What Do REAS And Coyotes Have In Common?<br />

Rural Electrification Associations (REA) and coyotes are survivors. Both exist in rural Alberta and<br />

those that have survived have adapted over time to a changing environment. While the coyote<br />

might be a nuisance, no one can deny that it is a determined survivor and great adapter. Like the<br />

coyote, REAs continue to survive and adapt despite changes and challenges in the marketplace.<br />

Lakeland REA was the latest REA to experience the challenges of the marketplace. In March, their<br />

membership participated in a vote regarding a sales proposal from Atco. Nearly 70% of Lakeland’s<br />

membership cast a vote. The sales vote was defeated and some declared it a win for REAs. However, it<br />

was less of a win and more of an indicator of a battle for the survival of REAs that has been unfolding<br />

across Alberta.<br />

It’s a battle that will demand REA members get as excited and energized about their electricity<br />

distribution system cooperative as those who first established the REAs. Over six decades ago it<br />

was easy to get excited about being a member of the REA because it literally meant you would finally have access to electricity. That’s old<br />

hat now, so members will have to decide whether local control and ownership appeals to them. If it does, and if having a not for profit<br />

electricity distribution system that keeps money in the community is important, then it’s time to get excited again. Gone are the days<br />

of apathy. Members will have to show up and get plugged into their REAs if they want to enjoy the benefits of cooperatively owning an<br />

electricity distribution system and having a say in their own rates.<br />

Anyone with their finger on the pulse knows that rural Albertans are an independent lot. They like the idea of having some control over<br />

their destiny and some say in how things happen. Those same ideas were at the root of the cooperative REA movement over sixty years<br />

ago and they continue to energize REA members today. Alberta REA members are not ready to go quietly into a future without input or<br />

ownership rights.<br />

Like the coyote, the REA is a survivor.<br />

One has to wonder if Preston<br />

Manning isn’t behind the current<br />

scheme to unite the right under Jason<br />

Kenney. It would certainly not be surprising<br />

as it was Manning’s failed<br />

scheming that brought Danielle Smith<br />

and Jim Prentice together, and the subsequent<br />

victory of Rachel Notley.<br />

It seems quite ironic that Manning<br />

and his gang are so anxious to unite<br />

the right. He was the brain child<br />

behind the creation and evolution of<br />

the Reform Party which smashed the<br />

“big umbrella” right apart and<br />

reduced the Progressive Conservatives<br />

to only two seats in the House of<br />

Commons in 1993.<br />

Jason Kenney, seeing the writing on<br />

Alberta. Kenney has chosen to come<br />

into Alberta and declare that he will<br />

run for the Progressive Conservatives<br />

when, in fact, his ideology puts him<br />

squarely in the Wildrose camp.<br />

Of course, he’s planning a coup and<br />

I have little doubt Preston Manning is<br />

behind this one, no lest transparent<br />

than his last attempt.<br />

Their story has been written.<br />

First, Kenney will win the<br />

Progressive Conservative leadership<br />

and then swoop up the Wildrose Party<br />

and become the new lord of the right.<br />

His actions, his arrogance is so<br />

wrong on so many fronts.<br />

First, he is not a progressive and<br />

has already said if he wins the PC<br />

leadership, he would immediately<br />

dismantle the “progressive”.<br />

Second, if he wins the PC leadership<br />

he would immediately<br />

negotiate a marriage with the<br />

Wildrose Party and run for the leadership<br />

of his new party.<br />

This sickening attempt by Jason<br />

Kenney is a complete insult to both<br />

Progressive Conservative and<br />

Wildrose Party members. It is a particular<br />

affront to Brian Jean, the<br />

Wildrose MLAs and their party members<br />

who have faithfully stuck<br />

together through the Danielle Smith<br />

betrayal and went on to become the<br />

Official Opposition despite<br />

everything.<br />

Let’s hope both Progressive<br />

Conservative and Wildrose grassroots<br />

members will tell Jason Kenney and<br />

his behind-the-scenes power brokers<br />

just where to go!<br />

respect, honesty and compassion<br />

throughout all the activities,” said<br />

Lacombe Big Brothers Big Sisters<br />

(BBBS) Director Crystal Zens. “This<br />

program inspires youth to think of<br />

policing as a future career and teach<br />

what it takes to achieve it. Also raising<br />

community-minding citizens for the<br />

future.”<br />

The camp was created from scratch<br />

by Lacombe BBBS Director Crystal<br />

Zens and her husband Lacombe Police<br />

Cst. Bryan Zens.<br />

The program only has space for 24<br />

youth each year and according to Zens,<br />

“Historically we have a wait list.”<br />

Youth who participated came from<br />

Alix, Clive, Lacombe County,<br />

Lacombe, Blackfalds, Eckville and<br />

Bentley.<br />

The inaugural year of Kids N’ Kops<br />

Camp was 2008.<br />

The camp is a collaborative,<br />

“<br />

preventative program for youth.<br />

Lacombe and District BBBS has held<br />

joint camps in Blackfalds for the past<br />

six years.<br />

The youth had a week packed full of<br />

fun activities including, a murder mystery<br />

in Blackfalds, a police obstacle<br />

course in Blackfalds’ Tayles Park, Red<br />

Deer Bower pond boat races, laser tag,<br />

a K-9 demonstration at the Innisfail<br />

RCMP Detachment, police dodge ball<br />

and surveillance scenarios and police<br />

community scenarios like drunk<br />

driving, shop lifting, graffiti and drug<br />

dealing at the Lacombe Memorial<br />

Centre.<br />

“The Murder Mystery at After the<br />

Grind was new and the kids loved it,”<br />

said Crystal Zens.<br />

The youth graduated at a ceremonial<br />

barbecue with family and dignitaries<br />

on July 7 at Lacombe’s Burman<br />

University.<br />

Lacombe’s Kids N’ Kops program<br />

won the 2013 Solicitor General Award<br />

for Crime Prevention.<br />

Assault rifles not<br />

wanted by majority<br />

Dear Editor:<br />

“If it walks like a duck, sounds like a<br />

duck, smells like a duck and looks like<br />

a duck, then it must be a duck”.<br />

The AR-15 is an assault rifle, and no<br />

matter what Snell and his Canadian<br />

Rifle Association/National Rifle<br />

Association (CRA/NRA) supporters<br />

say, that weapon is dangerous, and the<br />

vast majority of Canadians don’t want<br />

them in our society.<br />

Mr. Snell fails to mention that the<br />

NRA has been working hard to prevent<br />

any meaningful gun legislation<br />

being introduced by state and federal<br />

authorities.<br />

They always cite the Second<br />

Amendment right to bear arms, but<br />

fail to mention that they oppose background<br />

checks, even for anyone listed<br />

on terrorists’ watch lists, or to impose<br />

legislation on gun shows where anyone<br />

can buy weapons without any background<br />

checks.<br />

The NRA is in the business of selling<br />

fear and selling weapons, and using<br />

fear mongering instead of logic to<br />

imply that gun registration is the next<br />

step by the government to imposing<br />

dictatorial rule like the Nazis in<br />

Germany and the Communists in<br />

Russia. That is like equating apples to<br />

oranges.<br />

We live in a civilized society where<br />

we are expected to register for many<br />

things, like registering to vote, registering<br />

our insurance policies in order<br />

to obtain our vehicle licenses, registering<br />

our certifications so that we can<br />

become doctors, lawyers, teachers,<br />

pilots, etc. Do we want these professions<br />

to be unlicensed and<br />

unregulated?<br />

So what if Mr. Snell doesn’t want to<br />

fill-out his census form. Big deal!<br />

The sovereignists, the neo-Nazis, the<br />

KKK and other white supremacists<br />

groups also don’t want to be governed<br />

by the same rules as the rest of us.<br />

Mr. Snell, like the CRA/NRA and<br />

several members of Harper’s government,<br />

wants us to believe that the<br />

AR-15 and other military-style<br />

weapons are safe, and they should be<br />

sold in Canada.<br />

Tell that to the victims of mass<br />

shootings in America where, on<br />

average, a mass shooting occurs every<br />

day (a mass shooting in America<br />

means at least four people are shot,<br />

injured or killed per day).<br />

Australia banned them and most<br />

western European countries have<br />

banned them as well.<br />

In Switzerland and Israel, citizens<br />

can carry them, but they are part of<br />

organized, regulated militias, unlike<br />

in America where there are dozens of<br />

unregulated heavily armed militia<br />

groups.<br />

The NRA fails to mention that in the<br />

Second Amendment a “regulated<br />

militia be maintained for the security<br />

of a free state”.<br />

Seven states have enacted laws preventing<br />

the sale and ownership of<br />

assault rifles like the AR-15 and<br />

AK-47s, and the US Supreme Court<br />

have upheld their rights to do so.<br />

Other states, but not in the South,<br />

are planning to do the same since the<br />

US federal government can’t do it<br />

because of the opposition by the NRA<br />

and by the Republican Party (the conservative<br />

party in America).<br />

In loving memory of Sheila Beebe<br />

After several years of battling with<br />

cancer, Sheila Beebe passed away on<br />

Wed., July 6, 2016 at the<br />

age of 52.<br />

Sheila worked many<br />

accounting jobs in<br />

Lacombe, Red Deer and<br />

other places over the<br />

years.<br />

She also worked with<br />

her husband Richard on<br />

ranches in Saskatchewan<br />

with humour and a deep laugh to cheer<br />

others up.<br />

Sheila was born in Trail, BC<br />

on Aug. 25, 1963.<br />

She will be continuing her<br />

journey with her loving husband,<br />

Richard, beloved father,<br />

Andy and brothers, Tom and<br />

Danny.<br />

A great loss will be felt by her<br />

two sons, Christopher (Alisha)<br />

years and finished his career with the<br />

E.R.C.B. in Red Deer, retiring in 1996.<br />

Strategic Plan and get community<br />

input. Bashaw Chief Administrative<br />

Officer (CAO) Theresa Fuller told<br />

council at its regular meeting July 7,<br />

that council should review the plan<br />

and determine if it still applies and<br />

what can be added or improved.<br />

CAO Fuller presented council with a<br />

2010 Strategic Plan saying it’s a “potential<br />

starting point” and asked if<br />

council would like to review it or start<br />

a new process.<br />

CAO Fuller said a review could identify<br />

areas of the plan that have been<br />

achieved and what areas haven’t been<br />

missing information such as connecting<br />

resources and getting<br />

information to community members<br />

fast and getting feedback fast.<br />

Coun. Schultz suggested community<br />

groups meet once per year and share<br />

information so they can work together<br />

better. He said he would like the public<br />

and organizations to have access to the<br />

document and made aware that it is<br />

being reviewed.<br />

Coun. Rosella Peterman said she<br />

would like to see someone local booked<br />

to facilitate the review before asking<br />

someone from Alberta Culture and<br />

Land rezoned to<br />

make way for development<br />

Bashaw Seed Cleaning Co-op got the<br />

green light from Bashaw town council<br />

to build a seed cleaning plant and<br />

clean seed distribution facility.<br />

At its regular meeting July 7, council<br />

passed a bylaw rezoning land from<br />

highway commercial to industrial to<br />

pave the way for the development.<br />

A public hearing was held July 7 in<br />

council chambers with no objections to<br />

rezoning the land.<br />

Town of Bashaw has access to<br />

$26,975 of MSI operating funds from<br />

the province.<br />

About $53,875 was made available to<br />

the town for 2016 and so far $8,500 has<br />

been spent on library funding, $10,400<br />

on staff room improvements and $8,000<br />

for office computers.<br />

CAO Fuller suggested the town<br />

apply for the full $26,975 MSI operating<br />

funds. She suggested $4,000 could go to<br />

the Bus Society and about $4,300 to the<br />

Historical Society.<br />

Other potential areas to spend the<br />

money are installing energy efficient<br />

lights at the arena, reviewing the Land<br />

Use bylaw, GIS mapping, Municipal<br />

Development Plan, operating support<br />

for cemeteries and contributing to rec<br />

boards or operating support for the<br />

airport.<br />

Stettler Wal-Mart’s<br />

wave of thefts<br />

The Stettler Wal-Mart has recently<br />

experienced a number of shoplifting<br />

offences and has provided the Stettler<br />

RCMP Detachment with video surveillance<br />

in an effort to prosecute those<br />

people responsible.<br />

On April 11, three males attended<br />

the local Wal-Mart, took a number of<br />

small electronic devices and left the<br />

store with the items concealed in their<br />

pants.<br />

Video surveillance was used to<br />

determine the identities of Brandon<br />

Gaudry (22), Justin Poteet (22) and<br />

Jeremy Genge (20) who currently have<br />

warrants for their arrest.<br />

On June 27, a lone male was found<br />

stuffing a pair of ‘flip flops’ from the<br />

Stettler Wal-Mart into his pants before<br />

exiting the store.<br />

The male, identified as Stephen<br />

Bauer (34), is currently charged with<br />

this and other offences related to the<br />

theft.<br />

On July 5, a lone male was caught by<br />

the Loss Prevention Officer of the<br />

Stettler Wal-Mart dismantling a<br />

fishing rod and stuffing it, along with<br />

other items, into his pants.<br />

The male was detained and later<br />

arrested by local RCMP members. A 44<br />

yr. old Stettler man is currently facing<br />

charges related to this incident.<br />

At a special council meeting held<br />

July 6, Stettler County council voted to<br />

defeat Borrowing Bylaw 1564 to borrow<br />

$5.2 million for construction of a new<br />

county shop.<br />

After the June 27 plebiscite on Bylaw<br />

1564 came back with a ‘no’ vote from<br />

ratepayers, council had no option but<br />

to defeat the bylaw according to the<br />

requirements of the Municipal<br />

Government Act.<br />

Council considered the next steps for<br />

the new shop at the special meeting,<br />

debating whether it would be necessary<br />

to sell capital assets to fund the<br />

building or to use reserves to pay for<br />

the construction.<br />

Councillors took turns stating their<br />

views on how to proceed. “We have<br />

money in reserves to build the shop. It<br />

wouldn’t be fiscally responsible to do<br />

that,” stated Reeve Wayne Nixon.<br />

Little Town in the West” after village<br />

council agreed to participate in a<br />

breast cancer fundraiser.<br />

This is the eighth year for the Wild<br />

Pink Yonder and for the first time Alix<br />

is on the tour route.<br />

“Over the last seven years we’ve visited<br />

some 150 towns throughout<br />

Alberta but until now, not yours,” Jane<br />

Hurl states in a letter presented to Alix<br />

council at its regular meeting on<br />

July 6.<br />

Every summer, 23 communities are<br />

visited by Wild Pink Yonder. They<br />

“pink up” their horses and parade<br />

down the chosen community’s main<br />

streets.<br />

The 23-day, 500 km horseback ride<br />

starts in Stirling, Ab., goes south to<br />

Milk River, Ab. And then before<br />

ending in Edmonton stops in Alix on<br />

Aug. 24.<br />

Two out of three tenders were<br />

awarded by Stettler Town council at<br />

their July 5 regular meeting.<br />

The town had budgeted for $130,000<br />

towards a new ice resurfacer. Two bids<br />

came in, both well under the amount<br />

budgeted.<br />

Industrial Machine bid $98,685 with<br />

a four month delivery time and Big<br />

Hill Services bid $106,978 with an 11<br />

month delivery time.<br />

Council awarded the tender to<br />

Industrial Machine.<br />

Bids to replace two heating, ventilation<br />

and air conditioning units (HVAC)<br />

for the Stettler Recreation Centre came<br />

in at nearly one third the amount<br />

Bring back options<br />

Council requested that administration<br />

bring back all options for funding<br />

the construction for the July 13<br />

meeting as well as whether any of the<br />

existing tenders will have to be retendered<br />

because of delays.<br />

came in at $49,750 plus tax to replace<br />

both units and Action Plumbing bid<br />

$48,660 plus tax for both units. The<br />

tender was awarded to Action<br />

Plumbing. One bid that came in more<br />

than double the budgeted amount was<br />

for a winged power take off pull behind<br />

mower.<br />

Only $10,000 was budgeted for the<br />

mower but the only bidder was Bill’s<br />

Farm Supplies for $23,900 plus tax.<br />

Council defeated a motion to approve<br />

awarding the tender in favour of<br />

researching other options for purchasing<br />

the mower or putting off the<br />

purchase until next year.<br />

Building permit activity to the end of<br />

June was down substantially from this<br />

time last year.<br />

Total building permits to June 30<br />

were slightly over $1.8 million compared<br />

to $6.1 million last year. The<br />

largest drop was in residential construction<br />

at only 19 per cent of 2015’s<br />

total. Commercial construction was<br />

slightly higher at 21 per cent.<br />
