We adults and 

children, education 

professionals and 

families, administrators and 

board members, support staffs 

and individuals–all of various 

backgrounds, educations, and 

cultural heritages–happily come 

together day after day and 

year after year on behalf of 

the students. 

All of our students have 

visual impairments, some have 

multiple impairments, some are 

deafblind, and all are special in 

the best, most positive sense of 

the word. They and their 

families are the focal point of 

our school, which itself is a 

family constructed from many 

families. Our community, the 

OSB family, has the strength, 

resources, and compassion of 

the many. Separately we do 

good things. Together we do 

great things. 

And how do we know this? 

Our knowledge begins with 

OSB’s idealistically pragmatic 

vision and mission statements. 

With each student, regardless of 

his or her abilities, we aim high: 

to provide the greatest opportunity 

for an active and fulfilling 

life and to inspire achievements 

according to the highest 

individual potential. We follow 

through with the best teachers 

and paraeducators; a dedicated 

therapy, audiology, and O&M 

department; mainstream, 

adaptive, and accessible 

technology; inclusive and 

challenging extra curricular 

activities, including music, 

theatre, and sports; job training 

and placement; and expansive 

transition services. 

But how do we know that 

together we do great things? 

Although there are many 

proofs along the way as we 

observe, track, and celebrate the 

progress of our students, the 

final proof lies with our graduates, 

and this year’s graduating 

class is proof positive. 

The graduates stood out for 

their personal accomplishments, 

even as they represented the 

life of the school with the 

broad range of what they 

accomplished throughout their 

school years. 

Together and individually 

they have excelled. Two of the 

June 2010 graduates, in their 

senior year, presented an 

overview of a particularly useful 

and complicated assistive 

technology device to a group of 

educators. Many of them held 

on- and off-campus jobs during 

their student years. They 

excelled in sports, won art 

awards and sold their art work, 

wrote and starred in their own 

theatre workshop creations. 

Some are on their way to 

training programs, group 

homes, and the warmth of their 

families. Some are going to 

college, and some are already 

gainfully employed. They have 

all learned about themselves and 

the world, and they are poised 

to continue to learn using the 

foundation we have helped 

them erect. 

They have been and they 

remain integral members of the 

OSB family. We are proud of 

them and of the great things 

that we’ve done together. 

Now, we invite you to read a 

bit more about who we are and 

what we do as we honor the 

many individuals, groups, and 

benefactors who comprise the 

OSB family.

Imagine a very large, diverse, and loving 

community, one that inspires, nurtures, and 

supports its members, wherever they come 

from and wherever they go. The members of this 

community are individuals and families with a 

singular vision and mission: To help people with 

visual impairments and blindness–some with 

additional issues, and some who are deafblind– 

to achieve their highest potential and to provide 

the greatest opportunity to experience active 

and fulfilling lives.

The community is 

Overbrook School for 

the Blind–a family, 

really, made up of many 

families, most of them 

in the Pennsylvania 

counties of 

Philadelphia, Bucks, 

Delaware, Chester and 

Montgomery, some 

from other states, and 

others from overseas. 

Our on campus 

programs include the 

Early Childhood 

component of the Early 

Intervention Program (EIP); 

Elementary; Middle School; 

High School; School to Work; 

Work Experience; the Aquatics 

and Residential Progams; the 

White Hall Independent Living 

Program; and Occupational, 

Physical, and Speech Therapy, 

Orientation and Mobility, 

and Audiology services. 

Combined, these programs serve 

students between three and 

21 years of age. 

Our off campus programs 

are both local and international.

Local and International 

Outreach 

Early Intervention Program (EIP) 

Through EIP’s Early Intervention 

Outreach component, last year we 

served 240 families whose children 

with visual impairments range in 

age from birth to three; and 

through the Pre-School 

Community component, we served 

36 families with three- to five-yearolds 

who have visual impairments. 

“We provide quality service to 

the families in their homes and in 

their communities,” one of OSB’s 

educators says. “There’s a difference 

in delivery from family to family, 

from need to need.” 

EIP’s annual Summer 

Workshop reaches out to families 

with babies who are visually 

impaired or blind but are not 

currently served by us in other 

ways. The workshop provides 

information and helps to build a 

sense of community among the 

participants. 

Sixteen families attended the 

recent Summer Workshop. Among 

the many written comments from 

parents at the end of the workshop, 

this one captures the general 

consensus as well as the flavor of 

the three-day event: 


“Coming to Summer Workshop 

was such a relief–just 

to meet other parents and 

adults who ‘get it.’ It has 

been emotional, supportive, 

informative, encouraging, 

and building. And it’s been 

nice to have my daughter so 

well taken care of so I could 

focus on learning and 

building relationships. I 

learned a lot about what to 

do now, how to prepare for 

the future, and the kinds of 

questions I need to continue 

to ask. And I have new 

friends I can identify with. 

I don’t feel so alone.” 

International Program 

The International Program 

continues to serve Chinese 

educators and through the 

educators their students who are 

blind or visually impaired in 

China. This past year we started to 

use distance learning as a way to 

share information with all of those 

who work in the field of education 

for the visually impaired in China. 

Through the work of ON-NET 

(Overbrook-Nippon Network on 

Educational Technology) we also 

continue to have a strong and 

positive impact in Southeast Asia. 

We had an expanded RAC 

(Regional Advisory Committee) 

meeting to discuss and look for 

ways to address local and 

regional needs. 

Both components of the 

International Program provide 

funding and training to local 

partners, enabling them to work 

toward total independence, while 

addressing their particular needs 

and circumstances. 

On Campus 

Early Childhood, 

Elementary, and 

Middle School 

Family relationships of all kinds 

might be most apparent in EIP’s 

Early Childhood (EC), where the 

students, three to five years of age, 

are having their first full time, on 

campus school experience. For the 

primary family unit, there is the 

huge change of having to trust 

Overbrook to care for and educate 

their child. For Overbrook there is 

the challenge to make the entire 

family feel honored and respected 

and to bring them into the Overbrook 

family. 

Working with all the joy and 

intensity of a family, the Early 

Childhood education staff starts 

welcoming, comforting, teaching, 

and entertaining their new and 

returning students from the first 

day. Then, throughout the school 

year, there are gatherings with staff, 

students, and the students’ families. 

Games and learning experiences 

abound and refreshments 

are served.

One recurring event called Dogs 

(meaning hot dog) for Dads pays 

particular attention to the men in 

our EC students’ lives. This year, 

in addition to the wives and 

husbands, uncles and brothers and 

significant others who came, the 

men of the OSB Maintenance staff 

added to the festivities. The youngsters 

were so happy with the added 

attention that they sent thank you 

cards to their new mentors. 

During the 2009-2010 school 

year, in which we served approximately 

220 students on campus, 

EC had a record number of 60 

children, more than 25 percent of 

the entire enrollment. 

There were 43 Elementary 

students this past year, ages six 

through 10. As with all OSB 

programs, the students’ education 

is tailored to particular needs and 

abilities as drawn out in the 

Individual Education Plans (IEPs). 

This is done, partly, through 

monthly themes that incorporate 

Pennsylvania state standards for 

social studies and science and 

utilize hands-on activities and 

multi-sensory experience, adapted 

to the individual student’s needs. 

With the entire program located 

in Biddle House, the family aspects 

of the Elementary staff are easily 

seen. Classrooms are close to each 

other, a special garden is just 

outside, and when you enter 

Biddle, you see the children and 

education staff interacting, 

learning, teaching, supporting 

each other, and having fun. 


As with all programs, Middle 

School, which served 33 students 

last year, emphasizes literacy and 

communication skills. The program 

educates children between 11 

and 14 years of age with academic, 

functional academic, life skills, and 

experiential components. Academic 

students follow the typical curriculum 

for students their age. 

The familial aspect of OSB is 

always in evidence when children 

move up from one program to 

another. It is usual for parents, 

students, support staff, and 

education staff to come together to 

cheer the students in the auditorium 

as they prepare to move from 

Elementary to Middle School. 

Smiles, laughter, tears, pride, and 

awards abound–as they do within 

other programs–with families and 

staff coming together in the 

common cause of doing all that 

they can do to celebrate the 

students’ accomplishments. 

High School (HS), School 

to Work (STW), and the 

Work Experience Program 

(WEP) 

Throughout most of the last school 

year, OSB educators and administrators 

set the framework to expand 

and fully implement our Extended 

School Year (ESY). As a result, in 

addition to serving eligible 

Elementary students, ESY now also 

serves the eligible students in 

Middle School, High School, and 

School to Work. One program 

coordinator, seems to speak for 

everyone when she says, “ESY is 

huge. Those six weeks in the 

summer are very important. 

Having the students continue 

following their IEPs past June, in a 

fun and friendly atmosphere, 

continues their education and 

preparation for the world.” 

OSB’s HS students are between 

15 and 18 years of age. Depending 

upon their needs and abilities, they 

follow a typical academic curriculum 

that prepares them for college, 

technical school, or competitive 

employment; or they follow a 

functional academic program with 

core curriculum classes designed to 

help them lead independent lives. 

School to Work serves students 

who are 19 - 21 years of age. With 

a focus on preparing the students 

to lead productive and satisfying 

lives, transition planning is an 

important part of the program. 

Forty-eight students were served 

by the HS this past year and 33 by 

STW. A total of 26 students 

graduated this June–the largest 

graduating class since 1972. But 


the HS and STW students didn’t 

just graduate. They excelled, each 

going his or her own way to a 

four-year college, training program, 

two-year college, employment, or 

some other “next step” commensurate 

with their current abilities, 

needs, and interests. 

Many of these young men and 

women were part of the phenomenally 

successful theater workshop 

that was presented as part of the 

spring concert. They wrote, 

performed, and sang works-inprogress 

that represent their 

thoughts, feelings, and life 

experiences. 

“Each family is different 

and we respect those 

differences and work 

with them.” 

An OSB teacher 

“The life experiences that 

our students bring to 

Overbrook are wide 

ranging. Nuclear families, 

religious and non-religious 

families, extended families, 

and families capable of 

varying degrees of financial 

and emotional support. But 

here, at school, the students 

create an additional family 

atmosphere. They are 

loving, caring, and 

dynamic. They consistently 

help each other.” 

A program coordinator 

Work Experience is an elective 

program for students, starting in 

the Elementary years and ending 

upon graduation. On campus, 

there is a production area, where 

students fulfill the demands of two 

workshop contracts. Other on 

campus work includes brailling, 

delivering papers, and making Tshirt 

imprints. 

Two students distinguished 

themselves over the past two years 

working on campus with the 

Maintenance department. Other 

students worked as aides during the 

summer for the extended school 

year. Off campus, students worked 

in such commercial enterprises as a 

local bakery and a uniform supply 

company. 

Living on Campus 

The White Hall Independent 

Living Project came fully into its 

own this past year. Long in the 

planning, the implementation of 

this transition program has been a 

resounding success. 

A program coordinator was 

designated and a teacher hired to 

implement a full time education 

program. Students were assessed on 

entry level skills and given classes 

in all areas of independent living. 


Thirteen OSB students lived in 

the White Hall apartments this 

past year-eight young men and five 

young women. They are a diverse 

group from Philadelphia and the 

suburbs. Ten are African American, 

two are Caucasian, and one is 

Hispanic. 

The coordinator reports that the 

students’ parents were initially a 

little hesitant and concerned about 

their children living away from 

home, “but after a very short time, 

the students’ enthusiasm and 

increased independence changed 

the concern to pride in their 

children’s accomplishments.” 

Although we are primarily a 

commuter school, OSB 

additionally provides a warm and 

welcoming environment for the 

few students who live on campus 

in the Friedlander dormitory 

during the week. 

Friedlander has all the amenities 

that one associates with “home,” 

including private bedrooms, community 

rooms, games, television, 

camaraderie, off campus trips, and 

various celebrations, both planned 

(as in the annual Thanksgiving dinner) 

and impromptu parties. All, of 

course, supervised by carefully 

chosen staff, who foster a sense of 

independence in the students. 

“From last year one 

mom and her little 

girl stick out in my 

memory. The girl had 

just started Early 

Childhood, and mom 

was nervous, caring, 

well meaning. Would 

her little girl be OK in 

a new place with new 

faces after being home 

with her for the first 

three years of life? 

The little girl and 

her family are being 

well cared for at 

Overbrook, and they 

remain really involved 

in their child’s development. 

They ask 

about what they can 

do at home to promote 

the goals of the little 

girl’s IEP and help 

her to enjoy leisure 

activities and have 

access to communication 

devices wherever 

she goes. 

The girl’s combined 

challenges, including 

physical and vocal 

restrictions, were and 

continue to be successfully 

addressed by a 

team approach that 

included an OT, PT, 

and audiologist 

working with other 

staff and–of course!– 

the family.” 

An Occupational Therapist 


Occupational (OT), 

Physical (PT), and 

Speech (ST) Therapists; 

Audiologist; 

Orientation and Mobility 

(O&M) Specialists; 

and the Low Vision Clinic 

Fifteen therapists and one audiologist 

provided a variety of therapies 

(from one to a combination of four 

therapies) to 188 students; and five 

full time O&M specialists (plus 

one O&M specialist who divided 

her time between on campus 

(40%) and off campus programs) 

served the needs of approximately 

142 students during the past school 

year. 

The Therapy Department 

supports each individual student’s 

ability to access his or her education 

program and environment. 

The therapists, audiologist, and 

O&M instructors work directly 

with students as well as through 

staff consultation and training and 

provide training and support for 

the students’ families. 

Additionally, the Therapy 

Department works with Salus 

University to provide low vision 

examinations on our campus for 

OSB students who are at the 

transition ages of two, four, six, 

10,14, 17, and 20. This past school 

year, the Low Vision Clinic served 

a total of 60 students. 

OSB is a comfortable, 

giving place. The typical 

family, bringing their child 

here, fears the unknown. 

At least that was my 

personal experience. But 

the school educated all of us 

and helped us, as a family, 

to move forward in our 

relationships with each 

other and to understand 

each other better. It was, 

for me, a great and 

transforming experience.”

A Special Place 

Although the Overbrook 

Friedlander Programs (OFP) is a 

separate entity from the Overbrook 

School for the Blind, our annual 

report would not be complete 

if we failed to recognize its 

accomplishments. 

OFP was founded in 1986 to 

address the needs of women and 

men graduating from our school, 

who had Congenital Rubella 

Syndrome for which there were no 

services available. 

Between July 1, 2009, and 

June 30, 2010, OFP provided 

services to 16 women and men in 

Community Homes and 22 

women and men on campus in the 

Wynnewood apartments and day 

programs. 

Families of the graduates with 

Rubella and education staff from 

our school–in the Overbrook tradition 

of families of all kinds coming 

together–were the driving force 

behind the creation of OFP. 


Highlights 

Art Show 

The Greater Philadelphia community came together with the OSB community for a grand and dazzling on campus art show. 

Professional artists who have shown and sold their work in Center City and other area galleries, as well as accomplished staff and 

student artists, displayed their work (oil paintings, watercolors, photography, sculptures, and multimedia pieces), much of it bought on 

the spot by appreciative guests. Part of the proceeds from the sales and in some cases all of the proceeds were donated to the school. 

Graduation 

A very large graduating class and two honored alumni were among the special aspects of this year’s commencement ceremony. Of 

greater import than numbers, however, was the lifetime accomplishments of Joanne Malatesta Davidoff (class of 1950), a champion 

of braille literacy who taught at our school for more than 24 years, and Louis Quay (1966), a world traveler and International Trade 

Specialist who worked for the U.S. Commerce Department. (For a sampling of the accomplishments of this year’s graduates, please see 

the President and Director’s Message.) 

Golf Outing 

Overbrook’s first annual golf tournament, co-sponsored by P.E.R.C., OSB’s parent organization, raised more than $15,000 for our 

school. Major corporate sponsors included Cooke & Bieler, Bridge View Paper Company, and Powers Craft Parker and Beard, 

Inc., whose foursome took first place on the welcoming and challenging Westover Country Club course. 


Collaboration with Kutztown 

Under the direction of Dr. David Ross (Department of Special 

Education) 13 Kutztown University students came to our campus 

approximately every two weeks over a three month period to observe, 

assist, and learn in the classroom as well as in the Friedlander dormitory 

and White Hall independent living apartments. The Kutztown teachersin-training 

gained real-world experience and our teachers had the 

opportunity to see, discuss, and evaluate the latest pedagogical 

approaches and techniques. 

Special Concert 

Songs from the Beatles, performances by the Bell Choir, 

Choir, and Mixed Ensemble–and a one-act musical 

celebration called “Through Our Eyes”–made the 

spring concert very special indeed. Written by students 

over a period of months in the OSB Writing Workshop, 

“Through Our Eyes” dramatized in ways both emotionally 

moving and humorous their thoughts and feelings 

about visual impairment, OSB, families, friends, and 

life in general. A grant from CVS Pharmacy and the 

hands-on support of the Amarylis Theatre Company 

helped to make the evening possible.

Gifts to the School 

Overbrook School for the 

Blind is a private, 

non-profit educational 

organization that qualifies for taxexempt 

contributions. Besides the 

most popular form of giving, the gift 

of cash directly to the school, there are 

many ways for individuals, organizations, 

and corporations to support the 

school and its programs, including: 

• A gift of cash made either directly or 

designated to the school through 

other agencies, such as the United 

Way or the Combined Federal 

Campaign. Overbrook’s number 

with the United Way of 

Southeastern Pennsylvania is 00816 

• A gift of cash, if made by an individual, 

may also qualify for a matching 

gift from the donor’s employer 

• A gift in memory of a relative or a 

friend 

• In-kind gifts of services, goods, 

equipment, or property 

• A gift of appreciated securities or 

real estate, outright or deferred 

• A gift of a life insurance policy, 

designating the school as beneficiary 

• A charitable gift annuity, which in 

addition to helping the school, provides 

the donor or a designee with a 

regular stream of income 

• A gift by will. Those who wish to 

make a personal bequest to the 

school may use the following 

language: 

“I hereby give, devise, and bequeath 

to Overbrook School for the Blind, a 

corporation duly organized and existing 

under the laws of the Commonwealth 

of Pennsylvania, the sum of 

_______dollars ($____). 

I direct that this sum be applied to the 

general uses and purposes of the corporation 

under the direction of its 

Board of Managers.”
