REBA DEAL-CLOSING FUND<br />

INCREASES TO $78.5 MILLION<br />

Georgia has signifi cantly increased its discretionary<br />

deal-closing project fund for large cities,<br />

including metro <strong>Atlanta</strong>. The Georgia General<br />

Assembly took decisive action in the 2012 session<br />

and raised its Regional <strong>Economic</strong> Business<br />

Assistance (REBA) fund to $78.5 million, a large<br />

increase from previous years. This fund immediately<br />

makes Georgia cities more competitive<br />

for signifi cant economic development project<br />

opportunities. Operations and industry clusters<br />

targeted by the <strong>Metro</strong> <strong>Atlanta</strong> <strong>Chamber</strong> will be<br />

candidates for these funds. There will be caseby-case<br />

state evaluation of projects with an emphasis<br />

on quality job creation and investment.<br />

BAXTER INTERNATIONAL TO<br />

CREATE 1,500 JOBS<br />

Global, diversifi ed health care company, Baxter International<br />

Inc., selected Georgia for its new biopharmaceutical<br />

manufacturing and distribution center and plasma centers, which will<br />

employ approximately 1,500 people with an investment exceeding $1 billion.<br />

To be built east of <strong>Atlanta</strong> in the Stanton<br />

Springs business park within Jasper, Morgan,<br />

Newton and Walton counties, Baxter’s facility<br />

will manufacture and distribute plasma-based<br />

therapies that treat chronic and critical medical<br />

conditions. Construction will start this year<br />

with the fi rst building to be complete by 2015,<br />

and be fully operational by 2018.<br />

During the April 2012 announcement<br />

made possible by the Georgia Department<br />

of <strong>Economic</strong> Development (GDEcD), Gov.<br />

Nathan Deal said, “Baxter’s decision to come to<br />

Georgia marks a new era in the growth of our<br />

biosciences industry and will have far-reaching<br />

impact on our economy. We are honored to<br />

welcome this fl agship company to Georgia<br />

and proud that our state’s vast resources for<br />

the biomedical fi eld will assist the company<br />

with the groundbreaking medical advances it is<br />

renowned for.”<br />

Baxter, based in Deerfi eld, Ill., is partnering<br />

with the State of Georgia to ensure a trained<br />

workforce. Georgia Quick Start will build and<br />

manage a 20,000 square-foot biotech training<br />

center with customized programs to meet<br />

Baxter’s needs. The Technical College System<br />

of Georgia, the Governor’s Offi ce of Workforce<br />

Development and the Georgia Department of<br />

Labor will work to develop a pipeline of talent<br />

and match prospective workers.<br />

LEADER IN CLEAN TECH<br />

<strong>Metro</strong> <strong>Atlanta</strong>’s clean economy, the<br />

most diverse clean economy in the nation<br />

according to The Brookings Institution,<br />

is well positioned to be a major hub in<br />

a variety of clean tech segments. Led<br />

by the <strong>Metro</strong> <strong>Atlanta</strong> <strong>Chamber</strong>, a new<br />

council formed in 2012 to grow metro<br />

<strong>Atlanta</strong>’s clean tech economy, attract clean<br />

tech jobs and promote best practices as<br />

a sustainable community. The Clean Tech<br />

Leadership Council brings together top<br />

clean tech executives, public policy and<br />

higher education leaders to advance metro<br />

<strong>Atlanta</strong>’s clean economy.<br />

From 2008 to 2011, the <strong>Metro</strong> <strong>Atlanta</strong><br />

<strong>Chamber</strong> and its partners have recruited<br />

20 clean tech companies to metro <strong>Atlanta</strong>,<br />

resulting in over 1,600 jobs. Home to<br />

companies such as GE Energy’s Smart<br />

Grid Center of Excellence, Suniva, Exide<br />

Technologies and Comverge, metro <strong>Atlanta</strong><br />

WIND ENERGY INDUSTRY<br />

COMES TO GEORGIA<br />

For the first time in the Southeast, global<br />

wind industry leaders converged in <strong>Atlanta</strong><br />

in June for the industry’s largest annual<br />

event – WINDPOWER 2012 produced by<br />

the American Wind Energy Association.<br />

Drawing approximately 12,000 attendees<br />

from 60 countries and 900 exhibitors, leaders<br />

discussed topics including federal legislation,<br />

transmission, state policy, and the<br />

wind industry supply chain.<br />

“With more than 90 wind-related manufacturing<br />

facilities located in the Southeast –<br />

20 of which are in Georgia – and the proximity<br />

to Hartsfield-Jackson <strong>Atlanta</strong> International<br />

Airport, the world’s busiest airport, <strong>Atlanta</strong><br />

was a natural fit to host WINDPOWER,”<br />

said <strong>Metro</strong> <strong>Atlanta</strong> <strong>Chamber</strong>’s vice president<br />

of supply chain & advanced manufacturing<br />

development, Bob Pertierra.<br />

With Georgia’s strong transportation<br />

network, including the Port of Savannah,<br />

the state is attractive to manufacturers making<br />

components for wind turbines. Georgia<br />

companies include Hailo USA, which manufactures<br />

ladders for wind towers and ZF<br />

Wind Power, which manufactures wind<br />

turbine gearboxes.<br />

<strong>Atlanta</strong>based<br />

Carter’s<br />

Inc., a leading<br />

provider of apparel and related products exclusively<br />

for babies and young children, including<br />

the Carter’s and OshKosh B’gosh brands, has a<br />

new one million square-foot, $50 million distribution<br />

center in Braselton (Jackson County).<br />

The facility creates a need for up to 600 jobs to<br />

support the company’s online commerce, retail<br />

and wholesale business.<br />

“Carter’s has been doing business in<br />

Georgia for nearly 90 years and our global<br />

TWO 3PL’S EXPAND ATLANTA PRESENCE<br />

Kuehne + Nagel Inc., one of the world’s<br />

leading logistics providers, is developing a<br />

211,000 square-foot, build-to-suit office and<br />

warehouse facility in East Point (Fulton County)<br />

as its Southeastern headquarters. The expansion<br />

will more than double its square footage<br />

upon the company’s relocation from Forest<br />

Park to East Point in 2013. Approximately 300<br />

employees (mostly transfers) will work at the<br />

new facility.<br />

“Kuehne + Nagel’s expansion in <strong>Atlanta</strong><br />

stems from the need for additional space to<br />

accommodate growth in demand for our company’s<br />

services. It also reflects the outstanding<br />

work that our logistics professionals have<br />

delivered, assisting our clients in navigating<br />

today’s challenging economic waters,” said<br />

Juergen Gentzke, Kuehne + Nagel’s Regional<br />

Vice President.<br />

headquarters is based in <strong>Atlanta</strong>. We’re proud<br />

to expand our presence in our home state,”<br />

said Michael D. Casey, Chairman and Chief<br />

Executive Officer of Carter’s, Inc. “This new<br />

facility is intended to allow us to support<br />

growth in our Carter’s and OshKosh B’gosh<br />

brands, improve the efficiency of our operations<br />

and better serve our customers.”<br />

Georgia Quick Start is supporting Carter’s<br />

with training and workforce development for<br />

the new jobs, including warehouse operations,<br />

equipment operations, inventory control, engineering<br />

and management.<br />

The new logistics center will feature customs<br />

brokerage; TSA security screening; a<br />

secure cage for high-value cargo; a temperature-controlled<br />

space to accommodate the<br />

requirements of the pharmaceutical industry;<br />

and special cargo equipment to handle oversized<br />

products, such as vehicles and engines.<br />

Coyote, a third-party<br />

logistics provider (3PL)<br />

based in Chicago, is<br />

growing in metro <strong>Atlanta</strong><br />

by expanding its driver services, accounting<br />

and finance operations in Alpharetta (Fulton<br />

County). The expansion from 23,000 square<br />

feet to 36,000 square feet will create space for<br />

an additional 160 jobs.<br />

“We hired 136 people in 2011. Our 24/7<br />

Driver Services operation will take over the<br />

existing space and we will build out and move<br />

our accounting and finance division to the<br />

expanded space,” said Jonathan Sisler, CFO<br />

of Coyote. “As we expand in Alpharetta, we<br />

will continue to draw on local talent to join<br />

our team and keep on par with the unprecedented<br />

growth of our headquartered operation<br />

in Chicago.”<br />

cycle solutions for health care organizations,<br />

opened an <strong>Atlanta</strong> office through<br />

its acquisition of <strong>Atlanta</strong>-based Interpoint<br />

Partners. Based in Cincinnati, the Health IT<br />

company will create up to 150 jobs at its<br />

Midtown <strong>Atlanta</strong> (Fulton County) location.<br />

<strong>Atlanta</strong> was also chosen for its annual client<br />

conference in May. The NEXT Summit<br />

focused on the next stages of paperless<br />

healthcare, the next steps in healthcare<br />

reform, and the next phases for Streamline<br />

Health’s solutions.<br />

LIFE-SAVING<br />

COMPANY EXPANDS<br />

Fresenius<br />

Medical Care,<br />

the world’s<br />

leading company devoted to patient-oriented<br />

renal therapy, plans to expand its<br />

presence in metro <strong>Atlanta</strong> by opening<br />

an additional office in Kennesaw (Cobb<br />

County), creating up to 120 jobs. The<br />

Peachtree Billing and Verification Office<br />

will provide billing and insurance verification<br />

for the company’s Southeast<br />

dialysis operations. Headquartered in<br />

Massachusetts, Fresenius Medical Care<br />

has two other corporate offices and multiple<br />

clinics in Cobb County.<br />

in Cobb County and the opportunity to<br />

assemble a talented team focused on providing<br />

the highest quality service and support<br />

SWEDISH MEDICAL DEVICE<br />

COMPANY EXPANDS NORTH<br />

AMERICAN HQ<br />

Elekta, which innovates clinical solutions<br />

for treating cancer and brain disorders,<br />

announced growing its North American headquarters<br />

in metro <strong>Atlanta</strong>. Upon relocating<br />

approximately 150 employees from Norcross,<br />

Ga. to the Perimeter business district (DeKalb<br />

County), the Swedish company projects creating<br />

an additional 100 jobs in the areas of<br />

medical device and health IT.<br />

“Elekta’s global influence in healthcare is<br />

increasing rapidly,” said President and CEO,<br />

Tomas Puusepp. “The move of our North<br />

American headquarters [within] <strong>Atlanta</strong> will<br />

support this trend and strengthen <strong>Atlanta</strong>’s<br />

growing biomedical community.”<br />

With 3,300 employees worldwide, Elekta’s<br />

solutions in oncology and neurosurgery are<br />

used in over 6,000 hospitals. The company is<br />

well-renowned for its Leksell Gamma Knife<br />

used to treat brain cancer and other brain<br />

disorders. Elekta is also a provider of software<br />

systems for cancer care.<br />

With a mix of biomedical companies, labs, research organizations, non-profits and higher educational<br />

institutions, metro <strong>Atlanta</strong> is a leading center for global health.<br />

Since 1946, the nation’s premier health promotion, prevention and preparedness agency, the<br />

Centers for Disease Control and Prevention (CDC), has called metro <strong>Atlanta</strong> home. With over 10,000<br />

employees in metro <strong>Atlanta</strong> and growing, the CDC is at the forefront of preventing and controlling<br />

disease, responding to health emergencies and maintaining national health statistics.<br />

Three major international nonprofit 501(c)(3) corporations based in <strong>Atlanta</strong> that work on global health<br />

issues are The Task Force for Global Health, The Carter Center and CARE. The Task Force for Global<br />

Health is an international nonprofit organization that strengthens health delivery systems by forging<br />

Research facilities at local universities including Emory University, Georgia State University,<br />

Georgia Institute of Technology and Morehouse School of Medicine advance research and develop<br />

the talent to transform global health. Emory University’s Rollins School of Public Health’s mission<br />

is to demonstrate excellence in the discovery, dissemination and application of knowledge as it<br />

trains and supports future leaders in health promotion and disease prevention through organized<br />

community efforts around the world. The school also supports research projects with the American<br />

County). The office will support the corporation’s operations<br />

with IT services.<br />

<strong>Atlanta</strong> presence with a new R&D center,<br />

located in Midtown <strong>Atlanta</strong> (Fulton County)<br />

within Georgia Tech’s Technology Square<br />

campus. The Panasonic Automotive Innovation<br />

Center is an incubator for next-generation automotive<br />

infotainment technologies. The approximate<br />

100 jobs, including software engineers,<br />

systems engineers, electrical engineers and<br />

support staff, will work on advancing automotive<br />

navigation and entertainment systems.<br />

The company is partnering with Georgia<br />

Tech for local engineering talent, specifically<br />

through the university’s co-op program – the<br />

largest optional co-op program in the U.S., with<br />

about 2,700 students participating each year.<br />

“We are excited about the opportunity to tap<br />

into the engineering talent of one of the fastest<br />

growing high-technology areas in the nation,”<br />

said Tom Gebhardt, President of Panasonic<br />

Automotive Systems Company of America.<br />

“Our goal is to develop a strong partnership<br />

with the Georgia Tech Enterprise Innovation<br />

Institute (EI²) as well as the University’s<br />

Division of Professional Practice for employing<br />

co-ops. We feel both partnerships will provide<br />

Panasonic Automotive a continuing advantage<br />

in our development of the next generation of<br />

in-vehicle multimedia infotainment systems.”<br />

The Center expects to employ approximately 15<br />

Georgia Tech co-op students each year.<br />

Panasonic Automotive chose Midtown not<br />

only for Georgia Tech but also for other proximity<br />

reasons. The Center will benefit from being<br />

in the same building as other R&D operations at<br />

the Advanced Technology Development Center<br />

(ATDC), a startup accelerator that helps technology<br />

entrepreneurs in Georgia launch and<br />

build successful companies. And, Midtown is<br />

just 50 miles from its Peachtree City headquarters.<br />

Other R&D centers in metro <strong>Atlanta</strong><br />

that have created jobs in the last few years<br />

include Newell Rubbermaid, SANY, Novelis,<br />

Exide Technologies and Samsung.<br />

Thus far in 2012, the <strong>Metro</strong> <strong>Atlanta</strong><br />

<strong>Chamber</strong> and its economic development<br />

partners recruited 19 companies with a foreign<br />

parent to locate or expand a facility in<br />

metro <strong>Atlanta</strong>, projected to create over 1,000<br />

jobs. The top countries creating jobs were<br />

Switzerland and Germany. The top foreign<br />

companies creating jobs were India’s Infosys<br />

(250 jobs), Australia’s CHEP USA (173 jobs),<br />

Japan’s Panasonic (100 jobs) and Sweden’s<br />

Elekta (100 jobs). The State of Georgia has<br />

over 3,600 internationally-owned facilities<br />

which represent 60 countries and employ<br />

more than 194,000 Georgians, of which<br />

2,800 facilities and over 132,000 employees<br />

are in metro <strong>Atlanta</strong>.<br />

The 250-acre Georgia Foreign Trade<br />

Zone (FTZ) located next to the <strong>Atlanta</strong> airport<br />

trade. Foreign Trade Zones (FTZs)<br />

are federally designated sectors of land<br />

that, while located within the United States,<br />

are considered to be outside U.S. Customs<br />

NEW INTERNATIONAL<br />

TERMINAL NOW OPEN<br />

Hartsfield-Jackson <strong>Atlanta</strong> International Airport now has 12 additional international gates, with<br />

the grand opening of the Maynard H. Jackson Jr. International Terminal. The 1.2 million-square-foot<br />

terminal connects with the existing international concourse, which has 28 gates. <strong>Atlanta</strong>-bound passengers<br />

no longer have to recheck baggage and international-bound passengers now check in at the<br />

new facility.<br />

“The opening of the Maynard H. Jackson Jr. International Terminal heralds a new era of international<br />

opportunity for <strong>Atlanta</strong>, strengthening the city’s position as a global gateway for the United<br />

States and as a preferred destination for business and tourism,” said <strong>Atlanta</strong> Mayor Kasim Reed.<br />

Approximately 1,000 jobs are projected to operate the new terminal and 3,000 jobs were created<br />

during the planning, design and construction, which began four years ago. Since 1996, the year of the<br />

Summer Olympics in <strong>Atlanta</strong>, international passenger volume has exploded by 222 percent. Last year<br />

was a record-breaking year as 9.86 million international passengers traveled through <strong>Atlanta</strong>. By 2015,<br />

that number is projected to grow another 30 percent to 13 million as forecasted by the Federal Aviation<br />

Administration (FAA).<br />

ATLANTA WELCOMES INDIA<br />

<strong>Atlanta</strong>’s business connections<br />

with India have<br />

expanded this year with<br />

two major events.<br />

In January, the Government of India opened<br />

its first consulate office in Georgia to serve<br />

the Southeast region. The consulate creates 20<br />

jobs under the leadership of Consul General Ajit<br />

Kumar. The team will connect trade and investment<br />

opportunities and provide consular, visa<br />

and passport services. “The Indian Consulate is<br />

a vital addition to <strong>Atlanta</strong>’s consular corps and<br />

community of trade commissions and bi-national<br />

chambers of commerce, which already represents<br />

more than 70 other countries and is a key component<br />

of Georgia’s diversity and international<br />

success,” said Gov. Nathan Deal.<br />

In June, <strong>Atlanta</strong> welcomed a delegation of<br />

Indian companies to the USA-India Business<br />

Summit (UIBS) held at the Georgia Tech<br />

Research Institute. UIBS is the largest conference<br />

in the Southeast USA that promotes<br />

business and investment between USA and<br />

India in key industries including Life Sciences,<br />

Health IT, Logistics and Technology. “The USA<br />

India Business Summit is an integral part of the<br />

strategy to promote <strong>Atlanta</strong> at the intersection<br />

of a key growth market for us – India,” said<br />

Jorge Fernandez, vice president of global commerce<br />

for the <strong>Metro</strong> <strong>Atlanta</strong> <strong>Chamber</strong>. “This<br />

summit provides a significant platform for dialogue<br />

and discussion to identify opportunities<br />

for both sides, showcasing <strong>Atlanta</strong>’s strengths<br />

as an ideal place to locate an international<br />

business and identifying opportunities for our<br />

companies in India.” Georgia is home to over<br />

40 Indian-owned companies including Novelis,<br />

Infosys, Tata and Wipro.<br />

with its regional headquarters in metro<br />

<strong>Atlanta</strong>, will open a new customer<br />

service center. State Farm plans to<br />

create approximately 500 jobs and occupy<br />

400,000 square feet in Dunwoody<br />

(DeKalb County). Scheduled to open by<br />

the end of 2012, the facility will house<br />

clerical, technical and management personnel<br />

for the insurer’s sales, services<br />

and claims processing.<br />

“State Farm’s decision was driven<br />

solely by how we can best serve our<br />

customers,” said company spokesman<br />

Justin Tomczak.<br />

This growth comes on the heels of<br />

State Farm’s consolidation at its 56-acre<br />

regional headquarters campus in Johns<br />

Creek (North Fulton County). In 2011,<br />

the company decided to centralize its<br />

auto insurance and fire underwriting<br />

operations, adding as many as 400 jobs.<br />

Overall, State Farm employs approximately<br />

2,000 people throughout Georgia,<br />

excluding independent agents.<br />

<strong>Atlanta</strong>-based aluminum products manufacturer and recycler, Novelis, held<br />

the grand opening of its new global hub of the company’s research and development<br />

operations in Kennesaw (Cobb County). The 160,000-square-foot facility includes materials<br />

and testing labs, a pilot beverage can production line, as well as meeting space.<br />

NOVELIS Novelis, a subsidiary of India’s Hindalco Industries Limited, projects up to 150 jobs.<br />

“The new Global Research & Technology Center will bring together some of<br />

world’s leading metallurgists, materials scientists, engineers and technologists all working for the<br />

benefit of Novelis’ customers across the globe,” said Stefan Erdmann, Novelis’ Vice President of Global<br />

R&D. “The center will tackle challenges ranging from increasing fuel efficiency in automobiles to making<br />

consumer packaging and electronics products more sustainable.”<br />

Novelis will be working with the Georgia Institute of Technology and Southern Polytechnic State<br />

University on research and workforce development.<br />

2012 FORTUNE 500 HEADQUARTERS<br />

<strong>Atlanta</strong> ranks third in the nation among cities with the most FORTUNE 500 Headquarters, according<br />

to the <strong>Metro</strong> <strong>Atlanta</strong> <strong>Chamber</strong>’s analysis of the 2012 FORTUNE list released in May. Since <strong>Atlanta</strong><br />

hosted the 1996 Summer Olympics, the city has consistently ranked in the top five cities with the most<br />

FORTUNE 500 Headquarters. Twenty-six metro <strong>Atlanta</strong> headquartered companies placed among the<br />

latest FORTUNE 1,000, of which thirteen are among the FORTUNE 500.<br />

The 2012 session of the Georgia General<br />

Assembly adjourned on March 30, 2012,<br />

resulting in major strides in economic development<br />

initiatives to propel Georgia’s economy<br />

forward. Highlights include:<br />

• Gov. Deal approved an unprecedented<br />

increase in Georgia’s REBA state dealclosing<br />

fund for major economic development<br />

projects. Now $78.5 million,<br />

Georgia’s fund becomes one of the biggest<br />

in the nation.<br />

• Georgia’s job and port tax credits were<br />

enhanced to include biomedical manufacturing<br />

and alternative energy production as<br />

eligible industries.<br />

• Georgia’s R&D tax credit was enhanced to<br />

offer a stronger cash incentive to companies<br />

without corporate income tax liability.<br />

• Georgia’s omnibus tax bill included a discretionary<br />

sales tax exemption on the energy<br />

used in manufacturing and on construction<br />

materials used in major projects that create<br />

new jobs.<br />

• Georgia’s Employee Retirement System<br />

will open up to alternative investments,<br />

including venture capital.<br />

• Georgia’s international arbitration code<br />

was updated to position Georgia as one of<br />

the few global destinations for the settlement<br />

of complex disputes between international<br />

companies.<br />

ATLANTA’S LOW COST OF DOING BUSINESS<br />

In March 2012, KPMG released two favorable studies for metro <strong>Atlanta</strong> that examine business<br />

location costs and corporate tax burdens throughout the nation.<br />

KPMG’s “Competitive Alternatives 2012: Guide to International Business Location Costs” measured<br />

the combined impact of 26 significant cost components including labor, facility, utility, and transportation<br />

costs, as well as taxes. Total business costs are expressed as an index, with the baseline index of<br />

100.0 being assigned to the United States. <strong>Atlanta</strong>’s index of 96.2 signifies the least-costly location to<br />

do business among the 10 largest U.S. metro areas.<br />

KPMG’s “Location Matters: A Comparative Analysis of State Tax Costs on Business”, in collaboration<br />

with The Tax Foundation, measured corporate income taxes, property taxes, sales taxes,<br />

unemployment insurance taxes, capital stock taxes, inventory taxes and gross receipts taxes. Georgia<br />

was ranked in the top 10 states with the lowest average tax burden for both mature and new firms.<br />

funding for the Savannah Harbor<br />

Expansion Project (SHEP), a recent<br />

economic impact study reinforces the<br />

the Selig Center for <strong>Economic</strong> Growth at<br />

the University of Georgia’s Terry College<br />

of Business released “The <strong>Economic</strong><br />

Impact of Georgia’s Deepwater Ports,”<br />
