connectivity. The M56 and M6 

motorways offer excellent road links

airports in Manchester and Liverpool 

are close by. And High Speed 2 (HS2)

project – will transform the region’s

business activity. Travel time from 

Crewe to London will be cut to just 

55 minutes, while both Birmingham 

and Manchester will be just 20 

minutes away. 

And we know there is huge potential 

to unlock further growth and

out plans to double the size of our 

economy – to £50bn – by 2040. 

We start from a solid and enterprising 

base. The region has almost 10 per 

cent more businesses per 10,000 

population than the UK average. In 

2015, nearly 12,000 new companies 

were formed in the region. Across 

Cheshire and Warrington, firms in key

AS THE BEST PERFORMING ECONOMY IN THE NORTH OF 

ENGLAND, CHESHIRE AND WARRINGTON IS THE 

PERFECT INVESTMENT LOCATION – WHICH IS WHY ITS 

AMBITIONS FOR THE FUTURE ARE SO BOLD. 

By 2040, the region is on course for a £50 billion economy, 

supported by 127,000 new jobs and 139,000 new homes, 

with a GVA per head that will be 120 per cent of the 

national average. 

The region’s economy is already built on solid

Railway Mainline provides further connectivity, while the 

region’s two airports – Manchester and Liverpool John

Cheshire and Warrington’s connectivity will only improve 

in the coming years. The UK government’s commitment to 

High Speed 2 (HS2) is a huge mark of confidence in the 

region’s potential. It will extend the benefits of high speed 

rail to 1.5 million people across Cheshire and North Wales, 

reducing their travel time to London by an hour. 

The project is the country’s largest infrastructure 

development and gives businesses across Cheshire and

The regional rail hub at Crewe will also deliver long-term

Merseyside through Cheshire and Warrington to 

Manchester, is an ambitious strategy to deliver growth not

250,000 new jobs by 2030 and £14 billion of new 

investment. Both Warrington and Chester are set to gain 

from the Atlantic Gateway’s impressive growth and 

vibrancy. 

A further £1 billion of it is being sought by Growth Track 

360, which is campaigning for strategic improvements to 

the North Wales and Cheshire rail network that could 

create 70,000 jobs over the next 20 years.

HARNESSING THE OPPORTUNITIES PRESENTED BY HS2 

The confirmation of High Speed 2 (HS2) brings enormous 

development potential for Cheshire and Warrington. 

Uniquely situated on the planned route between 

Manchester and Birmingham, the region forms part of 

Constellation, offering a once-in-a-lifetime opportunity to 

capitalise on the UK’s largest infrastructure development. 

Constellation sits on economically fertile ground between 

Birmingham and Manchester, two of the UK’s leading 

cities. Backed by the government, the Zone has an 

ambition to deliver 100,000 new homes and 120,000 jobs

Spanning Cheshire and north Staffordshire (including 

Stoke-on-Trent, Crewe and Stafford and the A500 

corridor), Constellation is set to drive substantial

from a very highly skilled workforce including some of the 

world’s most skilled and experienced science professionals. 

Manchester Science Parks (MSP), the site’s new owners are 

committed to building on Alderley Park’s heritage of 

scientific innovation to create a world class cluster for 

biotech and life science businesses, making it a flagship 

location of its kind for the North of England and the UK. 

The 21 ha site currently offers 190,000 m2 of high 

specification, high quality laboratory space, offices, 

restaurants, leisure facilities, and conferencing space which 

will be attractive to businesses with a focus on life sciences, 

R&D, technologies and processes. More than 150 

businesses and 3,000 staff operate here, taking advantage 

of the site’s comprehensive offering to support drug 

discovery and development. The UK government has 

chosen Alderley Park as the country’s translational centre

Two venture funds are available for SMEs starting up or 

expanding including the Greater Manchester and Cheshire 

Life Sciences Investment Fund. 

Birchwood 

Already home to more than 165 organisations employing 

6,000 people, Birchwood Park is Warrington’s leading 

business park. The Birchwood area benefits from an 

established and diverse science and engineering business 

base. Key companies headquartered locally include 

Electricity North West, United Utilities, Certas Energy and 

Nuvia. 

The area is recognised as one of the most successful 

centres for the Nuclear Services in the UK. The presence of 

the National Nuclear Laboratory, the Nuclear 

Decommissioning Authority and Sellafield Ltd’s Design 

Engineering Centre has led to a strong nuclear cluster and 

supply chain linkages. Companies based in Birchwood 

include Rolls-Royce Nuclear, Atkins, Amec Foster Wheeler, 

AREVA and AECOM. These companies have expertise across 

nuclear new build, plant life extension and 

decommissioning. 

The Enterprise Zone sites in Birchwood comprises 20 

hectares of cleared land in Patrizia’s ownership for the next 

phase of development. Three new warehouses with flexible 

office space of 14,000 to 22,000 sq ft have just been 

completed (Feb 2016) and three buildings totalling 200,000 

sq ft are also being refurbished to provide additional high 

quality office floorspace.

further buildings, covering a combined space of 200,000 sq 

ft provides more office space in the 20-hectare site.

Ellesmere Port 

The Cheshire Science Corridor Enterprise Zone includes a 

select portfolio of pump-primed sites in Ellesmere Port 

suitable for logistics, advanced manufacturing and 

environmental technologies (B1, B2 & B8 Uses) that 

benefit from either Enhanced Capital Allowances or 

business rate discounts. The sites offer a unique

encompasses B1, B2 and B8 uses. Protos can

A major research and innovation hub. Formerly the Shell 

Technology Centre, it offers a unique blend of industry, 

innovation and academia being home to the University of 

Chester’s new Faculty of Science and Engineering and the

Observing System for the Subsurface (ESIOS). 

Thornton is a centre of excellence for energy systems and 

also provides on-site business support for the energy 

sector, targeting commercialisation and 

internationalisation. Areas of expertise include: energy 

storage; energy networks; asset management and 

unconventional gas extraction. One of Thornton’s signature 

projects is the SMART Grid Demonstrator - a shared facility 

to meet the growth needs of the energy sector, allowing

The Thornton Enterprise Zone (EZ) site offers 9.3 ha of 

development land and a mix of cleared land and two 

buildings that have reached or are reaching the end of their 

economic life and are due to be demolished shortly. The

MUSE DEVELOPMENTS’ £120M CITY PLACE IS FAST 

BECOMING THE MOST IMPORTANT NEW COMMERCIAL 

REGENERATION SCHEME IN CHESTER AND A VIBRANT, 

NEW DESTINATION FOR BUSINESS. 

Muse Developments’ City Place scheme, developed in 

conjunction with Cheshire West and Chester Council, is 

fast becoming the most important new commercial 

regeneration scheme in Chester. The scheme is 

transforming an underutilised area of the city into stateof-the-art 

office accommodation, complemented by retail, 

leisure and public realm, bringing more than £96m to the 

city’s economy. 

One City Place, marked the first ambitious steps in 

Chester’s Central Business Quarter and the City Place 

development. Launched in January 2016, One City Place 

comprises 70,000 sq ft of Grade A, BREEAM ‘Excellent’ 

office space over six-storeys and is the first speculative 

office development in Chester city centre in recent years. 

Cheshire West and Chester Council’s 15-year strategic vision 

for the city, the ‘One City Plan’, identified that the existing 

commercial offering was limited in terms of floorplate size, 

quality, accessibility and location. City Place was developed 

in response to this, in order to provide the business 

community with options that they hadn’t had before.

supported on bespoke glulam timber beams. 

The new interchange is integral to the city centre’s core 

highways system so GRAHAM has worked closely with the 

local authority to minimise disruption to operational bus 

services, city centre traffic, pedestrians, local businesses 

and residents. 

The new interchange – funded through the Local Growth 

Deal – is due to open in early 2017, enabling the closure of 

the existing bus interchange at Princess Street. It paves 

the way for work to commence on the £300m Northgate 

development in Chester city centre, which will deliver 

500,000 sq. ft. of retail, restaurant and leisure facilities, 

creating more than 1,000 jobs. 

The Northgate scheme is a priority development for 

Chester that will play an important part in delivering 

ambitions to double the size of the area’s economy by 

2040.

placement who has now been taken on as a Trainee 

Site Engineer.

APPOINTED TO PROVIDE STRATEGIC 

ADVICE ON FUNDING THE DELIVERY OF 

CHESTER NORTHGATE, A £300 

MILLION RETAIL AND LEISURE SCHEME. 

Strutt & Parker, one of the UK’s leading commercial 

property consultants and specialist retail development 

advisor, has been appointed to provide strategic advice on 

funding the delivery of Chester Northgate. 

Chester Northgate will transform the city centre through 

the development of a new 500,000 sq ft shopping, leisure 

and residential quarter. 

The retail-led, open streetscape, mixed use scheme is 

being developed by Cheshire West and Chester Council, 

assisted by development manager Rivington Land. 

The £300 million scheme, which will return Chester to its 

position as one of the UK’s leading top 50 retail 

destinations, will be anchored by House of Fraser, the 

premium department store brand, who has agreed to take 

a 100,000 sq ft store. 

Cheshire West and Chester Council has also secured 

Picturehouse for a six-screen cinema, with Crowne Plaza 

relocating to a new 167-bed four-star hotel, incorporating 

a 600 capacity conference facility, spa and roof terrace 

restaurant. 

Chester Northgate, sitting adjacent to the new Storyhouse 

theatre and cultural centre, will revitalise the city centre’s 

retail offer and shopping experience, also providing 

around 70 retail stores, cafes and restaurants, together 

with a new market hall, over 800 shoppers’ car parking 

spaces and more than 70 residential apartments. 

Construction of the first phase of the scheme, for which 

planning permission was granted in September 2016, will 

commence in 2018, with completion of Chester Northgate 

scheduled for late 2021. 

Cheshire West and Chester Council will be looking to bring 

on board private sector investment for the project at an 

appropriate time.
