> prohibiting certain uses such as (i) those involving the sale or storage of<br />

chemicals or hazardous substances (ii) day care centres, hospitals, and<br />

nursing homes, and (iii) those involving emergency services; and<br />

> satisfying certain requirements of the Lake Simcoe Region Conservation<br />

Authority.<br />

> Implementing the CTC Source Protection Plan: The Urban Areas ZBL implements<br />

the requirements of the Credit Valley, Toronto & Region, Central Lake Ontario (CTC)<br />

and South Georgian Bay Lake Simcoe (SGBLS) Source Protection Plans, under the<br />

Clean Water Act, 2006 to protect the source of municipal drinking water from<br />

contamination and overuse. The ZBL provisions restrict the establishment of certain<br />

uses and activities on properties that are within close proximity to municipal<br />

wellheads. The restricted uses and activities are considered by the CTC and SGBLS<br />

Source Protection Plans to represent a risk to source water. The location of<br />

wellheads within the communities, and two corresponding designated significant<br />

threat areas (Significant Threat Areas 1 and 2) are shown on Schedule B to the ZBL.<br />

The relevant provisions are contained in section 3.41 of the ZBL.<br />

> Managing New Land Uses & Zoning Issues: The Urban Areas ZBL introduces<br />

provisions in Schomberg and King City that were previously introduced in Nobleton<br />

to address new uses and issues that may not have been contemplated in Zoning By<br />

law 74-53, and/or were not relevant to the communities until more recently, including<br />

requirements for: accessory retail, amenity areas, car washes, drive-throughs, group<br />

homes and institutional residences, model homes, outdoor display and storage, and<br />

patio, among others. The general provisions pertaining to each of these topics can<br />

be found in Part 3 of the Urban Areas ZBL.<br />

> Setting the Stage for the Future: The Urban Areas ZBL includes a Future Use (F)<br />

zone applied to (i) existing undeveloped areas that are designated for development<br />

by the Community Plans, and (ii) lands within the existing community that are<br />

encouraged to redevelop in accordance with the respective Community Plan. Note<br />

that the F zone in the Urban Areas Zoning By-law is referred to as the Future<br />

Development Zone (FD) zone in the Nobleton Urban Area Zoning By-law. While the<br />

zone permissions and standards remain unchanged, the term Future Use is a more<br />

fitting description of the areas to which this zone applies throughout all three villages.<br />

The proposed F zone permits only existing uses as of the date of the passing of the<br />

ZBL, and only new buildings/structures associated with the existing use. The intent of<br />

this new zone is to provide for the continued upkeep of existing uses, while<br />

preventing the establishment of new uses that are not in accordance with the policy<br />

direction for village development over the long-term. Future Use (F) is proposed for<br />

the GO Station area in King City to help to ensure the efficient use and development<br />

of land, and provide for appropriate connectivity.<br />

The ZBL also includes a template Residential - Single Detached (R1A) that does not<br />

currently apply on any lands, however is intended to provide direction to future single<br />

detached residential development. The R1A zone incorporates zone standards to<br />

provide for contemporary built form, along with requirements to minimize paving in<br />

the front yard, and the impact of garages on the streetscape.<br />

> Oak Ridges Moraine Conservation Plan Conformity: Implementation of the Oak<br />

Ridges Moraine Conservation Plan has been addressed in the final draft of the<br />

Urban Areas ZBL. The entirety of King City and a northern portion of Nobleton are
