their town council meeting on Mon. Feb. 27 to Gordon Twa of Coronation who has served on the Coronation 

Volunteer Fire Department for over 35 years.

Twa has been involved over 35 years with 

the Coronation Volunteer Fire Department 

and was a training officer for many of those 

years.

The medal from the Canadian Volunteer 

Fire & Safety Association is to honour volunteer

Carbon Levy 

implications 

The town of Coronation participated 

in a survey conducted 

in 2016 by the Alberta Urban 

Muncipalities Association 

(AUMA) regarding the expected 

impact of the new carbon levy 

at their regular meeting Mon. 

March 6. 

A summary of the results 

showed that fuel usage in 2015 

was: gasoline $12,678, diesel 

$17,854; and propane $384 for a 

total of $30,916 with the estimated 

Operating Expenses 

Budget impacts of the carbon 

levy for 2017 up an additional 

$1,536.31, a 0.13 per cent tax 

increase and $2,304.73 in 2018, a 

tax levy per cent increase of 0.19 

per cent on the Operating 

Budget. 

Overall survey results 

showed the estimated average 

cost of the carbon levy in 2017 at 

$43,737 and in 2018 at $65,625. 

Food Bank grant 

Diane Schmidt, the community 

liaison for Coronation & 

District Support Services 

(CDSS), in her report to council 

noted that the Coronation Food 

Bank has received a $5,000 

grant from the Rural 

Assistance Program. 

Schmidt noted that they are 

considering using these funds 

for their coupon program and 

for cooking programs such as 

the Little Chefs and Outreach. 

Two other grants are 

pending. 

Public Communication 

Policy 

Council passed a motion 

unanimously to accept the 

Public Communciation Policy 

to provide to council and staff 

with direction for public communication 

to ensure that 

consistent, clear and accurate 

messages are shared between 

the Town of Coronation and the 

media and residents. 

The policy identifies specific 

spokespersons for the town as 

being: only the mayor or councillor 

vested by council with the 

authority to speak on behalf of 

council; the chief administrative 

officer or designate; senior 

department managers; and the 

fire chief or emergency site 

commander. 

This policy is a result of last 

summer’s incident at the swimming 

pool when a chlorine gas 

alarm went off. 

The situation needed a established 

perimeter, had media 

coming in and inquiring what 

was going on, and members of 

the department speaking.

The policy establishes who the official

said and what shouldn’t be said, stated 

Kulyk, so the press would know who 

they should speak to if they want more 

information. 

Hiring policy 

Recruitment, Selection and Hiring 

Policy was passed unanimously to provide 

council and staff direction for the 

recruitment and hiring of employees 

for the town. 

The policy sets out who does the 

hiring, when the hiring needs to go up 

a level due to conflict of interest as 

well as guidelines for advertising, 

short-listing, interviewing, candidate 

selection and offers of employment. 

The policy provides structure and 

direction and who does the hiring. 

“If there is a problem, then there is 

accountability,” said CAO Kulyk. 

For example, the policy states that 

senior managers under the direction 

of the CAO are responsible for hiring 

the part time and temporary staff, 

however, if there is a conflict of 

interest, then the hiring moves up a 

level to the CAO. 

“I think that is totally fair,” said 

Coun. Liz Adams. 

The council is only responsible for 

hiring the CAO. 

Recreation facility rental 

Inequities were discussed in the 

rental costs of the bowling alley, onehour 

rentals of $50 versus renting the 

bowling alley for $180. 

Council approved the amended 

rental policy to a two hour minimun 

rental of the bowling alley. 

Regarding the Curling Rink rentals 

during the summer season when the 

town takes over, it was decided that 

rental of the entire facility should be 

$300, down from $350; the downstairs 

and ice area only $200; and the 

upstairs $150. 

The Lions Rec Centre hall rentals 

has two rental options, one with 

cleaning included and one where the 

renter is to clean the facility 

at the conclusion of the 

event. 

Broadband preparedness 

Council reviewed the presentation 

from the Regional 

Broadband Preparedness 

meeting Feb. 15 in 

Coronation. 

The intent is to provide a 

common understanding of 

broadband at both the 

regional and municipal 

level, identify where each 

community is at relating to 

broadband, provide an 

understading of the potential 

options available and to 

see which approach might 

best meet Coronation’s 

needs. 

A strategy will be developed 

with which the 

municipalites or the region 

can move foreward as a 

whole. 

Four options presented 

including maintaining 

status quo, incremential 

implemention by looking at 

fibre network requirements 

in planning/development 

processes, and develop a 

Broadband Service Strategic 

Plan; negotiate for broadband 

services from current 

provideers (Shaw, Telus, 

Axia, CCI, etc.) or develop a 

utility communiyt-owned 

fibre network either individually 

or regionally. 

The report went on to say 

“Unfortunately because 

Coronation is too small to 

run a sustainable operation, 

the assumed cost structure 

would run an ongoing 

deficit. 

To be sustainable, 

Coronation would have to 

reduce costs of putting in 

the fibre optics, obtain grant 

funding or utilize a tax levy 

and/or reduce operational 

costs by partnering with 

other communicities or outsourcing 

operations. 

Telus is provided fibre to 

the curb in Drumheller, 

Stettler and Wainwright 

said CAO Kulyk, adding it is 

estmiated at $2,000 per 

household or $5,000 if they 

go underground. 

The report noted the success 

of a fibre network in 

Olds, Ab. however, Kulyk 

noted, “we’re not in the 

[Hwy 2] corridor.” 

Council accepted the 

study for information only. 

Amalgamation of

According to the information presented, 

brains are built in stages and 

early positive or negative experiences 

can change the structure and function 

of our brains. 

Coppock emphasized the importance 

of literacy enriched programs to 

help furnish children with the foundational 

skills needed for success later in 

school. 

Currently every Clearview school 

offering kindergarten has an early 

learning Start Right program with 

access to Alberta Health Services 

speech, language and occupational 

therapy resources. 

Across the division there are 162 

children enrolled in Clearview kindergarten 

programs and 188 children 

enrolled in Clearview Start Right 

programs. 

Given that physical space is maxed 

out in Stettler and Coronation, they 

have begun to explore how to handle 

the increased load as programs

Deputy Superintendent Brenda 

MacDonald explained the new 

Communication Student Learning 

(CSL) Elementary Report Card which 

was implemented by Clearview this 

past fall. 

This new outcomes-based report 

card reveals information about student 

learning attributes separately 

from academic achievement. 

CSL allows teachers to offer personalized 

comments and post artifacts of 

students’ work which will remain 

accessible throughout a student’s 

career, providing a unique collection 

of educational accomplishments. 

Parents will be able to clearly see 

what their children need to know at 

each grade level and view their progress 

over time, while administrators 

will be able to track student progress 

across the division and pinpoint 

where additional supports may be 

needed. 

It is anticipated that this new 

reporting system will improve communication 

from classroom to home 

concerning student progress and 

achievement. 

Initial staff response indicates that 

CLS is easy to use, cutting down on 

the time needed to complete and 

review report cards. 

There will be continued opportunities 

for feedback from both teachers 

and parents as the CLS report card 

moves towards full functionality.

working-class citizen, adopt the belief 

system that government regulations 

are bad for us? We didn’t believe it in 

the 1970s when middle class prosperity 

was growing. Yet by the dawn of the 

21st century most people identifying 

themselves as conservatives have 

become believers of this corporatesponsored 

myth.

We’ve been sold a false bill of goods.

I have attended Alberta Surface 

Rights Association meetings where 

much time is spent discussing abandoned 

toxic well sites, pushy land 

agents, polluted drinking and surface 

water, corporation’s expropriation 

rights, the industry-bias Alberta 

Surface Rights Board, inadequate compensation, 

private property rights, and 

water wells being damaged by 

fracking. 

Yet those attending these meetings 

are often the same ones who support

Karen Johnson, Acting Property 

Rights Advocate, said in her annual 

report that the current land use legislation 

is geared towards facilitating oil 

and gas development. 

She would be the first Advocate not 

to lose her appointment by making 

such a public statement. She goes on to 

suggest that Alberta property rights 

framework (i.e. regulations) needs to 

be modernized. 

“Often a landowner has no choice 

but to tolerate the activities of an 

operator even when rent has not 

been paid for years”, wrote Johnson 

in her annual report. “A landowner 

should be able to impose meaningful 

penalties such as eviction for noncompliant 

operators.” Wow,

Lax regulations on any corporatedominated

private citizens always turn to the 

government to bail them out when

supports free enterprise as it protects

Next time a politician carte blanche 

says regulations are bad, ask which 

ones he/she is specifically referring to 

and why? 

Surely most landowners would 

wholeheartedly agree with Advocate 

Karen Johnson and applaud any 

changes made to strengthen regulations 

protecting our property rights.

Dear Editor 

I am responding to a letter in your 

paper from last week. I am totally disgusted 

with the Clearview School 

Boards reaction to a child with 

Autism. 

Why are they not willing to work 

with this student and his parents, 

instead of banning him from getting 

an education. 

They have known since he started 

school that he has had this disability. 

Now all of a sudden, because he was 

banned from taking an exit from a situation 

to which he was not able to 

handle, he is banned from going to 

school. Thus causing him more frustration 

and feeling discouraged. 

I am a grandparent of a child of 

Aspergers. During his school year, at 

times, it was very confusing for him 

but AT LEAST he had teachers and 

school staff that supported him . 

He has now graduated, finished 

cadets and is a working member of 

society. 

Maybe the board should take a 

lesson from him. Reinstate this child 

so he also can get an education.

Wealth creation

Socialists just don’t get it! They seem 

to think if it weren’t for the billionaires 

of this world, we would all be enjoying 

a better and equal standard of living. 

Their theory is that every dollar that 

a billionaire has accumulated and 

squirreled away is a dollar that was 

taken away from some poor soul living 

below the poverty line. 

They are convinced that if billionaires 

had less money the rest of us 

would have more. 

I will agree that corporate executives 

can be greedy. There is no way 

that anyone needs that kind of wealth. 

However, I don’t think the economy 

would be any different if they had far 

less wealth. The big problem for the 

rest of us, and especially the socialists, 

is the optics of their wealth. 

It just doesn’t seem fair. 

The simple fact is what makes the 

economy work in a country is the 

wealth creation ability of that nation. 

Socialists think that all a government 

has to do for a sound economy is 

to create jobs. Well, it is a futile exercise 

if a large number of those jobs 

don’t create wealth one way or 

another. 

Governments are not wealth creators, 

rather the services provided by 

government are wealth consumers. 

The money to provide those services 

has to come from somewhere. 

Both our federal and our provincial 

governments are spending large sums 

of money on jobs that do not create 

wealth . 

A government has to have a bureaucracy 

and the country has to provide 

infrastructure, as those are necessary 

services, however the money must be 

spent wisely. 

So where does the money come from 

to pay for these services? 

The majority of it does not come 

from the pay cheques of an overpaid 

bureaucracy or from implementing a 

new tax that will make industry even 

more unproductive. 

For a period of over 70 years the 

Soviet Union provided a job for every “have province”.

is lacking.

I’m surprised at writer’s perpetuation 

of the confusion surrounding this 

whole immigration question in the 

column titled: Immigrants, refugees 

not the enemy, pg. 6, Mar. 7, 2017. 

She opens against what she terms 

“those who subscribe to a radical 

right-wing ideology”, and then proceeds 

to further muddy the waters. 

What is the main point of this editorial? 

She unloads on “baby boomers” 

as being a financial burden to our 

country. Then, she goes on to an immigration 

policy and racial tension. 

These are two separate matters. The 

connection Schimke tries to make 

between the two is weak and I think 

somewhat self-serving. 

First of all, I have no disagreement 

with the fact that end of life care for 

baby boomers is a huge expense that is 

unsupported by the number of babies 

we’ve had. No contest.

Recently my child had won an 

online bid for the Cystic Fibrosis of 

Canada’s yearly annual event known 

as the Stettler Princess Ball . 

The package that my child won 

included a limo ride, hair and nails 

done, as 

well as 

entry for 

two to 

the ball. 

When 

it was 

time to 

do her 

hair, the 

hairdresser 

at a local 

shop in 

central 

Alberta 

refused based on a diagnosis of head 

lice. 

Her information and misdiagnosis 

was then passed on to the organizers 

of the event who basically refused her 

entry based on this misdiagnosis. 

I was offered a partial payment back 

but the question as to why remains 

unanswered. 

Was it based on race ? Was it based 

on income ? 

I immediately took my child to 

Open 

doors

favours inadequately 

vetted

caused the anger.

William Rockwell Mosher 

October 20, 1937 – March 1, 2017 

Born in Consort, Ab. to Charlie and 

Minnie Mosher, Bill lived his whole 

life on the land between Consort and 

Coronation. 

Dad went to school in Loyalist and 

Consort and especially enjoyed participating 

in 4-H and Air Cadets during 

his high school years. 

He soon met a young teacher, Wilma 

Tennant, who became the love of his 

life. They married July 9, 1960 and 

Caring and 

considerate 

ALLAN, Margaret “Jean” 

Jean passed away on Feb. 21, 2017 at 

the age of 72. 

Jean is survived by her three sons, 

Richard (Cheryl), 

Brian, and 

Charlie; grandchildren 

Waylon, 

Hayley, Alyssa, 

Kaelyn and 

Taylor; her sisters 

Charlotte 

(Dale) and Edith, 

and sister-in-law 

Mildred Taylor. 

Jean was predeceased 

by her

and Edith Taylor,

Mother was a 

caring considerate 

woman 

that was loved by 

many and she 

will be missed by

the rest of their days. 

It was hard to make ends 

meet in the early days but we 

always had something to eat, 

and always bought apples to 

“keep the doctor away” and 

made good use of the paper 

wrappers that came with them! 

A fire took the barn in the 

early years which was a hidden 

blessing as the insurance made 

the land payments that year. 

Fighting fire was just one of 

the many memories of community 

coming together that were part of 

the heritage we knew growing up. 

Dad was a very hard working man, 

and did whatever work was needed to 

keep the farm going, so that by the 

time his kids reached their teen years, 

things were running smoothly and we 

enjoyed many good things and times 

together.

Bill passed away at his home on the 

farm he loved March 1, 2017. Right up 

through his last days, he 

was able to enjoy the land, 

watch over the wildlife, collect 

deer antlers, and know 

the care and concern of 

family and community 

around him. 

Bill is lovingly remembered 

by his son Lyle 

(Alison) Mosher of 

Magnolia, Ab., daughter 

Lorene (Dan) Dammann of 

Lyalta, Ab.; sister Mildred, 

as well as 15 grandchildren, 

19 great-grandchildren and 

numerous other relatives. 

The family is very grateful to the 

community, especially to the Talbot 

Community and Coronation Funeral 

Home.

Anyone who hasn’t paid for their 

pet’s license fees by June 1 will have to 

pay more. 

Council, during its regular meeting 

March 2, agreed that residents have 

until June 1 to renew their licenses for 

cats and dogs. After that the fee is 

increased by $10 for spayed/neutered 

pets and $20 for unaltered pets. 

The town’s current animal control 

bylaw sets out an 

$18 licensing fee 

for spayed/neutered 

pet and $36 

for an unaltered 

pet. The fees previously 

were due 

by Jan. 31 each 

year and no penalty 

was in place 

for failing to get 

the license. The 

owner may have 

received a fine if 

their animal was 

caught and not 

licensed but the 

cost of the license 

never changed.

The Yellowhead East Council of 

Alberta Health Services wants a 

Bashaw resident to join its council and 

help bring awareness of any health 

services challenges facing Bashaw. 

“I think it’s a good thing and could 

potentially benefit your community,” 

said Patricia Johnstone from Alberta 

Health Services, Yellowhead East 

Council during the Town of Bashaw’s 

regular council meeting March 2. 

The Health Advisory Councils 

(HACs) listen to the public’s thoughts 

and ideas on health care. They gather 

information about health needs and 

services for the residents in communities 

and advise AHS about health 

issues, needs, priorities, and access. 

Mayor Penny Shantz said that 

Bashaw has a number of medical 

related services that many in the area 

may not be aware. 

Council accepted Johnstone’s presentation 

as information. 

Cash receipts for the County and its related entities; and 

Back-up support for a variety of related duties in clerical and accounting 

services. 

The County is seeking an individual who is highly motivated with a positive 

attitude and excellent communication skills. Preference will be given to 

individuals with training and/or experience in MS Office software applications. 

A minimum of a high school diploma, a thorough knowledge of office equipment 

and a valid Alberta Driver’s license – Class 5 are required. The salary range for

25 years 

Margaret Merchant was born April 

27, 1929 at Gadsby, Ab., one of 12 children 

born to Archie and Martha 

McKay. 

She was the first of her siblings 

born in Canada. 

The family lived at Westwood’s 

community until her mother passed 

away when Margaret was only 13. 

At that time she went to live with 

her oldest sister’s family, Mary and 

Elmer Smith at Castor. She completed 

her junior and senior high 

school at Theresetta where Uncle 

Elmer was a teacher. 

At the end of her Grade 12, 

Margaret won a scholarship to further 

her education and went to 

University of Alberta Normal School. 

Her first teaching post was at 

Lauderdale –a one room school with 

grades 1 to 8. In 

conversation one 

time, she mentioned 

that some of 

the grade 8 boys 

were bigger than 

her. 

In 1950 she and 

her younger sister 

came to 

Coronation where 

she had a teaching 

position. 

Merchant 

A local girl, Sheila Merchant, 

became friends with them and kept 

telling her brother Don about the virtues 

of the new teacher. Curiosity 

overcame Don. 

It didn’t take very long to become 

smitten and they were married on a 

very rainy July 6, 1951. 

In 1953, Linda was born followed by 

Allan in 1954. Unfortunately a farm 

accident took Allan into God’s hands 

when he was two. In 1956 Ross 

became part of the family and in 1962 

Neil joined his older brother and 

sister. 

Margaret went back to teaching at 

the beginning of the 1965/66 school 

year. It was not in her plan at all but a 

temporary two week teaching job 

lasted 25 years. 

In late August, Don Kilback the 

principal at the school came for 

coffee. His plight was dire. It was a 

week till school opened and they did 

not have a grade seven teacher for the 

“new” math program. 

She finally agreed and the rest, 

they say, is history. 

She retired in 1987 and her and Don 

took up travelling and managing the 

senior’s manors, Kings Court and 

Windsor Manor for a number of 

years. 

After Don passed away in 1995, she 

kept herself busy with her home, her 

flowers and watching her birds. 

She especially enjoyed her kids, 

grandchildren and great grandchildren 

and coaching her beloved “Blue 

Jays” from her chair and cheering on 

her Oilers. 

She lived on the farm a mile north 

and a mile west of Coronation for the 

past 65 years.

This winter Margaret had a brief 

time of feeling unwell. 

When the idea of a temporary move 

for winter months was broached, she 

told Linda, “I’m not moving anywhere. 

My next move is to the cemetery.” 

She won---she did it her way!!!!! 

Funeral services were held in the 

Coronation Community Hall on 

Thurs., March 2, 2017 at 2 p.m. with 

Rev. Barbara Zimmerman officiating. 

Brother-in-law, Dale Merchant gave 

the tribute and her loving grandchildren 

shared stories of Margaret’s life 

and adventures, especially the cat. 

Nephew and niece Doug and Shirley 

McKay presented their gift of music 

and song. 

Margaret was laid to rest in the 

Coronation Cemetery beside her 

beloved husband Don at 11 a.m. with 

her grandchildren: Donald, Dale 

Krysta, Karen Osetsky and Daneca 

Leatherdale and Justin Merchant as 

pallbearers. 

Family and friends gathered after 

the service for a time of fellowship and 

a luncheon by the Coronation 

Community Lunch Committee. 

Long time friend Jim Campion gave 

a loving tribute of his working and 

personal friendship with the Merchant 

family. 

Donations in Margaret’s name may 

be made to Trinity United Church or 

the Coronation Cemetery.
