We specialize in <strong>the</strong> education of children, in-depth news and public affairs, lifelong learning, and <strong>the</strong><br />

celebration of arts and culture. We accomplish this through <strong>the</strong> power of noncommercial television, <strong>the</strong><br />

Internet, o<strong>the</strong>r media, educational outreach services, and o<strong>the</strong>r community-based initiatives.<br />

Now more than ever − public television is both relevant and of great value <strong>to</strong> <strong>the</strong> American public.<br />

received <strong>the</strong> 1996 Governor’s Award from <strong>the</strong> <strong>Arizona</strong> Chapter of <strong>the</strong> National Academy of Television<br />

Arts and Sciences. This special Emmy is <strong>the</strong> chapter’s highest honor. <strong>Eight</strong>’s promotional campaign for<br />

Over <strong>Arizona</strong> garnered <strong>to</strong>p honors in <strong>the</strong> <strong>PBS</strong> Advertising and Promotion Awards competition. <strong>Arizona</strong><br />

Gives <strong>to</strong> Education and Read Earth, two of our community outreach campaigns, received national<br />

acclaim from <strong>PBS</strong>, and Read Earth won special recognition from <strong>the</strong> National Education Association.<br />

• <strong>Eight</strong>’s children’s programming and <strong>the</strong> Ready To Learn program received <strong>the</strong> 2008 “Cherish <strong>the</strong><br />

Children” award from <strong>the</strong> Greater Phoenix Child Abuse Prevention Council.<br />

• A 2008 Roper Poll shows that American’s feel <strong>PBS</strong> is <strong>the</strong> federal government’s first best use of tax<br />

dollars.<br />

• A national survey commissioned by <strong>the</strong> Public Relations Society of America and released on November<br />

10, 2005, found that 61 percent of <strong>the</strong> general public trusted news on <strong>PBS</strong> and NPR, more than any<br />

o<strong>the</strong>r news source.<br />

• Grunwald Associates 2004 – The nation’s educa<strong>to</strong>rs named <strong>PBS</strong> <strong>the</strong>ir <strong>to</strong>p source of video in <strong>the</strong><br />

classroom for both off-air taping and product purchase, outperforming such well-known media<br />

companies as <strong>the</strong> Discovery Channel, His<strong>to</strong>ry Channel and Nickelodeon.<br />

• Harris Interactive 2004 – <strong>PBS</strong> KIDS is <strong>the</strong> only kids’ television brand <strong>to</strong> achieve “world-class” brand<br />

status among parents, receiving <strong>the</strong> highest quality score for all children’s television brands measured<br />

(19 <strong>to</strong>tal) among U.S. parents with children ages 2-11.<br />

• Erdos and Morgan “Opinion Leaders 2004-2005” �— The NewsHour with Jim Lehrer was voted most<br />

‘objective’ and ‘credible’ weekday news program among opinion leaders.


• In addition <strong>to</strong> airing programs distributed by <strong>PBS</strong>, <strong>Eight</strong>/KAET produces its own award-winning<br />

programs. Especially noteworthy are HORIZON, our nightly public affairs program, HORIZONTE, our<br />

newest weekly series examining <strong>Arizona</strong> issues through a Hispanic lens and The <strong>Arizona</strong> Collection,<br />

an anthology of programs that celebrates <strong>the</strong> people, places and his<strong>to</strong>ry of <strong>Arizona</strong>. Among <strong>the</strong><br />

programs in this series are Over <strong>Arizona</strong>; Monumental <strong>Arizona</strong>; Barry Goldwater: Pho<strong>to</strong>graphs &<br />

Memories; Thieves of Time; Seasons of a Navajo; River of S<strong>to</strong>ne; and Kolb Bro<strong>the</strong>rs: Grand Canyon<br />

Pioneers and Monumental <strong>Arizona</strong>.<br />

• <strong>PBS</strong> KIDS’ Curious George outranks all o<strong>the</strong>r children’s television shows including those from<br />

competitive networks such as Disney and Nickelodeon. Additionally, over 60 research studies, funded<br />

by a U.S. Department of Education Ready <strong>to</strong> Learn grant, help ensure high quality, standards based<br />

children’s programming, online resources, and curriculum for PreK- Grade 2 children.<br />

ACCESS<br />

• <strong>PBS</strong> is committed <strong>to</strong> presenting a diversity of voices through its public affairs programming and<br />

dedicated <strong>to</strong> providing a wide array of viewpoints in order <strong>to</strong> present a true marketplace of ideas.<br />

• <strong>PBS</strong> is one of only four (4) TV services that reach 99 percent of all TV households in America (<strong>the</strong><br />

o<strong>the</strong>rs are NBC, CBS, and ABC — Fox only reaches 72 percent). Basic cable services are received<br />

by roughly 65 percent of all TV households —those that can afford cable services. (<strong>Arizona</strong>’s cable<br />

penetration is approximately 58 percent.) The single greatest method <strong>to</strong> improve our society is<br />

through education, arts, and culture. The life enriching educational programming found on <strong>Eight</strong><br />

should not be available <strong>to</strong> only those that can afford it – quite <strong>the</strong> contrary.<br />

• <strong>Eight</strong> / KAET reaches 80 percent of <strong>the</strong> people of <strong>Arizona</strong> (<strong>the</strong> o<strong>the</strong>r 15 percent are served well by<br />

KUAT-Tucson).<br />

• We think of our viewers as citizens, not as consumers.<br />

• We have been selected as one of a limited number of <strong>PBS</strong> affiliates <strong>to</strong> partner with outside<br />

organizations <strong>to</strong> create unique community outreach experiences for all viewers, and <strong>the</strong> education<br />

community, specifically around <strong>the</strong>se programs: The War, We Shall Remain and The Human Spark.<br />

• <strong>Eight</strong>’s Ready To Learn program improves <strong>the</strong> school readiness of young children. Through<br />

RTL, developed in cooperation with <strong>the</strong> US Department of Education, KAET has provided over 80<br />

statewide workshops, teaching over 1,000 childcare providers, parents, and caregivers how <strong>to</strong> use<br />

KAET’s commercial-free, educational children’s programs <strong>to</strong> bring <strong>the</strong> learning readiness of<br />

preschoolers up <strong>to</strong> standard before <strong>the</strong>y enter kindergarten and first grade. Through RTL, KAET<br />

has helped over 13,000 <strong>Arizona</strong> children enter school “ready <strong>to</strong> learn.”<br />

• <strong>Eight</strong>’s PreK-12 educational program, <strong>Arizona</strong> School Services through Educational Technology,<br />

serves over 60,000 educa<strong>to</strong>rs across <strong>Arizona</strong> with online and face <strong>to</strong> face professional development<br />

and <strong>PBS</strong> curricular resources for <strong>the</strong>ir students. ASSET was in <strong>the</strong> <strong>to</strong>p 3 affiliates nationwide<br />

distributing <strong>PBS</strong> TeacherLine online courses. AZ Educa<strong>to</strong>rs have participated in over 330,000 hours of<br />

online learning through <strong>PBS</strong> TeacherLine.<br />

• <strong>Eight</strong> has been selected as one of a limited number of affiliate stations <strong>to</strong> serve families and <strong>the</strong> early<br />

childhood education community with initiatives such as <strong>PBS</strong> Kids Raising Readers and program<br />

outreach with A Place of Our Own/Los Niños En Su Casa and Sid <strong>the</strong> Science Kid.


• <strong>PBS</strong> is ranked 6th out of 300 channels for largest viewing audience.<br />

• <strong>PBS</strong>.org is one of <strong>the</strong> most visited dot-org Web sites in <strong>the</strong> world.<br />

• In terms of attracting viewers in <strong>the</strong> 18 <strong>to</strong> 49 age category, <strong>PBS</strong> news and public affairs outpaces<br />

similar programming on CNBC, CNN, Fox News and Court TV.<br />

IMPACT<br />

• In a merging, consolidating, increasingly global media world, public television has stayed local. In<br />

fact, <strong>the</strong> local public television station is often <strong>the</strong> only locally operated media enterprise in a<br />

community. <strong>Eight</strong> is <strong>the</strong> only local broadcast station that is locally owned and has a community service<br />

mission … all <strong>the</strong> o<strong>the</strong>r stations are ei<strong>the</strong>r owned by non-<strong>Arizona</strong> corporations, or have a profit<br />

motive, or both.<br />

• Capitalizing on our unique role, we continue <strong>to</strong> promote and stimulate local culture, encourage civic<br />

participation, foster public dialogue and educate and inform <strong>Arizona</strong> viewers in ways that provide<br />

new opportunities <strong>to</strong> improve <strong>the</strong>ir lives and livelihoods.<br />

• <strong>Eight</strong>’s education staff provides free face <strong>to</strong> face professional development on <strong>PBS</strong> broadcast and<br />

online resources by going <strong>to</strong> educa<strong>to</strong>rs and parent groups across <strong>the</strong> state, helping align resources <strong>to</strong><br />

<strong>the</strong>ir needs and initiatives <strong>to</strong> improve school readiness and student achievement.<br />

• Without <strong>PBS</strong> and NPR, <strong>the</strong> United States would be <strong>the</strong> ONLY democracy in <strong>the</strong> world without a public<br />

broadcasting service.<br />

• <strong>Arizona</strong> needs at least one independent, non-commercial, non-profit, community-centric TV station.<br />

Children should have at least one safe source for quality, interruption-free, educational TV. Truly<br />

balanced and unbiased public affairs program is found on <strong>the</strong> most trusted TV station in <strong>Arizona</strong> –<br />

<strong>Eight</strong>. Our arts and cultural programs are <strong>the</strong> biggest and <strong>the</strong> best — without interruption. <strong>Eight</strong> has<br />

something for everyone … especially you.<br />

Why we need <strong>PBS</strong>…<br />

• We should have a <strong>PBS</strong> for <strong>the</strong> same reason that we need public libraries even though <strong>the</strong>re are<br />

books<strong>to</strong>res. That we should have art museums even though <strong>the</strong>re are private art galleries. The private/<br />

commercial sec<strong>to</strong>r would never have developed and nurtured Sesame Street, or Great Performances,<br />

or The NewsHour. Similar programs are now being emulated on commercial and/or cable channels,<br />

but without <strong>PBS</strong> leading <strong>the</strong> way, <strong>the</strong>y would never have come in<strong>to</strong> being in that risk averse, short-<br />

term profit motivated, commercial environment.<br />

• <strong>PBS</strong> has fostered a variety of technical innovations in both communications and education (in much<br />

<strong>the</strong> same way as NASA has with engineering technologies). <strong>PBS</strong> was <strong>the</strong> first <strong>to</strong> develop closed<br />

captioning for <strong>the</strong> hearing impaired, DVS or descriptive visual services for <strong>the</strong> sight impaired, and<br />

data transmissions via <strong>the</strong> SAP or second audio program channel. And, <strong>PBS</strong> has developed HDTV<br />

(high definition television) technologies for <strong>the</strong> next generation of life-long learners.<br />

• In a time where media ownership is being consolidated in<strong>to</strong> bigger businesses with fewer owners,<br />

public television’s national/local model — with au<strong>to</strong>nomous, community-based media institutions — is<br />

more important than ever.


• <strong>PBS</strong> is a public/private partnership, unique in this country’s media landscape. We are supported in<br />

large part by citizens making voluntary contributions <strong>to</strong> <strong>the</strong>ir local stations.<br />

• <strong>PBS</strong> and member stations offer extensive education services, including:<br />

• Ready To Learn – a program that has helped nearly one million parents and teachers prepare eight<br />

million children for success in school.<br />

• <strong>PBS</strong> Parents offers online resources on child development, online activities and off-screen printables,<br />

along with blogs geared for parents of children birth <strong>to</strong> age 9 and up.<br />

• <strong>PBS</strong> Teachers and Teachers Connect – offers thousands of standards and research based free<br />

interactives, video segments, lesson plans, teachers’ guides, home schooling guidance and o<strong>the</strong>r<br />

resources.<br />

• <strong>PBS</strong> TeacherLine – provides high-quality professional teacher development through more than<br />

90 online facilitated courses in literacy, ma<strong>the</strong>matics, science, curriculum and instruction, as well as<br />

technology integration.<br />

Famous firsts on <strong>Eight</strong><br />

2003 – February 6. Debut of “First Thursday: The Governor on HORIZON,” a monthly interview with <strong>the</strong><br />

governor of <strong>Arizona</strong>. KAET viewers are invited <strong>to</strong> submit questions for <strong>the</strong> broadcast.<br />

2003 – September. Debut of HORIZONTE, a weekly public affairs program examining <strong>Arizona</strong> issues<br />

through a Hispanic lens. The program airs Thursdays at 7:30 p.m. and is hosted by Phoenix at<strong>to</strong>rney<br />

José Cárdenas.<br />

2001– April. KAET begins broadcasting simultaneously in analog (KAET) and digital (KAET-DT). The<br />

new equipment enables <strong>the</strong> station <strong>to</strong> multicast (broadcast multiple channels at <strong>the</strong> same time).<br />

1996 – KAET hosts <strong>the</strong> first <strong>Arizona</strong> Presidential Preference Forum. HORIZON host Michael Grant<br />

moderates. Local commercial stations provide equipment and staff.<br />

1989 – KAET televises oral arguments before <strong>the</strong> <strong>Arizona</strong> Supreme Court, <strong>the</strong> first such broadcast<br />

in any state.<br />

1988 – KAET cameras record and televise <strong>the</strong> five-and-a-half week impeachment trial of Governor Evan<br />

Mecham before <strong>the</strong> <strong>Arizona</strong> State Senate.<br />

1983 – KAET broadcasts <strong>the</strong> first global, live-by-satellite, quadruple bypass heart surgery.<br />

1981– First broadcast of HORIZON, a public affairs program airing Monday - Friday. Host is Phoenix<br />

at<strong>to</strong>rney Michael Grant.


Dear Friends,<br />

One of <strong>the</strong> most satisfying parts of my job is <strong>to</strong> spread <strong>the</strong> word about what <strong>Arizona</strong> <strong>PBS</strong><br />

means <strong>to</strong> <strong>the</strong> community and <strong>to</strong> keep people informed about new things that are happening<br />

at <strong>Eight</strong>. But it’s also my responsibility <strong>to</strong> see that <strong>Eight</strong>, <strong>Arizona</strong> <strong>PBS</strong>, remains financially strong<br />

so we can continue <strong>to</strong> provide <strong>the</strong>se important and valuable services.<br />

Part of our mission statement directs us <strong>to</strong> “promote and stimulate local culture and encourage<br />

civic participation.” In 2008, <strong>to</strong> help advance this goal, we inaugurated <strong>the</strong><br />

<strong>Be</strong> <strong>More</strong> Awards <strong>to</strong> acknowledge <strong>the</strong> contributions and effectiveness of <strong>Arizona</strong>’s non-profit<br />

organizations. At <strong>the</strong> awards luncheon on May 14, 350 guests strolled through a “Hall of<br />

Heroes” showcasing <strong>the</strong> outstanding work of dozens of organizations before honoring eight<br />

non-profits for outstanding achievement in social services, health care, education and <strong>the</strong><br />

performing and visual arts. As a result of <strong>the</strong> success of <strong>Eight</strong>’s 2008 <strong>Be</strong> <strong>More</strong> Awards, we plan<br />

<strong>to</strong> make it an annual event.<br />

Meanwhile, we continue <strong>to</strong> seek out ways for <strong>Eight</strong> <strong>to</strong> be more … by constantly looking for<br />

ways make <strong>Arizona</strong> a better place <strong>to</strong> live for families, and especially for children, through<br />

quality <strong>PBS</strong> and local programs and outreach activities. We also take advantage of our ties<br />

<strong>to</strong> <strong>Arizona</strong> State University <strong>to</strong> find new and constructive ways <strong>to</strong> support <strong>Arizona</strong>’s business<br />

community.<br />

We are always mindful that all our accomplishments, as well as our plans for <strong>the</strong> future,<br />

<strong>Eight</strong> began broadcasting from <strong>the</strong> campus of<br />

<strong>Arizona</strong> State University on January 30, 1961. <strong>More</strong><br />

than 80 percent of <strong>Arizona</strong>ns receive our signal<br />

through a network of transla<strong>to</strong>rs and cable systems.<br />

With more than 1.3 million viewers each week,<br />

<strong>Eight</strong> consistently ranks among <strong>the</strong> most-viewed per<br />

What we do<br />

We major in education<br />

Our daily children’s programming helps children<br />

start school ready <strong>to</strong> learn. <strong>Arizona</strong> Pre K-12<br />

students benefit from outreach programs and<br />

educa<strong>to</strong>r professional development distributed by<br />

ASSET and Ready To Learn, <strong>Eight</strong>’s educational outreach<br />

department.<br />

<strong>Eight</strong>’s GED programs help adults get <strong>the</strong>ir high<br />

school diplomas through <strong>Eight</strong> telecourses.<br />

LiteracyLink helps adults build <strong>the</strong> basic skills<br />

for lifelong learning. We also offer intern and<br />

employment opportunities for approximately 60<br />

<strong>Arizona</strong> State University students who receive<br />

hands-on training working with our professional<br />

staff.<br />

Friends of <strong>Eight</strong><br />

<strong>More</strong> than 57,000 viewers become contributing<br />

Friends of <strong>Eight</strong> each year. <strong>Eight</strong> Magazine, our<br />

monthly program guide, is mailed <strong>to</strong> more than<br />

50,000 members who donate $40 or more.<br />

Dear Friends,<br />

Today’s media consumers have hundreds of choices when it comes <strong>to</strong> watching television.<br />

At <strong>Eight</strong>, <strong>Arizona</strong> <strong>PBS</strong>, our goal has always been <strong>to</strong> bring viewers <strong>the</strong> kind of programs that<br />

are worth <strong>the</strong>ir viewing time.<br />

<strong>Eight</strong> devotes 50 hours every week <strong>to</strong> quality, commercial-free programming for <strong>Arizona</strong><br />

children. <strong>PBS</strong> Kids is <strong>the</strong> leader in <strong>the</strong> development of programs that are educational and<br />

that emphasize reading and educational activities.<br />

In late 2007, <strong>Eight</strong> added a special companion program <strong>to</strong> Ken Burns’ landmark series<br />

The War. <strong>Arizona</strong> S<strong>to</strong>ries: WWII highlighted our state’s unique wartime experiences and<br />

its place in this his<strong>to</strong>ric time. We also put our own stamp on two o<strong>the</strong>r important <strong>PBS</strong><br />

programs, Caring for Your Parents and The Truth About Cancer, partnering with local<br />

organizations <strong>to</strong> develop community outreach projects that provided vital information and<br />

resources <strong>to</strong> <strong>Arizona</strong> residents.<br />

This year we added <strong>Arizona</strong> Memories from <strong>the</strong> ’70s and a new season of <strong>Arizona</strong> S<strong>to</strong>ries<br />

<strong>to</strong> The <strong>Arizona</strong> Collection, our award-winning library of programs that celebrate <strong>the</strong><br />

people, places and his<strong>to</strong>ry of our state. And <strong>Eight</strong> continues <strong>to</strong> provide two of <strong>the</strong> few<br />

news, opinion and in-depth analysis of major s<strong>to</strong>ries and events. It is considered <strong>the</strong><br />

“program of record” for <strong>Arizona</strong>’s public policy issues. Ho r i z o n has covered <strong>Arizona</strong>’s<br />

growth, advances and innovations, budget crises, immigration issues, impeachments,<br />

guberna<strong>to</strong>rial and legislative indictments, <strong>the</strong> Senate confirmation hearings for Supreme<br />

Court Justice Sandra Day O’Connor, <strong>Arizona</strong> Supreme Court Oral Arguments, and primary<br />

and general elections. Ho r i z o n has<br />

covered six <strong>Arizona</strong> governors<br />

and reported on two decades of<br />

In 1990, HORIZON launched <strong>the</strong><br />

In 2003, recognizing this<br />

demographic shift, <strong>Eight</strong><br />

launched HORIZONTE, a halfhour<br />

program airing after<br />

HORIZONTE provides a forum<br />

for Hispanic perspectives and<br />

helps inform all audiences<br />

about issues of particular<br />

interest <strong>to</strong> our Hispanic<br />

community.<br />

Using a variety of formats —<br />

JoSÉ CÁRdEnAS, Host of Horizonte<br />

interviews, taped segments followed by in-studio discussions and<br />

roundtables with journalists or experts<br />

on specific issues — HORIZON and HORIZONTE welcome a who’s who of <strong>Arizona</strong> politics and<br />

community leaders. The reach and influence of <strong>the</strong> on-air broadcasts is expanded by <strong>the</strong>ir Web<br />

sites, which provide program archives, RSS feeds, podcasts and online video.<br />

Both of <strong>the</strong>se local productions also provide valuable hands-on experience for students at <strong>the</strong><br />

Cronkite School who learn practical skills as <strong>the</strong>y work on <strong>the</strong> technical crew and as associate<br />

producers.<br />

How we are funded<br />

Our annual budget is approximately $13 million. <strong>More</strong> than half comes from <strong>the</strong> local community,<br />

mainly through membership support and program underwriting. Ano<strong>the</strong>r one-fourth is state and federal<br />

support through <strong>Arizona</strong> State University and <strong>the</strong> Corporation for Public Broadcasting. The rest comes<br />

Signal Society<br />

A Signal that Sends a Message…<br />

Sometimes people are natural born leaders. O<strong>the</strong>rs grow in<strong>to</strong> it. Within our<br />

community we are fortunate <strong>to</strong> have a number of visionary individuals who<br />

help build <strong>the</strong> foundations of public policy. They set <strong>the</strong> agenda for growth.<br />

Their efforts shed light on <strong>the</strong> unknown. Like a lighthouse, <strong>the</strong>y help guide<br />

<strong>the</strong> community through difficult stretches . . . a signal for o<strong>the</strong>rs <strong>to</strong> follow.<br />

The Signal Society is a diverse group of philanthropic individuals and families who are firmly committed<br />

<strong>to</strong> sustaining <strong>Eight</strong>’s ability <strong>to</strong> reach <strong>Arizona</strong> with <strong>the</strong> highest quality of programs and services. With<br />

<strong>the</strong>ir donation of $1,000 or more each year, Signal Society members talk <strong>to</strong> leading reporters, hosts and<br />

producers, meet with o<strong>the</strong>rs who care deeply about public broadcasting, attend advance screenings of<br />

new productions and receive important information about upcoming television programs.<br />

Studio Club<br />

Some people are willing <strong>to</strong> be part of something bigger . . . something<br />

that’s important and helps <strong>to</strong> make <strong>the</strong>ir community a better place <strong>to</strong><br />

live. Studio Club members are committed <strong>to</strong> supporting <strong>the</strong> kind of<br />

programming offered by public broadcasting. They get involved. <strong>Eight</strong><br />

Studio Club members contribute annual gifts of between $500 - $999.<br />

They are actively engaged by <strong>Eight</strong> Studio events including receptions, previews of upcoming <strong>Eight</strong><br />

programming, along with seasonal and local specials. Studio Club members stay connected <strong>to</strong> <strong>Eight</strong> and<br />

receive timely information on <strong>Arizona</strong>’s <strong>PBS</strong> station on a regular basis.<br />

Legacy Society<br />

The Legacy Society recognizes <strong>the</strong> impact <strong>Arizona</strong> <strong>PBS</strong> makes <strong>to</strong> more than<br />

1.3 million viewers around <strong>the</strong> state each week. Legacy Society members<br />

are special, philanthropic-minded individuals who have provided for <strong>the</strong><br />

future of <strong>Eight</strong> by arranging gifts that endure beyond <strong>the</strong>ir own life. A<br />

“Legacy” is something of value passed <strong>to</strong> future generations. <strong>Eight</strong> wants<br />

<strong>to</strong> show members our appreciation now for gifts that will benefit our work in <strong>the</strong> future.<br />

Individuals, couples or families are enrolled in <strong>the</strong> Legacy Society when we learn <strong>the</strong>y have made plans <strong>to</strong><br />
