulatory information for import, export<br />

and transit trade. The Portal also known<br />

as the Kenya e – <strong>Trad</strong>e portal will provide<br />

easy access to trade-related regulatory<br />

information in order to enhance<br />

transparency and accountability and<br />

reduce the time traders take to get<br />

proper documentation.<br />

The portal will improve ease of doing<br />

business resulting in reduced trading<br />

time and cost. Information that will<br />

regulations on governing import,<br />

export and transit of commercial goods,<br />

procedures and requirements for<br />

processing licenses and various permits,<br />

and the samples of these application<br />

forms that can be downloaded.<br />

Ken<strong>Trad</strong>e will also make it possible<br />

for institutions involved in regulating<br />

international trade in Kenya to analyse<br />

and simplify trade processes with<br />

updated information on administrative<br />

formalities. The e - trade portal project is<br />

supervised by the National Committee<br />

on <strong>Trad</strong>e Facilitation (NTFC). The project<br />

is being implemented by Ken<strong>Trad</strong>e with<br />

financial support of <strong>Trad</strong>e Mark East<br />

Africa (TMEA) and technical support<br />

from United Nations Conference on<br />

<strong>Trad</strong>e and Development (UNCTAD). The<br />

e–trade portal project will go live by<br />

June 2017.<br />

Celebrating 2016 Customer Service Week in Style<br />

Ken<strong>Trad</strong>e was one of the many customer focused institutions<br />

that celebrated the annual global customer service week themed<br />

“Listening To Our Customers” that was celebrated from 3 - 7<br />

October, 2016.<br />

The week-long event provided the on customer service and the<br />

vital role it plays in successful business practice and overall growth<br />

of the institution. Different activities were lined up including raffles,<br />

goodies distributed to customers at random, job swaps, dressingdown<br />

with climax being a motivational speech and cake cutting.<br />

Customer Service Week is an international celebration of the<br />

importance of customer service and of the people who serve and<br />

support customers on a daily basis.<br />

Institutions that participate in Customer Service Week carry out<br />

special activities to highlight the importance of great customer<br />

experiences to the success of the organization and reinforce a<br />

customer-focused culture.<br />

In Kenya the climax event and award ceremony to celebrate<br />

participating companies was held on October 7th 2016 at Sarova<br />

ICF Projects in Africa Come to a Close<br />

Investment Climate Facility for Africa<br />

(ICF) completed its mandate in Africa<br />

after 9 years of solid presence with 73<br />

development projects that impacted<br />

on 36 economies including Kenya. The<br />

organization hosted a two day event<br />

in Dar-Es-Salaam, Tanzania dubbed ‘ICF<br />

Completion’ that officially marked the<br />

end of ICF activities in Africa and to<br />

celebrate ICF’s achievements since its<br />

founding in 2007.<br />

The event was held from August 31,<br />

2016 to September 1, 2016 and was<br />

graced by the Prime Minister of Tanzania,<br />

Honourable Kassim Majaliwa and<br />

attended by the ICF Board of Trustees,<br />

various stakeholders, ICF donors, private<br />

sector representatives and government<br />

officials from 15 African countries.<br />

ICF was established on the back drop<br />

of increasing recognition that an<br />

improved African investment climate is<br />

fundamental for economic growth.<br />

It was set up to prove that investment<br />

climate reforms can be done quickly<br />

and using little resources while creating<br />

great impact for the private sector,<br />

governments and nations. Among the<br />

successfully implemented ICF funded<br />

projects is the Kenya National Electronic<br />

Single Window System ( Kenya <strong>Trad</strong>e<strong>Net</strong><br />

System) being implemented by<br />

Ken<strong>Trad</strong>e. ICF has been able to provide<br />

tangible results to businesses and<br />

economies across Africa. It is hoped that<br />

the countries will continue to experience<br />

the benefits of the ICF projects for many<br />

years to come.<br />

In May 2016 Kenya (Ken<strong>Trad</strong>e) launched an ambitious five year strategic plan to<br />

guide the second phase of implementation of Kenya <strong>Trad</strong>e<strong>Net</strong> System. Under the<br />

new Strategic Plan the Agency intends to maintain at least 99.982% availability<br />

of the Kenya <strong>Trad</strong>e<strong>Net</strong> System and increase quality and timeliness of service delivery<br />

to stakeholders by increasing customer satisfaction level by 3% annually from the<br />

current baseline of 74%.<br />

Since its roll out in 2013, usage of the Kenya <strong>Trad</strong>e<strong>Net</strong> System has grown<br />

tremendously with 30 Government Agencies on board the System. The latest<br />

entrants on board the Kenya <strong>Trad</strong>e<strong>Net</strong> include AFFA Fibre Crops Directorate, AFFA<br />

Food Crops Directorate, AFFA Pyrethrum Board, AFFA Nuts and Oils Directorate and<br />

the Department of Fisheries.<br />

Importantly, the number of steps in processing client applications has reduced by<br />

almost 50 percent with the average number of documents required for processing<br />

applications going down by about 30-50 percent. The time taken to process clients’<br />

requests has reduced by over 50 per cent in some instances with the number of<br />

clients’ visits to government agencies involved in clearing goods reducing to zero in<br />

a number of instances.<br />

Ken<strong>Trad</strong>e Board of Directors<br />

Ken<strong>Trad</strong>e has been awarded the ISO 9001:2008 Management<br />

System Certificate. The certification awarded by the Bureau<br />

Veritas Quality International (BVQI) on June 30, 2016 was<br />

for the establishment, operationalization and management<br />

of the Kenya National Electronic Single Window System<br />

and <strong>Trad</strong>e Facilitation. The ISO certification was as a result<br />

of several months’ of hard work and a rigorous process of<br />

documentation, reviews and audits.<br />

Achieving high levels of customer satisfaction and<br />

establishing processes for continuous improvement are<br />

important components of the ISO 9001:2008 certification<br />

process and is aligned with the Agency’s core values of<br />

excellence and efficiency in the customer service delivery.<br />

The Government of Kenya places great emphasis on quality<br />

service delivery and as a trade facilitation institution<br />

aimed at providing efficient services to the citizenry. The<br />

ISO Certification indeed is a testimony which reflects<br />

our commitment to quality and our commitment to our<br />

customers. The ISO 9001; 2008 Certification sends out<br />

a message that all members of the Ken<strong>Trad</strong>e team are<br />

committed to high quality customer service and delivery.<br />

Board appoints Wangora as the CEO<br />

Ken<strong>Trad</strong>e Board of Directors<br />

appointed Mr. Amos S. Wangora<br />

as the Ken<strong>Trad</strong>e’s Chief Executive<br />

Officer with effect from October<br />

1, 2016 for a period of 3 years.<br />

Mr. Wangora, had acted as Chief<br />

Executive Officer at Ken<strong>Trad</strong>e since<br />

March 30, 2015 following the exit<br />

of the late Mr. Alex Kabuga who<br />

was the founding CEO of Ken<strong>Trad</strong>e.<br />

Maritime University (Sweden). He<br />

is also a Fellow of the Institute of<br />

Chartered Shipbrokers (UK). He<br />

previously worked at the Kenya<br />

Ports Authority (KPA).<br />

President Kenyatta says operationalization<br />

of electronic Single Window System in<br />

Kenya has led to drastic reduction of time<br />

and cost of doing business across East<br />

Africa. He said the Kenya <strong>Trad</strong>e<strong>Net</strong> System<br />

was among the Port reforms that has<br />

reduced average transit cargo clearance<br />

time by two days down from five.<br />

It also takes three days for good to transit<br />

from Mombasa to Kampala in Uganda,<br />

and four days to Kigali in Rwanda, down<br />

from 18 days and 20 days respectively.<br />

The President’s remarks were contained<br />

in a speech read on his behalf by the<br />

National Treasury Cabinet Secretary Mr.<br />

Henry Rotich who represented him at<br />

the official opening of Africa’s 2016 Ease<br />

of Doing Business Index (EDBI 2016)<br />

“Operationalization of the Single Window<br />

System in Kenya has led to significant<br />

reduction on time taken to process trade<br />

documents from an average of 21 days to<br />

1 day and further reduction of the number<br />

of processes from an average of 10 steps.<br />

We expect further reductions in time and<br />

cost of clearance at the Ports and at the<br />

Borders as we complete roll out of the<br />

Single Window platform,” he said.<br />

CSR and Environment Activities at Ken<strong>Trad</strong>e<br />

Ken<strong>Trad</strong>e considers it important to recognise the social and environmental impacts of its business in order to develop the business<br />

in a sustainable way. Our aim is to meet the expectations of our stakeholders through contributions towards to a better, more<br />

sustainable society by undertaking initiatives in the areas of our CSR agenda - enhancing corporate value and strengthening the<br />

communities in which we operate by helping to shape a better and more sustainable society as enshrined in our Corporate Social<br />

Responsibility Policy.<br />

Participation in the 2016 Standard Chartered Marathon. The Marathon was first held in 2003, and is a global initiative whose aim is to tackle<br />

avoidable blindness and visual impairment among children below 15 years of age.<br />

Tree planting at the Nairobi National Park<br />

Survival rate of 500 trees that staff planted in 2014 in Naivasha is at 95%<br />

Ken<strong>Trad</strong>e partnered with Nairobi Greenline Project ( A 30km long and<br />

50m wide forest of indigenous trees that will shield the Nairobi National<br />

Park from our growing metropolis) to plant 250 Acacia Tree Seedlings at<br />

Nairobi National Park. The Nairobi Greenline project is an initiative of<br />

the Kenya Association of Manufacturers (KAM) in partnership with the<br />

Kenya Wildlife Service (KWS) and other corporate organisations.<br />

and how teamwork impacts on the<br />

Agency’s vision, mission and core<br />

values. CEO Amos Wangora in his<br />

address, promised to ensure that the<br />

Agency continues to organize teambuilding<br />

activities for staff. “We are<br />

dedicated to nurturing, empowering<br />

an energetic office atmosphere in<br />

which every member of our team<br />

can thrive both professionally and<br />
