From the Commodore<br />
The 2015-<strong>2016</strong> year has been interesting to say the<br />
least, there's always something worth talking about<br />
going on at Royals and if you read Enews every<br />
week, you'll know what I mean.<br />
Sailing.<br />
As usual, it's been a great year for sailing which,<br />
after all, is our main reason for being and what we<br />
enjoy doing.<br />
The highlight of the year was the 2015 Para World<br />
Sailing Championships and after last year's AGM, the<br />
ramp up for the Para Worlds got into full swing. A<br />
core Committee had already been formed at this<br />
stage with VC Michael McLean, John Burgess,<br />
Ross Kilborn, Rod Alsop, Alex McGillivray and<br />
David Le Roy who controlled the event from go to<br />
whoa and what a success they made of it. The<br />
Committee and its team of 180 volunteers did a<br />
tremendous job, they made many friends and were<br />
at the core of what made this event so successful.<br />
I can honestly say I have never felt prouder of my<br />
Club and our members and staff than at the Para<br />
Worlds' closing ceremony when all the competitors,<br />
officials and supporters said what a great time<br />
they'd had. RYCV more than demonstrated to our<br />
members and the world our capability of conducting<br />
such world-class events through our achievements<br />
with these Championships. All ran smoothly for our<br />
guests throughout the competition even though we<br />
needed to build a temporary floating marina, but the<br />
running of such events will be much easier when the<br />
new Marina is in place and we can demonstrate that<br />
our facilities are on par with the service, hospitality<br />
and warm cordiality that we provided during the<br />
Para Worlds.<br />
All our other regular sailing events ran as normal<br />
with the next biggest events being the bookends to<br />
the Para Worlds - the annual Lipton Cup Regatta,<br />
providing a worthy support act the week prior to the<br />
Para Worlds and the hosting of the Para Classes for<br />
the World Cup, a week after the Para Worlds. SS<br />
Rendezvous cruised on through another season and<br />
coordinator Andy Merlot and his team have now<br />
reviewed the cruising program to provide an<br />
innovative new schedule for next season, you can<br />
visit the RYCV website for more details.<br />
This year's Association Cup provided a minor glitch<br />
in our recent long-standing history of success in this<br />
fiercely battled competition. Sandringham Yacht<br />
Club finally learnt the rating lessons and managed to<br />
unclasp our grip on the silverware this year,<br />
however, SYC Commodore Kate Mitchell willingly<br />
and graciously conceded that they were really only<br />
winning the honour of polishing the trophy before<br />
handing it back to us next year...<br />
Lastly, we should all be proud of another<br />
international achievement, this time by one of our<br />
OTB rising stars, Louis Schofield.<br />
Louis finished 24th out of 228 competitors alongside<br />
Skipper Tom Alexander in the recent 29er World<br />
Championships in the Netherlands. Their great<br />
efforts and tremendous result set them up to retain<br />
their standing in the highest grouping and proudly<br />
provides them with their new 29er sail number,<br />
AUS24. Louis wrote an excellent report of their<br />
experiences in the 29er Worlds titled "March to<br />
Medemblik Wrap Up" which may be read on the<br />
RYCV website.<br />
Marina<br />
The plans for the new Marina are almost finished<br />
and by now you will have been invited to see the<br />
final designs. The Marina Committee has met every<br />
week for two years to work on this project and<br />
on 28th July this year, a stakeholders' meeting was<br />
convened by Parks Victoria to brief all<br />
local Hobsons Bay organisations about our plans,<br />
resulting in Parks Victoria requesting our plans for<br />
finalisation of the Works Permit.<br />
The Marina financing has taken many months of<br />
investigation and will be explained by John Forsyth.<br />
The General Committee, then members, will be<br />
asked to endorse this approach at this year's AGM.<br />
The financing model was originally suggested by one<br />
of our members, Ken Harrison, and has been the<br />
subject of close scrutiny to ensure legal compliance<br />
and that it fits the Club's needs. The result is that<br />
your Committee believes this financial model is an<br />

excellent solution for the Club and, if<br />
members endorse this solution at the AGM, we will<br />
proceed to finalise the sub-lease allowing<br />
construction to start before the end of this year.<br />
Members will be asked to approve the final<br />
agreement.<br />
House<br />
Much has been rumoured about Nigel Peck’s great<br />
donation to recreate our Clubhouse to suit RYCV's<br />
growing needs into the future. Now that we have the<br />
advanced plans, arrangements are being made to<br />
transfer Nigel’s donation to the Australian Sports<br />
Foundation (ASF). The advantage with ASF is that<br />
donations can be made project specific, which meets<br />
Nigel’s wishes, and when the transfer of his funds is<br />
complete, members who also wish to donate will be<br />
able to make tax-deductible additions to Nigel’s gift.<br />
We have held off on this project until the Marina<br />
plans were completed and when the Marina is fully<br />
financed and approved by members, General<br />
Committee will focus on the House.<br />
Yard<br />
With the Para Worlds disrupting the yard’s<br />
activities, it was a difficult first half to the season,<br />
but now, with our increased hardstand space, we are<br />
lifting many larger Kindred Club vessels, which in<br />
turn contributes valuable income to our Club. We<br />
had a visit by WorkSafe earlier this year that<br />
resulted in some necessary and beneficial changes to<br />
the Yard and more of these changes are planned to<br />
come. I cannot stress enough the attention we must<br />
all pay to OH&S, it is now considered a necessary<br />
and responsible way of life and will not go away, so<br />
our members and staff need to embrace the changes<br />
that we are enforcing.<br />
Finally, in June this year, Royal Yacht Club of Victoria<br />
received Yachting Victoria’s Yacht Club of the Year<br />
award. This is a prestigious award for an<br />
outstanding effort by all RYCV members and staff<br />
who helped to run events and contribute to the<br />
Club’s operations over the last year and the<br />
accolades in receiving this award go to all these<br />
generous individuals. Congratulations.<br />
I must thank Alex Campbell, Treasurer, Anthony<br />
Beck, Membership Chairman and David Ellis. Club<br />
Captain who are all retiring from GC. Their<br />
contributions have been excellent and I am sure they<br />
will be sorely missed. Well done.<br />
I also must thank the GM, Alex Macgillivray for his<br />
assistance in helping get the 65 year lease signed,<br />
being part of the Para Worlds, working hard in the<br />
background helping with liaison with our major<br />
contributor for the clubhouse and for assisting in<br />
getting the YV Yacht Club of the year.<br />

The highlight of the past sailing season was the successful<br />
running of what amounted to three World Championships<br />
run side by side during the Para Worlds event in<br />
November. As the final qualifier for the <strong>2016</strong> Rio<br />
Paralympic Games, the event was very well supported<br />
amongst the disabled sailing community and the Club<br />
hosted 140 competitors from thirty-one countries, a truly<br />
international event.<br />
The huge volunteer input created a very good feeling<br />
around the Club and thank you to all those members that<br />
gave up their time to assist. As a result of your efforts the<br />
Club was acknowledged as the Yacht Club of the Year at<br />
this year’s Yachting Victoria <strong>Annual</strong> awards. An award<br />
that all members can be justifiably proud of.<br />
Club performances on the water were below what we<br />
have come to expect with Top Gun being the only<br />
divisional winner in the Club Marine Series, taking out<br />
IRC in Division 2 and runner up in AMS. Cadibarra 8 was<br />
runner up in Division 0 AMS and One for the Road, runner<br />
up in Division 1 PHS.<br />
Top Gun was also successful at the Festival of Sails,<br />
winning the IRC State Championships in Division 2. Merak<br />
was runner up in the S80 division, Way 2 Go, One for the<br />
Road and Kookaburra all made it onto the podium in the<br />
Cruising Divisions and the Club won the IRC and<br />
Advertiser team’s trophies.<br />
At the annual Presentation Night, Gary and Fiona<br />
Prestedge’s One for the Road was awarded the Club<br />
Champion boat prize following a successful season of<br />
racing across both offshore and inshore events. Their<br />
navigator Joe Wetzels was determined to be the Crew<br />
Member of the Year, Paul Lindemann and his much<br />
travelled family on Biddy Hu II were awarded the<br />
Cruising Sailor of the Year and Max Peters was awarded<br />
this year’s Yachtsperson of the Year. Special awards were<br />
also made to Bonnie Schultze and Alan Sheers for their<br />
outstanding contribution as crew-members.<br />
Congratulations to each of you.<br />
After nine years this will be my final report as Club<br />
Captain. Where the focus previously was on delivering top<br />
class events to our members and the wider sailing<br />
community this is less a priority now and the focus needs<br />
to shift to ensuring that skippers and crews are<br />
adequately trained and prepared for a day on the water.<br />
Unfortunately as a sport, we are not very good at selfregulating<br />
and recent incidents suggest that greater<br />
attention needs to be paid to man overboard recovery and<br />
proper use of marine radio. I am currently sitting on a<br />
panel that is reviewing communications requirements in<br />
the Special Regulations and I expect that an operational<br />
VHF radio and crew appropriately trained to operate it<br />
will become a requirement in all of the races run by the<br />
Club. Troy Croft is standing as Club Captain and I am sure<br />
that he will fulfil the role admirably. Troy has a good<br />
background in the sport as a competitive sailor but also<br />
brings a wealth of experience in employee relations and<br />
work place standards, which the Club badly needs.<br />
The present committee has divisions that do not enhance<br />
the smooth operation of the Club, such as committee<br />
members holding secret meetings, coaching staff<br />
members to make unfounded complaints regarding the<br />
management and being actively engaged in poor<br />
behaviour that disparages the Club and its Commodore. I<br />
urge members when voting for new committee members<br />
today to put people up for the committee that have a<br />
vision for the future, not one rooted in the past.<br />
For the future, the Club has a sixty-five year lease, it’s<br />
capable of running world-class events and there are some<br />
exciting plans in the pipeline that will potentially bring<br />
back members who want to race competitively at a Club<br />
with excellent facilities<br />
In closing, I wish to acknowledge the efforts,<br />
professionalism and friendship of David LeRoy, a person<br />
who has contributed enormously to the Club over many<br />
years and one who can be relied upon to put the interests<br />
of the Club first.<br />

Development Committee, Marina Project Committee<br />
and Clubhouse Project Committee<br />
For the past year the Development Committee has<br />
focussed on the marina project and the initial design<br />
development of the proposed new clubhouse, the<br />
latter project being possible due to the extremely<br />
generous gift to the Club by Nigel Peck and his<br />
family.<br />
It is now just over one year since our new 65-year<br />
land and seabed lease commenced and the above<br />
projects are the two major redevelopment items to<br />
which the Club has committed to complete during<br />
the next few years.<br />
With a 65-year tenure over our land, sea bed and<br />
existing facilities, the Club can invest in capital<br />
works with complete confidence that all of the<br />
benefits will be retained by the Club for the<br />
foreseeable future, enabling the Club to achieve the<br />
outcome sought by its Vision statement, ‘The Royal<br />
Yacht Club of Victoria will be a leading yacht club in<br />
Australia’.<br />
The progress on the marina project has included<br />
obtaining further approvals, extensive work on<br />
financing options, a presentation to neighbouring<br />
stakeholders, further design of wave attenuation,<br />
applications to Parks Victoria for a works permit,<br />
refinement of the marina layout to ensure<br />
accommodation of our existing fleet and an<br />
investigation of current occupancy and demand for<br />
marina berths at the north end of Port Phillip.<br />
With regard to the design and construction of the<br />
new Marina, the Club has received tenders from<br />
various contractors for both the marina and the<br />
wave wall required to attenuate ship generated<br />
waves. No further decision will be made regarding<br />
contractors until the project is approved by<br />
members which is expected to be made within the<br />
next few months, depending on the date Parks<br />
Victoria approves the proposed basis of sub leasing<br />
and issues the Works Permit.<br />
Of most interest to members will be the cost of<br />
occupying a berth for their boat in the marina. We<br />
are working towards having a schedule of berth fees<br />
which are generally in line with those charged for<br />
similar facilities by kindred clubs situated at the<br />
northern end of Port Phillip.<br />
Subject to two approvals to be provided by Parks<br />
Victoria, we will have satisfied all Statutory<br />
requirements. Following receipt of these, the future<br />
is reliant on the obtaining of finance and most<br />
importantly, member approval to proceed with the<br />
project.<br />
The Marina Project Committee has met weekly to<br />
continue the process of ensuring that a state of the<br />
art facility is developed at the minimum possible<br />
cost to members, both in terms of capital and also<br />
annual charges. Given the amount of time<br />
contributed by all involved, I wish to thank the<br />
Club’s volunteers, staff and contractors for their<br />
hard work, commitment and dedication during the<br />
past year. The members of the Marina Project<br />
Committee (MPC), include Commodore David<br />
Seaman, Vice Commodore Michael McLean, Rear<br />
Commodore John Duffin, PC Peter Bedggood, PC Ray<br />
Borrett, Hon Treasurer Alex Campbell, PC Andrew<br />
Munro, Michael Baines and General Manager Alex<br />
McGillivray. Martin Hirons and Ben Manning from<br />
Sports Business Partners, and our project managers,<br />
Chris Nash and Paul Carstairs from Nash<br />
Management have provided outstanding guidance<br />
and industry knowledge. Tom Atkins and Roger<br />
Wilson from AW Maritime, have completed all of the<br />
engineering documentation including wind, wave<br />
and weather analysis of our environment to ensure<br />
appropriate provision of wave attenuation.<br />
We look forward to placing this project before you<br />
for approval within the very near future.<br />
In August 2015, our Commodore, David Seaman<br />
announced the wonderfully generous pledge of a<br />
donation to our Club of $5M by Nigel Peck and his<br />
family for the redevelopment of the Clubhouse. The<br />
Development Committee, will have the<br />
responsibility of delivering the new project.<br />

To date, our Architect, Peter McIntyre, has<br />
developed concept plans for a new Clubhouse which<br />
have been on display in the Bar, and have also been<br />
presented at member information sessions from<br />
which the committee has received valuable feedback<br />
and particularly supportive and favourable<br />
comments. Following much of the member<br />
comment an application for town planning approval<br />
by Parks Victoria has also been lodged. Unlike the<br />
marina, a planning approval is required for a new<br />
Clubhouse.<br />

August <strong>2016</strong><br />
The team of consultants for the new Clubhouse,<br />
comprises our highly respected architect, Peter<br />
McIntyre and quantity surveyor, Slattery Australia<br />
and project managers, Nash Management. Both the<br />
Clubhouse and marina projects will benefit from<br />
Nash’s input, assisting the General Committee to<br />
achieve an appropriate level of governance in<br />
respect of these projects.<br />
The Club has requested that Nigel Peck's pledged<br />
donation be placed with the Australian Sports<br />
Foundation to ensure we can continue with our<br />
planning. However, given the projected total cost,<br />
including professional fees and dislocation costs, of<br />
around $7.5M, a further effort, to raise additional<br />
funds to supplement the donation, is required. It<br />
should be noted that the Club has not spent any of its<br />
funds on the project, to date.<br />
My thanks to the Clubhouse Committee which<br />
included Commodore David Seaman, Cath Beaufort,<br />
Alex Campbell, General Manager Alex McGillivray<br />
and Peter McIntyre our Architect. My thanks also to<br />
Doug Shields for his valuable input. The committee<br />
was also extremely well assisted by a sub-committee<br />
chaired by Past Commodore Michael Smith and<br />
comprising Anne Smith, Doug Shields, David Allen<br />
and Jim Clifford which prepared the design brief for<br />
the new Clubhouse. Thank you for completing such<br />
a valuable document.<br />
This has to be one of the most exciting eras for<br />
Royals. When finished the floating marina will place<br />
our Club in the position of offering members<br />
outstanding sailing facilities which will be<br />

2015 Para Worlds<br />
Background<br />
This was the only the second time this event had<br />
been attracted to Australia. Its importance was<br />
emphasised by being a qualifying opportunity for<br />
the Rio <strong>2016</strong> Paralympics for many of the<br />
competitors.<br />
The event occurred just after a number of name and<br />
organisational changes. The International<br />
Association for Disabled Sailing (IFDS) became the<br />
Para World Sailing Committee. The International<br />
Sailing Federation (ISAF), which is responsible for<br />
sailing worldwide, became World Sailing. All sailing,<br />
including Para World Sailing is now conducted<br />
under the auspices of World Sailing via the National<br />
and State bodies in each country. Thus the event<br />
became the 2015 Para World Sailing Championships.<br />
The Royal Yacht Club of Victoria (RYCV) at<br />
Williamstown was proud to conduct the first regatta<br />
under the new name from November 23rd to<br />
December 3rd 2015.<br />
Organisation<br />
The committee met monthly for well over a year.<br />
Members of that committee covered the main areas<br />
required for the event such as the following:<br />

• Administration including a Regatta Secretary<br />
• Shore logistics<br />
• Finance<br />
• Media and Communications<br />
• Sponsorship<br />
• Volunteers<br />
• Hobson Bay City Council Liaison<br />
• House and Social<br />
Closer to the event time, we had key people<br />
nominated to look after specific areas of the event<br />
such as container and yard logistics, the setup and<br />
operation of the competitor centre, marina setup<br />
and management and entertainment and catering,<br />
and volunteers.<br />
Marketing<br />
Most of the marketing was done via the event<br />
website and social media, in addition to the more<br />
traditional methods such as e-news and direct email.<br />
The event website is still operational and the URL is<br />
http://www.ifdsworlds2015.com<br />
This not only served as the main point for all<br />
information related to the regatta but also acted a<br />
notice board for any changes to sailing instructions,<br />
notices to competitors and of course results.<br />
We also created an event page on Facebook but<br />
swapped to a Para Worlds generic page updated<br />
with RYCV specific information. Link as follows:<br />

Sponsorship<br />
Apart from the major sponsorship from the<br />
Victorian Government, we received significant<br />
assistance from Hobson’s Bay City Council in many<br />
ways.<br />
Event partners were: National Australia Bank, Oatley<br />
Wines and Pik Nik Cafe.<br />
Event Supporters were: Penfold Motors, Power<br />
Drive Marine, Horner Recruitment.<br />
Event suppliers were: Nautilus Marine Insurance,<br />
Musto, Ronstan International, Construction<br />
Electrical Services, Stokes and Bell, City West Water,<br />
Myoki.<br />
In Addition we also had the Club’s regular sponsors.<br />

The final entries were 83 boats, 136 sailors from 31<br />

2015 Para Worlds<br />
As Australia only had two entries from each class the<br />
vast majority were from overseas. There were only<br />
two entries from Victoria meaning the incremental<br />
economic impact for Victoria and Williamstown was<br />
significant.<br />
Additionally nearly half the fleet remained for the<br />
Sailing World Cup – further extending the economic<br />
benefit for Williamstown and the State.<br />
The event was a non-ticketed event, and therefore<br />
opens to anyone to come and visit.<br />
Operations<br />
Possibly the biggest operational issue we had to<br />
contend with was the need to construct a temporary<br />
floating marina inside our existing piled marina. We<br />
managed to secure the supply of floating marina<br />
infrastructure from Walcon Marine in Sydney. This<br />
involved trucking the marina units down,<br />
installation and setup and then uninstalling and<br />
transporting back to Sydney after the event. We also<br />
managed to obtain some additional marina units<br />
from Parks Victoria to supplement the Walcon units.<br />
However due to the larger than expected number of<br />
entries we still had to negotiate with Savages<br />
Marina, close to RYCV for additional space for 12<br />
yachts. Despite these difficulties, everything worked<br />
exceptionally well, once it was set up and spaces<br />
allocated to the sailors. However the consequence of<br />
this meant there was a major budget/cost<br />
implication for the event.<br />
Most yachts were sent to the Club by container. We<br />
utilised both, part of our carpark, and the hardstand<br />
to unload the containers and then send them away<br />
again. About 9 countries requested that their<br />
containers be left at the Club and we were able to<br />
accommodate them utilising part of the car park.<br />
We set up a competitor centre, which was a large<br />
marquee in addition to the Clubhouse. The centre<br />
included site offices, accessible toilets and showers.<br />
The centre was used for boat and sail measuring,<br />
information desk, medical classification and the<br />
regatta office. It also became the entertainment and<br />
catering space including the opening and closing<br />
ceremonies and worked perfectly.<br />
From a sailing operations point of view, we were<br />
very successful. All eleven races were conducted on<br />
schedule across a range of both weather and sea<br />
state conditions, ensuring an exciting regatta. The<br />
International Jury consisted of members from<br />
Australia, Canada, China, Japan and New Zealand.<br />
The classification team consisted of members from<br />

Australia, Israel, Germany and France, whilst the<br />
measurement team consisted of members from USA,<br />
Canada, Sweden and Spain.<br />
Volunteers<br />
The event was managed entirely by volunteers.<br />
We had a designated volunteer coordinator looking<br />
after all volunteer requirements throughout the<br />
regatta. The Club has a very good history of<br />
volunteerism and this was a great opportunity for<br />
them to assist at an event that is just a bit different<br />
to most that we run at the Club. We also had<br />
volunteers from the community, friends and<br />
colleagues of members, volunteers from other clubs,<br />
interstate and international volunteers. In all there<br />
were approximately 150 volunteers involved, before<br />

• Segment on 3AW<br />
• An interview with Liesl Tesch on ABC Television<br />

• Local papers, The Leader and The Star Weekly<br />
• An article on the back page of the Australian Jewish<br />
News featuring the Israeli Team<br />
Some of the social media highlights were:<br />
• Facebook - video views – 150,000 on social media.<br />
Reached 200,000 people in 45 countries with 20,000<br />
actively engaging (liking/commenting)<br />
• Instagram - 73 posts on using #ParaWorldSailing –<br />
20,000 likes and 427 comments.<br />
• The website was getting in the order of 200,000<br />
hits, especially once results started coming in.<br />
Coverage worldwide was extensive, mainly via the<br />
web and on-line services reaching into at least 20<br />
countries.<br />
Conclusion<br />
The World Sailing Technical Delegate from Canada<br />
announced at the closing ceremony that it had been<br />
the best world championship ever. All the sailors<br />
and coaches enjoyed a well run and organised<br />
regatta with very few problems, at least nothing<br />
major. There was nothing but praise for the<br />
dedication and commitment of all those concerned,<br />
the Club staff, the Organising Committee and the<br />
Volunteers.<br />
It was an outstanding event for the demonstration of<br />
the opportunity for the inclusion of people of all<br />
abilities in sailing, and indeed in all sport.<br />
Both the number of entries and the estimated<br />
economic benefit for Hobsons Bay, Melbourne and<br />
Victoria exceeded our plan.<br />
This event is something the Club is very proud of<br />
and hopefully will lead to running other events in<br />
the future.<br />
Huge thanks to all the volunteers including all the<br />
committee members. Also a huge thank you to David<br />
Le Roy and his race management team who<br />
conducted some of the best racing ever.<br />

Sail Training and Development<br />
Although the committee has at times struggled to<br />
find meeting times where we are all available, this<br />
hasn’t stopped it being another busy year for the<br />
Royals Training Centre with almost 900 participants<br />
in courses ranging from tackers, keelboat courses at<br />
various levels, powerboat handling, diesel<br />
maintenance, crane operators and marine radio<br />
courses. And that is not counting the various school<br />
groups that have come through the Training Centre,<br />
including our new neighbours, The Sandridge<br />
School, Spotswood Primary School, and<br />
Williamstown High School.<br />
Whilst tackers remains popular, this past year has<br />
seen a big increase in numbers for the various<br />
powerboat courses, particularly those that assist<br />
boaters in gaining their license.<br />

Committee<br />
Discover sailing days also remain popular. This last<br />
year saw two days run with over 50 participants,<br />
and about 10% conversion to memberships<br />
occurring.<br />
Financially the Training Centre finished ahead of<br />
budget but there remains a subsidy from other areas<br />
of club operations. As in previous years we are<br />
continuing to look at ways of increasing revenue and<br />
broadening the courses offered to attract all sailors<br />
and boat owners. All the currently advertised<br />
courses are listed on the RYCV website under Royals<br />
Training Centre, and are drawing lots of interest. If<br />
you are keen, check the website or get in touch with<br />
Ian Fox.<br />
If members would like to contribute to any of the<br />
training programs by way of donations (which are<br />
tax deductible through the Australian Sports<br />
Foundation Sail Training Fund) they can do so by<br />
contacting either Ian Fox or the office.<br />
The Club still has its charter arrangement with Royal<br />
Brighton Yacht Club who have two of our Elliot 5.9’s<br />
to use for their programs. The conditions of that<br />
charter are such that they will maintain them, paint<br />
them and make them available to RYCV on the<br />
occasions that we need them.<br />
Members will have noticed a very smart looking,<br />
freshly painted yellow Elliot in the carpark waiting<br />

Off The Beach (OTB)<br />
The 2015 – <strong>2016</strong> season has seen slightly lower<br />
participation that the year before but Royals<br />
continues to be a strong supporter of OTB sailing<br />
with participation across a variety of classes<br />
including International Cadets, Laser 4.7s, radials<br />
and full rigs plus 29ers to provide some high speed<br />
skiff excitement for the young and not so young. The<br />
OTB committee is determined to grow the fleet and<br />
several initiatives are being undertaken to try and<br />
boost participation and membership. This will<br />
include some come try sailing and information<br />
sessions for potential members and their parents.<br />
On August 8th we hosted an information session<br />
that was attended by 17 new families representing<br />
24 potential junior members. Our plan is to get all of<br />
these kids on the water either through the Tackers<br />
programs run by the Sailing Academy or through<br />
participation in some introductory racing activities<br />
we plan to run on Sunday mornings. Among the<br />
potential new sailors were the children of some<br />
Cadet sailors from days gone by. It is great to see this<br />
intergenerational support for the Cadet class. It has<br />
really stood the test of time.<br />
Cadet Class<br />
A new generation of Cadets crews are starting to<br />
assert themselves on the race course. This years,<br />
club aggregate was won by Peter Allen and Mats<br />
Maertens in Spitfire taking over from last year’s<br />
winners, Clare Olding and Django Ward in<br />
Clarebuoyant. Peter and Mats did not have it all<br />
their own way however as Clare and Django took out<br />
the annual Club Championship event.<br />
This year’s National Championships were hosted by<br />
Middle Harbour Yacht Club and the racing was<br />
conducted on the stunning waters of Sydney<br />
Harbour. Six Royals boats made the trek North<br />
including Spitfire, Hold On, Bullant, R&R,<br />
Clarebuoyant and Jonathon L. Best performing<br />
Royals boat was Clarebuoyant in 19th followed by<br />
Bullant (41), Spitfire (43), Jonathon L (56), R&R (62)<br />
and Hold On in 67th.<br />
During the year some of our more senior Cadet<br />
sailors have moved on and are now actively sailing<br />
29ers. A notable achievement for this season is the<br />
recent 24th place (out of 229) of Louis Schofield,<br />
crewing for ex Cadet world champion Tom<br />
Alexander (RGYC) at the 29er World Championships<br />
held in Medemblik, Holland. Louis is now a member<br />
of the Victorian Sailing Team and we expect he will<br />
continue to represent RYCV with distinction.<br />
Senior OTB<br />
10 senior boats entered the 15/16 summer season.<br />
About 5 fewer than last season. Classes represented<br />
included Lasers of various rig sizes, some people<br />
using the club Pacers and 49ers. It is fair to say that<br />
the racing on the seniors is a practised to a lesser<br />
degree of seriousness than the Cadets. This<br />
represents the demographic that is supported. Half<br />
the fleet is comprised of members of more senior<br />
years who are enjoying a return to the pleasures of<br />
dinghy racing and the other half is made up of late<br />
age teenagers who have grown out of their Cadet but<br />
now have an opportunity to stay active within the<br />
club and sail when that can while still working<br />
towards completing year 12 studies. The OTB<br />
committee feel that both of these sub groups are<br />
worth supporting as it keeps people engaged in the<br />
club.<br />
Volunteers<br />
As usual the OTB on water action was supported by<br />
an army of volunteers to man the canteen, the start<br />
boats and the safety boats. Thanks to all who helped<br />
make it a successful and safe summer of sailing.<br />
Special thanks to the 2015 <strong>2016</strong> OTB committee<br />
who have worked hard each week to run the OTB<br />

Next Year<br />
It is encouraging to see that the OTB fleet continues<br />
to be well supported by the wider RYCV community<br />
and the OTB committee will strive to grow OTB<br />
participation as part of the club broader sailing<br />
activities. Continued thought and effort needs to go<br />
into bringing new sailors into the program as well as<br />

keeping them active for longer. The committee<br />
continues to believe that supporting a range of<br />
classes will increase the number of active OTB<br />
sailors and extend the number of years that they are<br />
active.<br />
A gap continues to exist for those kids who have<br />
gone through the YV tackers program but have not<br />
yet found themselves a spot in the front of a Cadet.<br />
The Club tends to lose these potential new sailors as<br />
there is no clear way for them to stay engaged. For<br />
the upcoming summer season, the OTB group would<br />
like to trial running low key racing on the club side<br />
of the channel in the Clubs fleet of OPTIs so that that<br />
these kids get a regular sail on a Sunday morning<br />
and can hang around to pick up a ride in a Cadet if<br />
there are any spots for the Sunday Afternoon racing.<br />
This will require an extra level of planning and<br />
volunteering. Any parents or experienced sailing<br />
instructors who would like to support this new<br />
initiative would be very welcome.<br />

House & Social<br />
With the <strong>2016</strong>-17 sailing season just around the<br />
corner, the House and Social Committee have been<br />
busy overseeing some great events. The junior film<br />
night was well attended and enjoyed by many<br />
families. Our thanks to Past Commodore Mike Smith<br />
and the Sun Theatre for providing the movie<br />
‘Oddball’.<br />
Other successful events included: St Patricks Day<br />
with an Irish band, dancing performance and lesson<br />
and the Family Fun Day comprising magic tricks,<br />
jumping castle and face painting.<br />
This was highlighted at the <strong>2016</strong> presentation night,<br />
where members and guests were treated to a<br />
gastronomic wonderland.<br />
The ‘Girls Night In’ was well supported by<br />
approximately 60 girls. Our special thanks to Julie<br />
Standen for arranging sponsorship and some<br />
tremendous prizes for the evening. A very handsome<br />
amount of $2,460.80 was raised for the Pink Ribbon<br />
Foundation. Well done ladies!<br />
The House and Social committee look forward to<br />
more suggestions and ideas that make our club more<br />
social and user friendly. So please keep the ideas<br />
coming, after all the club is what we make it and it is<br />
your club.<br />
The recent House and Social survey highlighted<br />
some opportunities for improvement, particularly in<br />
the dining area. These improvements included the<br />
appointment of two new house chefs. These house<br />
chefs have added a new vitality to the dining room<br />
with a wider range of quality food which has<br />
resulted in an increase in Club dining patronage.<br />
A very special thanks to the members of the House<br />
and Social Committee: Elizabeth Johnston, Fiona<br />
Prestedge, Eliza Mead, Samantha Smith and Julie<br />
Standen for their efforts over the past year.<br />

Yard & Marina<br />
The past year has seen much change in the facilities<br />
of the yard.<br />
As reported in the Half Yearly <strong>Report</strong>, the concreting<br />
of the yard south of the platform lift area has been<br />
completed. This has resulted in a significant increase<br />
in our capability to store boats on the hard stand<br />
from 6 to 12 boats. The installation of a suspended<br />
slab over the platform lift hole, which will complete<br />
the task, will be undertaken when club finances<br />
allow.<br />
Earlier in the year we were audited by Worksafe and<br />
were required to undertake a number of<br />
improvements, namely;<br />
a. Minor modifications to the travel lift to improve safety<br />
b. Replace the yard tractor with a forklift.<br />
c. Store flammable materials such as fuel, LPG, paint and<br />
thinners in suitable areas.<br />
d. Placarding of hazardous chemical storage.<br />
e. Implementation of a traffic management plan for the work<br />
areas.<br />
f. The mast crane located on the eastern travel lift finger to be<br />
removed.<br />
g. Replacement of the old ULP storage tank with a bunded tank.<br />
h. 25 year inspection of all cranes<br />
i. Revised securing of boats in hardstand and mobile cradles.<br />
Your Club responded well to this challenge and I<br />
congratulate all staff led by the GM in meeting the<br />
Worksafe requirements in a timely manner. My<br />
particular thanks go to John Burgess, Rodney Alsop<br />
and Peter Miedecke for generating the procedures<br />
and documentation to support the operational<br />
changes.<br />
We have contracted an audit of all yard equipment<br />
to identify engineering and structural issues. These<br />
will be remedied as part of an overall safety and<br />
improvement programme.<br />
Repairs to the piled marina and 12m travel lift<br />
fingers have recently been undertaken, together<br />
with an upgrade of electrical supply. Pile<br />
maintenance and repair will be an ongoing and<br />
increasing cost until it is replaced with a floating<br />
marina. We recently asked members to upgrade<br />
their electrical supply connectors used within the<br />
marina to a waterproof plug, and I am pleased to<br />
report we had a very good response. We have also<br />
installed additional electrical outlets on the marina<br />
as more boats are now requiring power.<br />
The new proposed floating marina will be a major<br />
focus for the Club in the next 12 months. Proceeding<br />
with the floating marina will be the most significant<br />
financial decision the Club has had to make, and it<br />
will guide the destiny of the Club for many years to<br />
come.<br />
The successful Para Worlds meant a temporary halt<br />
to yard operations and some members were<br />
inconvenienced for a short period. This was<br />
minimised by the co-operation of the members.<br />

Communications<br />
Since the Half Yearly General Meeting earlier this<br />
year, members of the newly formed<br />
Communications Committee have been working<br />
hard to review the way our Club engages with its<br />
members. Our first order of business was to evaluate<br />
the current platforms of communication utilised by<br />
the Club including social media, the website, weekly<br />
email newsletter (e-news), text messaging, the<br />
Royals magazine and the postage system. As part of<br />
this process, we conducted a member survey in April<br />
to gauge how our members felt about the use of<br />
these platforms and the type of information they<br />
would like to see more of.<br />
We received a significant amount of constructive<br />
feedback from the survey, which was discussed<br />
during our scheduled monthly meetings. From these<br />
discussions, we formulated a report of the findings<br />
detailing how the Committee would implement the<br />
feedback. The survey feedback highlights some key<br />
areas for improvement including having more<br />
regular updates from committees, utilising a variety<br />
of platforms to communicate to our broad<br />
demographic and keeping information up to date<br />
across all of these platforms. The full report is still<br />
available online and at the office if you’d like to read<br />
more. Based on your feedback, the committee is now<br />
working on developing a communications strategy<br />
to help guide and direct future communication with<br />
our members. Your feedback will also be used to<br />
develop a social media policy that will help us to<br />
maintain a professional reputation online.<br />

Another significant project has been the Royals<br />
Magazine, which will now be produced on an annual<br />
basis and will more closely resemble a yearbook,<br />
encompassing a record of highlights from<br />
throughout the year. At this stage, the yearbook for<br />
2015-<strong>2016</strong> is nearing completion and we would like<br />
to thank everyone who has made a contribution and<br />
shared their stories with us. As Chairperson of the<br />
Communications Committee, I’d also like to<br />
particularly thank and acknowledge the impressive<br />
efforts of Claire Fazakerley and Julie Neyman who<br />
have been working tirelessly to produce our new<br />
publication. Most recently, the Committee and some<br />
willing volunteers have also been working on the<br />
‘Portraits in the Pens’ videos which we expect you’ll<br />
see more of soon.<br />
On behalf of Sallyann Bennett, Alexandra Doran,<br />
Claire Fazakerley, Cameron Mead, Julie Neyland, Joe<br />

One of our biggest projects for <strong>2016</strong> is the<br />
development of the new Club website, which was in<br />
the late design stages at the time of writing this<br />
report and about to move into the final phase. The<br />
website is in many ways the public face of the Club,<br />
so it is hoped that the updated site will send a<br />
positive message to the general public that we are a<br />
professional organisation and that our beloved sport<br />
is inclusive of the broader community. Your survey<br />
feedback and analysis of our current website also<br />
allows us to maintain and develop some key features<br />
which are important to our members. This will<br />
include a new members log in area where we can<br />
share information that is specifically targeted to<br />

has worked to protect and build our membership<br />

Recruitment Strategy<br />
Our strategy focusses on;<br />
-impressing upon senior members the obligation to<br />
ensure their crew have an appropriate membership<br />

-seeking to make the introduction and induction<br />
process for new members as a friendly welcoming<br />
experience<br />
-promoting sailing as a fun, healthy recreation at all<br />

tirelessly in contributing to the Committee’s work<br />

Danielle has been the Committee’s major resource<br />
and any success the Committee has recorded is<br />
largely due to her hard work, enthusiasm and<br />
leadership.<br />
Ian and Alex have also been very valuable<br />
contributors and I record my gratitude to them also.<br />

have proposed new members to the Club-your<br />
support and advocacy of our Club is sincerely<br />

Operating Result<br />
The table below summarizes the results for the financial year ended 31 st May <strong>2016</strong> and shows a comparison<br />

The figure that best illustrates the Club’s operating performance is the result from trading activities. The<br />
$28,128 surplus while well down on last year’s result was after accommodating a deficit of $49,309 on the<br />
very successful Para Worlds regatta an additional $14,271 interest charge incurred on the loan funds drawn<br />
to assist in funding the Platform Lift project, additional site rental of $37,840 and additional depreciation of<br />
$11,002 The result is considered satisfactory under the circumstances and was much better than outlook at<br />
the start of the year<br />
The accounting result for the 2015/16 financial year after allowing for depreciation some one off donations<br />
and the impairment charge due to the write down of the Platform lift asset was a loss of $760,751. The<br />
major contributor to this result was the impairment charge of $1,022,690<br />
This impairment charge was a result of the Members’ decision not to proceed with the completion of the<br />
Platform Lift project after the collapse of the incomplete works and the abandonment of the project by the<br />
contractor.<br />
The total cost of the project to the Club over the 2011/12 to 2015/16 financial years was $1,717,906,<br />
however as the project did not deliver the operational asset originally envisaged much of the expenditure<br />
did not have an ongoing asset value to the club. Once an asset is considered to have a book holding value<br />
that is greater than its market or utility value an impairment exists and under Accounting Standards, this<br />
needs to be quantified and written off against the current years profit and loss account.<br />
All payments made to the contractors involved in this project were reviewed with the assistance of the<br />
Project Managers and an assessment made as to which elements had ongoing benefit to the club and their<br />
cost, and which were effectively sunk costs. The conclusion was that of the total cost of the works some<br />
$695,215 were deemed to have had ongoing asset value and were retained in the capital asset register and<br />
will be depreciated over their physical life. The balance of $1,022,691 was deemed to have no ongoing value<br />
and had to be written off against current year earnings.<br />
The determination of the ongoing holding value of the asset and the impairment charge was subject to audit<br />
which concluded that the amounts arrived at were reasonable and in accordance with Accounting<br />
Standards.<br />

Statement of Financial Position<br />
The operating activities during the year have resulted in some changes in the Statement of Financial Position<br />
and the most significant ones requiring some further explanation are set out below.<br />
Interest bearing Liabilities<br />
These stand at $1,008,409 up from $521,638 the previous year. This is the total amount of the loan drawn<br />
down from the National Australia Bank to fund the Platform Lift project and the subsequent rectification<br />
works. The total facility is $1,350,000 with a repayment term of 10 years at a floating interest rate, which is<br />
determined monthly. The club has the option to further draw on this facility if required up to the member<br />
approved amount of $1,300,000.<br />
Equity and Retained Earnings<br />
This now stands at $1,800,652 down from $2,561,403 and shows the impact of the loss for the year after the<br />
impairment charge of ($760,751).<br />
Capital Expenditure<br />
Note 9 in the financial reports shows in summary form the capital expenditure by class of asset. The total<br />
expenditure for the year was $886,394. The most significant areas of expenditure were,<br />

Total expenditure to date on the new club house project is $401,247 all of which has been funded by the<br />
donations made by Nigel Peck through the Australian Sports Foundation, this includes a portion of the<br />
electrical upgrade attributable to the new clubhouse.<br />
Total expenditure on the new marina project is $532,550 which has been funded in part by the Marina<br />
Prepayments of $350,000 with the balance being met from club funds. The Marina Prepayments are part of<br />
Other Current Liabilities in the Statement of Balances.<br />

House Trading<br />
The House performance dropped this year, compared with last year, fundamentally due to the additional<br />
wages for the Para Worlds and increase employee statutory benefit provisioning. The club, in the<br />
expectation of a new clubhouse, also stopped taking function bookings resulting in lower than expected<br />
Private function revenue, the Para Worlds also impacting our function sales as they were during our busiest<br />

Marina operations<br />
An increase in marina fees and the Victoria Police berthing arrangement saw marina rent revenue continue<br />
to rise.<br />
Marina charges remain competitive with clubs providing a similar range of services. It is worth noting that<br />
capitalised repairs of the Marina were in the order of $141,119. These capitalised repairs will be<br />
depreciated as is the normal course.<br />

Yard operations<br />
A poor year in the yard, potentially due to the impact of the construction and Para Words with significant<br />
area being taken up by these activities restricting storage and lifting activities. Non-Member income was the<br />
most significant reduction. The Yard and Marina Committee has been requested to review the operation<br />
and it is expected that a new charging methodology similar to other clubs will be implemented in the coming<br />
year. Further costs were impacted by increased wages for the Para Worlds and the OH&S purchases. Yard<br />
purchases increased due to unusual items such as the purchase of spill kits, oil tank removal and restocking<br />
of yard equipment.<br />

Royals Training Centre and Cadets<br />
The Training Centre power boat courses were a strong contributor to the year and are expected to grow<br />
over the coming year, with a practical component most likely to be introduced by the regulator. On the<br />
down side was the adult keel boat sailing programs, the club is reviewing its marketing in this area as we<br />
consider this an important market to develop. The Club recognises the importance of the Training Centre<br />
and Cadets and will continue to support them as an investment in our future.<br />

The Para Worlds was a great event for the Club. The Budgeted loss for the event was $85k due to required<br />
temporary floating marina installation, the organizing committee was therefore well please final result<br />
being a deficit of $49,309.<br />

Summary<br />
The Club’s financial position, while satisfactory, has been significantly impacted by the large expenditure on<br />
the Platform Lift project and rectification works which absorbed some $720,000, of the Club’s reserve funds,<br />
created a loan liability in excess of $1,000,000 and contributed very little to the Club’s revenue earning<br />
capability.<br />
The net result from ordinary trading activities, a surplus of $28,128, was a considerable improvement on the<br />
projected outlook at the start of the financial year and the club managed to also absorb an eventual deficit<br />
on the Para Worlds of $49,309.<br />
Cash reserves are low but with careful cash management the club should be able to continue to operate<br />
without drawing any additional loan funds or using our overdraft facility. However, any significant capital<br />
expenditures or large operating expenditures not budgeted for will require further drawdowns on the<br />
unused balance of the loan facility.<br />
An operating budget has been established for the <strong>2016</strong>/17 financial year which shows a small operating<br />
deficit but the intention is to carefully manage the operations and achieve a breakeven at a minimum.<br />

Financial <strong>Report</strong>ing Framework<br />
The financial report covers Royal Yacht Club of Victoria as an individual entity. Royal Yacht Club of Victoria<br />
Incorporated is an association incorporated in Victoria under the Associations Incorporation Reform Act 2012<br />
(Vic).<br />
The financial report is a general purpose financial report which has been prepared in accordance with Australian<br />
Accounting Standards, Australian Accounting Interpretations and the Associations Incorporation Reform Act 2012<br />
(Vic). Australian Accounting Standards set out accounting policies that the AASB has concluded would result in a<br />
financial report containing relevant and reliable information about transactions, events and conditions to which they<br />
apply. Material accounting policies adopted in the preparation of this financial report are presented below and have<br />
been consistently applied unless otherwise stated.<br />
The financial statements, except for the cash flow information, have been prepared on an accruals basis and are based<br />
on historical costs, modified, where applicable, by the measurement at fair value of selected non-current assets,<br />
financial assets and financial liabilities. The amounts presented in the financial statements have been rounded to the<br />
nearest dollar.<br />
(a) Inventories<br />
Inventories are measured at the lower of cost and net realisable value. Costs are assigned on a first-in first-out basis.<br />
(b) Property, Plant and Equipment<br />
Property, plant and equipment is stated at cost less accumulated depreciation and any impairment in value.<br />
Depreciation is calculated on a straight-line basis over the estimated useful life of the asset as follows:<br />

For the purposes of the Statement of Cash Flows, cash includes cash on hand, at banks and on deposit net of bank<br />
overdrafts.<br />
(d) Employee Entitlements<br />
Provision is made for benefits accruing to employees in respect of wages and salaries, annual leave, long service<br />
leave and other employee benefits when it is probable that settlement will be required and they are capable of being<br />
measured reliably.<br />
Wages and salaries, annual leave, long service leave and other employee benefits expected to be settled within 12<br />
months, are measured at their nominal values using the remuneration rate expected to apply at the time of settlement.<br />
Long service leave and other employee benefits which are not expected to be settled within 12 months are measured<br />
as the present value of the estimated future cash outflows to be made by the entity in respect of services provided by<br />
employees up to reporting date.<br />
Superannuation Guarantee Charge<br />
The club pays the Superannuation Guarantee Charge (SGC) to superannuation schemes as required under applicable<br />
legislation.<br />
(e) Income Tax<br />
The club is exempt from Income Tax.<br />
(f) Revenue<br />
Sale of Goods: Revenue from the sale of goods (food, beverages, clothing and other items) is recognised at the<br />
point of sale when it is probable the economic benefits associated with the transaction will flow to the club and the<br />
amount of the revenue can be reliably measured.<br />
Rendering of Services: Revenue from members’ subscriptions and rental of marina space are recognised at the point<br />
of service to the member or customer when it is probable the economic benefits associated with the transaction will<br />
flow to the club and the amount of the revenue can be reliably measured.<br />
Deferred and unearned revenue: The Club receives revenue in advance from members and customers. These<br />
amounts are recorded as liabilities until such time as the requirements of the clubs revenue recognition criteria have<br />
been met at which time the amounts are reclassified to revenue.<br />
Finance Income: Interest income is recognised on a time proportionate basis that takes into account the effective<br />
yield on the financial asset.<br />

(g) Goods and Services Tax (GST)<br />
Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred<br />
is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the<br />
cost of acquisition of the asset or as part of an item of expense. Receivables and payables in the Statement of<br />
Financial Position are shown inclusive of GST.<br />
(h) Impairment<br />
At the end of each reporting period, the Club assesses whether there is any indication that an asset may be impaired.<br />
The assessment will include considering external sources of information and internal sources of information. If such<br />
an indication exists, an impairment test is carried out on the asset by comparing the recoverable amount of the asset,<br />
being the higher of the asset’s fair value less costs of disposal and value in use, to the asset’s carrying amount. Any<br />
excess of the asset’s carrying amount over its recoverable amount is recognised immediately in profit or loss, unless<br />
the asset is carried at a revalued amount. Any impairment loss of a revalued asset is treated as a revaluation decrease.<br />
For an asset that does not generate largely independent cash inflows, the recoverable amount is determined for the<br />
cash-generating unit to which the asset belongs.<br />

(d) Impairment Losses - New Western Hardstand area/Platform Lift<br />
The total impairment loss recognised in profit and loss during the period amounted to $ 1,022,690. The impairment<br />
loss is separately recognised in the statement of profit or loss as impairment of property, plant and equipment.<br />
During the 2014/15 and 2015/16 financial years, the RYCV (Club) incurred capital expenditure totalling<br />
$1,717,906 on the Platform Lift Project and subsequent rectification work. This project was never completed as<br />
originally specified and at a meeting of members on the 20 th June 2015 it was resolved not to continue with the<br />
original project and instead substantially modify the project outcomes from a Platform Lift to Hardstand.<br />
Rectification works were required as part of the modified project including concreting all the Hardstand area and<br />
making safe the platform lift pit. The rectifications will also involve probable future capping of the present lift pit<br />
with a deck strong enough to take a travel lift operation.<br />
During the <strong>2016</strong> year, the committee has undertaken a review of the carrying value of this project to date compared<br />
to its value in use to the Club. Arising from this review, the committee has identified the ongoing value in use to<br />
the Club of the above works to be $695,215. Accordingly, an impairment loss of $1,022,690 has been incurred and<br />
charged to profit and loss during the <strong>2016</strong> year.<br />

$1,350,000 secured by security interest and charge over all<br />
present and future rights, property and undertakings of the club<br />

$1,008,409 of this facility. The Club has noted to the bank it<br />

The Club has successfully negotiated a 65 year lease with<br />
the Minister for the Environment, Climate Change and<br />
Water to be managed by Parks Victoria effective 1 st June<br />

During the year ended 31 May <strong>2016</strong> no Committee members undertook any transactions with the Royal Yacht Club<br />
of Victoria (Incorporated) other than at normal member terms and conditions.<br />
NOTE 19: CONTINGENT LIABILITIES<br />
There were no contingent liabilities at 31 May <strong>2016</strong> that may become payable by the Royal Yacht Club of Victoria<br />
(Incorporated).<br />
NOTE 20: EVENTS SUBSEQUENT TO BALANCE DATE<br />
(i) Floating Marina Development<br />
The Club is currently finalising a proposal for members to replace the current marina with a floating marina, this<br />
includes an expansion to the current number of berths and improved facilities for club members. It is proposed the<br />
funding for this project will be in the form of external finance. The project proposal will be put to members at a<br />
general meeting to be convened during the course of the <strong>2016</strong>/17 reporting year. Prior to the 31 st May <strong>2016</strong>, the<br />
club has received prepaid marina license/fees amounting to $350,000.00 (exc. GST). These prepaid amounts are<br />
voluntary payments on the part of members to assist the club in the preliminary costs of evaluation of the<br />
project. If the project is adopted by members then these prepayments will be attributed as license fees relating to<br />
the new marina. Should the project not proceed, these prepayments will be treated as contributions towards<br />
current club membership/marina fees over several years to ensure adequate cash flow for the Club.<br />
(ii) Club House Development<br />
The Club has evaluated the costs and related funding for a new Club House, the works to date and the power<br />
upgrade related to the new Club House has been entirely funded by a donation by Mr Nigel Peck AM. He<br />
subsequently increased the pledge of a donation to $5 million, to be made through the Australian Sports<br />
Foundation. The project is estimated to cost in the order of $7.5-8 million including professional fees, provision of<br />
temporary services etc. The Club is currently seeking additional donations from members to assist with the<br />

(a) Interest Rate Risk<br />
Exposure to interest rate risk arises on financial assets and financial liabilities recognised at the end of the reporting<br />
period whereby a future change in interest rates will affect future cash flows or the fair value of fixed rate financial<br />
instruments. The association is exposed to earnings volatility on floating rate instruments. The financial instruments<br />
that expose the association to interest rate risk are limited to the secured flexible rate loan facility (refer Note 11) and<br />
cash at bank.<br />
(b) Credit Risk<br />
The maximum exposure to credit risk, excluding the value of any collateral or other security, at balance date to<br />
recognised financial assets is the carrying amount of those assets, net of any provisions for doubtful debts, as<br />
disclosed in the statement of financial position and notes to the financial report.<br />
The club does not have any material credit risk exposure to any single debtor or group of debtors under financial<br />
instruments entered into by the club.<br />
(c) Net Fair Values<br />
For other assets and other liabilities the net fair value approximates their carrying value.<br />
The aggregate net fair values and carrying amount of financial assets and financial liabilities are disclosed in the<br />

I have audited the accompanying financial report of the Royal Yacht Club of Victoria Incorporated (‘the Club”) for<br />
the year ended 31 st May <strong>2016</strong> as set out on pages 38 to 56.<br />
Committee’s Responsibility for the Financial <strong>Report</strong><br />
The committee of the club is responsible for the preparation of the financial report that gives a true and fair view in<br />
accordance with Australian Accounting Standards (including Australian Accounting Interpretations) and the<br />
Associations Incorporation Reform Act 2012 (Vic) and for such internal control as the committee determines is<br />
necessary to enable the preparation of the financial report that is free from material misstatement, whether due to<br />
fraud or error.<br />
Auditor’s Responsibility<br />
My responsibility is to express an opinion on the financial report based on my audit. My audit has been conducted<br />
in accordance with Australian Auditing Standards. Those standards require that I comply with relevant ethical<br />
requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether<br />
the financial report is free from material misstatement.<br />
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial<br />
report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material<br />
misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor<br />
considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in<br />
order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an<br />
opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of<br />
accounting policies used and the reasonableness of accounting estimates made by the committee, as well as<br />
evaluating the overall presentation of the financial report.<br />
I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my audit opinion.<br />
Independence<br />
In conducting my audit, I have complied with the independence requirements of Australian professional ethical<br />
pronouncements.<br />
Audit Opinion<br />
In my opinion, the financial report of the Royal Yacht Club of Victoria Incorporated is in accordance with the<br />
requirements of the Associations Incorporation Reform Act 2012 (Vic) including:<br />
(i) giving a true and fair view of the financial position of the Royal Yacht Club of Victoria Incorporated<br />
