WOMEN’S CHAMBER SUPPORTS BILL TO<br />

GIVE WOMEN BUSINESS OWNERS ACCESS<br />

TO MICRO-FUNDING THROUGH THE STATE<br />

On March 23, <strong>2017</strong>, Nevada State Senator Aaron Ford, representative<br />

from District 11, introduced Senate Bill 126 which seeks to level the<br />

playing field by offering State funded micro-loans for small business<br />

owners. The bill specifically targets businesses owned by historically<br />

disenfranchised segments of the Nevada population including minority<br />

owned business enterprises, (“MBEs”), women owned business<br />

enterprises, (“WBEs), and disadvantaged owned businesses.<br />

It’s no secret that certain segments of the population have historically<br />

experienced insurmountable obstacles when seeking traditional<br />

sources of funding for their small businesses. According to the Small<br />

Business Administration’s Office of Advocacy, there are 229,570 small<br />

businesses in Nevada which include 45,324 small businesses with<br />

employees, and 184,246 small businesses without employees. The<br />

2012 Economic Census further reports that 36.6% of the small<br />

businesses are owned by women. We’ve got a ways to go!<br />

Women are making up for lost ground and it appears that the Nevada<br />

State Legislatures are on board! The Women’s Chamber of<br />

Commerce Nevada was front and center to testify in support of this<br />

progressive bill. On March 23, <strong>2017</strong>, Patricia Lee, Board Member for<br />

the Chamber, appeared before a legislative committee to advocate in<br />

favor of the bill on behalf of the Women’s Chamber of Commerce. In<br />

her presentation, Mrs. Lee cited to the various reasons that women<br />

have been historically and disproportionately denied traditional funding:<br />

“Women have been historically denied access to traditional funding<br />

from lending institutions due to real and/or perceived issues such as<br />

lack of collateral, strict banking requirements stemming from the 2008<br />

financial crisis, perceived risk (i.e. betting on women is somehow<br />

riskier), and low or negative cash flow and revenues.”<br />

Mother's Day is a celebration honoring the<br />

mother of the family, as well as motherhood,<br />

maternal bonds, and the influence of<br />

mothers in society. It is celebrated on<br />

various days in many parts of the world,<br />

most commonly in the months of March or<br />

<strong>May</strong>. It complements similar celebrations<br />

honoring family members, such as Father's<br />

Day, Siblings Day, and Grandparents Day.<br />

In the United States, celebration of Mother's<br />

Day began in the early 20th century. It is not<br />

related to the many celebrations of mothers<br />

and motherhood that have occurred<br />

throughout the world over thousands of<br />

years, such as the Greek cult to Cybele, the<br />

Roman festival of Hilaria, or the Christian<br />

Mothering Sunday celebration (originally a<br />

commemoration of Mother Church, not<br />

motherhood). However, in some countries,<br />

Mother's Day has become synonymous with<br />

these older traditions.<br />

to testify in support of this progressive bill. On March 23, <strong>2017</strong>,<br />

Patricia Lee, Board Member for the Chamber, appeared before a<br />

legislative committee to advocate in favor of the bill on behalf of the<br />

Women’s Chamber of Commerce.<br />

SB 126 seeks to reverse some of these historical inequities by mandating the dispensation of funds to qualified<br />

applicants to assist with the growth of their businesses. The funds are presented in the form of a loan, with highly<br />

favorable repayment rates for those that qualify. If passed, women owned businesses can apply for a micro-loan on<br />

behalf of their companies to assist in the growth and expansion of their existing businesses.<br />

In support of her testimony, Lee anecdotally cited to a story close to the Chamber’s heart. She told the story of the<br />

WCCNV’s founder, June Beland, who in 1977, had the audacity to seek a business loan from a nationally reputable<br />

bank to help capitalize her new modeling school and agency and publishing company, only to be asked, “Where is your<br />

husband?!” The story, while comical in retrospect, appeared to resonate with the committee and they were pleased to<br />

learn that, after exerting much effort and engaging in a level of vigilance we all hope to one day achieve, June ultimately<br />

received the loan, on her own merit, AND without her husband!!! (No disrespect to Norman of course who is, by all<br />

accounts a super supportive and amazing spouse).<br />

The Women’s Chamber joined both the Latin Chamber of Commerce and the Urban Chamber of Commerce in voicing<br />

its support for this bill. All testifying chambers cited to the fact that the groups represented in the bill have historically<br />

lacked access to sufficient capital to expand and hire additional employees and will likely employ greater number of<br />

women, minorities and other Nevadans and therefore relieve unemployment in many segments of the population that<br />

have traditionally experienced the highest rates of unemployment and underemployment.<br />

In sum, the Women’s Chamber’s message was clear: any bill that assists with relieving unemployment while<br />

simultaneously encouraging economic growth and maintaining a stable economy, will always be supported by the<br />

Women’s Chamber. A special thanks to June Beland for allowing us to share her story and for being one of the many<br />

trail blazing inspirations for this hopefully soon-to-be new law! •<br />

The <strong>2017</strong> legislative session is almost at its half point. There are many bills that may affect you or<br />

your business. The following is a list of some of the bills<br />

SB 99 – Revises provisions relating to taxation.<br />

SB 126 – Would use up to $10 million in bonds to create a fund to provide loans to businesses owned by women and<br />

minorities.<br />

SB 147 – Authorizes tax credits for employers who assist employees in finding and paying for day care.<br />

SB 196 – Would mandate that businesses with 50 or more employees would have to provide paid sick leave. Workers<br />

would earn one hour of paid leave for every 30 hours worked and could access this benefit after being on the job 90<br />

days.<br />

SB 265 – Mandates pharmaceutical companies to refund Nevadans for overpriced American insulin. It would also<br />

require manufacturers to disclose the costs of all research, materials, manufacturing and administrative expenses that go<br />

into producing drugs for diabetics.<br />

AB 35 – Makes various changes relating to insurance.<br />

AB 172 – Revises provisions governing business entities.<br />

AB 211 – Revises provisions governing compensation and wages.<br />

AB 281 – Revises provisions governing the filing of a commerce tax return.<br />

AB 283 – Revises provisions governing business entities.<br />

AB 402 – The “pink tax” on feminine hygiene products.<br />

It would ask voters to decide if such products should be exempted from the sales tax.<br />

AB 436 – Revises provisions governing small business loans.<br />

AB 441 – Revises provisions relating to taxes.<br />

Mission<br />

The Women’s Chamber Legacy Foundation’s main focus is providing financial help and a public benefit to the<br />

community in the educational diversity forum, working with the Clark County School System, Nevada System<br />

of Higher Education, Nevada Postsecondary Education Commission, All Trade Schools, Universities,<br />

Governor’s office to encourage higher education for educational opportunities for our scholarships.<br />

Scholarships will also be provided for postsecondary education and will be collaborating with SCORE,<br />

Women’s Business Center, high school principals to qualified candidates for scholarships and grants. Grants<br />

will also be provided for business certification.<br />

Our Vision<br />

To ensure that Nevada has a Higher Education Scholarship Program for “At Risk” High School Students<br />

(Male/Female) and Postsecondary Education (Trade Schools-Medical-Nursing-Hospitality-IT-HR-Culinary etc)<br />

We will work closely with the Nevada Governor’s office, CCSD, Nevada System of Higher Education Leaders,<br />

and the Postsecondary Education for all trade schools. Each year the board of the Legacy Foundation will<br />

select recipients through the Public Education Foundation and you will meet the students at the ATHENA<br />

Gala.<br />
