Eight / KAET is a trusted community resource that enriches the lives of all Arizonans through quality
programs and education services that inform, inspire and delight.
We specialize in the education of children, in-depth news and public affairs, lifelong learning, and the
celebration of arts and culture. We accomplish this through the power of noncommercial television, the
Internet, other media, educational outreach services, and other community-based initiatives.
Now more than ever − public television is both relevant and of great value to the American public.
Available free to everyone, Eight, Arizona PBS is the only media service driven by the mission to inform,

Over the past decade, Eight has chalked up more than 38 Rocky Mountain Emmy Awards, as well as
numerous Telly Awards, Cine Gold Eagle Awards, the New York Festivals awards and Associated Press
Broadcasters Association Awards honoring many local productions including Monumental Arizona,
Over Arizona, Barry Goldwater: Photographs & Memories, Thieves of Time, and HORIZON
received the 1996 Governor’s Award from the Arizona Chapter of the National Academy of Television
Arts and Sciences. This special Emmy is the chapter’s highest honor. Eight’s promotional campaign for
Over Arizona garnered top honors in the PBS Advertising and Promotion Awards competition. Arizona
Gives to Education and Read Earth, two of our community outreach campaigns, received national
acclaim from PBS, and Read Earth won special recognition from the National Education Association.
• Eight’s children’s programming and the Ready To Learn program received the 2008 “Cherish the
Children” award from the Greater Phoenix Child Abuse Prevention Council.
• A 2008 Roper Poll shows that American’s feel PBS is the federal government’s first best use of tax
dollars.
• A national survey commissioned by the Public Relations Society of America and released on November
10, 2005, found that 61 percent of the general public trusted news on PBS and NPR, more than any
other news source.
• Grunwald Associates 2004 – The nation’s educators named PBS their top source of video in the
classroom for both off-air taping and product purchase, outperforming such well-known media
companies as the Discovery Channel, History Channel and Nickelodeon.
• Harris Interactive 2004 – PBS KIDS is the only kids’ television brand to achieve “world-class” brand
status among parents, receiving the highest quality score for all children’s television brands measured
(19 total) among U.S. parents with children ages 2-11.
• Erdos and Morgan “Opinion Leaders 2004-2005” �— The NewsHour with Jim Lehrer was voted most
‘objective’ and ‘credible’ weekday news program among opinion leaders.

• In addition to airing programs distributed by PBS, Eight/KAET produces its own award-winning
programs. Especially noteworthy are HORIZON, our nightly public affairs program, HORIZONTE, our
newest weekly series examining Arizona issues through a Hispanic lens and The Arizona Collection,
an anthology of programs that celebrates the people, places and history of Arizona. Among the
programs in this series are Over Arizona; Monumental Arizona; Barry Goldwater: Photographs &
Memories; Thieves of Time; Seasons of a Navajo; River of Stone; and Kolb Brothers: Grand Canyon
Pioneers and Monumental Arizona.
• PBS KIDS’ Curious George outranks all other children’s television shows including those from
competitive networks such as Disney and Nickelodeon. Additionally, over 60 research studies, funded
by a U.S. Department of Education Ready to Learn grant, help ensure high quality, standards based
children’s programming, online resources, and curriculum for PreK- Grade 2 children.
ACCESS
• PBS is committed to presenting a diversity of voices through its public affairs programming and
dedicated to providing a wide array of viewpoints in order to present a true marketplace of ideas.
• PBS is one of only four (4) TV services that reach 99 percent of all TV households in America (the
others are NBC, CBS, and ABC — Fox only reaches 72 percent). Basic cable services are received
by roughly 65 percent of all TV households —those that can afford cable services. (Arizona’s cable
penetration is approximately 58 percent.) The single greatest method to improve our society is
through education, arts, and culture. The life enriching educational programming found on Eight
should not be available to only those that can afford it – quite the contrary.
• Eight / KAET reaches 80 percent of the people of Arizona (the other 15 percent are served well by
KUAT-Tucson).
• We think of our viewers as citizens, not as consumers.
• We have been selected as one of a limited number of PBS affiliates to partner with outside
organizations to create unique community outreach experiences for all viewers, and the education
community, specifically around these programs: The War, We Shall Remain and The Human Spark.
• Eight’s Ready To Learn program improves the school readiness of young children. Through
RTL, developed in cooperation with the US Department of Education, KAET has provided over 80
statewide workshops, teaching over 1,000 childcare providers, parents, and caregivers how to use
KAET’s commercial-free, educational children’s programs to bring the learning readiness of
preschoolers up to standard before they enter kindergarten and first grade. Through RTL, KAET
has helped over 13,000 Arizona children enter school “ready to learn.”
• Eight’s PreK-12 educational program, Arizona School Services through Educational Technology,
serves over 60,000 educators across Arizona with online and face to face professional development
and PBS curricular resources for their students. ASSET was in the top 3 affiliates nationwide
distributing PBS TeacherLine online courses. AZ Educators have participated in over 330,000 hours of
online learning through PBS TeacherLine.
• Eight has been selected as one of a limited number of affiliate stations to serve families and the early
childhood education community with initiatives such as PBS Kids Raising Readers and program
outreach with A Place of Our Own/Los Niños En Su Casa and Sid the Science Kid.

• PBS is ranked 6th out of 300 channels for largest viewing audience.
• PBS.org is one of the most visited dot-org Web sites in the world.
• In terms of attracting viewers in the 18 to 49 age category, PBS news and public affairs outpaces
similar programming on CNBC, CNN, Fox News and Court TV.
IMPACT
• In a merging, consolidating, increasingly global media world, public television has stayed local. In
fact, the local public television station is often the only locally operated media enterprise in a
community. Eight is the only local broadcast station that is locally owned and has a community service
mission … all the other stations are either owned by non-Arizona corporations, or have a profit
motive, or both.
• Capitalizing on our unique role, we continue to promote and stimulate local culture, encourage civic
participation, foster public dialogue and educate and inform Arizona viewers in ways that provide
new opportunities to improve their lives and livelihoods.
• Eight’s education staff provides free face to face professional development on PBS broadcast and
online resources by going to educators and parent groups across the state, helping align resources to
their needs and initiatives to improve school readiness and student achievement.
• Without PBS and NPR, the United States would be the ONLY democracy in the world without a public
broadcasting service.
• Arizona needs at least one independent, non-commercial, non-profit, community-centric TV station.
Children should have at least one safe source for quality, interruption-free, educational TV. Truly
balanced and unbiased public affairs program is found on the most trusted TV station in Arizona –
Eight. Our arts and cultural programs are the biggest and the best — without interruption. Eight has
something for everyone … especially you.
Why we need PBS…
• We should have a PBS for the same reason that we need public libraries even though there are
bookstores. That we should have art museums even though there are private art galleries. The private/
commercial sector would never have developed and nurtured Sesame Street, or Great Performances,
or The NewsHour. Similar programs are now being emulated on commercial and/or cable channels,
but without PBS leading the way, they would never have come into being in that risk averse, short-
term profit motivated, commercial environment.
• PBS has fostered a variety of technical innovations in both communications and education (in much
the same way as NASA has with engineering technologies). PBS was the first to develop closed
captioning for the hearing impaired, DVS or descriptive visual services for the sight impaired, and
data transmissions via the SAP or second audio program channel. And, PBS has developed HDTV
(high definition television) technologies for the next generation of life-long learners.
• In a time where media ownership is being consolidated into bigger businesses with fewer owners,
public television’s national/local model — with autonomous, community-based media institutions — is
more important than ever.

• PBS is a public/private partnership, unique in this country’s media landscape. We are supported in
large part by citizens making voluntary contributions to their local stations.
• PBS and member stations offer extensive education services, including:
• Ready To Learn – a program that has helped nearly one million parents and teachers prepare eight
million children for success in school.
• PBS Parents offers online resources on child development, online activities and off-screen printables,
along with blogs geared for parents of children birth to age 9 and up.
• PBS Teachers and Teachers Connect – offers thousands of standards and research based free
interactives, video segments, lesson plans, teachers’ guides, home schooling guidance and other
resources.
• PBS TeacherLine – provides high-quality professional teacher development through more than
90 online facilitated courses in literacy, mathematics, science, curriculum and instruction, as well as
technology integration.
Famous firsts on Eight
2003 – February 6. Debut of “First Thursday: The Governor on HORIZON,” a monthly interview with the
governor of Arizona. KAET viewers are invited to submit questions for the broadcast.
2003 – September. Debut of HORIZONTE, a weekly public affairs program examining Arizona issues
through a Hispanic lens. The program airs Thursdays at 7:30 p.m. and is hosted by Phoenix attorney
José Cárdenas.
2001– April. KAET begins broadcasting simultaneously in analog (KAET) and digital (KAET-DT). The
new equipment enables the station to multicast (broadcast multiple channels at the same time).
1996 – KAET hosts the first Arizona Presidential Preference Forum. HORIZON host Michael Grant
moderates. Local commercial stations provide equipment and staff.
1989 – KAET televises oral arguments before the Arizona Supreme Court, the first such broadcast
in any state.
1988 – KAET cameras record and televise the five-and-a-half week impeachment trial of Governor Evan
Mecham before the Arizona State Senate.
1983 – KAET broadcasts the first global, live-by-satellite, quadruple bypass heart surgery.
1981– First broadcast of HORIZON, a public affairs program airing Monday - Friday. Host is Phoenix
attorney Michael Grant.

Dear Friends,
One of the most satisfying parts of my job is to spread the word about what Arizona PBS
means to the community and to keep people informed about new things that are happening
at Eight. But it’s also my responsibility to see that Eight, Arizona PBS, remains financially strong
so we can continue to provide these important and valuable services.
Part of our mission statement directs us to “promote and stimulate local culture and encourage
civic participation.” In 2008, to help advance this goal, we inaugurated the
Be More Awards to acknowledge the contributions and effectiveness of Arizona’s non-profit
organizations. At the awards luncheon on May 14, 350 guests strolled through a “Hall of
Heroes” showcasing the outstanding work of dozens of organizations before honoring eight
non-profits for outstanding achievement in social services, health care, education and the
performing and visual arts. As a result of the success of Eight’s 2008 Be More Awards, we plan
to make it an annual event.
Meanwhile, we continue to seek out ways for Eight to be more … by constantly looking for
ways make Arizona a better place to live for families, and especially for children, through
quality PBS and local programs and outreach activities. We also take advantage of our ties
to Arizona State University to find new and constructive ways to support Arizona’s business
community.
We are always mindful that all our accomplishments, as well as our plans for the future,

Eight began broadcasting from the campus of
Arizona State University on January 30, 1961. More
than 80 percent of Arizonans receive our signal
through a network of translators and cable systems.
With more than 1.3 million viewers each week,
Eight consistently ranks among the most-viewed per
capita public television stations in the country.

Eight’s GED programs help adults get their high
school diplomas through Eight telecourses.
LiteracyLink helps adults build the basic skills
for lifelong learning. We also offer intern and
employment opportunities for approximately 60
Arizona State University students who receive
hands-on training working with our professional
staff.

More than 57,000 viewers become contributing
Friends of Eight each year. Eight Magazine, our
monthly program guide, is mailed to more than
50,000 members who donate $40 or more.

Dear Friends,
Today’s media consumers have hundreds of choices when it comes to watching television.
At Eight, Arizona PBS, our goal has always been to bring viewers the kind of programs that
are worth their viewing time.
Eight devotes 50 hours every week to quality, commercial-free programming for Arizona
children. PBS Kids is the leader in the development of programs that are educational and
that emphasize reading and educational activities.
In late 2007, Eight added a special companion program to Ken Burns’ landmark series
The War. Arizona Stories: WWII highlighted our state’s unique wartime experiences and
its place in this historic time. We also put our own stamp on two other important PBS
programs, Caring for Your Parents and The Truth About Cancer, partnering with local
organizations to develop community outreach projects that provided vital information and
resources to Arizona residents.
This year we added Arizona Memories from the ’70s and a new season of Arizona Stories
to The Arizona Collection, our award-winning library of programs that celebrate the
people, places and history of our state. And Eight continues to provide two of the few
remaining primetime, in-depth public affairs programs with a local focus — HORIZON,
which airs weeknights at 7 p.m., and HORIZONTE, which airs Thursdays at 7:30 p.m.
We are very proud of all we have accomplished, and we are always mindful that Eight,

For more than 25 years, viewers have turned to Ho r i z o n weeknights at 7 p.m. for Arizona
news, opinion and in-depth analysis of major stories and events. It is considered the
“program of record” for Arizona’s public policy issues. Ho r i z o n has covered Arizona’s
growth, advances and innovations, budget crises, immigration issues, impeachments,
gubernatorial and legislative indictments, the Senate confirmation hearings for Supreme
Court Justice Sandra Day O’Connor, Arizona Supreme Court Oral Arguments, and primary
and general elections. Ho r i z o n has
covered six Arizona governors
and reported on two decades of
legislative sessions.
In 1990, HORIZON launched the
Cronkite-Eight Poll in cooperation
with Arizona State University’s
Cronkite School of Journalism and
Mass Communication. An accurate
and timely gauge of Arizonans’
opinions on current issues, these
polls have become an important
information source for local and
national media.

Using a variety of formats —
JoSÉ CÁRdEnAS, Host of Horizonte
interviews, taped segments followed by in-studio discussions and
roundtables with journalists or experts
on specific issues — HORIZON and HORIZONTE welcome a who’s who of Arizona politics and
community leaders. The reach and influence of the on-air broadcasts is expanded by their Web
sites, which provide program archives, RSS feeds, podcasts and online video.
Both of these local productions also provide valuable hands-on experience for students at the
Cronkite School who learn practical skills as they work on the technical crew and as associate
producers.
While viewers remain our most important critics, we are proud of the many awards we have
received from the Rocky Mountain Southwest Chapter of the National Academy of Television
Arts & Sciences, the Corporation for Public Broadcasting, the American Bar Association,
Maricopa County Bar Association, Arizona Associated Press Broadcasters and the Arizona
Press Club.

How we are funded
Our annual budget is approximately $13 million. More than half comes from the local community,
mainly through membership support and program underwriting. Another one-fourth is state and federal
support through Arizona State University and the Corporation for Public Broadcasting. The rest comes

EiGHT’S 2008 CoMMUniTY AdViSoRY BoARd
Eight’s Advisory Board provides public input for the station’s planning and decision-making
process. Members meet quarterly to evaluate the station’s progress and conduct an annual
assessment of our programming and services. The public is invited to attend. The meetings begin
at 7:30a m and are held at Karsten’s Golf Course, 1125 East Rio Salado Parkway in Tempe.

Signal Society
A Signal that Sends a Message…
Sometimes people are natural born leaders. Others grow into it. Within our
community we are fortunate to have a number of visionary individuals who
help build the foundations of public policy. They set the agenda for growth.
Their efforts shed light on the unknown. Like a lighthouse, they help guide
the community through difficult stretches . . . a signal for others to follow.
The Signal Society is a diverse group of philanthropic individuals and families who are firmly committed
to sustaining Eight’s ability to reach Arizona with the highest quality of programs and services. With
their donation of $1,000 or more each year, Signal Society members talk to leading reporters, hosts and
producers, meet with others who care deeply about public broadcasting, attend advance screenings of
new productions and receive important information about upcoming television programs.
Studio Club
Some people are willing to be part of something bigger . . . something
that’s important and helps to make their community a better place to
live. Studio Club members are committed to supporting the kind of
programming offered by public broadcasting. They get involved. Eight
Studio Club members contribute annual gifts of between $500 - $999.
They are actively engaged by Eight Studio events including receptions, previews of upcoming Eight
programming, along with seasonal and local specials. Studio Club members stay connected to Eight and
receive timely information on Arizona’s PBS station on a regular basis.
Legacy Society
The Legacy Society recognizes the impact Arizona PBS makes to more than
1.3 million viewers around the state each week. Legacy Society members
are special, philanthropic-minded individuals who have provided for the
future of Eight by arranging gifts that endure beyond their own life. A
“Legacy” is something of value passed to future generations. Eight wants
to show members our appreciation now for gifts that will benefit our work in the future.
Individuals, couples or families are enrolled in the Legacy Society when we learn they have made plans to
assist Eight by bequest or beneficiary arrangements or other gift plans. These plans include wills, trusts,
retirement plans, transfer on death or pay on death arrangements, beneficiary deeds, insurance policies
or charitable gift annuities.
As a member of the Legacy Society, a donor can be confident that he or she is leaving a legacy that will
continue to benefit the citizens of Arizona for years to come.
