5. PUBLIC NOTICE & COMMENTS:<br />

Notice of the public meeting was published in the local newspaper, and was mailed to<br />

persons who have actively participated in the ZBL Review to date. An email providing<br />

the details of the Public Meeting was sent to persons who have signed up for email<br />

updates on the Review. The final draft of the Urban Areas ZBL has been available on<br />

King's website on the Zoning By-law Review project page since March 14. Hard copies<br />

of the final draft Urban Areas ZBLwere made available for public review at the Planning<br />

Department counter, and the Schomberg, King City, and Nobleton branches of the King<br />

Township Public Library. This report is also available on the Township's website.<br />

Numerous comments have been received from Township departments, agencies and<br />

the public on the first draft of the Urban Areas ZBL (Nov. 2016), and have been<br />

considered in the final draft (March 2017). The Comment & Response table,<br />

summarizing public comments is attached as Appendix C.<br />

Planning staff has begun to receive comments on the final draft of the Urban Areas ZBL<br />

since it was posted on March 14. All comments received on the final draft will be<br />

considered as part of the preparation of the final ZBL for Schomberg and King City.<br />

Planning staff requests that all written submissions relating to the final draft of the Urban<br />

Areas ZBL, dated March 2017, be forwarded to the Township by April 13, 2017.<br />

Planning staff, in conjunction with its consultants, will consider the comments received,<br />

and undertake revisions as necessary, as part of the preparation of the final Zoning By<br />

law for the Schomberg and King City urban areas.<br />

6. AGENCY COMMENTS:<br />

The draft Urban Areas ZBL has been circulated to a number of relevant agencies and<br />

departments. Representatives of relevant agencies, including the Region of York, Lake<br />

Simcoe Region Conservation Authority, and the Toronto & Region Conservation<br />

Authority, as well as Township departments have participated as part of the ZBL Review<br />

Technical Advisory Committee, and have provided valuable input that has helped to<br />

shape the final draft. Comments received from agencies are summarized in Appendix D.<br />

The ZBL has also been circulated to the Ministry of Municipal Affairs as it relates to the<br />

implementation of the Oak Ridges Moraine Conservation Plan conformity, discussed<br />

later in this report.<br />

7. DISCUSSION:<br />

Zoning By-laws are prepared in accordance with the Planning Act, and must be<br />

consistent with or conform to all relevant Provincial policies and plans. Zoning By-laws<br />

must also conform to the Township's Official Plan (i.e. Schomberg and King City<br />

Community Plans), and are the primary planning tool for implementing official plan<br />

policies, translating such policies into detailed land use permissions, and lot and building<br />

requirements.<br />

The Township identified the need to review and update the Zoning By-law for King City<br />

and Schomberg urban areas, primarily to implement the policies of the King City and<br />

Schomberg Community Plans, as well as to ensure the Zoning By-law for the King City<br />

and Schomberg urban areas:
