Açıklama<br />
İlkokul ve ortaokul okullaşma oranlarındaki düşüşün<br />
nedeni: 2013-14 eğitim öğretim yılı ve daha önceki<br />
yıllarda öğrenci sayıları alınırken sisteme kayıtlı aktifpasif<br />
(Yurt dışına çıkan, vefat eden, açık öğretime geçiş<br />
yapan) tüm öğrenciler dahil edilmekte idi. 2014-15<br />
eğitim öğretim yılından itibaren aktif-pasif öğrencilerin<br />
ayrıştırılmasına gidilmiş olup; sistem üzerindeki pasif<br />
duruma düşen öğrenciler (yurt dışına çıkan, vefat eden,<br />
açık öğretime geçiş yapan öğrenciler) okullaşma<br />
oranlarının hesabında kullanılan öğrenci sayılarına dahil<br />
edilmemiştir. 2014-15 eğitim öğretim yılında pasif<br />
duruma düşenler öğrenci sayılarına dahil<br />
edilmediğinden okullaşma oranlarında kısmen düşüş<br />
olmuştur. Böylece hem çağ dışı nüfusa kaydığı için açık<br />
öğretime yönlendirilen öğrencilerin mükerrer sayımı<br />
engellenmiş olmaktadır hem de gerçek (ölen veya<br />
yurtdışına çıkanlardan arındırılmış) öğrenci sayısı esas<br />
alınmış olmaktadır. İlkokullardaki okullaşma oranının<br />
düşüş nedenlerinden bir diğeri ise yönetmelik<br />
kapsamında ilkokul öğrenim çağındaki çocukların kayıt<br />
erteleme veya okulöncesi eğitime geçiş esnekliğinin<br />
sağlanmasıdır.<br />
<strong>2016</strong>/'17 okullaşma oranları hesaplanırken, kullanılan<br />
nüfus ve öğrenci sayılarında Türkiye'de ikamet eden<br />
T.C. vatandaşları kapsanmıştır. Türkiye'de ikamet eden<br />
yabancı uyruklu nüfus ve yabancı uyruklu öğrenci<br />
sayıları kapsam dışında tutularak hesaplanmıştır.<br />
Brüt Okullaşma Oranı: İlgili öğrenim türündeki tüm<br />
öğrencilerin, ait olduğu öğrenim türündeki teorik yaş<br />
grubunda bulunan toplam nüfusa bölünmesi ile elde<br />
edilir.<br />

Yaş gruplarına (Doğum yılları) göre NET okullaşma<br />
oranları hesaplanırken; öğrencinin ait olduğu eğitim<br />
kademesine (öğrenim türüne) bakılmaksızın, ilgili yaş<br />
grubunda bulunan toplam öğrencilerin, ilgili yaş<br />
grubunda bulunan toplam nüfusa bölünmesi ile elde<br />
edilmiştir.<br />
Derslik Başına Düşen Öğrenci Sayısı: İstenilen eğitim<br />
kademesine ve İstatistikî Bölge Birimleri Sınıflaması<br />
seviyesine göre, toplam öğrenci sayısının toplam derslik<br />
sayısına bölünmesi ile elde edilen ve bir derslikteki<br />
ortalama öğrenci sayısını gösteren göstergedir.<br />

Explanation<br />
The reason for the decrease in schooling ratio in<br />
primary and lower secondary education: In the<br />
educational year 2013-14 and before, all active as well as<br />
passive students (students who moved abroad, died or<br />
were oriented to open education) were included in the<br />
number of students. As of the educational year 2014-2015,<br />
students who have become passive in the system (i.e.,<br />
students who moved abroad, died or were oriented to open<br />
education) were not included in the student figures used for<br />
the calculation of schooling ratios. Due to this exclusion of<br />
passive students from the number of students in the<br />
educational year 2014-2015, there has been a relative<br />
decrease in schooling ratios. This change in methodology<br />
has ensured the prevention of double counting of students<br />
that have fallen out of the scope of the related school age<br />
population and were oriented to open education; and<br />
facilitated the presentation of more accurate student data<br />
(excluding those students who died or moved abroad).<br />
Another reason for the decrease in primary education<br />
schooling ratio is the change in regulation that enables the<br />
flexible enrolment of students in the primary school age to<br />
pre-primary education or their postponing the enrolment.<br />
The population and the number of students who reside in<br />
Turkey as Turkish citizens are taken into consideration<br />
while the school enrollment rates of <strong>2016</strong>-<strong>2017</strong> are being<br />
calculated. Foreign nationals residing in Turkey and the<br />
number of foreign students are excluded from the<br />
calculation.<br />
Gross Schooling Ratio: It is obtained by dividing the total<br />
number of students in a specific level of education by the<br />
population in the theoretical age group.<br />

of students of a theoretical age group enrolled in a specific<br />

The theoretical age groups on pre-primary school as (1-<br />
9 months) 3-5 (4-12 months), on primary school as (1-3<br />
months) 5-9 (4-12 months), on secondary school as (1-3<br />
months) 9-13, on high school 14-17 and on higher<br />
education 18-22 on the basis of the completed age of<br />
students.<br />
The calculation of NET schooling percentage according<br />
to age groups (birth year) is obtained by dividing the total<br />
numbers of students in the relevant age group without<br />
considering the education level (type) of the students to the<br />
total population of the students in the relevant age group.<br />
Number of Students per Classroom: It is the indicator<br />
which is obtained by dividing the total number of students<br />
by the total number of classrooms according to the level of<br />
education and the level in the classification of regional units<br />
for statistics and which shows the average number of<br />
students in a classroom.
