PRESIDENT STODDARD PRESENT<br />

President Livingston stated that President George Dinsmore Stoddard<br />

was present for the first time since taking charge <strong>of</strong> the affairs <strong>of</strong> the<br />

University on July 1, 1946, and asked him if he cared to make any<br />

statement.<br />

President Stoddard made a brief statement touching on the functions<br />

and aims <strong>of</strong> a State <strong>university</strong>, and the problems facing all educational<br />

institutions at the present time.<br />

MATTERS PRESENTED BY PRESIDENT STODDARD<br />

The Board considered the following matters presented by the President<br />

<strong>of</strong> the University.<br />

AWARD OF CONTRACT FOR WELL<br />

(i) The Physical Plant Department has received the following bids on a test<br />

well and a new well to be located on the South Farm on the Urbana campus:<br />

Hayes and Layne-Western<br />

The test well will first be sunk, and if the supply <strong>of</strong> water is found adequate<br />

the well will be finished. The additional water supply is urgently needed for<br />

reasons explained in a letter dated July 15 from the Director <strong>of</strong> the Physical<br />

Plant Department to the Comptroller, a copy <strong>of</strong> which is hereby given to the<br />

Secretary <strong>of</strong> the Board for record.<br />

The Director <strong>of</strong> the Physical Plant Department and the Comptroller recommend<br />

that the contract be entered into with Layne-Western Company, the lowest<br />

bidder, for a test well at $700 and for the completed well if dug at an additional<br />

$8,485. Funds are available in the State appropriation <strong>of</strong> $120,000 for "Water<br />

Station improvements" made to the University <strong>of</strong> Illinois for the biennium<br />

<strong>of</strong> 1945-1947-<br />

On motion <strong>of</strong> Mr. McKelvey, this contract was awarded as recommended.<br />

REASSIGNMENT OF FUNDS FOR STUDENT HOUSING<br />

(2) On May 29, 1946 (Minutes, pages 1112-1113, 1116, 1122), the Board approved<br />

a recommendation from President A. C. Willard for the assignment <strong>of</strong> funds for<br />

student housing at Urbana-Champaign as follows:<br />

(a) Additional temporary housing, supplementing present facilities, to provide<br />

accommodations for 150 families and 1730 single students, at a cost <strong>of</strong><br />

$572,600, to be assigned from the $1,500,000 State appropriation for Students'<br />

Residence Halls and equipment. These facilities would include remodeling the<br />

West Hall <strong>of</strong> the Stadium and the Ice Skating Rink to house 738 single students,<br />

and Federal Public Housing Authority temporary buildings to house 150 families<br />

and 992 single students.<br />

(b) Assignment <strong>of</strong> $356,275 in this appropriation and $250,950 in the fund<br />

for Contingencies in the State appropriations for buildings (total $607,225) for<br />

the partial cost <strong>of</strong> a new women's residence hall.<br />

Requests for releases <strong>of</strong> funds for such uses were submitted to and have<br />

been approved by the Governor. In the meantime, more complete data on the<br />

cost <strong>of</strong> temporary housing are available which indicate a probable cost <strong>of</strong><br />

$1,032,000, compared with the previous estimate <strong>of</strong> $1,079,600. Two factors which<br />

will affect the ultimate cost <strong>of</strong> the temporary housing program are not yet determined:<br />

(a) the exact amount <strong>of</strong> reimbursement due the University by the
