The Glassboro Summit Conference, usually just called the Glassboro<br />
Summit, was the 23–25 June 1967 meeting of the heads of government of<br />
the USA and USSR in Glassboro at Hollybush Mansion. Johnson liked its<br />
homey atmosphere which complemented his unpretentious style. Kosygin<br />
admired it too, saying to Johnson as he stepped out of his limousine,<br />
“You chose a nice place.” We couldn’t agree more.<br />

Great schools, an ever-growing Rowan University, a vibrant<br />
downtown, our amazing new Town Square, great infrastructures,<br />
safe neighborhoods and caring people. These are a few of my<br />
favorite things about Glassboro. And as Mayor, I am pleased to<br />
invite you to experience everything that makes Glassboro the<br />
cultural and economic capital of South Jersey and my favorite<br />
place to be!<br />
Glassboro’s explosive growth has created a thriving suburban<br />
lifestyle - “321 Glassboro properties sold in 2016, up 44% in one<br />
year” - Philadelphia Magazine March <strong>2017</strong> - because it’s being<br />
managed carefully through adherence to strict Borough<br />
ordinances and solid planning. Borough leaders anticipate<br />
growth, prepare for it and consider developers as partners in the<br />
community’s growth. The Borough Council continues to seek<br />
opportunities to increase the Borough’s value by working to<br />
attract new business to our community. We also continue to support our existing<br />
businesses by sharing information on services and by providing programs to help them<br />
succeed. We take local businesses to another level and wholeheartedly support the over<br />
500 businesses in town. When our businesses are successful, the Borough thrives.<br />
Glassboro is decidedly pro-business, in addition the continued support of over 500<br />
businesses, the Boro has spurred an incredible amount of development recently, which<br />
once complete, the Rowan Boulevard Redevelopment will include 144,537 sf of retail<br />
space, 114 apartments, a 129 room hotel, 2,771 student beds, 82,000 sf of classroom<br />
space, 28,000 sf of medical space, a 17,700 sf fitness center, a 1.75 acre town square and<br />
2 parking garages totaling over 2,300 parking spaces. It has created thousands of union<br />
construction jobs and hundreds of permanent jobs. Yet we retain a small-town feeling,<br />
evidenced by events such as a century-old Memorial Day Parade each spring that features<br />
bands and floats, Gloucester County’s largest Egg Hunt with 25,000 eggs, a Car Show with<br />
over 300 cars, St. Anthony’s Italian Festival, Craft beer Festival with over 30 Breweries,<br />
Community Day, and Boro In Lights Tree Lighting Ceremony that brings tens of thousands<br />
of people together to celebrate. This is just a sample of such events!<br />
I invite you to celebrate the 50th Anniversary of the “Glassboro Summit” which was held in<br />
Glassboro, the 23–25 June 1967. The heads of government of the USA and the USSR—<br />
President Lyndon B. Johnson and Premier Alexei Kosygin, met to discuss United States-<br />
Soviet Union relations. This is the only summit ever held in the United States and was the<br />
beginning of the cold war. The generally amicable atmosphere of the summit was referred<br />
to as the "Spirit of Glassboro" and is seen to have improved Soviet–US relations.<br />
Please join me and Borough Council on June 24, <strong>2017</strong>, for a Borough-wide celebration of<br />
this commemorative event, where we will celebrate the ever-present “Spirit of Glassboro”.<br />

GLASS<strong>BORO</strong> PROGRESS<br />
After 59 years, the remains of Glassboro’s Ellis Manor, a long abandoned affordable housing project will be<br />
demolished. The site was composed of 60 family units and 16 senior units and was long known for its high<br />
occurrence of police activity and as an unsafe place to live or visit. On May 11, <strong>2017</strong>, after recent asbestos<br />
remediation,<br />
<br />
Glassboro’s Housing Authority (GHA) demolished the public housing development, with plans to<br />
replace the structures with the Lincoln Boulevard Project, an affordable senior housing community combined with<br />
apartments for developmentally disabled community members.<br />
Future residents will have multiple opportunities to enrich their lives socially and holistically in the newly built<br />
community and in Glassboro.<br />

of Glassboro. It is encouraging to see the cleanup begin at this location after years of<br />
planning and I applaud the state and county officials for their commitment to this<br />

In order to fully revitalize this integral section of Glassboro, Pennrose and the GHA, with the tremendous support<br />
of the Borough of Glassboro, have partnered to redevelop this 10-acre site with over 120 high-quality, affordable<br />
units age-restricted for individuals and families ages 55+. The site will be redeveloped in two phases with each<br />
phase comprising a portion of a four-story, three-wing building. The first phase, which will comprise the majority<br />
of the building, will contain 65 units with 57 one-bedroom and eight two-bedroom units. All of the units in each<br />
phase will be affordable to residents at or below 60% of Area Median Income (“AMI”). Seventeen (17) of the 65<br />
units will be set-aside for individuals with developmental disabilities.<br />

DEMOLITION DAY<br />
This project compliments the Boro’s over $425M project on the famed Rowan Boulevard and is helping to<br />
continue the tradition of being a prosperous community for it’s residents. The Lincoln Boulevard revitalization<br />
will act as a catalyst helping provide quality affordable housing to members of the local community. When<br />
completed, the new development be professionally managed by Pennrose Management Company. If Pennrose is<br />
successful in receiving state tax credits, the first phase of Lincoln Boulevard is scheduled to begin construction in<br />
Spring 2018.<br />

The Glassboro Summit<br />
Hollybush was always much more than a residence or dormitory, however, in 1967 it served as the backdrop for<br />
some easing of Cold War tensions. At the time, a possible confrontation loomed between the United States and<br />
the Soviet Union because the two superpowers favored opposing sides in the Arab-Israeli Six-Day War. There<br />
was a public demand for a summit meeting to address the crisis, but a neutral venue was necessary. In June,<br />
with Soviet Premier Alexei Kosygin in New York to address the United Nations, President Lyndon B. Johnson<br />
asked New Jersey Governor Richard J. Hughes to suggest a site for such a meeting. Hughes offered Glassboro<br />
State College, located approximately halfway between New York and Washington. The offer was accepted, and<br />
with only 16 hours notice, the official residence of Glassboro State President Thomas Robinson and his wife,<br />
Margaret, had to be converted from a quiet campus home into a secure and sophisticated diplomatic locale.<br />
On June 23-25, Johnson and Kosygin spent more than 7 1/2 hours in the building's library discussing ways and<br />
means to head off nuclear war. Meeting at the same time in the Hollybush living room were other world-famous<br />
Soviet and American statesmen: Foreign Minister Andrei A. Gromyko, Ambassador Anatoly Dobrynin, Dean<br />
Rusk, Robert McNamara, McGeorge Bundy and W. Averell Harriman. The talks were successful, and Johnson<br />
dubbed the relaxation of conflicts between the two countries and the promise of good future relations "the Spirit<br />
of Hollybush."<br />

Proposed Design of Arts District Mural<br />
The Borough of Glassboro recently funded The Robins’ Nest Mosaic Family Success Center with an<br />
arts grant of $10,000 to support a mosaic mural project to be led by world-renowned artist Isaiah Zagar<br />
and created with community members. The Mosaic Family Success Center is a mainstay of both the<br />
community of Glassboro and the Arts and Entertainment District on East High Street. The mosaic will<br />
be designed by Isaiah Zagar to involve the community in a creative place-making project that will<br />
establish the identity of the Center and its commitment to enhancing the quality of life through<br />
creativity and the arts.<br />
“The idea of a community mural as a downtown installation brings residents<br />
together for a shared mission to make an important statement about the<br />
importance of community. We hope the mural will raise awareness of the Arts &<br />
Entertainment District and serve as a spark for other large scale art projects in<br />
Glassboro.” - Councilwoman Anna Miller<br />
The mosaic mural will energize the Arts and Entertainment District and will be created over a sixmonth<br />
period from February 1 – July 30, <strong>2017</strong>. During this time, Zagar will train two visual artist<br />
students from Rowan University as interns to learn the skills and oversee the mural project. The<br />
interns will be responsible for acquiring materials, arranging for technical support required for mural<br />
installation and all project communication. Following their internship they will work under Zagar’s<br />
direction in a one-week residency in Glassboro to erect the mural in conjunction with community<br />
members. A final celebration and ribbon cutting ceremony is planned to celebrate the project<br />
completion with the project partners, stakeholders and community members in July <strong>2017</strong>.<br />
Mosaic Family Success Center, operated by Robins’ Nest, provides services that support the goal to<br />
strengthen individual and family functioning and empower community residents to acquire the<br />
knowledge, skills, and resources they need to succeed and achieve optimal outcomes for children.<br />
What takes place on any given day at the Family Success Center is a connection that enables<br />
community members from all walks of life to share their talents, knowledge and experiences with<br />

adhere to this ordinance shall result in a summons being issued. Parkways and driveways that are<br />
extended without proper permitting are also subject to be issued a summons. Any requests to extend a<br />

The nationally recognized College has been in high demand since it<br />
opened in 1996, and that demand has only grown stronger recently. In<br />
the last five years, Rowan Engineering virtually doubled its enrollment<br />
to 1,488, still turning away good students who have to go elsewhere. In<br />
almost five years, it has increased its hallmark Engineering Clinics 52<br />
percent to 134 during fall semester 2016, with multidisciplinary teams<br />
serving in many cases as the de facto R&D arm of local, national and<br />
international companies and agencies. Between FY2011 and FY2016,<br />
the College has increased its outside funding from $2.8 million to $8.9 million. And in the last few years, the<br />
College added a Ph.D. program and a Biomedical Engineering Department and opened the Center for Research and<br />
Education in Advanced Transportation Engineering Systems, among other initiatives.<br />

GHS BIOMEDICAL TRACK DEBUTS FALL <strong>2017</strong><br />
The first academic building dedicated to business education, Business Hall<br />
was funded in part by nearly $40 million from the Building Our Future<br />
Bond Act. Passed by voters in 2012, the referendum was the first bond act<br />
to support construction at New Jersey higher education institutions in two<br />
decades. Rowan received $117 million--the second largest amount of<br />
funding in New Jersey.<br />
The Building Our Future Bond Act, coupled with the 2012 Medical and<br />
Health Sciences Education Restructuring Act, which designated Rowan as a<br />
comprehensive research institution and gave the institution its second<br />
medical school in Rowan School of Osteopathic Medicine, have been absolute game changers for Rowan and,<br />
ultimately, South Jersey, Rowan University President Ali Houshmand said.<br />

Glassboro High School’s first Biomedical Program students will begin classes in the fall. The program is a<br />
track within the district’s STEM Academy. The program encourages students to take a full-complement of high<br />
school science and math courses, including honors biology, honors chemistry, honors geometry, honors precalculus,<br />
AP chemistry, AP biology, AP calculus, etc. In 11th- and 12th-grades, students may work with<br />
coordinator Susan Powers and a Rowan University contact to pursue biomedical courses at the university level.<br />
Students could potentially take introduction to biomedical studies, anatomy and physiology, biometrics,<br />
psychology, biology or chemistry at Rowan University. Each student’s interest, aptitude, and prior course<br />

GLASS<strong>BORO</strong> SCHOOL DISTRICT TO RECEIVE $2.1 MILLION GRANT<br />
Glassboro Intermediate School recently received a competitive grant worth approximately $2.1 million, which will<br />
be awarded over a five-year-period. The funding will come through New Jersey’s allocation of the federal School<br />
Improvement Grant program. The school district announced the grant award at its February Board of Education<br />
Meeting and at a small GIS gathering on March 2.<br />
“I am excited for the students, staff and community here in Glassboro. A grant this size is virtually unheard of in<br />
South Jersey, and the potential outcome is extraordinary. We have the opportunity to take our school from good to<br />
great,” said GIS Principal Kriston Matthews. “The grant application, submission and revision processes were very<br />
arduous, challenging and competitive but thankfully fruitful. I am fortunate to work with an amazing team to assist<br />
me in bringing this to fruition. The Glassboro Board of Education and the superintendent were kind enough to<br />
celebrate this achievement at a recent board meeting.”<br />
Dr. Mark Silverstein, Glassboro School District’s superintendent, enthusiastically welcomed the news. “When I<br />
started here in 2009, I met with 90 community stakeholders in 90 days. Parents wanted to see changes at Glassboro<br />
Intermediate School. I made sure that classes were being taught by subject matter experts. Principal Matthews<br />
subsequently came on board at the school. This will build on improvements that he and I made with the support of<br />
the board of education,” said Silverstein.<br />
As part of the grant, the school designed a Positive Action Plan. Plan goals include cultivating an intrinsic interest<br />
in learning, promoting a positive educational environment, and supporting academic achievement.<br />
All GIS students will receive laptops to infuse blended learning. A family support liaison, an additional guidance<br />
counselor, a data specialist, a project coach and strategic kits that address student social and emotional learning<br />
competencies will also be supported through the grant. Finally, the school looks to incorporate activities that<br />
enhance students’ social and emotional growth by letting them explore interest areas.<br />
“I am very proud of the progress that Glassboro Intermediate School has made over the past few years. Being<br />
noted [by the non-profit organization JERSEYCAN] as a Top 10 School for performance gains was fantastic but<br />
receiving a competitive grant for over $2 million is doubly amazing,” noted Matthews.<br />

HOUSING REHABILITATION IN GLASS<strong>BORO</strong><br />
The Borough has a grant program available to assist low and<br />
moderate income residents with housing rehab projects. Since 2007,<br />
117 units throughout the Borough have been completed, with a total<br />
of $2,925,000 invested in substantial repairs. In all properties, at<br />
least one major system repair was upgraded, including Heating,<br />
Plumbing, Roofing, Windows, Electrical, and Major Structural items.<br />
All units were brought up to Glassboro Property Maintenance Code<br />
and inspected by the Borough’s Inspectors. The loans were 0%<br />
deferred payment loans, due when title to the property changed or is<br />
transferred to another person. Since the completion of these units, a<br />
number of the original applicants have sold their homes.<br />
As a result, the money loaned to these homeowners was paid<br />
back. These recaptured funds are now being made available for<br />
new applicants.<br />
To participate, homeowners are required to meet the income<br />
eligibility; own and reside in the property; have adequate<br />
property insurance; be current on their taxes and utilities; have at<br />
least $10,000 in major system repairs. The average loan is<br />
$15,000 and funds were made available through a program called<br />
the Regional Contribution Program (RCA).<br />
