security. Systems must be adapted to<br />

become more personalised and adequate<br />

to correspond with the careers and life<br />

paths of the people they aim to protect.<br />

This adaptation will require reaching out<br />

to a growing number of self-employed<br />

workers as well as new types of economic<br />

activity, such as platform or crowd workers.<br />

Our social security institutions should not<br />

leave these questions only to others. Those<br />

institutions are the experts in this field<br />

and must actively participate in the debate<br />

shaping the future of social protection.<br />

This is why the International Social<br />

Security Association (ISSA), which brings<br />

together 334 government departments<br />

and social security institutions from<br />

158 countries, is actively promoting<br />

innovation in social security. ISSA’s recent<br />

milestone publication 10 Global Challenges<br />

for Social Security is a must-read for all those<br />

concerned about the future of social security.<br />

The ISSA is also establishing an observatory<br />

on the <strong>digi</strong>tal economy to study the impacts<br />

of this revolution on social security and seek<br />

potential solutions to address them.<br />

ISSA best practice<br />

The ISSA encourages the exchange of<br />

good and innovative practices among<br />

its members. Through our Centre for<br />

Excellence including various sets of<br />

guidelines – which are professional<br />

standards for good governance, information<br />

and communication technologies and<br />

service quality, and other key areas of<br />

administration – we support our members<br />

in their efforts to adapt their systems to<br />

new needs, implement innovative policies<br />

effectively and become more efficient.<br />

Social protection is a human right. In<br />

line with the United Nations Sustainable<br />

Development Goals, <strong>G7</strong> governments should<br />

take decisive action to maintain or achieve<br />

the global objective of universal social<br />

protection. It requires sustainable<br />

investment in policy development<br />

based on the conventions<br />

and recommendations of<br />

the International Labour<br />

Organization, sound attention<br />

to institutional development<br />

and capacity building, as well<br />

as international cooperation<br />

and collaboration.<br />

This process of adapting and<br />

building the social security of the future<br />

can only happen if all parties are involved.<br />

Governments, economists, social security<br />

institutions and representatives of the<br />

employers, employees and beneficiaries<br />

must address these challenges together<br />

to make sure the solutions are viable,<br />

sustainable and acceptable for all. <strong>G7</strong><br />
