Planning Department Report P-2017-15 Page 2 and Schomberg Review is organized into three stages. The timeline for this phase of the Review has been aggressive. The Background Discussion Paper, prepared by MMM Group (August 2016), and presented to Committee of the Whole in October 2016 (Planning Report P-2016-42) represented the completion of the first of the three stages. During this stage of the work program, consultation was undertaken by way of open houses and mature neighbourhoods design workshops in King City and Schomberg. The comments and input received from the community during these consultation sessions informed the 1®^ draft of the Urban Areas Zoning By-law. During Stage 2 of the work program, the 1®^ draft of the Zoning By-law for the Schomberg, Nobleton, and King City Urban Areas (the Urban Areas ZBL, or ZBL) was released in November 2016, presented at public open houses in King City and Schomberg on November 23 and November 29, respectively, and was formally available for comment and input through to March 2017. Consultation sessions on the 1®* draft were held with the Technical Advisory Committee on January 18, 2017, and Community Stakeholders on February 17, 2017. The review is currently progressing through the 3'"^ and final stage of the work program, which includes the delivery of the final draft of the Urban Areas ZBL, and the presentation of the final draft at the statutory Public Meeting."The final stage will be complete at which time the final ZBL is presented to Council for approval, upon consideration of comments received. It is anticipated the Zoning By-law resulting from the King City and Schomberg ZBL Review will be brought back to Council for its consideration for approval in May 2017. PROPERTY DESCRIPTION: The lands subject to the proposed Urban Areas ZBL consist of lands within the Schomberg, and King City urban areas, as defined by the in-effect Official Plan (specifically the Schomberg Community Plan and the King City Community Plan). The draft Urban Areas ZBL also incorporates the new Nobleton ZBL 2016-71, adopted by Council in July 2016 (and currently under appeal as it relates to the urban area boundary and zoning for the lands referred to as 'Nobleton North'). It is recognized the recent Ontario Municipal Board decision on the Nobleton North appeal to the Nobleton Community Plan modified the Nobleton urban area boundary to include the lands that are currently the subject of the ongoing appeal to the Nobleton Urban Area Zoning By law (2016-71). The project team is awaiting the resolution of the appeal to the Nobleton Urban Area Zoning By-law to accurately reflect necessary modifications. The subject lands are delineated on Schedule A to the draft Urban Areas ZBL as the 'defined area' (Appendix A).

PUBLIC NOTICE & COMMENTS: Notice of the public meeting was published in the local newspaper, and was mailed to persons who have actively participated in the ZBL Review to date. An email providing the details of the Public Meeting was sent to persons who have signed up for email updates on the Review. The final draft of the Urban Areas ZBL has been available on King's website on the Zoning By-law Review project page since March 14. Hard copies of the final draft Urban Areas ZBLwere made available for public review at the Planning Department counter, and the Schomberg, King City, and Nobleton branches of the King Township Public Library. This report is also available on the Township's website. Numerous comments have been received from Township departments, agencies and the public on the first draft of the Urban Areas ZBL (Nov. 2016), and have been considered in the final draft (March 2017). The Comment & Response table, summarizing public comments is attached as Appendix C. Planning staff has begun to receive comments on the final draft of the Urban Areas ZBL since it was posted on March 14. All comments received on the final draft will be considered as part of the preparation of the final ZBL for Schomberg and King City. Planning staff requests that all written submissions relating to the final draft of the Urban Areas ZBL, dated March 2017, be forwarded to the Township by April 13, 2017. Planning staff, in conjunction with its consultants, will consider the comments received, and undertake revisions as necessary, as part of the preparation of the final Zoning By law for the Schomberg and King City urban areas. 6. AGENCY COMMENTS: The draft Urban Areas ZBL has been circulated to a number of relevant agencies and departments. Representatives of relevant agencies, including the Region of York, Lake Simcoe Region Conservation Authority, and the Toronto & Region Conservation Authority, as well as Township departments have participated as part of the ZBL Review Technical Advisory Committee, and have provided valuable input that has helped to shape the final draft. Comments received from agencies are summarized in Appendix D. The ZBL has also been circulated to the Ministry of Municipal Affairs as it relates to the implementation of the Oak Ridges Moraine Conservation Plan conformity, discussed later in this report. 7. DISCUSSION: Zoning By-laws are prepared in accordance with the Planning Act, and must be consistent with or conform to all relevant Provincial policies and plans. Zoning By-laws must also conform to the Township's Official Plan (i.e. Schomberg and King City Community Plans), and are the primary planning tool for implementing official plan policies, translating such policies into detailed land use permissions, and lot and building requirements. The Township identified the need to review and update the Zoning By-law for King City and Schomberg urban areas, primarily to implement the policies of the King City and Schomberg Community Plans, as well as to ensure the Zoning By-law for the King City and Schomberg urban areas:
