Carbon Levy<br />

implications<br />

The town of Coronation participated<br />

in a survey conducted<br />

in 2016 by the Alberta Urban<br />

Muncipalities Association<br />

(AUMA) regarding the expected<br />

impact of the new carbon levy<br />

at their regular meeting Mon.<br />

March 6.<br />

A summary of the results<br />

showed that fuel usage in 2015<br />

was: gasoline $12,678, diesel<br />

$17,854; and propane $384 for a<br />

total of $30,916 with the estimated<br />

Operating Expenses<br />

Budget impacts of the carbon<br />

levy for 2017 up an additional<br />

$1,536.31, a 0.13 per cent tax<br />

increase and $2,304.73 in 2018, a<br />

tax levy per cent increase of 0.19<br />

per cent on the Operating<br />

Budget.<br />

Overall survey results<br />

showed the estimated average<br />

cost of the carbon levy in 2017 at<br />

$43,737 and in 2018 at $65,625.<br />

Food Bank grant<br />

Diane Schmidt, the community<br />

liaison for Coronation &<br />

District Support Services<br />

(CDSS), in her report to council<br />

noted that the Coronation Food<br />

Bank has received a $5,000<br />

grant from the Rural<br />

Assistance Program.<br />

Schmidt noted that they are<br />

considering using these funds<br />

for their coupon program and<br />

for cooking programs such as<br />

the Little Chefs and Outreach.<br />

Two other grants are<br />

pending.<br />

Public Communication<br />

Policy<br />

Council passed a motion<br />

unanimously to accept the<br />

Public Communciation Policy<br />

to provide to council and staff<br />

with direction for public communication<br />

to ensure that<br />

consistent, clear and accurate<br />

messages are shared between<br />

the Town of Coronation and the<br />

media and residents.<br />

The policy identifies specific<br />

spokespersons for the town as<br />

being: only the mayor or councillor<br />

vested by council with the<br />

authority to speak on behalf of<br />

council; the chief administrative<br />

officer or designate; senior<br />

department managers; and the<br />

fire chief or emergency site<br />

commander.<br />

This policy is a result of last<br />

summer’s incident at the swimming<br />

pool when a chlorine gas<br />

alarm went off.<br />

The situation needed a established<br />

perimeter, had media<br />

coming in and inquiring what<br />

was going on, and members of<br />

the department speaking.<br />

said and what shouldn’t be said, stated<br />

Kulyk, so the press would know who<br />

they should speak to if they want more<br />

information.<br />

Hiring policy<br />

Recruitment, Selection and Hiring<br />

Policy was passed unanimously to provide<br />

council and staff direction for the<br />

recruitment and hiring of employees<br />

for the town.<br />

The policy sets out who does the<br />

hiring, when the hiring needs to go up<br />

a level due to conflict of interest as<br />

well as guidelines for advertising,<br />

short-listing, interviewing, candidate<br />

selection and offers of employment.<br />

The policy provides structure and<br />

direction and who does the hiring.<br />

“If there is a problem, then there is<br />

accountability,” said CAO Kulyk.<br />

For example, the policy states that<br />

senior managers under the direction<br />

of the CAO are responsible for hiring<br />

the part time and temporary staff,<br />

however, if there is a conflict of<br />

interest, then the hiring moves up a<br />

level to the CAO.<br />

“I think that is totally fair,” said<br />

Coun. Liz Adams.<br />

The council is only responsible for<br />

hiring the CAO.<br />

Recreation facility rental<br />

Inequities were discussed in the<br />

rental costs of the bowling alley, onehour<br />

rentals of $50 versus renting the<br />

bowling alley for $180.<br />

Council approved the amended<br />

rental policy to a two hour minimun<br />

rental of the bowling alley.<br />

Regarding the Curling Rink rentals<br />

during the summer season when the<br />

town takes over, it was decided that<br />

rental of the entire facility should be<br />

$300, down from $350; the downstairs<br />

and ice area only $200; and the<br />

upstairs $150.<br />

The Lions Rec Centre hall rentals<br />

has two rental options, one with<br />

cleaning included and one where the<br />

renter is to clean the facility<br />

at the conclusion of the<br />

event.<br />

Broadband preparedness<br />

Council reviewed the presentation<br />

from the Regional<br />

Broadband Preparedness<br />

meeting Feb. 15 in<br />

Coronation.<br />

The intent is to provide a<br />

common understanding of<br />

broadband at both the<br />

regional and municipal<br />

level, identify where each<br />

community is at relating to<br />

broadband, provide an<br />

understading of the potential<br />

options available and to<br />

see which approach might<br />

best meet Coronation’s<br />

needs.<br />

A strategy will be developed<br />

with which the<br />

municipalites or the region<br />

can move foreward as a<br />

whole.<br />

Four options presented<br />

including maintaining<br />

status quo, incremential<br />

implemention by looking at<br />

fibre network requirements<br />

in planning/development<br />

processes, and develop a<br />

Broadband Service Strategic<br />

Plan; negotiate for broadband<br />

services from current<br />

provideers (Shaw, Telus,<br />

Axia, CCI, etc.) or develop a<br />

utility communiyt-owned<br />

fibre network either individually<br />

or regionally.<br />

The report went on to say<br />

“Unfortunately because<br />

Coronation is too small to<br />

run a sustainable operation,<br />

the assumed cost structure<br />

would run an ongoing<br />

deficit.<br />

To be sustainable,<br />

Coronation would have to<br />

reduce costs of putting in<br />

the fibre optics, obtain grant<br />

funding or utilize a tax levy<br />

and/or reduce operational<br />

costs by partnering with<br />

other communicities or outsourcing<br />

operations.<br />

Telus is provided fibre to<br />

the curb in Drumheller,<br />

Stettler and Wainwright<br />

said CAO Kulyk, adding it is<br />

estmiated at $2,000 per<br />

household or $5,000 if they<br />

go underground.<br />

The report noted the success<br />

of a fibre network in<br />

Olds, Ab. however, Kulyk<br />

noted, “we’re not in the<br />

[Hwy 2] corridor.”<br />

Council accepted the<br />

study for information only.<br />

Amalgamation of<br />

housing authorities<br />

“Before people drive from<br />

the city for a meeting” on<br />

the amalgamation of these<br />

two boards (Castor &<br />

District Housing Authority<br />

and Coronation & District<br />

Housing Authority, council<br />

would like to see motions<br />

from the other two<br />

muncipalities.<br />

So far it is not known if<br />

Halkirk and Castor have<br />

made resolutions to look at<br />

amalgamation. Coronation<br />

and the County of<br />

Paintearth have made<br />

motions to consider the<br />

amalgamation of the two<br />

New elementary report card<br />

According to the information presented,<br />

brains are built in stages and<br />

early positive or negative experiences<br />

can change the structure and function<br />

of our brains.<br />

Coppock emphasized the importance<br />

of literacy enriched programs to<br />

help furnish children with the foundational<br />

skills needed for success later in<br />

school.<br />

Currently every Clearview school<br />

offering kindergarten has an early<br />

learning Start Right program with<br />

access to Alberta Health Services<br />

speech, language and occupational<br />

therapy resources.<br />

Across the division there are 162<br />

children enrolled in Clearview kindergarten<br />

programs and 188 children<br />

enrolled in Clearview Start Right<br />

programs.<br />

Given that physical space is maxed<br />

out in Stettler and Coronation, they<br />

have begun to explore how to handle<br />

the increased load as programs<br />

become more popular.<br />

Coppock hopes to continue to positively<br />

impact the lives of preschool<br />

children by ensuring that “developmentally<br />

appropriate strategies and<br />

instructions are provided for all children<br />

in these programs”.<br />

New elementary report card<br />

Deputy Superintendent Brenda<br />

MacDonald explained the new<br />

Communication Student Learning<br />

(CSL) Elementary Report Card which<br />

was implemented by Clearview this<br />

past fall.<br />

This new outcomes-based report<br />

card reveals information about student<br />

learning attributes separately<br />

from academic achievement.<br />

CSL allows teachers to offer personalized<br />

comments and post artifacts of<br />

students’ work which will remain<br />

accessible throughout a student’s<br />

career, providing a unique collection<br />

of educational accomplishments.<br />

Parents will be able to clearly see<br />

what their children need to know at<br />

each grade level and view their progress<br />

over time, while administrators<br />

will be able to track student progress<br />

across the division and pinpoint<br />

where additional supports may be<br />

needed.<br />

It is anticipated that this new<br />

reporting system will improve communication<br />

from classroom to home<br />

concerning student progress and<br />

achievement.<br />

Initial staff response indicates that<br />

CLS is easy to use, cutting down on<br />

the time needed to complete and<br />

review report cards.<br />

There will be continued opportunities<br />

for feedback from both teachers<br />

and parents as the CLS report card<br />

moves towards full functionality.<br />

When and how did we, the ordinary<br />

working-class citizen, adopt the belief<br />

system that government regulations<br />

are bad for us? We didn’t believe it in<br />

the 1970s when middle class prosperity<br />

was growing. Yet by the dawn of the<br />

21st century most people identifying<br />

themselves as conservatives have<br />

become believers of this corporatesponsored<br />

myth.<br />

Fair and appropriate<br />

regulations ensure a<br />

functioning market<br />

economy which supports<br />

free enterprise as it<br />

protects people, living<br />

things, property rights and<br />

the environment from<br />

corporate abuses.<br />

We’ve been sold a false bill of goods.<br />

Corporations and the powerful lobby<br />

groups representing the richest of the<br />

rich had the money and resources to<br />

bombard us with this myth until we<br />

embraced it as our value.<br />

I have attended Alberta Surface<br />

Rights Association meetings where<br />

much time is spent discussing abandoned<br />

toxic well sites, pushy land<br />

agents, polluted drinking and surface<br />

water, corporation’s expropriation<br />

rights, the industry-bias Alberta<br />

Surface Rights Board, inadequate compensation,<br />

private property rights, and<br />

water wells being damaged by<br />

fracking.<br />

Yet those attending these meetings<br />

are often the same ones who support<br />

Karen Johnson, Acting Property<br />

Rights Advocate, said in her annual<br />

report that the current land use legislation<br />

is geared towards facilitating oil<br />

and gas development.<br />

She would be the first Advocate not<br />

to lose her appointment by making<br />

such a public statement. She goes on to<br />

suggest that Alberta property rights<br />

framework (i.e. regulations) needs to<br />

be modernized.<br />

“Often a landowner has no choice<br />

but to tolerate the activities of an<br />

operator even when rent has not<br />

been paid for years”, wrote Johnson<br />

in her annual report. “A landowner<br />

should be able to impose meaningful<br />

penalties such as eviction for noncompliant<br />

operators.” Wow,<br />

property rights restored!<br />

Lax regulations on any corporatedominated<br />

industry are simply<br />

another tax-funded corporate<br />

handout. When all is said and done,<br />

private citizens always turn to the<br />

government to bail them out when<br />

corporations stop paying the bills<br />

and leave environmental messes on<br />

private property.<br />

Freedom and democracy requires<br />

the government to play the vital role of<br />

providing a level playing field. Fair<br />

and appropriate regulations ensure a<br />

functioning market economy which<br />

supports free enterprise as it protects<br />

people, living things, property rights<br />

and the environment from corporate<br />

abuses.<br />

Next time a politician carte blanche<br />

says regulations are bad, ask which<br />

ones he/she is specifically referring to<br />

and why?<br />

Surely most landowners would<br />

wholeheartedly agree with Advocate<br />

Karen Johnson and applaud any<br />

changes made to strengthen regulations<br />

protecting our property rights.<br />

Totally disgusted<br />

Dear Editor<br />

I am responding to a letter in your<br />

paper from last week. I am totally disgusted<br />

with the Clearview School<br />

Boards reaction to a child with<br />

Autism.<br />

Why are they not willing to work<br />

with this student and his parents,<br />

instead of banning him from getting<br />

an education.<br />

They have known since he started<br />

school that he has had this disability.<br />

Now all of a sudden, because he was<br />

banned from taking an exit from a situation<br />

to which he was not able to<br />

handle, he is banned from going to<br />

school. Thus causing him more frustration<br />

and feeling discouraged.<br />

I am a grandparent of a child of<br />

Aspergers. During his school year, at<br />

times, it was very confusing for him<br />

but AT LEAST he had teachers and<br />

school staff that supported him .<br />

He has now graduated, finished<br />

cadets and is a working member of<br />

society.<br />

Maybe the board should take a<br />

lesson from him. Reinstate this child<br />

so he also can get an education.<br />

Wealth creation<br />

Socialists just don’t get it! They seem<br />

to think if it weren’t for the billionaires<br />

of this world, we would all be enjoying<br />

a better and equal standard of living.<br />

Their theory is that every dollar that<br />

a billionaire has accumulated and<br />

squirreled away is a dollar that was<br />

taken away from some poor soul living<br />

below the poverty line.<br />

They are convinced that if billionaires<br />

had less money the rest of us<br />

would have more.<br />

I will agree that corporate executives<br />

can be greedy. There is no way<br />

that anyone needs that kind of wealth.<br />

However, I don’t think the economy<br />

would be any different if they had far<br />

less wealth. The big problem for the<br />

rest of us, and especially the socialists,<br />

is the optics of their wealth.<br />

It just doesn’t seem fair.<br />

The simple fact is what makes the<br />

economy work in a country is the<br />

wealth creation ability of that nation.<br />

Socialists think that all a government<br />

has to do for a sound economy is<br />

to create jobs. Well, it is a futile exercise<br />

if a large number of those jobs<br />

don’t create wealth one way or<br />

another.<br />

Governments are not wealth creators,<br />

rather the services provided by<br />

government are wealth consumers.<br />

The money to provide those services<br />

has to come from somewhere.<br />

Both our federal and our provincial<br />

governments are spending large sums<br />

of money on jobs that do not create<br />

wealth .<br />

A government has to have a bureaucracy<br />

and the country has to provide<br />

infrastructure, as those are necessary<br />

services, however the money must be<br />

spent wisely.<br />

So where does the money come from<br />

to pay for these services?<br />

The majority of it does not come<br />

from the pay cheques of an overpaid<br />

bureaucracy or from implementing a<br />

new tax that will make industry even<br />

more unproductive.<br />

For a period of over 70 years the<br />

Soviet Union provided a job for every “have province”.<br />

It is the efficiency in the production<br />

from these industries that creates the<br />

wealth for governments to derive the<br />

revenue they need to pay for government<br />

services.<br />

Competition among industries creates<br />

the efficiency for wealth creation.<br />

The reason that government-run business<br />

is inefficient is because there is no<br />

competition, so the incentive to be efficient<br />

is lacking.<br />

longer afford to pay for electricity.<br />

As a result, the province now has the<br />

highest sub-sovereign debt in the<br />

developed world. Say what you want,<br />

had the Ontario Government let the<br />

billionaire executives run the economy<br />

instead of focusing on the impossible<br />

goal of reducing C02 emissions to control<br />

climate change it would still be a<br />

whole immigration question in the<br />

column titled: Immigrants, refugees<br />

not the enemy, pg. 6, Mar. 7, 2017.<br />

She opens against what she terms<br />

“those who subscribe to a radical<br />

right-wing ideology”, and then proceeds<br />

to further muddy the waters.<br />

What is the main point of this editorial?<br />

She unloads on “baby boomers”<br />

as being a financial burden to our<br />

country. Then, she goes on to an immigration<br />

policy and racial tension.<br />

These are two separate matters. The<br />

connection Schimke tries to make<br />

between the two is weak and I think<br />

somewhat self-serving.<br />

First of all, I have no disagreement<br />

with the fact that end of life care for<br />

baby boomers is a huge expense that is<br />

unsupported by the number of babies<br />

Child misdiagnosed with head lice<br />

Dear Editor,<br />

Recently my child had won an<br />

online bid for the Cystic Fibrosis of<br />

Canada’s yearly annual event known<br />

as the Stettler Princess Ball .<br />

The package that my child won<br />

included a limo ride, hair and nails<br />

done, as<br />

well as<br />

entry for<br />

two to<br />

the ball.<br />

When<br />

it was<br />

time to<br />

do her<br />

hair, the<br />

hairdresser<br />

at a local<br />

shop in<br />

central<br />

Alberta<br />

refused based on a diagnosis of head<br />

lice.<br />

Her information and misdiagnosis<br />

was then passed on to the organizers<br />

of the event who basically refused her<br />

entry based on this misdiagnosis.<br />

I was offered a partial payment back<br />

but the question as to why remains<br />

unanswered.<br />

Was it based on race ? Was it based<br />

on income ?<br />

I immediately took my child to<br />

William Rockwell Mosher<br />

October 20, 1937 – March 1, 2017<br />

Born in Consort, Ab. to Charlie and<br />

Minnie Mosher, Bill lived his whole<br />

life on the land between Consort and<br />

Coronation.<br />

Dad went to school in Loyalist and<br />

Consort and especially enjoyed participating<br />

in 4-H and Air Cadets during<br />

his high school years.<br />

He soon met a young teacher, Wilma<br />

Tennant, who became the love of his<br />

life. They married July 9, 1960 and<br />

Jean passed away on Feb. 21, 2017 at<br />

the age of 72.<br />

Jean is survived by her three sons,<br />

Kaelyn and<br />

OBITUARIES<br />

together in 1962 bought the farm in the<br />

Talbot community where they spent<br />

the rest of their days.<br />

It was hard to make ends<br />

meet in the early days but we<br />

always had something to eat,<br />

and always bought apples to<br />

“keep the doctor away” and<br />

made good use of the paper<br />

wrappers that came with them!<br />

A fire took the barn in the<br />

early years which was a hidden<br />

blessing as the insurance made<br />

the land payments that year.<br />

Fighting fire was just one of<br />

the many memories of community<br />

coming together that were part of<br />

the heritage we knew growing up.<br />

Dad was a very hard working man,<br />

and did whatever work was needed to<br />

keep the farm going, so that by the<br />

time his kids reached their teen years,<br />

things were running smoothly and we<br />

enjoyed many good things and times<br />

together.<br />

Mosher<br />

Bill passed away at his home on the<br />

farm he loved March 1, 2017. Right up<br />

through his last days, he<br />

was able to enjoy the land,<br />

watch over the wildlife, collect<br />

deer antlers, and know<br />

the care and concern of<br />

family and community<br />

around him.<br />

Bill is lovingly remembered<br />

by his son Lyle<br />

(Alison) Mosher of<br />

Magnolia, Ab., daughter<br />

Lorene (Dan) Dammann of<br />

Lyalta, Ab.; sister Mildred,<br />

as well as 15 grandchildren,<br />

19 great-grandchildren and<br />

numerous other relatives.<br />

The family is very grateful to the<br />

community, especially to the Talbot<br />

Community and Coronation Funeral<br />

pay more.<br />

Council, during its regular meeting<br />

March 2, agreed that residents have<br />

until June 1 to renew their licenses for<br />

cats and dogs. After that the fee is<br />

increased by $10 for spayed/neutered<br />

pets and $20 for unaltered pets.<br />

The town’s current animal control<br />

bylaw sets out an<br />

$18 licensing fee<br />

for spayed/neutered<br />

pet and $36<br />

for an unaltered<br />

pet. The fees previously<br />

were due<br />

by Jan. 31 each<br />

year and no penalty<br />

The Health Advisory Councils<br />

(HACs) listen to the public’s thoughts<br />

and ideas on health care. They gather<br />

information about health needs and<br />

services for the residents in communities<br />

and advise AHS about health<br />

issues, needs, priorities, and access.<br />

Mayor Penny Shantz said that<br />

Bashaw has a number of medical<br />

related services that many in the area<br />

may not be aware.<br />

Council accepted Johnstone’s presentation<br />

as information.<br />

Cash receipts for the County and its related entities; and<br />

Back-up support for a variety of related duties in clerical and accounting<br />

services.<br />

The County is seeking an individual who is highly motivated with a positive<br />

attitude and excellent communication skills. Preference will be given to<br />

individuals with training and/or experience in MS Office software applications.<br />

A minimum of a high school diploma, a thorough knowledge of office equipment<br />

and a valid Alberta Driver’s license – Class 5 are required. The salary range for<br />

this position is $49,000-$58,000 per annum with an excellent benefits package.<br />

25 years<br />

Margaret Merchant was born April<br />

27, 1929 at Gadsby, Ab., one of 12 children<br />

born to Archie and Martha<br />

McKay.<br />

She was the first of her siblings<br />

born in Canada.<br />

The family lived at Westwood’s<br />

community until her mother passed<br />

away when Margaret was only 13.<br />

At that time she went to live with<br />

her oldest sister’s family, Mary and<br />

Elmer Smith at Castor. She completed<br />

her junior and senior high<br />

school at Theresetta where Uncle<br />

Elmer was a teacher.<br />

At the end of her Grade 12,<br />

Margaret won a scholarship to further<br />

her education and went to<br />

University of Alberta Normal School.<br />

Her first teaching post was at<br />

Lauderdale –a one room school with<br />

grades 1 to 8. In<br />

conversation one<br />

time, she mentioned<br />

that some of<br />

the grade 8 boys<br />

were bigger than<br />

her.<br />

In 1950 she and<br />

her younger sister<br />

came to<br />

Coronation where<br />

she had a teaching<br />

position.<br />

Merchant<br />

A local girl, Sheila Merchant,<br />

became friends with them and kept<br />

telling her brother Don about the virtues<br />

of the new teacher. Curiosity<br />

overcame Don.<br />

It didn’t take very long to become<br />

smitten and they were married on a<br />

very rainy July 6, 1951.<br />

In 1953, Linda was born followed by<br />

Allan in 1954. Unfortunately a farm<br />

accident took Allan into God’s hands<br />

when he was two. In 1956 Ross<br />

became part of the family and in 1962<br />

Neil joined his older brother and<br />

sister.<br />

Margaret went back to teaching at<br />

the beginning of the 1965/66 school<br />

year. It was not in her plan at all but a<br />

temporary two week teaching job<br />

lasted 25 years.<br />

In late August, Don Kilback the<br />

principal at the school came for<br />

coffee. His plight was dire. It was a<br />

week till school opened and they did<br />

not have a grade seven teacher for the<br />

“new” math program.<br />

She finally agreed and the rest,<br />

they say, is history.<br />

She retired in 1987 and her and Don<br />

took up travelling and managing the<br />

senior’s manors, Kings Court and<br />

Windsor Manor for a number of<br />

years.<br />

After Don passed away in 1995, she<br />

kept herself busy with her home, her<br />

flowers and watching her birds.<br />

She especially enjoyed her kids,<br />

grandchildren and great grandchildren<br />

and coaching her beloved “Blue<br />

Jays” from her chair and cheering on<br />

her Oilers.<br />

She lived on the farm a mile north<br />

and a mile west of Coronation for the<br />

past 65 years.<br />

This winter Margaret had a brief<br />

time of feeling unwell.<br />

When the idea of a temporary move<br />

for winter months was broached, she<br />

told Linda, “I’m not moving anywhere.<br />

My next move is to the cemetery.”<br />

She won---she did it her way!!!!!<br />

Funeral services were held in the<br />

Coronation Community Hall on<br />

Thurs., March 2, 2017 at 2 p.m. with<br />

Rev. Barbara Zimmerman officiating.<br />

Brother-in-law, Dale Merchant gave<br />

the tribute and her loving grandchildren<br />

shared stories of Margaret’s life<br />

and adventures, especially the cat.<br />

Nephew and niece Doug and Shirley<br />

McKay presented their gift of music<br />

and song.<br />

Margaret was laid to rest in the<br />

Coronation Cemetery beside her<br />

beloved husband Don at 11 a.m. with<br />

her grandchildren: Donald, Dale<br />

Krysta, Karen Osetsky and Daneca<br />

Leatherdale and Justin Merchant as<br />

pallbearers.<br />

Family and friends gathered after<br />

the service for a time of fellowship and<br />

a luncheon by the Coronation<br />

Community Lunch Committee.<br />

Long time friend Jim Campion gave<br />

a loving tribute of his working and<br />

personal friendship with the Merchant<br />

family.<br />

Donations in Margaret’s name may<br />

be made to Trinity United Church or<br />

the Coronation Cemetery.<br />
